中法战争后期,中国曾一度取得了局部胜利,但是局部的胜利毕竟改变不了整体的局势,无论从当时清政府的经济、军事和外交方面来看,还是从其对人民群众抗法的态度来看,都决定了在当时情况下清政府是不可能取得中法战争最终胜利的。中法战争中,中国“不败而败”中的“不败”仅是局部的胜利,清政府为了减少损失乘胜与法国议和,签订《中法新约》,也就不难理解了。 相似文献

传统观点认为：在１８８３—１８８５年的中法战争中，中国取得镇南关大捷，却未能乘胜攻击，反而签订了屈辱的《中法天津条约》，是谓中国不败而败，法国不胜而胜。本文认为镇南关大捷尽管政治影响很大．但在军事上，它只是中法战争陆路战场上的一次局部胜利。从更重要的海路战场或者是从战争全局来看，清政府始终处于劣势。况且当时清政府所处的国际环境不允许它继续再战，它的中央和地方财政也无力支持再战。另一方面．法国虽因镇南关之战而倒阁．但其元气未伤，正增兵增饷准备再战。因此，趁镇南关获胜的良机，“乘胜即收”，利用列强间的利益冲突，尽可能体面地签订中法和约，确是清政府从大局着想的明智之举、也是处于列强瓜分下的弱国，在夹缝中求生存“以夷制夷”政策的成功运用。 相似文献
