ABSTRACT

Evidence exists that American institutions of higher education are well-entrenched in the consideration of mechanisms for supporting the implementation of Open Educational Resources (OER) and alternative textbooks. Literature reveals that developing and implementing OER is a significant undertaking in terms of time and human resources. This study deploys content analysis of a sample of United States regionally based higher education institutional websites to determine the current state of institutional support mechanisms to implementers just embarking on the OER journey. Findings reveal that institutions have made strides in the development of faculty mini-grants and stipends with guidelines, proposal checklists, and weighting mechanisms to inform decision making. However, due to widespread language across the stratified sample emphasising award pool and individual limits, it is clear that OER funding is still seeking wider support as a permanent funded resource. Sponsorship of institutional OER initiatives seems split between institutional library functions and teaching and learning centres. Other issues, such as ownership and licensing, are significantly underdeveloped in field implementation or fall in a large continuum of practices. Recommendations of shared responsibility and use of data driven initiatives are provided that may improve institutional support of faculty OER adoption, adaption and creation.  相似文献

Despite striking similarities, the adoption and implementation of policy shifts regarding higher education governance vary considerably across the globe, suggesting a mixed picture of diversification and isomorphism both within and across national higher education systems. By unpacking one particular structural reform process, this paper focuses on mergers as both a governance tool and a governance result in higher education. The paper analyzes the strategic decisions taken by Norwegian higher education institutions during 2014 in the light of a proposed national reform to merge institutions in order to enhance quality in higher education. The empirical basis of the paper consists of analyses of the commissioned self-evaluations of the higher education institutions, and the strategic choices and dilemmas they expressed. The process can be seen as organizational engineering in the sense that it emerges from the self-evaluation process, but is also subject to governancing on the part of the ministry.  相似文献

This study examines the experiences of business development centers in higher education institutions (HEIs) to promote entrepreneurship in underserved communities. It draws experiences and perspectives from multiple stakeholders to examine the contribution of HEIs toward equitable economic development and social renewal. Based on extensive qualitative data analyses, this study highlights the role of HEIs as anchor institutions and intermediary enablers of economic development in bridging traditionally split efforts between different university missions. The findings contribute to research and practice on entrepreneurship education and universities’ engagement in fostering inclusive entrepreneurial ecosystems and equitable growth through entrepreneurship.

Following decades of quality management featuring in higher education settings, questions regarding its implementation, impact and outcomes remain. Indeed, leaving aside anecdotal case studies and value-laden documentaries of best practice, current research still knows very little about the implementation of quality management in teaching and learning within higher education institutions. Referring to data collected from German higher education institutions in which a quality management department or functional equivalent was present, this article theorises and provides evidence for the supposition that the implementation of quality management follows two implicit logics. Specifically, it tends either towards the logic of appropriateness or, contrastingly, towards the logic of consequentialism. This study’s results also suggest that quality managers’ socialisation is related to these logics and that it influences their views on quality management in teaching and learning.  相似文献

This article focuses on responses of higher education institutions to governmental policy. We investigate the influence of organisational characteristics on the implementation of quality management in Hungarian higher education institutions. Our theoretical framework is based on organisational theories (resource dependency and neo-institutionalism), Allison’s models on organisational decision-making processes, and also addresses some of the more specific characteristics of higher education institutions. Our empirical investigation shows that organisational characteristics matter in policy implementation of quality management in Hungarian higher education. Certain organisational variables, viz. leaders’ commitment to the implementation process, the involvement of external consultants, institutional reputation, and bureaucratic and political decision-making processes have strong effects on the implementation of quality management. Characteristics particular to higher education institutions were much less influential.

Abstract

There has been rapid development in Blended Learning (BL) diffusion and prior studies mainly focused on issues related to students and lecturers in improving teaching and learning outcomes, but very few studies focused on institution’s readiness and diffusion issues. Thus, there is need for institutional-based research to guide universities, colleges, and polytechnics to strategically diffuse BL. Accordingly, this study develops a model to investigate the variables and associated factors that influence institutions' administration readiness to diffuse BL initiatives based on Diffusion of Innovation (DoI) theory and institutional BL adoption framework that comprises of mature implementation stage of BL. Quantitative research approach was employed and data was collected using online survey questionnaire from 223 e-learning administrators/managers in Malaysia universities, colleges, and polytechnics. Next, Partial Least Square-Structural Equation Modeling (PLS-SEM) technique was employed for data analysis. Results indicate that institutional structure, resource support, technology infrastructure, management strategies, and ethical considerations are key variables that positively predict administration readiness to diffuse BL initiatives in higher education. Additional results from Importance Performance Map Analysis (IPMA) in PLS-SEM suggest that institutional structure has the strongest effect on administrators’ readiness to diffuse BL and is also the most important variable that influences BL diffusion in institutions. Theoretically, findings from this study provide insights on how institutions’ administration perception and acceptance of BL approach can be enhanced. Practically, the developed model can be employed as a readiness tool to assess institutions current state in implementing BL environment and further provides a road map for future improvement.  相似文献

