This study looks at some of the traits that characterized Argentina’s scientific and university policies under the military regime that spanned from 1976 through 1983. To this end, it delves into a rarely explored empirical observation: financial resource transfers from national universities to the National Scientific and Technological Research Council (CONICET, for its Spanish acronym) during that period. The intention is to show how, by reallocating funds geared to Science and Technology, CONICET was made to expand and decentralize to the detriment of universities. This was the primary tool used by the military regime to thwart higher education’s research development, bolstering research efforts at other realms. Thus, CONICET grew in budget, number of researchers, and staff size, creating new research institutes, while national universities struggled with reduced funding and were forced to shut down their institutes and programs. As a result, CONICET virtually concentrated all scientific research, foregoing the knowledge accumulated at universities, which drove a wedge between both institutions. This military approach to science and technology policy-making is discussed, bearing in mind the notion of dependence—both in terms of the state’s intervention in the inner workings of the scientific-university field as well as regarding the role played by international financial support in scientific research development.  相似文献

Science and technology (S&T) policy studies has explored the relationship between the structure of scientific research and the attainment of desired outcomes. Due to the difficulty of measuring them directly, S&T policy scholars have traditionally equated “outcomes” with several proxies for evaluation, including economic impact, and academic output such as papers published and citations received. More recently, scholars have evaluated science policies through the lens of Public Value Mapping, which assesses scientific programs against societal values. Missing from these approaches is an examination of the social activities within the scientific enterprise that affect research outputs and outcomes. We contend that activities that significantly affect research trajectories take place at the levels of individual researchers and their communities, and that S&T policy scholars must take heed of this activity in their work in order to better inform policy. Based on primary research of two scientific communities—ecologists and sustainability scientists—we demonstrate that research agendas are actively shaped by parochial epistemic and normative concerns of the scientists and their disciplines. S&T policy scholarship that explores how scientists balance these concerns, alongside more formal science policies and incentive structures, will enhance understanding of why certain science policies fail or succeed and how to more effectively link science to beneficial social outcomes.  相似文献

There are a number of different forms of inter-organisational collaborative arrangements between universities at international, national and sub-national levels. This paper focuses on a particular form of inter-university collaboration mechanisms, which represents one of the key recent policy developments in Scotland. Research pooling initiatives are a regional response to create international research excellence and regional relevance by ‘pooling’ specific areas of research excellences that are seen to be of strategic importance to Scotland universities across the region. Research pooling initiatives as networks can be seen as strategic processes. Universities share resources and research facilities among selective partners and recruit professors and research students internationally by branding their subject areas together. This multi-scalar institutional development is set against the background of devolution and globalisation of science, technology and innovation policy on the one hand, and changing national higher education policies in the UK on the other.  相似文献

With this special issue, we would like to promote research on changes in the funding of the sciences, social sciences, and humanities. Since funding secures the livelihood of researchers and the means to do research, it is an indispensable condition for almost all research; as funding arrangements are undergoing dramatic changes, we think it timely to renew the science studies community’s efforts to understand the funding of research. Changes in the governance of science have garnered considerable attention from science studies and higher education research; however, the impact of these changes on the conduct and content of research has not received sufficient attention, and theoretical insights into the connections between funding practices and research practices are few and far between. The aim of this special issue is to contribute to our theoretical understanding of the changing nature of research funding and its impact on the production of scientific knowledge. This new model goes beyond traditional investments in technology transfer and prioritizes cutting-edge scientific research in economically relevant fields. This paper argues that the impact of individual higher education institutions’ strategies on system diversity should be explored. By looking at how universities respond strategically to governmental policies as well as to the actions of other (competing) institutions, our understanding of determinants of diversity can be enriched. A conceptual framework focusing on institutional positioning is explained using the dimensions deliberateness of organizational actions versus environmental influence, on the one hand, and differentiation versus compliance, on the other. We posit institutional positioning as the mechanism through which organizational and environmental levels are linked. Our model features multiple dimensions and relations reflecting how higher education institutions locate themselves in specific niches, i.e. positions where they are able to gather the necessary resources for their core activities. The implications for research on diversity and for policymaking are discussed.  相似文献

