This article outlines the findings from a contemporary study of principals' leadership practices in Malaysia as part of the 7 System Leadership Study. Recent policy developments within Malaysia have increased principals' accountability and have underlined the importance of the role of the principals in transforming school performance and student learning outcomes. This article draws upon emerging empirical evidence about principals' leadership practices and highlights some of the challenges associated with the new accountability expectations and demands placed upon principals in Malaysia. It provides a contemporary insight into the way in which principals in Malaysia view their leadership practice. The article proposes that despite the pressure on them to secure better school and student outcomes, principals in Malaysia increasingly view their leadership practices as transformational and distributed.  相似文献

Internationally, Intercultural Understanding (ICU) is increasingly prevalent in the field of education. The recent evidence base includes a growing academic literature and examples of specified education policy and curricula. In regards to leveraging ICU, research suggests a multi-level and longitudinal approach is needed to ensure effective and sustainable school change. Significant gaps exist in the literature about the contextual factors across all school levels that facilitate or impede the development of ICU. These gaps include research and action pertaining to school leadership. This paper draws from interviews and visual data generated in a large Australian study and focuses on the centrality of a single architectural feature of the school, the school foyer, and how principals grapple with the (re)design of these spaces to assert themselves as interculturally capable schools. Discourses of educational leadership have historically relied on well-worn leadership models of operational practices rather than explicitly framing an understanding of diversity to support intercultural capabilities. During a period of mandated Australian curriculum reform and assessment, this paper offers another way of ‘Doing Diversity’ of interest to policy makers and school leadership keen to embed ICU in their schools while highlighting the significant role school leaders have in progressing ICU.  相似文献

‘Transformative leaders for sustainable schools’, was a nationwide research project conducted in 150 primary schools in Cyprus during 2005–2007. The project explored the role of the principals in the organisation of sustainable schools. A mixed methods approach to data collection was employed combining quantitative and qualitative methods. This paper presents primary school principals’ perceptions of sustainable development, their views on the characteristics and operation of the sustainable schools as well as factors supporting or impeding the development of such schools in Cyprus. Our analysis reveals that the term ‘sustainable school’ is a concept only vaguely understood by the principals. Education for sustainable development is interpreted loosely as environmental education and sustainable schools’ operation is limited to sustainable development’s environmental aspects. Principals place their emphasis on environmental conservation, for satisfying humans’ needs whereas the notion of environment, economy and society are marginalised. The development of sustainable schools in Cyprus is restricted by limitations in time, lack of ESD teacher education, the centralised educational system and the overloaded curriculum. Suggested reinforcing factors are parents’ associations’ support and the school–community dialogue. Further exploration of the principals’ role as potential carriers of change and effective leaders is needed.  相似文献

This paper presents findings of a study in information communication technology (ICT) implementation, on the principal's leadership style in relation to other factors that influence implementation. The principal's leadership style is perceived—on the basis of the characteristics of the context where the study was conducted—as a personal quality, rather than a change/transformational leadership behaviour or related to the principals' positional authority. The study employed firstly a large‐scale survey based on which case studies of four schools were selected for further research. The findings have implications for practice, more specifically, for principals' training and for the support provided to schools for embedding ICT. The paper draws on an institutionalist implementation approach to describe the principals' role in theorising the concept of ICT in education.  相似文献

Research on Education for Sustainable Development (ESD) implementation tends to focus primarily on student and teacher outcomes, and there have been few studies on leadership practices at the school organisation level that provide information on how quality in education contributes to ESD implementation. To address this issue, we conducted an empirical mixed methods study of existing practices in 10 highly ESD-active upper secondary schools in Sweden. The schools’ principals, who were responsible for implementing ESD, were interviewed to obtain information on the quality criteria they used to guide their work. Twenty-six criteria were identified and grouped into four main principal quality criteria on the basis of statistical analysis: Collaborative interaction and school development; Student centred education; Cooperation with local society; and Proactive leadership and continuity. This categorization both supports existing research on ESD quality criteria and highlights new criteria that are important but were previously unrecognized. Trends in the identified quality criteria are discussed and related to prior research in order to identify potentially fruitful school leadership and management for implementing ESD at the school organisational level.  相似文献

