法治是现代国家的必备特征 ,建设法治国家已是全社会的共识。建设法治国家是个庞大的系统工程 ,对法治国家起基础性决定作用的是市场经济 ,在市场经济基础上形成不同的利益集团 ,由此孕育出了民主政治、多元化的价值理念和理性主义的文化 ,这些是法治国家形成的政治、文化条件 ;同时 ,法治还要求在一个相对稳定的、多元的、开放的社会环境中才能发挥作用。比较我国目前的政治、经济和文化条件 ,我国的法治进程将是一个漫长的、不可预期的进程。 相似文献