In Portugal, as elsewhere, the rhetoric of managerialism in higher education is becoming firmly entrenched in the governmental policymakers?? discourse and has been widely disseminated across the institutional landscape. Managerialism is an important ideological support of New Public Management policies and can be classified as a narrative of strategic change. In this paper, we analyse how far the managerialism narrative has been injected into the discursive repertory of Portuguese academics in their role as the co-ordinators of the higher education institutions?? teaching and academic middle levels. Based on an analysis of interview responses, it seems that most academics support traditional academic values such as autonomy and collegiality, and reject university or polytechnic governance based on corporate philosophy.  相似文献

Science and technology policy is both faced by unprecedented challenges and itself undergoing seismic shifts. First, policy is increasingly demanding of science that it fixes a set of epochal and global crises. On the other hand, practices of scientific research are changing rapidly regarding geographical dispersion, the institutions and identities of those involved and its forms of knowledge production and circulation. Furthermore, these changes are accelerated by the current upheavals in public funding of research, higher education and technology development in the wake of the economic crisis. The paper outlines an agenda for science & technology policy studies in terms of a research programme of a ‘cultural political economy of research and innovation’ (CPERI). First, the implications of the overlapping crises for science policy analysis are discussed. Secondly, three rough constellations of contemporary approaches to science policy are critically compared, namely: a techno-statist Keynesian governance; a neoliberal marketplace of ideas; and co-productionist enabling of democratic debate. CPERI is then introduced, showing how it builds on the strengths of co-production while also specifically targeting two major weaknesses that are of heightened importance in an age of multiple crises, namely neglect of political economy and the concept of power.  相似文献

Italian state museums are characterised by a rigid bureaucratic structure and are almost completely financed by government transfers. In this paper we develop a simplified two-stage model in an attempt to explain how the government's preferences for differentiated museum functions may affect museum organisation. The model shows that the government prefers that complementary functions (e.g., conservation and scientific research) be produced by a single museum, whereas it prefers that substitutable functions (e.g., conservation and access by the general public) be produced by two museums. We use this prediction for an empirical analysis of the organisational structure of Italian state museums. On the basis of the unique ISTAT census of the Italian museum system, we test with two separate probit models the probability of observing in a state museum the concentration of either scientific activities of conservation and research or promotion activities for education and the general public. Higher classes of centralisation for the state museums are also considered by means of an ordered probit model. The results seem to suggest that the Italian state museum structure, as surveyed in the early 1990s, fully reflected the traditional policy model viewing museums as institutions devoted to conservation, scientific research and education. As universities are increasingly called by their national governments for a more entrepreneurial management of public research results, they started to develop internal structures and policies to take a proactive role in the commercialisation of university research. For the first time, this paper presents a detailed chronicle of how country-level reforms on Intellectual Property Rights (IPRs) were translated into organisation-level mechanisms to regulate university-patenting activity. The analysis is based on the complete list of patent policies issued between 1993 and 2009 by the population of Italian universities. Our evidence suggests that universities first dealt with legislative changes on IPRs by enacting isomorphic behaviours, then by creating a community of practices, and finally by leveraging on such community to influence government reforms on IP-related matters. We discuss our results in the light of institutional theory and public policy.  相似文献

How does the research performed by a government mission agency contribute to useable technologies for its constituents? Is it possible to incorporate science policy mechanisms for increasing benefits to users in the decision process? The United States National Institute of Standards &; Technology (NIST) promises research directed towards industrial application. This paper considers the processes that produce science and technology at NIST. The institute’s policies for science provide robust examples for how effective science policies can contribute to the emergence of useful technologies. To progress towards technologies that can be years away, the agency uses several means for integrating the needs of eventual information users into the prioritization process. To accomplish this, NIST units, such as the Materials Science and Engineering Laboratory, incorporate mechanisms for considering user need and project impact into different stages of its scientific decision processes. This, and other specific strategies that the agency utilizes for connecting the supply of science to information demand, provide lessons for generating useable science.  相似文献

This paper is based on a study that explored the responses of bioscientists to changes in national science policy and research funding in Canada. In the late 1990s, a range of new science policies and funding initiatives were implemented, linking research funding to Canada’s competitiveness in the ‘global knowledge economy’. Bourdieu’s theory of practice is used to explore the multi-scalar, cross-field effects of global economic policy and national science policy on scientific practice. While most science and educational policy studies use Bourdieu’s concepts ontologically, as “thinking tools” to theorize power, this study adopted Bourdieu’s relational epistemology, empirically linking objective positions of power (capital) with position-takings (rooted in habitus) towards market-oriented science. A relational epistemology made it possible to explore what forms and weight of capital scientists brought to bear on symbolic struggles over the legitimacy of a market and scientific logic. By empirically investigating how power shaped bioscientists’ responses to market-oriented science policy, this study was able to identify key mechanisms of change within the scientific field and between science, politics and the market. First, it identified the rise of a new form of entrepreneurial capital and a market-oriented logic that coexists alongside a traditional scientific logic within the scientific field in a bipolar system of stratification. Second, it illustrated changes in scientific practice, which contribute to change in the structure of the distribution of capital within the scientific field. This study challenges Bourdieu’s emphasis on a single dominant logic or symbolic order and challenges science and technology scholars to both use and extend his theoretical contributions.  相似文献

