This article presents reflections and guidance concerning assessment literacy in teacher education. Previous inadequacies in teacher training in educational assessment highlight the need for teachers to be assessment literate. Assessment literacy consists of an individual's understanding of the fundamental assessment concepts and procedures deemed likely to influence educational decisions. Due to the current focus on accountability assessments, it is in teachers' best interest, and also the students', that teachers develop a level of understanding in assessment. Assessment, when used appropriately, is also a powerful tool for learning. What is needed to facilitate assessment literacy in teacher education is more than a brief mention of assessment in a course. A course in assessment with an appropriate text is necessary to bring a more complete understanding of assessment to beginning teachers.  相似文献

We live in an era in which standardized assessments play a necessary and important role in the mission of our public schools to provide equal and equitable educational opportunity to all students. However, our focus on summative accountability measures often has an eclipsing effect on the equally important role of formative assessment practices in the classroom. This article describes why and how formative assessment should be integral to classroom teaching, and it suggests the importance of focusing on teachers’ instructionally-based, formative assessment competencies through our teacher evaluation systems.  相似文献

This paper contends that powerful techniques to manipulate data, enabled by technological and economic developments, can be easily co-opted to serve the restrictive frameworks of hyper-controlling, managerial accountability that characterise current cultures of summative assessment in education. In response to these challenges, research is urgently needed to increase our understanding of the impact that assessments have on individuals and society. The paper concludes that social research ought to contribute to the identification of responses – educational, technological and political – that can minimise inequalities and potential abuses through the encouragement of data literacy across society.  相似文献

This study examined the extent to which literacy is a unitary construct, the differences between literacy and general language competence, and the relative roles of teachers and students in predicting literacy outcomes. Much of past research failed to make a distinction between variability in outcomes for individual students and variability for outcomes in the classrooms students share (i.e., the classroom level). Utilizing data from 1,342 students in 127 classrooms in Grades 1 to 4 in 17 high-poverty schools, confirmatory factor models were fit with single- and two-factor structures at both student and classroom levels. Results support a unitary literacy factor for reading and spelling, with the role of phonological awareness as an indicator of literacy declining across the grades. Writing was the least related to the literacy factor but the most impacted by teacher effects. Language competence was distinct at the student level but perfectly correlated with literacy at the classroom level. Implications for instruction and assessment of reading comprehension are discussed.  相似文献

Over the last two decades, teachers in Australia have witnessed multiple incarnations of the idea of ‘educational accountability’ and its enactment. Research into this phenomenon of educational policy and practice has revealed various layers of the concept, particularly its professional, bureaucratic, political and cultural dimensions that are central to the restructuring of educational governance and the reorganization of teachers’ work. Today, accountability constitutes a core concept of neoliberal policy-making in education, both fashioning and normalizing what counts as teacher professionalism in the ‘audit society.’ This article focuses specifically on the recent introduction by the Australian Federal Government of standardised literacy testing in all states across Australia, and raises questions about the impact of this reform on the work practices of English literacy teachers in primary and secondary schools. We draw on data collected as part of a major research project funded by the Australian Research Council, involving interviews with teachers about their experiences of implementing standardised testing. The article traces the ways in which teachers’ work is increasingly being mediated by standardised literacy testing to show how these teachers grapple with the tensions between state-wide mandates and a sense of their professional responsibility for their students.  相似文献

The growing body of research on the use of vignettes in teacher education courses suggests that vignette-based instruction and assessment tasks may represent a viable alternative to traditional forms of scaffolded instruction and reflective essays following classroom observations, thereby creating a bridge between college and K–12 classrooms for teacher candidates. In this study, the authors compare the effectiveness of vignette instruction and assessment tasks with teacher observation-reflections on subject matter mastery in two sections of an online graduate educational psychology course. One section completed vignette assessment tasks while a second section wrote reflective essays following K–12 classroom observations. Both sections also completed a cumulative posttest (ten forced-choice items, a vignette task, and a video reflection task). Results confirmed the null hypothesis that there would be no significant differences in mastery of subject matter across the two groups, extending the effective application of the vignette as an alternative to reflective essays following classroom observations.  相似文献

While critical literacy has recently become a pervasive discourse in policy and professional materials, there remains a most surprising silence about the theory and practice of assessment of students' performances and products in critical literacy classrooms. As the title of this paper suggests, our purpose is to move towards a theory of critical literacy and assessment, with the focus of the latter being on formative assessment designed to enhance classroom learning. Specifically, our intention is not to privilege either critical literacy or formative assessment theory, but rather to critique each from the vantage point of the other. In this way, we challenge various silences to speak about: the teaching-learning contract; mastery and apprenticeship; a dialogic relationship between teacher and student; and values and evaluation. In examining current theorising of the bases of formative assessment of students and critical literacy, we identify and explore tensions in that practice of assessment, and suggest a way beyond apparent impasses. Central to the discussion is a redefining of the nature of accountability in the theory and practice of critical literacy and assessment.  相似文献

