BACKGROUND: NHS Education for Scotland (NES) is the Special Health Board responsible for supporting best practice in education, training and development for all staff groups within NHS Scotland. As part of its remit, the Knowledge Services Group within NES is responsible for the e-Library, a national electronic resource providing and supporting access to the evidence base. The Knowledge Services Group also supports the national development of library services to NHS Scotland. AIMS: This article aims to provide a reflective overview of some recent challenges within the health library and information field in Scotland, and the positive role opportunities these have afforded. METHODS: The information was gathered through extensive professional interaction with staff across the sector over the first year of establishing the new role of Librarian Staff Development Manager. FOCUS: New roles have emerged for health library and information professionals generally; for example, in response to new technology or new user groups. The development of the NHS Scotland e-Library provides examples of role development that emerges symbiotically from core skills applied to a new situation or applied in an innovative way. Role development among health library and information professionals operating at the local service level can be both reactive and proactive. Working together, the partnership between the national Knowledge Services Group and local library and knowledge services for NHS Scotland has resulted in the emergence of additional new roles, extending the role portfolio of the local professional (for example, the Librarian-Tutor role) and supported by other national infrastructures (for example, the competency framework initiative).  相似文献

From the beginning of the 1990s, different types of quality management and evaluation systems have become integrated into higher education institutes throughout Europe due to the creation of the European Higher Education Area (EHEA). This has meant that the university libraries have had to learn how to evaluate their services and improve their quality. Quality audits are one tool that can be used in quality management approaches to assess how well an organization is being managed. This paper describes and benchmarks the use of external and internal auditing in three European academic libraries, i.e. the Medical Library of the University Medical Center Hamburg-Eppendorf (Germany), the Universitat Autònoma de Barcelona Library (Spain) and the University of Eastern Finland Library (Finland). The results reveal the best practices of auditing in these institutions; and recommendations are provided for the further development of library auditing and ways to improve co-operation between libraries.  相似文献

Background:Over a decade ago, the Hill report argued that a shift in vision was required to change the perception of National Health Service (NHS) Library and Knowledge Services (LKS) in England from “book repositories” to essential services that underpin clinical decision-making by patients, carers, and health care professionals. Health Education England''s Knowledge for Healthcare: A Development Framework for Library and Knowledge Services in England 2015–2020 advocates embedding librarians within clinical and management teams in order to provide access to high-quality evidence at the point of need.Case Presentation:In April 2019, Royal Papworth Hospital relocated twelve miles from its historic village location in Papworth Everard to its new state-of-the-art hospital on the Cambridge Biomedical Campus. The design for this new hospital did not accommodate a traditional library space and therefore necessitated a transformation of the LKS. The organization opted to embed the LKS staff into the clinical setting and relegate 80% of the print collection to off-site storage. This project and its associated steps are presented as an example of health care library transformation.Conclusion:Embedding the LKS team in the clinical setting, engaging in proactive outreach activity, and improving our marketing led to a 44% increase in literature searches requested compared to the same eleven-month period in the previous year. A 40% decrease in our print book loans indicates additional barriers to using a click-and-collect service and the need for greater investment in our e-book provision. However, early outcomes for our best-fit service transformation are positive. Having an open, dual mindset has enabled the service to embrace change and maximize emerging opportunities to collaborate with clinical staff on new projects.  相似文献

NHS knowledge and library staff are a highly specialist workforce delivering an economic benefit of £77 million per annum to the health service in England. To achieve their full potential and meet the changing needs of the NHS, it is vital that the workforce remains up to date through the continuing development of their skills, knowledge, and behaviours. This article outlines the work of Health Education England to gain Chartered Institute of Library and Information Professionals (CILIP—The Library and Information Association) quality accreditation for the short course offers delivered through the NHS Knowledge for Healthcare Learning Academy. It summarises the benefits of this accreditation for Health Education England, for employers, and for knowledge and library staff participating in the short courses. The Commission on Institutions of Higher Education (CIHE) of the New England Association of Schools and Colleges (NEASC) standards places less emphasis on quantifiable and arbitrary inputs and more emphasis on institutional effectiveness and assessment of student learning. NEASC includes the library throughout the standards and also has a long section specifically for the library. The authors advocate use of the ACRL (Association of College and Research Libraries) Standards for Libraries in Higher Education alongside the NEASC standards to ensure a focus on outcomes and assessment of libraries in the context of other areas of the institution. An effective strategy for streamlining the assessment of library resources and services is provided.  相似文献

The paper examines the management of change and the embedding of innovation in academic libraries and information services during a period of considerable and continuous change. Detailed examples are given from the author's own institution that adopts a very structured and corporate approach to strategic planning. The internal and external factors driving organisational change in the UK Higher Education (HE) sector are identified using a PEST (Political, Economic, Social, Technological) analysis, and a detailed SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis is presented which will enable institutions to assess the strengths, weaknesses, opportunities and threats of their services being able to deliver the changes required. Examples are given of the kinds of changes library and information services will need to implement in order to respond effectively to the changing external environment. Some of the barriers to the successful implementation of change are identified, with some practical measures to bear in mind to help ensure successful outcomes.  相似文献