Over the last few decades climate change has been gaining importance in international scientific and political debates. However, the social sciences, especially in Latin America, have only lately become interested in the subject and their approach is still vague. Scientific understanding of global environmental change and the process of designing public policies to face them are characterized by their complexity as well as by epistemic and normative uncertainties. This makes it necessary to problematize the way in which research efforts understand ‘the social’ of climate change. How do ‘the climate’ and ‘the social’ interpenetrate as scientific objects? What does the resulting field look like? Is the combination capable of promoting reflexivity and collaboration on the issue, or does it merely become dispersed with diffuse boundaries? Our paper seeks to answer these and other related questions using Chile as a case study and examining peer-reviewed scientific research on the topic. By combining in-depth qualitative content analysis of each paper with a statistical meta-analysis, we were able to: characterize the key content and forms of such literature; identify divisions and patterns within it; and, discuss some factors and trends that may help explain these. We conclude that the literature displays two competing trends: while it is inclined to become fragmented beyond the scope of the ‘mitigation’ black box, it also tends to cluster along the lines of methodological distinctions traditionally contested within the social sciences. This, in turn, highlights the persistence of disciplinary divisions within an allegedly interdisciplinary field.

This paper reflects on quality assessment and performance evaluation in higher education, namely by analysing the insufficient link between those two aspects. We start by reviewing the current state of the art regarding different processes and mechanisms of quality assessment and performance evaluation and discuss some of the major issues regarding the implementation of some of them. In particular, we analyse the current limitations regarding data collected, available and publicised on the performance of HEIs and the problems those limitations bring to a fair evaluation of higher education. Through this analysis we intend to contribute to a better understanding of the mechanisms of evaluation in higher education and the way these may lead to the promotion of better quality assessment practices and institutional management.  相似文献

There is growing attention to science diplomacy among scholars, policymakers, and scientific associations around the world. However, there continues to be contestation around the concept of science diplomacy, currently framed alternately as a new understanding of diplomacy, part of the global challenges discourse, central to the internationalization of science, and typifying competitive innovation. This contestation is furthered by the involvement of a broad array of policy instruments and actors in science diplomacy. In response, this paper focuses on a single policy instrument, examining eight bilateral and multilateral scientific cooperation agreements led by Canada, India, Norway, and the United Kingdom. Kingdon’s multiple streams framework is employed to explain how the interplay between policy actors, the policy agenda, policy problems, and policy alternatives leads to the creation of science diplomacy policies. Across the cases, all of the current science diplomacy discourses were applicable, holding stronger explanatory power in the problem and policy streams of the policy process while not obviously matching processes seen in the political stream. The findings also identified a gap in the current framing in understanding how geopolitical dynamics impact the creation of science diplomacy policies and how different policy actors negotiate, exploit, or are subject to these forces. By stabilizing one element of the ongoing debates around science diplomacy, the paper contributes a deeper examination of the array of policy actors and their involvement in different stages of the policy process leading to the formation of scientific cooperation agreements as tools of science diplomacy.

The role of competitive funds as a source of funding for academic research has increased in many countries. For the individual researcher, the receipt of a grant can influence both scientific production and career paths. This paper focuses on the importance of the receipt of a research grant for researchers’ academic career paths utilizing a mixed methods approach that combines econometric analysis with in-depth qualitative interviews. The analysis has novel elements both in terms of its subject (impact of funding grants on individuals’ academic career paths) and approach. The results of this study indicate that while research grants have a positive impact on the research performed under the grant itself, there are very important secondary effects on research performance through positive effects on academic career advancement. The probability of obtaining a full professorship for grant recipients is almost double that for rejected applicants, 16 percent compared to 9 percent. The probability for career advancement in general is about 9 percentage points higher for grant recipients. Qualitative interviews support these quantitative results by providing insights into how grants impact research careers, through heightened status, recognition, networking and other factors.  相似文献
