The study examined variations in district performance in KCPE national examination in Kenya between 2001 and 2007. The individual change model revealed that district poverty rate was not a significant predictor of either the initial district performance (2001) or the rate of change over the seven-year period. The regional context of North Eastern Province had the lowest initial KCPE performance rates followed by the Gusii districts of Nyanza. However, the model revealed that the KCPE performance rates among districts located in the North Eastern Province are predicted to improve at an annual rate of 10.31 percentage points. The study recommends that educators and policy makers seek ways to address educational under-performance and low participation rates in Kenya without over-reliance on poverty reduction programs alone.  相似文献

Education and poverty reduction in Tanzania   总被引:1,自引:0,他引:1
This paper reviews research on the returns to education in Tanzania, both financial and non-financial, and considers whether these returns translate into poverty reduction. It looks at reasons why achievement of high primary enrolment rates in the past did not lead to the realisation of the associated developmental outcomes, considering factors both within and beyond the education system. Achieving mass access at the expense of quality appears to have had a negative impact on equality. The poverty reduction potential of current programmes to develop the primary and secondary education systems are discussed in the light of past experience.  相似文献

This paper explores the quantitative relationships between average levels of learning achievement across countries, changes in average levels of learning achievement, the inequality of distribution of achievement (akin to income or wealth inequality in general development analysis), and the proportion of students learning at or below an absolute minimum (akin to poverty in general development analysis). The paper uses a variety of data from cross-national and national assessments: aggregate data, micro (student-level) data, school-level data, and time-series data. The paper shows how various factors such as gender or wealth impact learning levels, but also shows that ‘systems-related’ inequality, not directly related to such factors, is typically much larger than inequality associated with any of those factors. The paper shows that countries progress from very low average levels of achievement to middle levels more by reducing the percentage of students with very low scores (that is, by paying attention to the ‘bulging’ left-hand tail of the distribution) than by increasing the percentage of high performing students. The availability of micro data from a particular case allows exploration of the relationship between inequality measures and measures of the percentage of students below a low level of achievement and shows that, at least in that case, the reduction in inequality that accompanies improvements in the average levels takes place mostly through a reduction in the percentage below a low level. Unlike in the case of income, where vast reductions in income poverty seem possible without reducing income inequality, the evidence presented here suggests that this typically does not happen with learning levels: inequality reduction, reductions in percentages below a low level, and improvements in the averages are all empirically connected. More work is needed to show whether that connection is also causal.  相似文献

Strong correlations between high levels of poverty and low education outcomes have prompted interventions aimed at raising literacy levels in communities characterised by poverty within Kenya, as in other countries. However, interventions aimed at improving literacy only in the languages of instruction (LOI) may not be the best option for students who speak mother tongues (MT) different from the school's LOI. The Capability Approach framework is used to examine the potential of parent-produced MT materials to be low-cost entry points into early-grade literacy for one resource-poor Kenyan school. It demonstrates that factors related to poverty strongly impact that potential.  相似文献

Using the 159 counties of Georgia as statistical units Osborne has presented data indicating (a) a positive relationship between percentage of non‐Whites and per pupil expenditures; (b) a negative relationship between per pupil expenditures and mean achievement and intelligence scores; and (c) a negative relationship between percentage of non‐Whites and mean intelligence and achievement scores. Osborne has interpreted these findings as indicating that the attempt to raise the achievement levels of previously deprived groups has been a failure, and has used this interpretation as a basis for a more general negative conclusion concerning the effectiveness of compensatory efforts. The present analysis indicates, however, that neither of these conclusions follows from his data. The evidence suggests rather that Osborne's negative correlations reflect in large measure long‐range effects of earlier conditions.  相似文献

