This article compares four European information and communication technologies (ICT) development projects spawned by national and EU initiatives to create the “European information society.” These projects, which sought to support learning and better use of ICT, were all the result of opportunities opened up by political initiatives. The analysis indicates that the main problems that afflict these projects stem from varied expectations and interests of the major actors. These problems can be mitigated considerably if a feeling of ownership is generated among the participants. This sense of belonging, however, is difficult to foster in a “top-down” project. Hence there is a need for a better balance between the “top-down” and “bottom-up” influences in the development of such projects.  相似文献

Information and communication technology (ICT) development initiatives have begun to acknowledge the power and importance of cultural and community-focused belief systems. Yet the vast majority of such initiatives tend to preidentify developmental goals that communities hold. Paulo Freire's writings have influenced development initiatives by introducing the possibility of working with communities to orient projects. While these “participatory” initiatives have involved soliciting community feedback relative to a research project whose goals were formulated in the university or development institution, they do not go far enough to harness actual visions held by communities. It is important to conceptualize a model and methodology of engaging communities to develop and articulate their own goals of information access and ultimately, an indigenous approach toward cultural, political, and economic aspects of development. This approach holds promise to sustain communities within a return on the investment and efforts of the researcher or institution. This article closes by describing a current initiative in Southern India that reflects the described methodology.  相似文献

Information and communication technology is regarded as a critical means of addressing rural problems of information deficiency, ineffective communication and emotional disconnection. Most studies on information and communication technology for development (ICT4D) can be categorized as a top-down development approach and are often theoretical research or case studies conducted using qualitative methods. In this study, we discuss a new phenomenon of citizen-led information practices in rural areas driven by the rural community and its citizens. By employing a mixed-method approach combining case studies and social network analysis (SNA), we explore how ICT4D can be achieved through citizen-led information practices. This study makes theoretical contributions to the study of ICT4D and information practices as well as the mixed-method approach, which deepen our understanding of the citizen-led information practices of ICT4D. This study also provides practical suggestions to the governments, enterprises, social organizations and rural communities in ICT4D practices and ICT function design.  相似文献

The present paper outlines the philosophical background as well as a practical case of so-called decentralized management of knowledge work. It is argued that top-down perspectives on knowledge have dominated management initiatives in this area, at the expense of naturally occurring, or emergent work patterns of R&D organization. A model of management based on semiorganized individual knowledge exchange or “brokerage” is proposed as a solution. This alternative is exemplified in a case study from a software engineering firm. The paper proposes a number of principles that may be used to guide the development of similar models elsewhere.  相似文献

Economics-related ICT research has moved from the fringes of the discipline to penetrate all of its branches. It is, therefore, not a separate economics subdiscipline. It is also unlikely to become part of an “ICT or Internet research” proto-discipline. Instead, it should be seen as only one part of a bigger agenda toward a proper “information and knowledge economics” and possibly a future proto-discipline of a “unified theory of information and knowledge” or a meta-discipline of information sciences.  相似文献

Government, major information and communications technology (ICT) companies, and educational institutions in the United Kingdom currently claim that ICT skills training offers inclusion into the new economy. We focus on a private-public training initiative and its impact on the socially excluded, specifically lone women parents. Narrative data from four United Kingdom educational sites participating in this computer network engineer training program highlight a systemic paradox: that ICT skills development initiatives designed to support lone women parents are simultaneously working in opposition to broader policy goals such as work-life balance and ironically serve to reproduce the participants' classification as socially excluded. The assumptions underpinning the model of social inclusion driving the ICT skills training course are analyzed critically using the concepts of community of practice, classificatory systems, and marginalization. Our findings suggest that ICT training courses and initiatives should be accompanied by changes in pedagogic practice that accommodate the more wide-ranging needs of those targeted for inclusion, as well as changes in employment settings. We conclude by exploring the implications of this for government policy formation, business vendor qualifications, the design of ICT skills training initiatives, and our understanding of the role of ICT skills in overcoming the digital divide.  相似文献