While a lot has been written regarding the changing management and governance arrangements in higher education, less is known about how this progression relates to quality in higher education. The purpose of this article is to describe the context of governance in Portuguese higher education institutions and how institutional governance arrangements impact on quality and quality assurance mechanisms of higher education. The study is based on four institutional cases studies, comprising two universities and two polytechnic institutions. Semi-structured interviews were conducted with senior managers, middle managers, academics and students from Arts and Engineering, and documentary analysis was undertaken. The main findings show that national and institutional features of governance and management may influence the implementation of quality policy and procedures, and indeed quality improvement. The different institutional actors seem to be aware of the dynamic nature of the equilibrium between positive and negative impacts and recognise the need for checks and balances in the governance and management structures of higher education institutions, especially between collegial and managerial facets.  相似文献

This paper examines the involvement of academic staff in the management and administration of Australian higher education institutions, particularly universities.

An early focus is on the maelstrom of change from 1960 until the mid 1970s when change was generally equated with expansion and growth often without integrative forward planning. Three positive outcomes of this period of change are identified: an expansion of the passive concept of administration to include management and entrepreneurship as legitimate activities in the operation of universities and colleges; a greater involvement by academics in institutional management because, among other reasons, of the availability of enlarged data bases and heightened competition for diminishing resources; and the increasingly definitive forms of professionalisation among career administrators.

The deficient preparation of academics for management roles in Australian universities and colleges is contrasted with evidence of increased participation by administrators in management development activities including graduate programmes. Trigger films which are designed to provoke opportunities for learning in a peer group situation are presented as a particularly powerful remedy for this deficiency.

An evaluation of the TERC trigger film, “Decisions in Academic Departments”, by a small group of professional administrators from eight countries is then analysed. Such trigger films provide a stimulating and easily used resource for the improvement of management and administration in higher education.  相似文献

This paper explores the emerging approaches to the governance and management of institutional change at South African higher education institutions. The discussion firstly locates these approaches within the broader context of the new governance framework that is contained in the new higher education legislation, and in particular the emerging forms of institutional governance that this has spawned. The paper then describes and discusses the challenges facing institutional leaders in shaping higher education organisational change in the light of the transformation challenges that arise from the implementation of the new legislation.  相似文献

Abstract

With the growing demand for tertiary education, especially in Africa, the transformation of contact universities to dual-mode institutions is critical. However, conventional universities have had limited success establishing the dual-mode delivery stream. This paper assesses barriers to adoption and implementation of open and distance learning (ODL) in conventional higher education institutions in Cameroon, Kenya and Rwanda by applying a framework on innovation adoption to case studies of ODL in higher education in these countries. This qualitative meta-study shows that the transition to dual-mode is not systematic and that there are various barriers, ranging from national policy and funding; infrastructure, organisational structure and capacity; complexity and cost of ODL; as well as student and staff skills and perceptions, which have impeded adoption. Based on the findings, this paper makes recommendations for implementing ODL in existing conventional universities. Cases of successful transition to dual-mode are provided.  相似文献

The purpose of the study is to identify the patterns of change in higher education institutions. It examines the contexts of the changing quality assurance mechanisms used by the different types of higher education institutions in England, Japan, and New York State between 2001 and 2007. The paper argues that there were no clear patterns of institutional change in terms of speed, intensity, extensiveness, momentum, trajectory, and consequence between centralized and decentralized institutions and public and private institutions. The study suggests three points for explanation why institutional types do not shape certain patterns of institutional change. The first point is that institutional change heavily relies on agents’ interactions. The second point is that the ideas of centralized or decentralized and private or public per se are becoming ambiguous in the market or market-like systems. The third point is that the relationship between the central authorities and the institutions is far more significant than the types of institutions in the formation of particular patterns of institutional change.

