The Internet and its World Wide Web (Web) have an important role to play in the economic development of China. The government of the People's Republic of China has declared its intention to open opportunities for foreign trade and investment in China. Part of the commitment is a commitment to rule of law. Rule of law acceptable to commercial interests requires transparency and decisional rationality. These two features can be realized most quickly by connecting legal institutions through the Internet's Web to bodies of international commercial law, thus creating a virtual library for Chinese legal decision makers, and using the Web as a quick and cheap electronic “printing press” for Chinese legal decision makers. As a result, their statutes, rules, and decisional law become available to commercial interests. But technology is not enough. Innovative cross-cultural exchange programs aimed at the legal, managerial, and Web-master professions will round out this rule of law support for commercial globalization.  相似文献

Managed care reform, commonly referred to as "patients' rights" legislation, has become a hot topic. Many groups, including consumers, health care professionals, employers, managed care organizations, political parties, and government agencies, have strong opinions about measures that should be taken and what the outcomes of these measures might be. Those investigating this multidisciplinary topic will want to examine health care administration, ethics, health services research, and political science sources. This article discusses political interests and maneuvering that went on among professional trade associations, government agencies, and public interest groups and the ultimate effects that it had on the outcome of the Government Printing Office Electronic Information Act of 1993, also known as the WINDOW bill. Insight is provided into the increasingly contentious politics of information in the United States. The study investigated how three agencies in Sweden were pursuing the implementation of an electronic archive (e-archive). The e-archive was seen by the Swedish National archives as a pre-requisite to the effective management of government information and would help the agencies to comply with the Swedish Public Sector Information (PSI) law which requires them to publish open data. It was also seen as an important component of an efficient e-government. The study further had two objectives: to establish whether the common specifications were being used and how the implementation of the PSI-law was being pursued. Interviews and a literature review were used as data gathering techniques. The Records Continuum Model (RCM) was applied to enhance an understanding of how the agencies were dealing with the publication of open data. Two of the agencies had implemented an e-archive but the third agency lacked one. All the three were publishing open data. The agency that did not have an e-archive was publishing open data that suited its existing information management infrastructure. This has implications since the PSI-law requires full publication of all PSI which has no restrictions. The common specifications were not being used by the agencies.  相似文献

Publishing has traditionally been an introspective industry, and while this is gradually changing, there is a need for publishers to adopt a more market-led approach. This requires the development of branding strategies to increase levels of recognition and consumer loyalty among the book buying public. The nature of the book as a product presents difficulties in applying branding theory to the industry and this study provides an insight into the issues involved in branding the imprint and the author and examines how some trade publishers are addressing these issues. The study also examines the public perception of brands within the trade sector and examines how much impact publishers’ brands have made with the consumer.  相似文献

Canada’s book trade is fascinating not only because it really consists of two book trades—the Anglophone and the Francophone—but also because it is a site of intense and sustained policy interventions designed to foster greater domestic control. Examining the country’s book policies, Statistics Canada data, trade association membership rosters and trade directories, this paper reveals that Canada’s contemporary book trade is characterized by three features: circa 40 years of government interventions in response to foreign dominance; the central role of foreign firms despite these interventions; and the dominance of Toronto and Montreal as domestic sites of book production.  相似文献

This article explains the re-engineering of the government records disposition program at Library and Archives Canada (LAC) in 2002–2004. The main point is that the framework of accountability has grown since the launch of the macroappraisal program (often referred to as the planned approach to disposition) at the (former) National Archives of Canada (NA) in 1990–1991. The opportunity for building an expanded framework of accountability presented itself after 2000 when a number of “push” (internal to the disposition program) and “pull” (external to the program) factors coalesced to challenge a reduced program. The reengineering exercise involved LAC government records archivists working together to develop the following new program documentation: Government-Wide Plan (GWP); Memorandum of Understanding (MOU); Appraisal Checklist; Terms and Conditions for the Transfer of Archival Records; Briefing Note for the Librarian and Archivist of Canada; and the Multi-Institutional Disposition Authority (MIDA) for Operational Case Files. Significant work also went into creating version three of the Records Disposition Authorities Control System (RDACS). As a result of reengineering the appraisal and disposition program, there is an accountability framework now in place for more than keep-destroy recommendations, one that has moved beyond disposition to include acquisition of and accessibility to the archival record.  相似文献