In this paper we develop a model for the capabilities required by principals for effective Science, Technology, Engineering and Mathematics (STEM) leadership. The model underpinned a large national cross-sectional research and development project across Australian states in both primary and secondary schools. This model is developed via synthesis of research literature across leadership and STEM education. The model consists of five dimensions of principals' STEM capability: (1) STEM discipline-specific and integrated knowledge and practices; (2) contexts; (3) dispositions; (4) tools; and (5) critical orientation. These dimensions represent distinct, but interrelated, capacities required by principals to establish and maintain positive STEM learning cultures within schools. Elaborations have been provided, in the form of capabilities, for each of these dimensions. The model has the potential for shaping principals' STEM leadership development trajectories and structuring targeted professional learning programmes for principals, teachers and other members of the school community.  相似文献

Currently educational research literature demonstrates wide discussion and endorsement of ‘distributed’ leadership while concurrently traditional, hegemonic forms prevail in practice. This article investigates understandings about educational leadership held by Australian school principals. The article describes the contradictory conceptions about educational leadership currently in circulation. It interrogates underlying assumptions and questions how both hegemonic and newer leadership conceptions and assumptions serve educational leaders. Data from principals around the country and across education systems reinforced the predominance of un-theorised or under-theorised notions about leadership, with similar assumptions found in important policy artefacts and practices. This article emerges from interviews with 100 principals focusing on their professional learning needs, which revealed interesting ideas, issues and dilemmas concerning ‘leadership’. It fills a gap in research on distributed leadership by exploring contradictions inherent in policy, practice and understandings in this area. The article is structured into four sections. First, extant literature on this topic and the research are explained. Second, the article focuses on principals' conceptions about leadership and those inherent within important policy and practical artefacts. A discussion of the findings focuses on the discrepancy between theory and policy endorsement and the views of practitioners. Abstract

The demands of the twenty-first century require effective and sustainable use of Information and Communication Technologies (ICTs) in education. Various ICT strategies and initiatives across South Africa have not resulted in system-wide, sustainable ICT integration in schools. Although the roles of principals are acknowledged in educational management, the question remains how principals influence teachers' effective and sustainable integration of ICT through teacher professional development (TPD). A matrix of theoretical criteria selected seven participants across diverse contexts. In-depth interviews produced an integrated dataset that revealed principals' patterns of influence, their perceptions and experiences, their leadership and management styles, their attitudes towards ICT integration, their knowledge on related ICT and related TPD issues, as well as their strategic thinking on ICT integration. The proposed theoretical framework illustrates the interrelatedness of aspects that influence principals' leadership through open distance learning.  相似文献

This paper shares elementary school principals' perspectives from one urban school district in Trinidad and Tobago, regarding factors that might enhance or limit their and/or their faculty's readiness for inclusion in their schools. Qualitative data collection comprised a self-administered questionnaire and focus group interviewing. Respondents comprise 18 school principals. Findings revealed a philosophical readiness to embrace inclusive practice, but resistance towards assuming responsibilities for such students within the classroom. Recommendations to facilitate more effective inclusion hinged upon teacher education, leadership and collaborative practice.  相似文献

This literature review aims to understand the factors that influence the adoption of school leadership policy reforms and whether there are some common trends that lead to policy changes in this area. The main question driving the study was the following: what are important reasons or contextual factors that have influenced the adoption of school leadership policy reforms? The analysis shows that there is an eclectic set of research that covers school leadership from different perspectives. Each tackle the question of school leadership reform adoption from different angles. A policy perspective associates school leadership reforms to contextual changes in relation to decentralisation, school autonomy, accountability or an increasing emphasis on education outcomes. School improvement perspectives acknowledge the key role of school leadership in education change. The research on school leadership impact has contributed to the adoption of school leadership reforms. The school leadership policy perspective shows that countries have introduced school leadership reforms, with practices varying by country and context. Some have been interpreted as a response to a new public management agenda or to the globalisation of education policies. Findings from this review indicate that whilst there is much research on school leadership, nevertheless, analysis and promotion of policies to support and strengthen school leader roles to support school improvement appears to have received less attention.  相似文献

Leadership gained a lot of attention during the past decades because of school principals' growing responsibilities and the accountability-driven context they work in. However, reviews providing a general overview of effective school leadership theories and effective professional development are rare. The present review was conducted to summarise the existing literature and discover lacunae in school leadership research in preschools, primary and secondary schools. 75 studies focusing on leadership theories, characteristics of effective school leadership and school leaders’ professional development were included and analysed. The present article provides an overview of main leadership theories such as instructional leadership, situational leadership, transformational leadership, distributed leadership and Leadership for Learning. Second, the article focuses on the characteristics of effective school leadership and lastly, the review offers features of effective professional development activities for school principals.  相似文献