This paper explores the consequences of globalization and rapid rural restructuring for our institutions of higher agricultural learning. It is essential for these institutions to make fundamental choices. This process of priority setting should not only be based on a continuous survey of the labour market but also on what the institutions themselves consider as challenging areas of activities. ABSTRACT

National higher education systems are undergoing profound changes, discussed in many but unrelated studies as outcomes of internationalisation dynamics and institutional isomorphism pressures. We propose to link these studies by emphasising the influence of both internationalisation and isomorphism on the formation of a global educational regime. Through a broad range of indicators, we describe the growth of the discursive, normative, and regulatory dimensions of such a global higher education regime. We find evidence of the following developments: (1) a rapidly growing network of international organisations focused on conferences, initiatives, and programmes supporting a global higher education agenda; (2) a striking increase in the number of international and national accreditation agencies, their mutual cross-national recognition as well as the number of universities that are nationally and internationally accredited; and lastly, (3) parallel increases in regional qualification frameworks and in the implementation of national qualification frameworks. These developments create integration pressures manifest in the mutual recognition of higher education degrees, for which a new generation of regional conventions has emerged worldwide in the past two decades. We discuss these processes and their implications for understanding ‘national’ higher education as well as the threats and limits to the burgeoning higher education regime.  相似文献

一个高等教育体系的运作能力有赖于经费充足并有效利用。与其他国家相比,德国高等教育经费投入略显不足。为了满足培养人才的长期需求,增强国际竞争力,加大对高等教育的投资势在必行。此外,由于缺乏竞争,德国高等教育体系内部的有限经费也未能得到有效利用。德国高校的经费来源主要依靠各州政府拨款,占其全部收入的79%,这一拨款占主导地位的现象在政府调控机制下显得尤为突出。因此,实施绩效导向拨款,增强院校竞争力,其意义深远。  相似文献

Abstract

In the framework of their first SOCRATES/ERASMUS applications in 1996, institutions of higher education in Europe were asked to formulate and submit a European Policy Statement (EPS) expressing the managerial and strategic thrust of their European goals and activities for which they wanted to receive support. As this was a new exercise for many institutions, especially from countries in which mission statements are not the rule, the resulting EPSs often contained a number of inconsistencies with regard to institutional strategies and policies and with regard to the relationship between institutional and European goals and policies. The contribution discusses typical problems of the strategic management of internationalisation processes at higher education institutions by presenting results of an analysis of these EPSs. It also draws some conclusions regarding implications for future developments in the context of institutional management of change and the concept of the learning organisation.  相似文献

Abstract

Globally, performance-based research funding aims to support the most deserving academic institutions and researchers. However, overcoming entrenched assumptions about quality is a persistent challenge for higher education research policies worldwide; traditionally powerful institutions tend to maintain dominance. Research impact as a performance criterion presents an opportunity for position-taking through success according to non-academic criteria. Could impact-oriented research funding challenge institutional hierarchies? The UK university system presents an instructive case study for exploring this question. However, exposing the effects of such performance-based funding on institutional stratification requires focusing on the interface between institutions and disciplines. A Bourdieusian analysis of 53 cases of research-based impact on higher education policy/practice revealed the differential capital that researchers from more and less ‘prestigious’ universities mobilise when generating research impact. By uncovering how impact reinforces disparities in research power between UK institutions, the study contributes to understanding of sectoral reproduction through discipline-level mediation of research policy.  相似文献

我国的创业教育还处于初步发展状态,存在诸多不足。目前,高校创业教育的最大问题是功利主义的价值倾向。创业教育是体现素质教育内涵的一种新的教育理念,中央财经大学的创业教育已经走过四个年头,逐步形成了普及性创业教育、以创业先锋班为龙头的系统性创业教育培训和学生创业实践活动相结合的创业教育模式。我国高校的创业教育应以发挥创业综合素质为取向,结合自身特点,探索实施创业教育的有效途径,加强创业素质培养。  相似文献

高等教育责任制是一个与效率、效果和绩效评估相关的概念,它要求通过有效的方式证明高等教育取得了预定的结果和绩效。关注效率、效果,注重结果、产出是高等教育责任制的基本特征。高等教育评估是责任制的实施形式,也是质量保障的一个基本途径。通过评估加强质量保障,反映了全球化背景下高等教育管理中一种新的责任制文化。高等教育过程的内在复杂性决定了责任制及绩效测量的难度,我国高等教育评估要实现保障和提高高等教育质量的目的,同时避免对高校办学自主权造成不利影响,需要总结已有评估经验并借鉴国外有益经验,进行创造性的探索。  相似文献

创业教育作为年轻人应该拥有的第三本护照,是大学生学习知识、提升能力与职业发展不可缺少的教育内容。创业教育课程是大学生进行创业教育理论学习与实践探索的前提条件,是决定创业教育实施效果的核心要素。美国研究型大学在本科生创业教育课程的设置及其管理上具有丰富的经验,其明确的课程设置目标、专属多样的课程管理机构、独特的课程结构以及科学的课程内容对我国高校开展创业教育具有积极的借鉴意义。  相似文献
