Abstract

A study of the development of third generation Nigerian university libraries established between 1980-1984 was conducted during the latter part of the 1990/91 session. The study, which was carried out through the use of a questionnaire, personal visits, as well as informal discussions with the staff, had the objective of determining the similarities and dissimilarities in the growth of the libraries using indices such as governance, finance, stock and services, etc., as well as problems affecting their effective performance. The outcome of the study showed that there are more areas of similarities than dissimilarities in the ways they operate. Poor funding, scarcity of foreign exchange for the purchase of library materials from abroad, near absence of modern information retrieval technologies as well as theft and mutilation of materials, were found to constitute major problems to their rapid development. The recently negotiated World Bank loan for the Nigerian university sector designed to inject some US$120m for the purchase of books, journals and library equipment among others gives a ray of hope, though on a short-term basis. It is suggested that to take the university libraries out of the woods, massive injection of funds on a long-term basis is required.  相似文献

India is one of the oldest civilizations with a kaleidoscopic variety and rich cultural heritage. It has achieved multi-faccted socio-economic progress during the last 47 years of its independence. This article reports on a survey of the usage of modern technologies (e.g. photocopiers, microfilming, computers, facsimile transmission, audio-visual, online searching and CD-ROMs) in Indian libraries. These libraries include university, engineering, scientific, medical, government and public libraries. The study used a questionnaire, personal visits to many libraries and interviews. The paper examines the impact of modern technologies on these libraries. It concludes with a summary of the problems faced by the librarians in adopting the modern technologies and suggests measures for implementation of modern technologies.  相似文献

ABSTRACT

Academic libraries have undergone an evolutionary change as emerging technologies have impacted operations and services during the past two decades. For much of this period, increasing budgets have enabled libraries to keep pace with needed change. For the past two years, many academic libraries have lost significant funding due to the economic recession. This article argues that it is not a time for retrenchment and timidity but for expansion and boldness for academic libraries. The library that thrives, even in the midst of a recession, will be the one which seizes the opportunity to redesign itself for the future.  相似文献

ABSTRACT

Academic libraries provide intellectual access (discovery and procurement) to the full text of electronic journal articles through traditional library technologies like discovery layers, link resolver software and knowledge bases. These technologies mainly rely on accurate title-level metadata to successfully deliver journal articles to library users. Open Access articles pose a difficulty for many participants in the e-journal supply chain, including libraries and publishers, as Open Access status is a property of the article, not the title. A review of the literature examines: the impact of Open Access on intellectual access through traditional library technologies, current proposed solutions, and emerging technologies.  相似文献

Abstract

Information and Communication Technologies (ICTs) incursion has brought a lot of changes to libraries activities. ICTs are used to manage libraries more efficiently and in meeting customers’ demands more appropriately at the right time. Despite the contribution of ICTs to library and information work, many libraries are yet to adopt these technologies especially in the acquisitions of library materials. This study was carried out in three selected university libraries in North West Nigeria. The objectives of the study were to: determine the influence of performance expectancy on academic librarians’ intention to use ICT for acquisition; establish the influence of effort expectancy on academic librarians’ intention to use ICT for acquisition; find out the extent of social influence and facilitating conditions on academic librarians’ intention to use ICT for acquisition and lastly to proffer recommendations. This study adopted a positivistic approach and used a questionnaire administered to 224 librarians to collect data in the three selected libraries. The study is guided by the Unified Theory Acceptance and Use of Technology (UTAUT) developed by Venkatesh. Findings from the study reveals that academic librarians are supportive on the use of ICT in their work; ICTs are significantly important, trainings were organized mainly for librarians on general use of ICT not only on acquisition, but also on the general issues related to library activities; librarians also have the knowledge necessary to use ICT for acquisition in their libraries. The study recommends among others that the parent universities should increase the funding of their libraries with adequate supervision, so that such funds are well utilized for ICTs application; university libraries should continually sponsor their academic staff on modern computerized ways of using ICTs to source for materials and the acquisition of information resources in academic libraries should be given all the seriousness it deserves by enacting legislation to allocate a reasonable percentage of the university’s budget to it.  相似文献

Presents the basics of modern copyright law and ways in which the 1998 Digital Millennium Copyright Act (DMCA) changed the law. Focuses on the DMCA's prohibition of circumvention and file sharing and how this has impacted libraries. Discusses efforts to re-establish a copyright balance between creators, publishers and consumers, especially through proposed legislation and the open access movement. The impact of the DMCA on libraries is weighed, and calls for librarians to be more vigilant in opposing efforts to legalize digital rights management software.  相似文献

ABSTRACT

The information and knowledge society has resulted in the exponential growth of information and communication technologies (ICTs), thus creating a gap between those who use ICTs and those who do not; hence the emergence of the term “digital divide” in the 1990s. One of the milestones of South Africa’s National Development Plan, a policy that charts the country’s development up until 2030, is to ensure that high-speed broadband internet is universally available at competitive prices. Notwithstanding the importance of ICTs in public libraries, the provision of such is still taking place on a limited scale in South Africa. This article investigates the use of ICTs in public libraries in South Africa as a tool in bridging the digital divide. It also examines the inequalities in access and use and suggests ways in which ICTs may be used to reduce the digital divide. A qualitative research methodology was adopted. In order for public libraries to function as an important tool in bridging the digital divide, there is a need to standardize the provision of public library services with regard to the digital divide.  相似文献

ABSTRACT

The paper reports the proceedings of the 22nd Standing Conference of Eastern, Central, and Southern African Library Associations (SCECSAL) held in Swaziland from 25th to 29th April, 2016. The theme of the conference, “Digital transformation and the changing role of library and information centres in the sustainable development of Africa” was discussed in 54 presentations with various subthemes. Emerging technologies and their role, e-infrastructure development for sustainable development, e-governance, social media and digital preservation and indigenous knowledge among others were discussed. The paper also presents the lessons learned which include; the need to improve in digital literacy, use social media to promote library services, preserve traditional indigenous knowledge for coming generations and also cloud computing is now a necessity in modern libraries. Summary

The Americans with Disabilities Act of 1990 (ADA) motivated libraries all over the United States to evaluate their accommodations and services to patrons with disabilities. This article presents a case study of the Texas Tech University Libraries project to meet the needs of their patrons in relation to ADA. The study focuses on including adaptive technologies in the library environment to aid blind, hearing, visually and physically-impaired patrons and increasing library staff awareness of the needs of patrons with disabilities. Findings from the study will also benefit school, public, and special libraries that are evaluating their access for patrons with disabilities.  相似文献

The authors explore the roots of Holland Library Public Services in two original divisional libraries, the Humanities Library and the Social Sciences Library, and chronicles its evolution through the “merger” (1978-82), the Kemp years (1983-89), the New Library planning and construction phase (1989-94), and a modern phase (1995-present). The modern phase includes a discussion of the influences of a library reorganization. Summary

The Internet has brought great changes to reference services in academic libraries. One significant impact has been the growth and evolution of the reference librarian's role as teacher. This article reviews the literature on the librarian's increased teaching role with the emergence of the Internet, discusses the changing student populations who require a librarian's instruction and the skills that students need to achieve information literacy, and reviews how the Internet has affected current teaching strategies including classroom instruction, Web-based instruction, and efforts to integrate information literacy instruction into the curriculum. In addition, it also introduces emerging Internet technologies with their potential impact on teaching and instruction. The authors conclude that the reference librarian's teaching role will further increase with the development of information technologies.  相似文献