Assessment literacy is a core professional requirement across educational systems. Hence, measuring and supporting teachers’ assessment literacy have been a primary focus over the past two decades. At present, there are a multitude of assessment standards across the world and numerous assessment literacy measures that represent different conceptions of assessment literacy. The purpose of this research is to (a) analyze assessment literacy standards from five English-speaking countries (i.e., Australia, Canada, New Zealand, UK, and USA) plus mainland Europe to understand shifts in the assessment landscape over time and across regions and (b) analyze prominent assessment literacy measures developed after 1990. Through a thematic analysis of 15 assessment standards and an examination of eight assessment literacy measures, results indicate noticeable shifts in standards over time yet the majority of measures continue to be based on early conceptions of assessment literacy. Results also serve to define the multiple dimensions of assessment literacy and yield important recommendations for measuring teacher assessment literacy.  相似文献

This work systematically reviews teacher assessment literacy measures within the context of contemporary teacher evaluation policy. In this study, the researchers collected objective tests of assessment knowledge, teacher self‐reports, and rubrics to evaluate teachers’ work in assessment literacy studies from 1991 to 2012. Then they evaluated the psychometric work from these measures against a set of claims related to score interpretation and use. Across the 36 measures reviewed, they found support for these claims was weak. This outcome highlights the need for increased work on assessment literacy measures in the educational measurement field. The authors conclude with recommendations and a resource to inform a research agenda focused on assessment literacy measurement to inform policy and practice.  相似文献

The purpose of this article is to review and to connect research about teacher education effectiveness and school effectiveness to arrive at an integrative conceptualization that has the potential of improving empirical research in both fields. Teacher education effectiveness addresses effects of teacher education on outcomes such as teacher knowledge, this knowledge becomes the predictor in teacher effectiveness research with instructional quality and student achievement as outcomes. The two research orientations become united in path-analytic studies. A fuller incorporation leads to an extended educational effectiveness model that enriches a systemic interpretation of key levers of educational effectiveness and opens up black boxes at the system and the classroom level. In such a comprehensive model, teacher policies can be regarded an alternative for educational improvement strategies like school curriculum policies, accountability and evaluation or governance and management. At the same time insights from educational effectiveness research at large suggest inclusion of additional variables in teacher education and teacher effectiveness research, particularly on the institutional level.  相似文献

The 1990 Standards for Teacher Competence in Educational Assessment of Students ( AFT, NCME, & NEA, 1990 ) made a documentable contribution to the field. However, the Standards have become a bit dated, most notably in two ways: (1) the Standards do not consider current conceptions of formative assessment knowledge and skills, and (2) the Standards do not consider teacher knowledge and skills required to successfully work in the current accountability and “standards‐based reform” context. This article briefly reviews the 1990 Standards and their influence, describes some other lists of assessment knowledge and skills that might be considered in updating them, and then proposes educational assessment knowledge and skills for teachers that reflect current teacher assessment needs. This set of competencies should help focus the work of teachers, teacher supervisors, professional developers, teacher educators, and others responsible for teachers’ assessment knowledge and skills.  相似文献

This article discusses the value and feasibility of carrying out evaluation research on teacher development and uses as points of reference the author's experiences in two countries, Sri Lanka and Mexico. In Sri Lanka, an evaluation study was designed to understand the effectiveness and costs of teacher development at the elementary level linking teacher preparation with classroom practice and student achievement. The study also evaluated costs and analyzed the possible impact of the results for future policy. The study in Mexico illustrates the challenges of doing evaluation research in an environment dominated by a central state and teacher union politics, and where systemic empirical research on teacher development has been rare. It constituted an initial attempt at looking at the content and the anticipated effects across different approaches to teacher development in Mexico. New calls for greater accountability and better understanding of the reach and limitations of general education worldwide are prompting systems to examine teacher development program effectiveness. In this analytical article, the author discusses strategies and possibilities in the emerging field of teacher development program evaluation.  相似文献

When STARS reform efforts were launched in 2000, teacher training in assessment was seen as crucial to the success of the program. The STARS reform efforts focus on both supporting the implementation of quality classroom assessment practices and implementing a district-based accountability system. The training programs described in this article were developed in response to one or both of these needs. Two of the programs were designed to provide training to experienced teacher. The other two programs were designed to meet the needs of pre-service teachers. Evidence suggests that the training programs have had a positive impact on teacher confidence, knowledge, and skill in key areas of assessment. In addition, there also appears to be evidence, while somewhat limited, which suggests students also experience positive outcomes.  相似文献
