我国民办高等教育发展大体上经历了起步阶段、建立阶段和发展阶段.民办高等教育在不同的发展阶段,国家或地方政府对民办高校的发展因时、因地采取或出台了不同的政策,公办、民办高校之间的竞争亦表现出不同的特征.在政府资助、师资竞争、生源竞争等方面,与公办高校相比,民办高校在发展过程中并非一直处于竞争的不公平状态,其所处的阶段不同,公办、民办高校之间公平竞争问题亦表现得有所不同.  相似文献

民办高等教育资源具有社会性、稀缺性、时效性、连续性和能动性特点。民办高等教育资源的发展环境的特殊性表现有良好的宏观背景;区域环境的不平衡性;生态因子的多样性和多变性。民办高等教育资源的配置机制包括竞争与激励机制、法律与行政机制、自我发展与约束机制。优化民办高等教育资源配置还必须正确认识公办高校与民办高校之异同;正确认识政府职能,扩大民办高校发展空间。民办高校要有竞争意识,提供优质教育服务;建立现代民办大学制度。  相似文献

The Malaysian Government is currently implementing policies aimed at major restructuring of tertiary education throughout the country. The stimulus for change derives from the needs of rapid economic development, and in particular a demand for a skilled and well-educated professional labour force, a long-established shortfall in the number of domestic places available in higher education, and a desire to raise participation rates. Measures include corporatisation of the universities in the public sector and active encouragement of state-owned enterprises and private corporations to establish universities in the private sector. While such changes represent a radical departure from the structure of the earlier system, retention of principles favouring such measures as affirmative action for student places and entry requirements for the majority bumiputera and promotion of Bahasa Malaysia as the predominant medium of instruction is likely to limit the effectiveness of the anticipated revolution in higher education which the Government proclaims this to be.  相似文献

Internationalisation of higher education in Malaysia is seen as a means for improving and empowering higher education so that the higher education institutions in the country can become comparable to the best in the world. While the government has spelt out the directions as well as some of the targets for internationalisation, higher education institutions in the country have been internationalising for different reasons and with different levels of priority and intensity. Public universities, especially the older ones, have been engaged in internationalisation as part of their academic growth and development. Concurrently, a variety of private institutions of higher learning has evolved since the opening up of private higher education from the 1980s. These include private universities that have been established by large corporations, smaller private colleges that have been elevated to the status of degree-conferring institutions as well as branch campuses of foreign universities. The objective of this paper is to examine the different concepts and challenges of internationalisation faced by the different types of higher education institutions in the country, using the case study approach. It was found that in each of these cases, the concept of internationalisation and the challenges faced are different, although funding is raised as a problem in three of the four cases. These different challenges imply that current policies may have to be fine-tuned in order to address the different needs of these institutions in their respective efforts to internationalise.  相似文献

本文重点分析了私立大学的公共控制问题和私立机构利用公共资源的问题。私立学院和大学将政府提供的资助转换为学费,取得空前的繁荣。不同私立大学在市场化机制下的行为方式是不同的,优秀私立大学带动了学费水平的不断提高。营利性大学是美国高等教育领域中发展最快的一部分。成功商业模式的复制和学生资助政策,是营利性大学快速发展的两个关键因素。私立大学的出现也带来了教育质量等一系列问题。新的政策走向似乎更有利于营利性大学,使之有可能获得更多的公共资源。  相似文献

我国民办高校发展状态整体平稳向好,但各类风险挑战一直伴随着我国民办高等教育发展进程。现存风险主要表现于资金财务、内部治理、教育质量等领域。建立民办高校办学风险防范机制有利于民办高校实现高质量发展。借鉴组织免疫理论来构建的民办高校风险防范分析框架包括非特异性免疫、特异性免疫、组织与环境间关系三大要素。非特异性免疫是民办高校事先进行的风险防范机制,包括组织结构、制度规则和组织文化。特异性免疫是民办高校后天形成的风险防范机制,包括组织监视、组织防御和组织记忆。在组织与环境间关系层面,要构建民办高校风险治理协同体系,净化社会文化环境,完善政策制度环境,构建常态化评估监测。  相似文献

Summary Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector.While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.The author is grateful to several officials of public and private colleges and universities whom he interviewed in the Philippines in March, 1983, and particularly to Mr. S.B. The first step toward the introduction and development of university education in Kenya was taken in 1961, when the then Royal College, Nairobi, was elevated to university college status under a special arrangement with the University of London. However, it was not until 1970 that the University College of Nairobi attained university status. Although comparatively young, state universities in Kenya have accomplished a lot. They accomplished their initial mission of producing adequate human resources for the civil service, national corporations, and the private sector; graduated thousands of students; and helped foster an intellectual community in the country. In just 30 years, public higher education has expanded from a single university (the University of Nairobi) to the current 6 public universities: Nairobi, Moi, Kenyatta, Egerton, Jomo Kenyatta, and Maseno. In spite of this growth, public universities in Kenya have faced enrollments beyond their capacity to plan and finance, fiscal challenges beyond their control, a decline in quality beyond their anticipation, and weak management practices beyond their level of training. To help solve some of these problems, private universities have increasingly emerged and gained ground in the country as an alternative route to higher education provision. This article seeks to examine some of the trends, prospects, and challenges to the emergence and development of private university education in Kenya.  相似文献

Societies’ relative use of private and public services is an abiding and significant issue of scholarly and policy interest. For higher education, however, there has hitherto been no comprehensive dataset and, accordingly, no extensive, reliable analysis of the private-public distribution. As this article provides both the dataset and the analysis, it allows us to discover both the size and geographical shape of global private higher education. Having grown greatly for decades, the private sector now holds a third (32.9%) of the world’s total higher education enrollment. We find striking patterns of concentration and dispersion. The several largest country systems account for much of the private enrollment but, simultaneously, private sectors now exist in all but a few systems; a stunning 97.6% of the world’s present enrollment is in systems with dual-sector provision. Societies no longer rely exclusively on public provision. We discover too that private enrollment concentrates mostly in developing regions, though it is noteworthy in developed regions as well. Asia and Latin America are the twin giants but in all regions, at least 10% of students are in the private sector.  相似文献
