The Yonkers public school district is under a federal court order to desegregate its schools. Accordingly, the district has developed and implemented a detailed desegregation plan that will cost up to $170 million over a five-year period. However, there are various constraints on school district financing that could affect the plan. The Board of Education in Yonkers, which is appointed by the mayor, is fiscally dependent on the city. Thus, the school district budget must be approved by city officials. Also, because Yonkers appears to be a wealthy district, it receives less wealth-equalized state aid than other large-city districts. Given these circumstances, in addition to increase in state and federal aid, other measures to assist the district should be explored. The percentage of enrollment in physics (PEP) at the secondary level in the United States has been approximately 20% for the past few decades. In an attempt to isolate variables related to physics enrollment. Bryant (1977) conducted a path analysis model of secondary physics enrollment in New York State. This present study is a replication and extension of the study conducted by Bryant. Current data were used to verify the Bryant model and construct models with data available since Bryant's work. Data gathered by the New York State Education Department for the 1990–1991 school year were used. The source of this data included surveys completed by teachers and administrators on student characteristics and school facilities. A data analysis similar to Bryant's was conducted to determine whether the relationships between a set of predictor variables and physics enrollment had changed in the past 20 years. The findings indicate that there has been no change in the set of variables related to physics enrollment. © 1996 John Wiley & Sons, Inc.  相似文献

Dynamation is the integrative process whereby the sum total of all learning, knowledge, experiences, and feelings are brought to bear on productive, creative action and problem solving. In this paper, we describe some of the benefits of dynamation, outline a general approach to it-including the importance of friendship (the core of the empowerment process)- and explain several key incentives that will encourage faculty, through dynamation, to engage in growth activities. Throughout the article we discuss ten techniques developers can use. Our focus is on informal facilitator-enhanced (guided) empowerment. That is, we look at growth that is likely to result when developers work with faculty with the goal of growth, change, and development.Richard L. This paper describes the work of a Consortium for Collaborative Research on the Social Relationships of Children and Youth with Diverse Abilities. The Consortium was a 5 year research institute funded by the US Department of Education, carrying out research in the Los Angeles, San Francisco, and Sacramento areas of California; the Seattle and rural-suburban regions of Washington State; New York State including New York City, Syracuse and rural regions; and Maryland. The work was undertaken in rural, urban, and suburban school districts, with a demographically diverse population, and also directly with families. This paper shares the results of research findings on children's social lives in inclusive settings, while weaving a theme throughout the presentation of how this research was done. The focus was upon the role research should play and was directed toward closing the gap between research and practice.  相似文献

Summary The Virginia Career Information Delivery System—Virginia VIEW, which started in 1979–1980 is an evolving effort to provide career information assistance to the citizens of the Commonwealth. Every person in Virginia has access to the CIDS through a toll-free career information hotline. Over 20,000 callers have used the telephone to make career inquiries. The entire CIDS is available in over 1,000 locations ranging from middle schools, high schools, vocational technical centers, community colleges, colleges and universities, employment rehabilitation and social welfare agencies, to libraries and correctional facilities. In New York, the state has responded to the student dropout problem, which is particularly acute in urban school districts, by enacting a number of new state aid programs to address this problem. However, because many of the program grants are awarded competitively, the benefits are not distributed equally to all school districts. There is also much duplication and overlap in terms of program purposes and activities. Dropout prevention in the schools might be better served if some of the various programs were consolidated and the funds distributed on a more equitable basis so that aid is directed to areas of greatest need and the administrative burden at both the state and local levels is reduced.The opinions expressed in this paper are the author's own and do not necessarily reflect the official views of the State Education Department.  相似文献

