20世纪末的结构调整,是非洲国家在经济全球化进程的一次尝试和实践。通过对结构调整的剖析,笔者得出的结论是:第一,在经济全球化进程中,非洲国家缺乏主动权,处于一种十分被动的地位;第二,经济全球化对非洲国家带来的困难和挑战大于机遇和希望。对此,非洲国家必须有充分的认识和准备。  相似文献

殖民统治确立以前,整个非洲处于贫困状态,特别是撒哈拉以南非洲的大部分地区发展水平相当落后。文章认为,这主要是由地理环境、自然条件、奴隶贸易和西方早期殖民主义等多方面的原因造成的。20世纪60年代的政治独立没有改变非洲贫困落后的面貌。特别是在结构调整改革以后,非洲贫困化的状况反而变得更加严峻了。尽管从"千年发展目标"提出以后,在国际社会的帮助下非洲各国的贫困状况也得到了一定的缓解,但前景仍不容乐观。  相似文献

20世纪后期、21世纪初期,北京交通大学先后参与到两大非洲铁路工程配套人才专项,成建制接收、培养了坦赞铁路和蒙内铁路留学生。这是北京交通大学甚至我国来华留学培养史上的标志性事件。在两个不同历史时期,北京交通大学在立项、招生、教学、管理等方面做出了有益探索,形成了行之有效的培养模式。文章挖掘史料,分析坦赞铁路人才项目的设计、实施策略,总结其历史价值、借鉴意义。进而研究了蒙内铁路留学生项目对坦赞铁路人才培养模式的继承,以及在新时代背景下,北京交通大学为其注入的新元素、新特色。文章勾勒出了蒙内铁路、坦赞铁路留学生项目既一脉相承,又与时俱进的非洲铁路人才培养模式。  相似文献

Ghana has been a leader in African education, but economic problems in the 1970s and 1980s led to declining attendance and low teacher morale. In response to a Structural Adjustment Program, in 1986 junior secondary (JSS) was substituted for middle schooling and more emphasis was put on vocationalism in these schools. This paper examines the perception of these changes by adults in a rapidly growing suburb of the capital. What do they expect and what are they getting from academic and vocational education? What have they achieved through the education they received, and to what extent is educational advantage passed on to one's children? Disillusionment is still widespread, but expectations and/or lack of alternatives mean that considerable resources are still invested in educating their children.  相似文献

The introduction of universal primary education in sub-Sahara African countries in the 1990s increased enrolment rates and provided opportunities to children who were previously not in school. Research demonstrates that eliminating fees is not the magic bullet that delivers universal access. This study seeks to determine risk factors associated with dropout among primary school children in the low-income areas of Nairobi. Qualitative data is from the Education Research Program, collected between June and July 2008. The study found that: dumpsites in the two slum sites of Korogocho and Viwandani lure children out of school; school levies still charged in schools keep children out of school; and chronic poverty within families lure girls aged 14–16 into transactional sex. In conclusion, the declaration of free primary education is not sufficient to realize improved educational attainment as dropout after initial entry negates the purpose for which it was introduced.  相似文献

In virtually all the countries of the world, the need for staff‐development programmes for university and other higher education teachers has been recognized. Because the developed countries of Europe and of North America have a head start in the domain, specialists from these countries have frequently been called upon to create and to offer staff‐development programmes in the universities of developing countries. This article discusses the appropriateness of European conceptions of staff‐development for African universities. Concluding that Euro‐centric staff‐developers and pre‐packaged European programmes are not appropriate, that they run the risk of becoming a form of cultural neo‐colonialism, the author considers ways in which European specialists can collaborate with their African colleagues in the structuring of staff‐development programmes that are not only African‐centred but are geared to the real needs of African universities as they are perceived by Africans themselves. If the author's suggestions are accepted, African universities will be able to make use of those aspects of European staff‐development concepts and programmes which have universal value without having to accept European cultural tutelage along with them.  相似文献

This paper discusses the relationship between international agendas for lifelong learning and financial aid for low income countries, especially those on the African continent. It argues that there are subtle differences in terminology written by policymakers respectively in Europe and South Africa for lifelong learning but that international development agendas reinscribe lifelong learning for countries in receipt of development aid. Taking a postcolonial perspective the paper provides a textual analysis of case examples from policy documents in two African countries to demonstrate how international aid priorities negatively affect government choices and policies for lifelong learning, in spite of more regional analyses of the role of education and lifelong learning for the continent's development needs. It argues that the inclusion of indigenous worldviews from the south have potential to enhance a global agenda for the social purpose element of lifelong learning.  相似文献

Researchers have examined the impact of family on child literacy among low-income African American families and preschoolers considered to be at risk for not being ready for kindergarten. Quantitative studies identify family-parental variables associated with poorer literacy outcomes, whereas qualitative studies detail family practices that promote child literacy development. Addressing the limitations of social address variables in quantitative research, and the paucity of research on preschoolers in qualitative research, this study examines the home-based literacy practices of 20 low-income, African American families with preschoolers in Head Start transitioning to kindergarten. Using qualitative interviews informed by a resilience framework, we found that home-based literacy activities were carried out within teams of diverse kin who worked together to promote children's school readiness. Family literacy teams expanded the literacy resources available to preschoolers, providing a rich literacy environment for children's development. These findings contribute to our substantive understanding of literacy practices within low-income African American families, resilience theory, and culturally relevant home-school collaborations.  相似文献
