Policies hailing lifelong learning in the so‐called New Economy promote equitable knowledge work and work‐related learning opportunities for all. Gender is hardly mentioned in these discourses; some might assume gender is ‘resolved’ in a new economy emphasizing entrepreneurism, technology, knowledge creation and continuous learning. However a closer look reveals that gendered inequity persists both in access to and experience of these learning opportunities. Indeed, familiar issues of women, work and learning are exacerbated in the changing contexts and designs of work comprising the so‐called New Economy. This is argued in the frame of Canada's most recent policies on work and learning, drawing from contemporary Canadian studies and statistics to underline the point. Current provisions for girls' and women's vocational education in Canada are assessed in light of these issues, focusing on particular learning needs of girls and gendered issues they face in entering the labour market of the New Economy. To move beyond a critical analysis and outline a possible way forward, four directions for change are suggested: more gender‐sensitive career education for girls; sponsored vocational education for women; management education in gendered issues arising in the changing economy; and critical vocational education in both schools and workplaces.  相似文献

This article explores issues of literacy and identity of skilled migrants in an educational context in Australia as a learning society. First, it concentrates on forms of knowledge imposed on the learner and looks at how new discourses shape the self. Next, it tests the validity of the four pillars of education in the life of the learner. The paper then discusses the notion of lifelong learning and its appeal to (or existence for) the migrant learners. Finally, it poses important questions about Self–Other dichotomy, emergent voices and a sense of integration. The analysis suggests that further education and employability are closely linked to acquiring discourses set by the education policy designers and the workplace. Without mastering both, passports to further/higher education or professional and other jobs are not issued. The paper argues that literacy skills that incorporate new discourses penetrate and shape existing identities, giving them a sense of new selves, but do not necessarily empower the agency, as the self in control of one’s life. However, hope is not lost, as shown by the group of dedicated educators whose efforts to support the migrant‐learners lead to meeting their goals in work and education of their choice. When embraced by the society, these learners gain a genuine sense of belonging and move away from the position of being Self/Other marginalised. The article concludes by drawing together issues of literacy, identity, knowledge and lifelong learning that interconnected, if harnessed and used wisely, ultimately emancipate and give a decision‐making voice to migrant citizens. Thus they become knowledge workers whose acceptance and personal satisfaction, I firmly believe, contribute to a freer and happier global society.

This article examines the impact of gender and ‘race’ on young people's perceptions of the educational and labour market opportunities available to them after they complete their compulsory schooling in England. Its findings are based on a study of the views of girls and boys about the government‐supported ‘Apprenticeships’ programme, which, because it reflects labour market conditions, is highly gendered and also segregated by ethnicity. The research shows that young people receive very little practical information and guidance about the consequences of pursuing particular occupational pathways, and are not engaged in any formal opportunities to debate gender and ethnic stereotyping as related to the labour market. This is particularly worrying for females, who populate apprenticeships in sectors with lower completion rates and levels of pay, and which create less opportunity for progression. In addition, the research reveals that young people from non‐White backgrounds are more reliant on ‘official’ sources of guidance (as opposed to friends and families) for their labour market knowledge. The article argues that, because good‐quality apprenticeships can provide a strong platform for lifelong learning and career progression, young people need much more detailed information about how to compare a work‐based pathway with full‐time education. At the same time, they also need to understand that apprenticeships (and jobs more generally) in some sectors may result in very limited opportunities for career advancement.  相似文献

Framed by discourses of lifelong learning and widening participation, further education Access to University courses attract mature students from a range of social backgrounds. This paper focuses on eight women students who, to varying degrees, share educational and occupational histories and aspirations. We explore their experiences of the Access programme by referring to developing learner and class identities and related femininities. This transitional phase is not a straightforward one of simply shedding old identities and donning unproblematic new ones, but is instead a period of reflexivity and risk, confusion and contradiction. Based on interviews held on termly basis throughout the one‐year course, we draw on an analysis of risk to examine the gendered complexities of transitional class and learner identities and developing educational histories. In so doing, we challenge the assumption that a changing learner identity necessitates a corresponding shifting class identity.  相似文献