Project-based organizations (PBO) are nowadays widespread in almost all the activity sectors. This type of organizations poses complex problems for information and knowledge management due to the fragmentation and lack of uniformity of organizational structures, processes, practices, and technologies. The ineffectiveness of knowledge sharing over time, between project teams, is perhaps the most prominent issue that PBO must deal with. This strongly affects organizational learning, which seems to under-deliver value to PBO. Therefore, relevant knowledge is trapped in an “informational limbo” out of reach, not being capitalized for the organization. This is particularly true in research and development (R&D) institutions, where knowledge sharing can be hindered by conceptual misunderstandings resulting from different disciplines, cultures and ways of working of project participants. This paper addresses such issues by analyzing, in a comprehensive way, how information and knowledge management can better suit project team's needs and at the same time improve organizational learning. An ethnographic study, based on immersed participant observation, is performed at a Portuguese R&D Institute, in order to understand the link between the way information is managed in a project and how people interact and learn by sharing knowledge between projects. Results provide a set of enterprise information management (EIM) recommendations. Findings also suggest that a PBO-wide EIM strategy, balancing knowledge codification and personalization mechanisms, is a feasible solution to overcome the problems of knowledge sharing in PBO.  相似文献

Consumers can be disadvantaged and suffer detriment when information is withheld, when there is deception in the information provided, or when information is too difficult for consumers to obtain or evaluate. While information provision is often favored as a policy/regulatory tool to address “market failure,” it can have its own failings and drawbacks. For instance, the volume of information presented can contain its effectiveness. While the demand-side analysis indicates that actual consumer behavior exhibits systematic departures from the “rational” behavior assumed by conventional (neoclassical) economics, behavioral economics goes further in questioning whether additional information is always useful. It challenges some of the presumptions of conventional economics that consumers make their choices coherently and rationally. This article incorporates such considerations in proposing measures (including regulatory initiatives) that could improve the information made available to telecommunications consumers.  相似文献

This case study illustrates the issues that arise when a separate “maverick” business unit focusing on developing a new and disruptive innovation is spun off from the parent company. Companies in the high technology manufacturing and development sector have to continually innovate in order to survive and grow in increasingly turbulent and competitive markets. It is common practice for the parent company to spin off separate business units that can incubate and capitalise on the development of new technological innovations in order to grow and create new markets. The case analysis underlines the problems that arise when ICT systems and operational processes are not strategically aligned and imposed by the parent company. It also demonstrates how innovative business units can harness their unique talents and apply them to solving operational problems. By developing a new bespoke system aligned with the maverick unit’s emergent processes, the maverick business unit was pulled back from the brink of disaster to a successful and profitable business unit.  相似文献

In this article a methodology is presented to extract indicators that appropriately measure the information society and the digital divide between countries and the relevant statistics that the majority of countries can collect. With the help of content analysis, the entropy method, and consideration of the diffusion aspects of digitalization, 37 reputable information society and digital divide models are analyzed to indentify “core information and communication technology (ICT) indicators.” To overcome the limitation of the nonexistence of data, the information and the knowledge embedded in information society and digital divide models are employed as proxies for experts' opinions for extracting the core ICT indicators. Comparison of the prior indicators and the proposed ones reveals that the former ignore three important dimensions: e-learning, e-government, and networked world enablers.  相似文献