This paper describes how two primary head teachers, nationally recognised as role models for the development of an education for sustainable development (ESD) in their schools, manage the implementation of this area. In doing so, it shows how they adopt two very different approaches to ESD and to their job generally, and suggests that whilst there are some commonalities between them, educational leadership needs to be seen as driven by a moral purpose, engaging and re-engaging with each situation, entering into a dialectic with others’ visions, leading to the re-conceptualisation of problems in different ways. This not only suggests a continued tension between such uniqueness and standardised approaches to headship, but raises questions about current policy imperatives for developing models of sustainable leadership.  相似文献

How do principals adjust to new standards and measurement rulers of school performance when they are coupled with high-stakes consequences? Adopting a contingent view of leadership and a multiple accountabilities framework, this qualitative study explores how high school principals enacted their accountability in New York City, by comparing two periods: just before such policy changes took effect and just after. We observed large differences in principals' attention to external political, bureaucratic, and market accountabilities; how much accountability conflict or alignment was experienced; and how principals' sense of professionalism was constructed. This article links the prospects of sustainable development to democratic socialism and those forms of knowledge and learning developed by the global anti‐capitalist movement. While socially critical approaches to education for sustainable development (ESD) can accommodate these forms, they are marginalised by New Labour’s policies on sustainable development and education. Contradictions between neo‐liberalism and social democracy in these policies explain why ESD has made limited progress and suggest the kinds of initiatives and ESD indicators the UK government is likely to favour. The article establishes the policy context for a second article that focuses on how the UK ESD community responded to the author’s report on possible approaches to an ESD indicator, commissioned by the Sustainable Development Commission.  相似文献

Abstract

A number of schools in South Africa appear to be struggling with the changes that the government is introducing to improve the quality of education and lay a strong foundation for the country's societal transformation. Leadership has been found to be one of the factors that are associated with how schools cope with change and its complexities. This article focuses on a conceptual examination of the national Advanced Certificate: Education (School Management and Leadership) programme's capacity for promoting sustainable leadership in schools. The findings from the critical analysis of the qualification's documentation suggest that the current formulation of this school leadership development programme does not address the complexities of leadership and change, and is thus unlikely to adequately contribute towards leadership effectiveness or its sustainability in schools. It may, however, contribute to short- term school improvements, policy compliance, management effectiveness or economy and/or administrative efficiency.  相似文献

This paper aims to identify the characteristics of principal leadership in Hong Kong. More specifically, it analyzes and integrates a number of studies to identify the consistency of principal leadership across the years and samples using a number of different leadership conceptions. These conceptions include both traditional and alternate approaches to educational leadership. The paper shows how societal culture and context combine with the principals' personal attributes to shape their school leadership. Findings indicate considerable diversity among Hong Kong principals even though they operate within the same social system. The paper stresses the importance of understanding culture and context if worthwhile leadership development programmes are to be developed.  相似文献

Increasing attention to climate change and the current global economic crisis has underscored the need for approaches to education that equip and empower people of all ages to deal with uncertain environmental, economic and political futures. A range of educational and research initiatives already exist which could support this aim, however, policy and discussion continue to focus on technical solutions or ‘knowledge transfer’ without seriously engaging with the content of education. This paper suggests that education responses are needed which attend to provision of both appropriate educational infrastructure and relevant knowledge and skills. It also explores the connections between education for sustainable development (ESD) and education quality, and argues that these frameworks already support potentially effective education responses to climate change.  相似文献

Can education for sustainable development (ESD) policies help to create a more sustainable society? In the article I argue that contemporary secondary school curriculum policies relating to ESD are rhetorical devices that will achieve little towards resolving global problems. I suggest that the conceptualization of SD is itself fundamentally flawed and inevitably restricts the scope of possible policy solutions. I analyse three ESD curriculum policy texts to reveal their concealments, silences and blocks to enquiry, demonstrating how their rhetorical forms make them readily assimilable into dominant economic discourse. I then introduce a recent UK Government Report explaining the failure in implementing ESD policies in the school curriculum and I expose how this analysis is a further demonstration of the problems in the prevailing policy perspective. In conclusion, I propose a new direction for progress in curriculum policy regarding sustainability.  相似文献
