Abstract

Both campus-based universities and distance teaching universities are highly bureaucratised organisations that have eroded the traditional autonomy of the academic and created environments in which education is dehumanised. Developments in telecommunications and computer-based communications open up the possibility of creating new forms of interactive universities that can operate globally, irrespective of the place of abode of either students or staff. Exploiting these possibilities to advantage will require the development of new social relations, and in particular of different cash relationships between academics, students, and validating or licensing authorities that will, in many ways, mirror the artisanal organisation of the twelfth-century university. Such interactive universities will, however, be well suited to meet the lifelong learning needs of mobile knowledge workers.  相似文献

This paper discusses the concept of the network organisation in relation to the technologised university. Drawing upon the early findings of a study that examines the impact of information and communication technologies (ICTs) on both organisational and teaching and learning issues in five Australian universities, the authors discuss the way in which discourses of network technology have become articulated to a range of at times paradoxical agendas within higher education. The introduction of new technologies into organisations tends to be portrayed in either transformative or oppressive terms. The complexity of the university experience foregrounds the important role played by pre‐existing organisational practices and narratives in determining the uses and meanings of ICTs in the organisational setting. These observations place into question the notion that the network organisation is a single coherent entity driven by a particular technological logic. Instead, it suggests that network technologies are socially embedded and therefore highly variable in their expression.  相似文献

In the changing higher education environment, universities increasingly engage in areas outside the traditional teaching and research missions. The new missions extend over wide yet specialized areas, such as technological advancement, internationalization, entrepreneurship, and enhancement of teaching and learning. To effectively handle these areas, universities require specific talents that may not be found in conventional academic and administrative cadres. The transformation highlights blurred boundaries between academic and non-academic spheres of the university. Situated in the University of Hong Kong (HKU), this paper explores how the university utilizes new professionals and administrative staff in new missions. Qualitative interviews with university staff reveal their profiles and perceptions in evolving organizational structures. By examining understudied subjects in Hong Kong, it discusses implications of changing university staff and how universities may optimize their new talent.  相似文献

The Italian school and university system is going through profound changes. In the school system, the exam that all students have to take at the end of upper-secondary education has been reformed, while at the university level, a law has been approved for reorganising higher education. It is thus a fluid situation in which the new demands have to come to terms with the traditional framework and in which change is not always devoid of contradictions. This article will try to illustrate how the shift from school to university education is influenced by the new legislation and will highlight the problems that this transition poses for Italian students embarking on university education.  相似文献

ABSTRACT

Will open education replace traditional higher education, or augment it? Digital innovation in the higher education sector is fuelling speculation about the transformation of higher education and the future role of universities. Much of the speculation makes questionable implicit assumptions about current and future business models in the higher education sector. This conceptual paper applies an innovation management perspective to critically examine the use and misuse of the business model concept in the context of digital innovation in the higher education sector. Using Raymond’s metaphor of the cathedral and the bazaar which contrasted traditional commercial software development (the cathedral) with open source software development (the bazaar). We analogise this relationship with the relationship between ‘cathedral-type’ business models in traditional higher education (e.g. universities) and ‘bazaar-type’ business models in open education (e.g. open educational resource publishers). Using the historical perspective we now have on the software industry’s evolution we critique the ubiquitous replacement narrative of destruction and disruption of the sector, and propose an alternative narrative of interdependence and mutual innovative catalysis. We predict that higher education ecosystems will be based on synergistic relationships between organisations that represent many gradations on the continuum between ‘cathedral-type’ and ‘bazaar-type’ organisations.  相似文献

Australia is now moving into a unitary system of higher education following the current merger of the advanced education sector with the universities. As Australia will be without a non‐university higher education alternative, the resultant institutions are appropriately termed comprehensive universities. This article examines government policies which resulted in this extensive restructuring and discusses inadequacies in the conceptualisation of the post‐Dawkins university. Responses to the prospect of nationwide amalgamations and the ways in which they are being carried out are also discussed. Reference is made to the main challenges which will confront the new comprehensive universities.

