Organizational actorhood is a term that has gained prominence in literature about higher education as a way to describe some of the key global change processes with emphasis on organizational accountability, formalization of structure, focus on goal definition and managerialism. At the same time, there is less knowledge about how organizational actorhood is constructed in professional higher education institutions. Based on over 100 interviews and document studies of two case institutions, this article argues that professional higher education institutions show many characteristics of aiming to construct organizational actorhood, while their understanding of accountability is broader than would be in traditional comprehensive universities.  相似文献

The engagement of academics in organizational change in higher education institutions is generally understood as involving a wide range of behaviors, and previous studies have situated academics’ actions at various points along a continuum between passivity and pro-activity. This article complements this approach by asking how—rather than in which contexts—academics act as central agents for change in higher education. Rather than trying to assess their global level of proactivity in a given change situation, we aim at identifying the actions which show them behaving more or less strategically. We argue that the notion of ‘bricolage’—widely used in organization theory—can be useful in this respect. Based on a qualitative study of the creation of 20 post-graduate nanotechnology programs on French university campuses, the article shows that academics participating in curriculum change engage in three distinct forms of bricolage. We suggest that the bricolage lens can identify two types of actions via which academics implement more or less pro-active strategies—identifying a repertoire of resources, and assembling those resources—and so allows us to reflect more deeply on how these actions may demonstrate several forms of agency, as well as several different relationships with norms, in each organizational change situation.  相似文献

The integration of higher education systems in the Western world has led both to development of overall strategies for the organization of higher education institutions by public authorities, as well as to strategies by higher education institutions aiming to position themselves within emerging higher education systems. This article first asks whether these developments represent converging or path dependent trends before it sketches a conceptual point of departure for the analysis of the relationship between institutions in higher education systems based on the effects of integration on academic hierarchies and functional specialization. Then I discuss how recent attempts at integrating higher education systems in Europe and the US may affect the relationship between institutions in the light of conceptions of education as a process by which students learn to learn or by which they learn specific occupational skills. Thirdly, the development is situated in a wider context where the relationship between different types of institutions are considered in relation to the spread of an extended and more utility oriented concept of knowledge. Finally, I consider briefly some possible future developments based on how modern capitalist and public managerialist knowledge regimes constitute conditions for higher education integration.  相似文献

After the Revolution of Dignity (2014), Ukraine signed an Association Agreement with the European Union. In the context of European integration, new legislation on higher education has been adopted. Changes in the institutional environment expect responses from higher education institutions, in particular changes in the organizational identities of Ukrainian universities that are claimed through the mission statements. As Ukrainian universities are in the stage of transition from the Soviet past to the European future, it is of primary importance how they interpret and respond to the changes in the institutional environment, claiming their organizational identity through mission statements. To answer this question, sociological institutionalism is applied as a theoretical framework for the exploration of how institutions shape the organizational identities of universities. A content analysis of the mission statements of 46 Ukrainian universities was conducted: 26 defined before the adoption of the new legislation on higher education in 2014 and 20 formulated after this date.  相似文献

Organizational behavior studies suggest that employee retention is dependent upon levels of organizational commitment. This study focused on the potential influence that human resources management (HRM) strategies have on organizational commitment levels among staff employees. The study collected data on human resources practices at thirty-four public institutions of higher education. In addition, staff employees from six of these institutions completed a survey measuring affective, continuance, and normative organizational commitment levels. Statistical analysis procedures found significant relationships between the HRM strategies and two of the commitment constructs, indicating that certain HRM strategies can affect organizational commitment and potentially influence turnover.  相似文献

The article reports on case study research carried out in two education institutions introducing information learning technology (ILT) as an enhancement to the learning experience. The approaches to change in each institution, described as structural and pedagogic, represent different strategies emanating from what might be polar opposites in the organizational structure. The research focuses on a university, where change is promoted by the lecturing staff interested in pedagogic developments, and a college of further education, where the Senior Management Team drive through structural changes which impact on traditional methods of course delivery. A range of leadership theories are employed to discuss the two cases and a leadership model proposed which, within the context of pedagogic and structural domains of interest, encourages staff in education institutions to develop better understandings of the parameters, interests and issues impacting on their respective roles.  相似文献

Abstract

Interest in ‘performance budgeting’ is growing despite a lack of research on its effectiveness. U.S. states have largely used ‘incremental’ and ‘formula’ budgeting processes to fund higher education. However, more than half of them are experimenting with some form of ‘performance budgeting’. There have been similar attempts to reform budget practices in the U.S. in the past, but most of these processes have been largely abandoned. Governmental ‘performance budgeting’ for higher education assumes policy objectives are stable, complex decisions on budget trade‐offs can be made at governmental levels on the basis of data, institutions operate as bureaucracies, resources can be linked to outcomes, outcomes are identifiable and can be agreed upon, accountability can be achieved through budget policies, and current practices create incentives to enrol unqualified students. These assumptions are not realistic. Consequently, ‘performance budgeting’ will not meet proponents expectations and will suffer the fate of past budget fads.  相似文献

In higher education research, theoretical approaches stressing isomorphism dominate the discourse on how higher education institutions ‘behave’ in their higher education and research systems. We argue that research should address both instances of similarity and differences. Using theoretical notions from institutionalism and the branding/marketing literature, and focusing on how UK universities are different and similar in their welcome addresses—as expressions of the institutions’ images—we are able to offer a balanced view of patterns of similarities and differences as well as share findings of patterns over time (2005–2015). Using quantitative and qualitative content analysis, our findings show overall high levels of homogeneity of images across the universities. But younger and less prestigious institutions were (both in 2005 and 2015) more inclined to show distinctive images.  相似文献

There are two models of dissemination of learning within higher education, the classical and the distance learning models. More than the distance, group versus individuality discriminates between them, and groupware can mediate and unify the two models. As higher education faces new challenges, integration of technology within the organization is on the horizon of professional development of the academic community for the years to come. The groupware model has the power to mediate the technical resources available and the essence of teaching and learning, the human communication within a community of people sharing understanding and meaning. Moreover, it has the capability to restructure the working process within the educational institutions. Research and development has to be done, but the emphasis should not bear on technology itself, but on the integration of technology within the working process of the organization.  相似文献

Teachers are where the major strength of organizational control lies in the educational process; it is mainly they who restrict the quality of education and teaching and who are the irreplaceable factor in determining how well a school is run and its overall image. Therefore, once a teacher drain from higher education institutions begins, it is indicative of a serious problem of major proportions. While in recent years the teacher drain from higher education institutions has been well handled in some economically developed regions and key universities, for the vast majority of ordinary institutions around the country it shows no signs of abating and is indeed worsening, becoming almost universal. It is hoped that this study will arouse concern about this higher education teacher drain and promote the development of higher education in China.  相似文献