The condition of poverty is pervasive worldwide and is multifaceted in its ability to have a deleterious generational impact. Although China has greatly reduced the proportion of people living in abject poverty over the past three decades, there are still millions of families living in extreme poverty. This study investigated the influences of families’ socioeconomic status on students’ educational achievement in China with regard to the National College Entrance Exam (NCEE) scores and subsequent college enrolment. We interviewed 132 recent high school graduates from schools in six urban cities from low-socio-economic status (SES) homes. The findings revealed that school climate (general school quality, student-teacher interactions, and peer pressure) and home environment (parental support, student-parent relationship, and family size) negatively impacted their educational achievement. Students were cognisant that the schools they attended did not have the same high reputation as schools attended by their more affluent peers and felt that their teachers openly discriminated against them. Additionally, their parents did not have the time or financial resources to help them advance educationally. We propose the low-SES Educational Achievement Framework to illustrate the phenomenon of environmental conditions that may influence the low-SES students’ NCEE scores and ultimately result in low college enrollment rates in China.  相似文献

This study utilized data from the 2006 Programme for International Student Assessment Hong Kong sample to investigate the factors that impact the science achievement of 15-year-old students. A multilevel model was used to examine the factors from both student and school perspectives. At the student level, the results indicated that male students, students from high socioeconomic status (SES) families, students with higher motivation and higher self-efficacy, and students whose parents highly value science are more likely to demonstrate achievement in science. At the school level, the results showed school science achievement differences can be explained by school enrolment size, school SES composition, and instruction time per week. Contrary to the negative influence of school size that was reported in previous studies, our findings suggested a positive relationship between school enrolment size and science achievement. This finding leads to an international discussion of school size.  相似文献

This study examined a large, nationally-representative sample of eighth-grade students in the US to assess how the frequency of group learning activity in mathematics classrooms was associated with mathematics achievement and three measures of attitudes toward mathematics. Results showed that moderate amounts of group work in class had positive effects on mathematics achievement scores. Moreover, a significant interactive effect was evident, with girls showing greater achievement benefits from group work than boys. Increased levels of group work were also associated with more positive attitudes toward mathematics.  相似文献

North Carolina's Smart Start and More at Four (MAF) early childhood programs were evaluated through the end of elementary school (age 11) by estimating the impact of state funding allocations to programs in each of 100 counties across 13 consecutive years on outcomes for all children in each county‐year group (n = 1,004,571; 49% female; 61% non‐Latinx White, 30% African American, 4% Latinx, 5% other). Student‐level regression models with county and year fixed effects indicated significant positive impacts of each program on reading and math test scores and reductions in special education and grade retention in each grade. Effect sizes grew or held steady across years. Positive effects held for both high‐ and low‐poverty families, suggesting spillover of effects to nonparticipating peers.  相似文献

This study examined the extent to which the association between increased student absence and lower achievement outcomes varied by student and school‐level socioeconomic characteristics. Analyses were based on the enrolment, absence and achievement records of 89,365 Year 5, 7 and 9 students attending government schools in Western Australian between 2008 and 2012. Multivariate multi‐level modelling methods were used to estimate numeracy, writing and reading outcomes based on school absence, and interactions between levels of absence and school socioeconomic index (SEI), prior achievement, gender, ethnicity, language background, parent education and occupation status. While the effects of absence on achievement were greater for previously high‐achieving students, there were few significant interactions between absence and any of the socioeconomic measures on achievement outcomes. The results of first‐difference regression models indicated that the negative effect of an increase in absence was marginally larger for students attending more advantaged schools, though most effects were very small. While students from disadvantaged schools have, on average, more absences than their advantaged peers, there is very little evidence to suggest that the effects of absence are greater for those attending lower‐SEI schools. School attendance should therefore be a priority for all schools, and not just those with high rates of absence or low average achievement.  相似文献