Conclusion The ever increasing demands on guidance and counseling programs has added new responsibilities to the tasks of the counselor specifically in the area of career development. Along with this increase in responsibility, the issue of accountability has been added. Career information delivery systems assist the counselor in meeting the need for accurate, relevant occupational and educational information that can be disseminated in a timely efficient manner. Conclusion To say we are living in the information age is now a cliche, yet phrases often become cliches because they encapsulate a complex idea in an easily understood and remembered manner. Certainly, counselors have more information for their clients than ever before. Computer-based systems, video recorders, videodiscs, and fax machines greatly increase the power of the counselor to inform. However, the role of the counselor goes beyond informing to facilitating the growth of attitudes and behaviors associated with healthy, productive, autonomous lives. A crucial aspect of this facilitation is helping people use information so that for each individual it becomes the knowledge he or she needs in life.It is hoped that the model of self, search, and synthesis provides a way of looking at clients and information that is helpful to counselors. In the poem with which this article began, the seeker does have a fleeting moment of sight beyond the surface picture. New York has given long and careful consideration to the reform of special education funding in the state. The proposal under consideration, as endorsed by the State Department of Education, is based on a count of all students, as opposed to just special education students, and includes a poverty adjustment. This plan appears to support many of New York's special education reform goals, and it aligns with national trends. However, the decision to maintain separate funding systems for special education students with certain disabilities may conflict with the state's goal of educating students with disabilities alongside their nondisabled peers. Also, it is important to realize that achieving high learning standards for students with disabilities will not simply flow from the planned fiscal reforms; it will require careful consideration to ensure that these students are fully included in the state's system of accountability for all students.  相似文献

Conclusion Counseling can help provide a meaningful frame of reference for career information. Computers and other technology offer an increasing variety of presentation methods, each having different impacts on individual clients. Counselors need to be knowledgeable about what information sources and resources are available. They also should be skillful in the use of information with clients who are operating along a continuum of developmental levels. This paper describes the results of exploratory research into learning contract planning at Empire State College, State University of New York. At Empire State College the learning contract is the academic process for organizing individualized study plans. A paradigm was designed for describing and analyzing conferences between mentors and their students which focused on the functional tasks of contract planning and the decision-making process. The environment that emerged is compatible with a student-centered philosophy. Case materials are included to illustrate elements of the learning contract process.This paper is extrapolated from a research project partially funded by the Fund for the Improvement of Postsecondary Education.  相似文献

Although a growing body of literature is produced on reform of urban school districts, few studies examine shifts in the culture of managers resulting from reorganization in these bureaucracies. This article engages an analysis of central office managerial culture in the New York City Department of Education during a culminating moment of district office restructuring. I argue that a lack of consistent practices ensuring inter-office network building was instrumental in shifting the prevailing culture of the central office from an instruction-based to an accountability-based organization. Managerial restructuring was coordinated by way of empowerment, technology, and the use of space. I label this arrangement entropic, arguing an order through disorder as innovation, constraints from the district’s organizational environment, and uncertainty lead to a focus on performance conditions more than institutional capacity. The study draws on ethnographic research and in-depth interviews conducted with upper and middle managers of this school district.  相似文献

Economic theory predicts that improvements in signaling of achievement generated by external exit examination systems will (1) result in students learning more and this in turn will (2) enable them to get better paying jobs. Since New York State had the only statewide curriculum-based external exit exam system in the nation in the early 1990s, hypothesis 1 predicts that New York students should out perform socio-economically comparable students from other states. Cross section analysis of mean 8th grade NAEP math scores and SAT-I scores found that New York students were indeed about one grade level equivalent ahead of where one would expect given their socio-economic background. A similar analysis of dropout rate data found no differences between New York and other states. Hypothesis 2 was tested in HSB and NLS-88 data. Female students who reported that their high school required they pass a minimum competency exam in order to graduate were paid significantly more after they graduated from high school. Men did not earn more but did get a higher hourly wage.  相似文献

Nationwide, state policy-makers have increasingly adopted curriculum standards as a means of improving education. However, relatively little empirical research has been done to investigate if a link actually exists between curriculum standards and student performance. Using data collected by the New York State Department of Education, the impact of standards on high school student achievement is examined through estimation of a one-way fixed-effects model of the education production function. Curriculum standards are operationalized as the award of a “50–64” variance, which is considered a means of increasing the number of students taking demanding courses. The findings suggest that curriculum standards can improve student performance, but they do little to improve equity. While larger portions of pupils pass curriculum-based assessment exams, continued associations between select student characteristics and student performance remain.  相似文献