在论及要素上,我国《普通高等学校图书馆规程(修订)》强调高等学校图书馆的性质、职能和主要任务,强调图书馆的管理体制、组织机构和馆舍建设;美国《高校图书馆标准》强调高校图书馆的规划、评价,重视读者指导和文献获取,重视合作与交流以及经费预算。我国《规程》由国家教育部(教委)组织制订并颁布执行;美国《标准》由美国图书馆协会下的大学和研究型图书馆协会制订。我国《规程》的规范形式偏重于宏观上和整体上的要求,而美国的《标准》则显得较为具体,对许多业务工作提出了较为明确的规范,并具有较好的约束和考查机制。我国《规程》再修改时可借鉴美国《标准》的法治理念、输出理念和同类比较理念。  相似文献

This article describes the work undertaken for the Higher Education Libraries in Partnership (HELP) project by Wales Higher Education Libraries Forum (WHELF). The project received funding from Higher Education Funding Council for Wales (HEFCW) and was concerned with reviewing and developing Welsh academic library collaboration. In states with limited road accessibility, rural students can feel isolated from library services. This article explores the creation, implementation, and results of an on-going longitudinal study assessing the library service needs of rural students in eLearning courses. To align with current practices in online pedagogies, including the Association of College and Research Libraries' Standards for Distance Learning Library Services and recent revisions to the Framework for Information Literacy for Higher Education, this survey has been designed to help the library identify and improve services to enhance rural student success.  相似文献

One ofthe North Thames’ pioneering consortia, the Inner London Consortium (ILC) is a complexbody which includes NHS Trusts with teaching hospital university connections, community-basedTrusts and general hospital acute Trusts. Within the consortium there are 12000 trained nurses,midwives, health visitors and other professional staff working in the professions allied to medicine(PAMs), all of whom require access to and provision of appropriate library information services. In 1994, taking into account experiences elsewhere in the Region and nationally, itbecame clear that library issues were complex and would become acute with the move of nursinglibraries from ILC Trust sites over a very short timescale. A report on the issues commissioned bythe Consortium recommended that a library project, which built on existing NHS Trust PGMDEfunded library resources and moved these to a multidisciplinary base to serve the consortiummembership, be implemented. The objective of providing access to library informationservices for nurses and PAMs was achieved. Successes that emerged from the implementationincluded: The registration in Trust libraries of almost 12000 new members within theinitial 6-month monitoring period. The development of service level agreements andstandards for the delivery of services to these new user groups. The 1994 Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) standards for information management will change the way health care librarians respond to JCAHO accreditation surveys and may affect the way libraries are managed. This article will highlight the changes in the standards and the new opportunities they offer. Implications for library operations and the challenges inherent in working with the new Accreditation Manual for Hospitals (AMH) are also explored. The long-awaited 1994 Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) Accreditation Manual for Hospitals (AMH) is now on most hospital library shelves. As expected, librarians will find that the section on Professional Library Services (the PR chapter) has disappeared and that the standards previously in that section are now incorporated in part into the new Management of Information, or IM chapter. Although this method of grouping standards may be new to many health sciences librarians, the incorporation of library services into IM may actually provide many more opportunities for librarians than the previous method of addressing library services separately.  相似文献

美国自20世纪20年代开始制定学校图书馆服务相关标准,到2007年共出台了九个全国性学校图书馆服务标准文件,这些标准的制定和实施反映出美国学校图书馆服务发展的脉络。在此过程中,ALA、AASL等行业协会发挥重要作用,图书馆服务和馆员价值得到彰显。具体呈现出以下特征:1学校图书馆服务根据教育改革需要进行调整,保持对学校教育的贡献度;2建设标准和服务标准统一,定量评价和定性评价相结合;3与行业协会的成熟和馆员专业化发展相辅相成。本文呼吁我国的研究者和教育管理部门关注中小学图书馆服务标准的确立,重视学校图书馆服务对素质教育的影响和作用。  相似文献

The North Carolina Area Health Education Centers Library and Information Services (NC AHEC LIS) Network provides library outreach services to rural health care providers in all nine AHEC regions of North Carolina. Over the last twenty-five years, the AHEC and university-based librarians have collaborated to create a model program for support of community-based clinical education and information access for rural health care providers. Through several collaborative projects, they have supported Internet access for rural health clinics. The NC AHEC Digital Library--under development by NC AHEC, University of North Carolina at Chapel Hill, Duke University, East Carolina University, and Wake Forest University--will further extend access to electronic biomedical information and resources to health professionals in a statewide digital library.  相似文献

Background: Worcestershire Health Libraries provides services to all NHS and social care staff in Worcestershire. Despite intensive marketing, statistics showed low usage of the library service for professions allied to technical services and allied health professionals. Objectives: To discover why there was low usage of the library services using qualitative techniques and to use focus groups as a marketing opportunity. This article also aims to outline the processes involved in delivering focus groups, the results gained, and the actions taken in response to the results. Methods: Focus groups were conducted in two departments, Pathology and Occupational Therapy. The Biochemistry department (part of Pathology) had two focus groups. An additional focus group was conducted for all the Pathology education leads. Occupational Therapy had two meetings, one for hospital based staff, and the other for community staff. Results: Issues centred on registration, inductions, time, library ambience, multi‐disciplinary service and resources. The findings raised marketing opportunities and the process identified potential candidates for the role of team knowledge officer, to act as library champions within departments. It also identified areas in which the library service was not meeting user needs and expectations, and helped focus service development. Conclusions: Focus groups allowed an opportunity to speak to non‐users face to face and to discover, and where appropriate challenge both their, and library staff’s pre‐conceived ideas about the service. The information revealed gave an opportunity to market services based on user needs.  相似文献