The digital divide is conventionally measured in terms of information and communication technology (ICT) equipment diffusion, which comes down to counting the number of computers or phones, among other devices. This article fine-tunes these approximations by estimating the amount of digital information that is stored, communicated, and computed by these devices. The installed stock of ICT equipment in the consumer segment is multiplied with its corresponding technological performance, resulting in the “installed technological capacity” for storage (in bits), bandwidth (in bits per second), and computational power (in computations per second). This leads to new insights. Despite the rapidly decreasing digital equipment divide, there is an increasing gap in terms of information-processing capacity. It is shown that in 1996 the average inhabitant of the industrialized countries of the Organization for Economic Cooperation and Development (OECD) had a capacity of 49 kibps more than its counterpart from Latin America and the Caribbean. Ten years later, this gap widened to 577 kibps per inhabitant. This innovative approach toward the quantification of the digital divide leads to numerous new challenges for the research agenda.  相似文献

Managing information about client requirements effectively can contribute to improve the quality of built facilities, and their related services. However, the process has been challenging to construction project management often resulting in failed projects. This necessitates an overwhelming need for a better approach. This paper presents a novel enterprise architecture framework for managing information about client requirements across all phases of a construction project and through-life of a built facility. The Integrated electronic Requirements Information Management Framework (eRIM) defines an information-centric, and process and service-oriented enterprise architecture approach to requirements management. It also describes how Information and Communication Technology (ICT)/Information Systems (IS) can support this information management. In developing the framework, findings from three case study projects were collated through observations, a questionnaire and interviews of construction practitioners. It is concluded that when implemented and incorporated in the management of construction projects, the eRIM architecture framework can potentially contribute towards improved and more efficient and effective management of client requirements across all stages of a project. In development literature, information and communications technology (ICT) has been characterized as having the potential to enable national development. However, ICT has been conceptualized mostly as a monolithic and homogeneous entity. To a great extent, the ambiguous findings and diverse opinions on the role of ICT in national development can be attributed to this limited focus. In order to better understand the role ICT can play in national development, we believe that the ICT artifact needs to be examined in finer detail. We propose that ICT needs to be conceptualized in its many facets, perceptions, and in its manifold impact in societies. We use recent concepts from the IT literature to propose an integrative framework to study the role of ICT in development. Policymakers and donor agencies may find this framework useful in evaluating the potential impact of development interventions using ICT.  相似文献

There is strong pressure to achieve greater uniformity, standardization and application of best practices in the service professions, a sector that is growing in presence and importance. At the same time, there is a conflicting demand for the delivery of high-quality (or high-priced or “knowledge-intensive”) specialized or localized services. Our article analyzes information systems-enabled standardizing of service work through an in-depth interpretative study of an ongoing standardization initiative within the field of nursing. Nursing provides a graphic illustration of the dilemmas involved in the standardization of service work. In nursing, standardization is commonly a feature of projects to improve both efficiency and quality in health care. In contrast to the dominant conception of standardization as a largely top-down, imposed process, we offer a view of standardization as incomplete, co-constructed with users, and with significant unintended consequences. The article contributes by (a) developing a theoretical perspective for the standardization of information-system-embedded service work and (2) providing operational and practical implications for system design and health care management.  相似文献

The era of big data has promoted the vigorous development of many industries, boosting the full potential of holistic data-driven analysis, yet it has also been accompanied by uninterrupted data breaches. In recent years, especially in China, data security laws and regulations have been promulgated continuously, and many of them have made clear requirements for data classification. As the support of data security initiatives, data classification has received the bulk of attention and has been hailed by all walks of life. There is a lot of valuable information contained in the issued regulations, which has already been well exploited in the research of privacy policy compliance verification, whereas few scholars have drawn on such information to guide data classification for security and compliance. As a step towards this direction, in this paper, we define two information types: one is “regulated data” mentioned in external laws and regulations, another is “non-regulated data”, indicating internal business data produced in a certain organization, and develop a novel generalization-enhanced decision tree classification algorithm called Gen-DT to classify data. In this way, data covered by the relevant data security regulatory mandates can be quickly identified and handled in full compliance as well. Furthermore, we evaluate the proposed compliance-driven data classification scheme using datasets collected from two famous universities in China and validate that our approach can achieve better performance than existing popular machine learning techniques.  相似文献
