ABSTRACT

The ISSN ISO standard (ISO 3297) is under revision. The ISO Working Group established to prepare this revision (ISO/TC46/SC9/WG5) includes representatives of the various communities interested in publishing, distributing, accessing, and identifying serials and other continuing resources. ISO/TC46/SC9/WG5 has developed revisions to the standard and additional proposals and recommendations that should result in some very positive and exciting changes for ISSN users and the ISSN Network.

This paper focuses on the most important changes that will be brought about by this revision: changes in ISSN scope, clarification of the ISSN assignment policy, development of a new concept and function-the “collocating issn”1-and development of an ISSN link data distribution and look-up service.2 The paper briefly mentions the use of ISSN in conjunction with DOIs, OpenURL, and URN, and concludes with a discussion of the place and role of ISSN users in the ISSN standard revision process and in the ISSN system.  相似文献

International Organization for Standardization (ISO) standard 3297 governs the assignment of International Standard Serial Numbers (ISSNs) for continuing resources worldwide. It is subject to systematic review every five years and, in 2017, an ISO Working Group was set up to review the standard. This working group took the decision to survey the views of stakeholders including publishers, libraries, and others. This article reports on the global survey that was undertaken, describing the questions and answers about which the committee sought opinions. It also sought details on the respondents to provide context. The replies are summarised in chart form with conclusions and an appraisal of the key issues, which suggest that whilst respondents are supportive of expanding the ways in which the ISSN is deployed, they are less convinced of the need for more ISSNs for any given title. They are split on the need for the structure of the ISSN to be revised but there is strong support for the notion of a “Family ISSN” that would describe resources that are linked through, for example, title changes or geography or language. ISSN identifiers reliably identify serials and other ongoing resources worldwide. The ISSN Register, maintained by the ISSN International Centre, is an authoritative database providing access to 1.9 million ISSN records, and fed by a network of 89 National Centres. This article presents the “Data Quality Plan” currently implemented by the ISSN International Centre: its objectives, its assumptions and the methodology it follows. Inconsistent presentation of journal information in the online environment presents barriers to researchers. Presentation and Identification of E-Journals (PIE-J), a National Information Standards Organization (NISO) working group, is developing a recommended practice that is designed to reduce this confusion by recommending that online journals offer clear presentations of journal title, enumeration, International Standard Serial Number (ISSN), and other standard citation elements. In cases where titles have changed over time, these elements should be presented as they were valid at the time of initial publication. The International Organization for Standardization's ISO 8, a broader international standard on the presentation of periodicals is in the early stages of revision to bring it up to date, particularly to include guidance about online periodicals. Once both documents are finalized and implemented, PIE-J and ISO 8 compliant publications will be presented optimally for discovery and use.  相似文献