Some have called the new changes in Australian higher education “a revolution”, a characterisation which is not altogether hyperbolic.  相似文献

In 2017 Universities Australia (UA), the peak body representing Australian universities released its Indigenous Strategy 2017–2020. The document unites universities together in common goals for Indigenous achievement, filling a notable gap in the Australian higher education landscape. The Strategy outlines a comprehensive plan for enhanced Indigenous outcomes in critical areas of higher education including student access and success, graduate research, and community engagement. This paper focuses on the implementation of Indigenous curriculum for all Australian university graduates which is a key aspect of the Strategy. The changing Indigenous higher education landscape invites the nuanced analysis that critical examination of universities, as organisations, might elicit. Drawing on de Certeau’s notion of tactics and strategies, the paper examines the policy and cultural climate of an Australian university which supports an Indigenous Graduate Attribute curriculum project.  相似文献

在英国近代历史上出现了一场城市学院运动,作为一种重视技术教育的新型学校,这无疑给一向注重人文教育的英国高等教育带来了一股新鲜空气,同时也对英国传统大学提出了挑战。但是在城市学院发展过程中出现了向以牛津、剑桥为代表的传统大学靠拢的现象,城市学院逐渐走上传统大学之路。是什么力量驱使它们这样发展呢?这是大学自身内在逻辑的结果,大学内在逻辑实际上就是大学为知识而知识,为学术而学术的办学理念,这也是大学在社会上存在的理由。  相似文献

Over the last thirty years, universities have moved towards a universal system of higher education, their objectives have changed significantly and, consequently, they are looking at making changes to their systems of governance and management. These changes can only be fully understood in the context of university tradition and culture. In this paper, concepts such as autonomy, collegial democracy and the status of teaching staff will be discussed from the perspective of the new developments, which have taken place in European higher education. 制度主义中的制度同形与路径依赖理论是理解高等教育变革的有力工具。进入20世纪70年代以来,德国高等教育环境发生了巨大的改变,主要体现在高等教育系统扩张,高等教育日益国际化,民众对政府管理方式的质疑以及市场化办学意识盛行。为了面对新的高等教育环境,德国大学引入了新的治理手段,如签订目标协定、引入绩效拨款、加强大学校长权力、设立大学理事会等。综观德国大学治理制度改革,其存在着向新公共管理制度靠近的趋向,也存在着明显的改革路径依赖,即沿着传统的洪堡大学模式在缓慢前进,国家和教授的权力依旧在大学治理中发挥着重要作用。  相似文献

Work-integrated learning (WIL) is a risky business in higher education. The strategic opportunities that WIL presents for universities cannot be achieved without taking on unavoidable legal risks. University lawyers are involved with managing the legal risks as part of their internal delivery of legal services to universities. It is important to identify the risks that potentially arise, so these can then be managed. A case study involving Australian university lawyers reveals the ‘program risks’ of WIL. Program risk is a type of legal risk that relates to the conduct of universities, host organisations and students before, during and after a WIL placement, as well as the personal characteristics of students that can expose the university to legal risk. The research findings may be applied by university lawyers, academic disciplines and university management to evaluate and improve risk management in WIL programs.  相似文献

The co-ordination, control and financing mechanisms for higher education institutions have been the subject of ongoing political analysis and technical debate within university systems over recent years. The interrelationships between governments (as the ones in charge of university policy), universities and society have in recent years undergone a restatement process, due principally to the widespread changes that have occurred in the higher education environment. In this context, the university system of Catalonia (Spain's most advanced and dynamic autonomous region) has, since 1997, been undergoing a new co-ordination experience between the government and universities centred around the programme-based contract formula, which has opened the way to a new system of financing and control of academic outputs for universities. The object of this paper is to critically analyse this experience (completely new to the Spanish university scene) in order to draw conclusions from the debate in progress on higher education co-ordination, financing and university autonomy. "新大学"的核心价值体现在一种全新的高等教育类型,作为大众化高等教育的产物,它应该区别于传统精英高等教育,既是人才培养上一种新的规格,又是在办学理念上对传统的一种突破和挑战,也是大学经营、管理体制上的新模式,更是对"社会需求",而非"学术需求"的响应。作为新型大学的代表,美国的州立大学和赠地学院、英国的新大学在管理体制、运行模式等方面比起传统大学均有很大程度上的变革和创新。国内目前对"新大学"的研究只是停留在办学定位、发展模式、学科建设、师资队伍等大学内部制度建立上,借鉴发达国家的不同时期出现的面向经济社会培养应用型人才的新型大学制度,从分类管理角度出发,探索应用型大学的发展路径,建立现代大学制度,逐步推进政校分开、管办分离。  相似文献