This paper analyses the national key stage 2 test results for 2300 11‐year‐old pupils in an inner London LEA. A range of concurrent pupil background data was also collected, including whether pupils spoke English as an additional language (EAL), and if so, their stage of fluency in English. EAL pupils at the early stages (1–3) of developing fluency had significantly lower KS2 test scores in all subjects than their monolingual peers. However, EAL pupils who were fully fluent in English achieved significantly higher scores in all KS2 tests than their monolingual peers. The negative association with attainment for the early stages of fluency remained significant after controls for a range of other pupil characteristics, including age, gender, free school meal entitlement, stage of special educational need and ethnic group, although these factors effectively explained the higher attainment of the ‘fully fluent’ group. We conclude that EAL is not itself a good guide to levels of attainment, and a measure of stage of English fluency is necessary to interpret associations with test performance. Alternative measures which focus only on the very early stages of English proficiency, such as the QCA ‘language in common’ steps, are inadequate to assess the impact of bilingualism for all but the very earliest learners of English. Given the uneven distribution of EAL pupils across the country, those schools and local education authorities with high concentrations of pupils in the early stages of learning English are likely to be adversely affected in school achievement and attainment tables. The policy implications for national data collection and for the use of such data are considered.  相似文献

The study compared preferred homework styles of Chinese students-who were characterized by (a) high vs low self-perceived homework achievement and attitude; (b) high vs low teacher-rated homework completion and quality; and (c) high vs low academic achievement in mathematics-and examined gender differences of homework styles in these students. The participants were 329 5th graders (172 boys and 157 girls) and 244 7th graders (130 boys and 114 girls). More distinguishing homework style elements were found with the self-perceived homework achievement and attitude levels than in the teacher-rated achievement levels. Neither gender differences nor gender-achievement interaction effects were indicated. As expected, the motivational elements distinguished the high/low levels of all types of achievement and attitude towards homework. While high teacher-rated achievement was more closely associated with high scores of the teacher-motivated element, the self-perception of work accomplishment at home was more positive in those students who were highly motivated by parents as well as teachers. A number of environmental and organisational elements also distinguished the high from low achievers. The importance of the teacher and parent role in student achievement was discussed.  相似文献

Two intervention programmes ‐ ‘limited’ (using instructional materials only) and ‘full’ (using instructional materials, student and parent programmes, role models and field trips) ‐ were implemented in two rural high schools in the United States with two male teachers. A similar school and teacher served as a control site. Student attitudes, confidence and experiences were assessed, and demographic, enrolment, and achievement data were collected. In addition, trained observers collected qualitative impressions. The results suggest that a combination of quantitative and qualitative methodologies may enable researchers to interpret results more appropriately, since social desirability may affect data obtained by quantitative methods. In addition, the impact of student achievement level on student attitudes toward, confidence in and perceived ability for science has been assessed. Last, a more refined intervention model is described, based on the results of the Science Career Options for Rural Environment Students (scores) project.  相似文献

The relationship of education to social mobility, health, and socioeconomic stability is examined in this study. The central question is: how do educational access and attainment reduce poverty and increase social immersion in a system that affords opportunity for quality health care and economic prosperity? An historic perspective, related and compared to current conditions for those who live at or below the poverty line, highlights the extreme difficulties of overcoming the barriers that separate people from consistent quality education, access to quality health care, and the opportunity to move toward economic independence.

The latest statistics showing the significance of socioeconomic status (SES) to cognitive development, educational achievement, healthy living, and social mobility are factors that have and continue to affect large portions of America's poor. The increase of early childhood programs is a beneficial first step in closing the achievement gap, but the physical and mental health problems plaguing the poor must be addressed if we are to reduce the poverty rate and improve educational opportunities for all children.  相似文献