Despite the anticipated fall of customs barriers in 1992, linguistic differences among European cultures will persist. English-language publishing will increase its presence, particularly in science and technology. Concentration will increase. But the penetration of the Italian market is not one-sided: Italian publishers, too, have entered other markets. The Italian printing industry is healthy, growing, and competitive worldwide. Gianni Merlini is president and CEO of Unione Tipografico-Editrice Torinese (UTET). His 1952 law degree thesis on “The Publishing manager and managing director before becoming president in 1975. He is active in numerous European associations in the fields of printing and publishing. UTET will celebrate its two-hundredth anniversary in 1991 and has been in Dr. Merlini's family since its founding.  相似文献

Providing better service by automating “business processes” is an exciting prospect for improving the government. Yet, there has not been the same level of effort at making it easier for the public to obtain information about what its government is doing. This article focuses on the constraints and opportunities in making database information available to the public. The database technology is chosen because it is a central repository of public information. New federal law requires the use of information technology (IT) to make access to public information easier. But the new law has also subtly shifted the burden of proof to the citizen in showing why certain information should be made available. If a “statutory fix” to this problem is not available in the short run, we urge agencies to provide increased access to database information because of the continual development of technology and its effect on citizen expectations.  相似文献

Publishing research, to be effective and useful, requires the participation of scholars and practitioners in many disciplines: literature, history, sociology, psychology, technology, economics, and education. Examples are drawn from trade and scholarly publishing. The results of such research can benefit all segments of the industry. With generous support from Congress and the American people, the Library of Congress has become the largest library in the world. Its extensive and varied publishing programs reflect the growing demands of its many and diverse consituencies; the innovative uses of new technologies; and the institution’s efforts, especially in the last decade, to reach broader and more general audiences. Recent projects include the first steps in digitizing and making available selected portions of the Library’s historical collections; the first sustained effort to develop cooperative endeavors with trade publishers; and the launching ofCivilization: The Magazine of the Library of Congress. This brief history outlines the evolution of publishing at the Library of Congress, from an eight-page booklist published in 1801 to the cooperative public-private programs and electronic products of the 1990s. There has recently been an increase of interest in the legal basis of international trade. The worldwide recession has brought into the headlines accusations of treaty and contract violations among nations and enterprises engaged in transnational business. Thus, the role of such institutions as GATT, the OECD, and the European Community in regulating international trade has become a matter of substantial concern. This article will describe the activities and selected law and law-related publications of these institutions, as well as those of other international, intergovernmental organizations (IGOs) and international, nongovernmental organizations (NGOs) that have an impact on international trade law. As electronic government (e-government) becomes increasingly important in the presentation of government information to citizens, the potential impacts of e-government on the democratic process must be carefully considered. E-government clearly has the potential to become an institution that helps to ensure reasoned reflection about political issues and active participation in deliberative democracy by citizens and by members of the government. Though the Internet presents innovative new methods for conveying government information to citizens, it also presents new and serious potential impediments to deliberative democracy, such as group polarization about political issues by online social groups. The ability of e-government sites either to foster democratic dialogue by presenting multiple viewpoints or to enable polarization on political issues by promoting specific views demonstrates a key question about the conceptual foundations of e-government. Drawing upon perspectives from information studies, public policy, law, and governance, this article examines the differing political implications between e-government built on a foundation of participation and on a foundation of polarization.  相似文献

Anthropologists engaged in post-colonial studies are increasingly adopting an historical perspective and using archives. Yet their archival activity tends to remain more an extractive than an ethnographic one. Documents are thus still invoked piecemeal to confirm the colonial invention of certain practices or to underscore cultural claims, silent. Yet such mining of thecontent of government commissions, reports, and other archival sources rarely pays attention to their peculiar placement andform. Scholars need to move from archive-assource to archive-as-subject. This article, using document production in the Dutch East Indies as an illustration, argues that scholars should view archives not as sites of knowledge retrieval, but of knowledge production, as monuments of states as well as sites of state ethnography. This requires a sustained engagement with archives as cultural agents of “fact” production, of taxonomies in the making, and of state authority. What constitutes the archive, what form it takes, and what systems of classification and epistemology signal at specific times are (and reflect) critical features of colonial politics and state power. The archive was the supreme technology of the late nineteenth-century imperial state, a repository of codified beliefs that clustered (and bore witness to) connections between secrecy, the law, and power.  相似文献