Longitudinal studies showing the beneficial impact of early childhood education on later academic achievement have contributed to persuading policy-makers and academia that early childhood is the best time to address inequalities. However, the voice of parents is often absent from these debates. We investigated the perspectives of parents on children’s inequalities of opportunities and on the role of education and early childhood care in equalising life chances. The study specifically explored the views of 26 parents in the sub-Saharan African country of Mauritius through focus group discussions. Findings of the study suggested that parents tend to adhere to the discourse of parental responsibility as a key factor in children’s inequalities. Yet they also showed that parents have potential to criticise and deconstruct this narrative, as they experience structural circumstances, such as poverty or discrimination, shaping their life opportunities and those of their children.  相似文献

Concerns over equity of access to higher education are widespread, but there is significant disagreement over what should constitute a fair system. This article assesses diverse conceptualisations of equity and explores the ways in which they embody themselves in the policies of three systems, those of England, Brazil and Kenya. While showing significant disparities of income level and enrolment ratio, all three have made concerted efforts to expand higher education access, accompanied by increasing stratification in terms of the quality and prestige of institutions. Analysis of policy options and outcomes leads to a proposal of three principles for understanding equity of access: availability, accessibility and horizontality. The third of these principles addresses the little-acknowledged safeguard that disadvantaged students should not be confined to lower-quality institutions, while at the same time allowing for diversity of ethos and disciplinary focus.  相似文献

The primary objectives of the present study are to introduce the Colorado Longitudinal Twin Study of Reading Disability, the first longitudinal twin study in which subjects have been specifically selected for having a history of reading difficulties, and to present some initial assessments of the stability of reading performance and cognitive abilities in this sample. Preliminary examination of the test scores of 124 twins with a history of reading difficulties and 154 twins with no history of reading difficulties indicates that over the 5- to 6-year interval between assessments, cognitive and reading performance are highly stable. As a group, those subjects with a history of reading difficulties had substantial deficits relative to control subjects on all measures at initial assessment, and significant deficits remained at follow-up. The stability noted for all cognitive and achievement measures was highest for a composite measure of reading, whose average stability correlation across groups was 0.80. Results of preliminary behavior genetic analyses for this measure indicated that shared genetic influences accounted for 86% and 49% of the phenotypic correlations between the two assessments for twin pairs with and without reading difficulties, respectively. In addition, genetic correlations reached unity for both groups, suggesting that the same genetic influences are manifested at both time points.  相似文献

This study examines cognitive ability profiles of children with specific age-based normative weaknesses in reading comprehension and compares those profiles to the profiles of (a) children with at least average achievement in reading comprehension, reading decoding skills, and mathematics and (b) children with low achievement across the 3 achievement areas. When compared across 9 cognitive ability composite scores derived from Cattell–Horn–Carroll theory and measured by the Woodcock–Johnson III [Woodcock, McGrew, & Mather (2001). Woodcock–Johnson. Itasca, IL: Riverside], groups differed in overall level of performance. When individual abilities were considered, the poor comprehenders scored significantly lower than the average achievement group on all nine composite scores and significantly lower than the normative population on all composite scores except Processing Speed and Long-Term Retrieval. In contrast, the poor comprehenders also scored significantly higher than the low achievement group on all composite scores except for Visual–Spatial Thinking and Phonemic Awareness. Although the poor comprehenders as a group scored lowest on composite scores measuring language- and knowledge-based abilities, review of the profiles of individual poor comprehenders revealed no consistent pattern of performance across cognitive ability composite scores.  相似文献

In the current era of accountability for achievement, school principals play the pivotal role of instructional leader. In a high-stakes testing environment, leadership preparation programs in universities and school districts need to be positively related to academic outcomes. The purpose of this study was to examine the relationship between school leadership preparation programs and student achievement in urban settings. Because leadership is contingent on the setting, school contextual factors and their impact on student achievement framed this study. Regression techniques were employed to construct a conceptual model with predictors of criterion and norm-referenced student achievement scores. Confirming previous research findings, student poverty, teacher experience, and previous achievement were the strongest predictors and accounted for a significant amount of variance in student achievement; however, university and district preparation programs were not significant predictors. Implications for policy, practice, and future research are discussed.  相似文献