This article examines an important and yet neglected aspect of the relationship between higher education and the labour market in contemporary China. It does this through a detailed case study of student motivations, quality and status in adult higher education (AHE) in the city of Taiyuan, Shanxi Province. This is a region which has seen major economic and social changes as China makes the transition from a centrally planned to a market‐oriented economy. The case study is placed in that context. Using the theoretical perspective of human capital theory, the article examines the role of education in labour markets. It then considers the relevance of lifelong learning to the research and provides an account of the methodological approach used in the study. The findings of the research are then presented according to the key research questions. These are that the utilitarianism which exists in AHE provision and demand in China has had an impact upon the quality of provision and learning in this sector. This will definitely not help to develop a lifelong‐learning‐based society and promote citizens’ all‐round development as suggested by government regulations on lifelong learning.  相似文献

This article contests a racialised skills regime in Canada. Canadian studies of the labour market transitions of skilled immigrants are analysed through the lens of critical race theory. The analysis shows that knowledge and skills of recent immigrants in Canada are racialised and materialised on the basis of ethnic and national origins. Skin colour is a central basis of social marking. Through processes of de-skilling and re-skilling, a racialised regime of skill has become a social engineering project for manufacturing normative, white, docile corporate subjects who conform to Canadian norms and workplace cultures. The study demonstrates that skill is not colour-blind; it is coloured. Skill is not only gendered and classed, but it is also racialised. The findings move us beyond the traditional colour-blind, gender- and class-based analyses of skill that fail to account for racial differences in the social construction of skill.  相似文献

Continued world‐wide economic and human development will require substantial leaps in access to learning, knowledge, and peers. A major expansion of capacity and efficiency in: (i) knowledge distribution, (ii) learner productivity, and (iii) teaching is required. A broader notion of personal knowledge management is needed ... one that will help knowledge workers obtain and maintain lifelong preparation for the global knowledge economy. Wholly new models for providing access to lifelong continuous learning and personal knowledge management are needed. The full spectrum of component functions and costs within traditional education systems are being unbundled so as to allow separate functions to be selectively retained and re‐designed independently, then reconfigured, alongside creative new functions. This article offers a new model for addressing these issues. The purpose is not so much to prescribe the best answer, but rather to offer a structure for thoughtful debate and for commercial testing in the international market‐place.  相似文献

Lifelong Learning in the European Union: whither the Lisbon Strategy?   总被引:1,自引:0,他引:1  
This article traces the Lisbon strategy back to the White Paper issued by President Jacques Delors in 1993 on Growth, Competitiveness, and Jobs as the launching point for the structural reform agenda needed to turn around the massive unemployment crisis and proposing a combination of policies for the structural reform of the labour market and stability‐oriented macroeconomic policies designed to stimulate economic growth. The centrality of education and training in the Lisbon strategy is seen as key to the lifelong chances of every citizen linked to the need for Europe to compete on the basis of a knowledge‐based economy if it is to maintain its high social standards. Describing the first years of the Lisbon strategy as ‘a stuttering start’, the mid‐term stock‐taking which offered European leaders the opportunity to fine‐tune or radically modify the strategy is analysed. The article highlights the paradox that, although human capital is claimed to be Europe's most precious resource, there is inadequate focus on the weakest aspects of current systems. It also focuses on policy and financial levers which need to be mobilised within Member States as well as the implications for national budgets. It suggests the prioritisation of a small number of areas on which to concentrate efforts and echoes the Council calling for a ‘quantum leap’ in the ambition of the EU to ensure that the necessary follow‐up is given to meet the challenges. Finally, a strong argument is put forward to take steps to move towards a unified set of proposals for lifelong learning.  相似文献

This article revisits and reinterprets my previous paper. It is a snapshot of the lifelong learning system building in selected Asian countries, reflected in the mirror of the Asian Financial Crisis in the 1997s and the aftermath of that event. I reconsidered the arguments (1) the economic recession had delivered a global dimension of lifelong learning to the re-shaping of the local education system beyond local attributes; (2) and that the divergent tradition of adult education in this context was to meet the global market standards. Additionally, (3) I tried to further the discussion about the relationship between global forces and the lifelong learning system in the context of a knowledge economy, but with a number of different approaches. I argued that the lifelong learning system under the global forces of capitalism, as per the Asian experience in the 2000s, can be apart of a knowledge economy itself, not a tool of it, and in this sense, a knowledge economy sets the conditions of a lifelong learning system as an embryo of its attributes.  相似文献

An important issue in the design of secondary-level education is the balance between conveying general and occupation-specific (vocational) skills. On the one hand, vocationally oriented programmes, providing occupation-specific skills with immediate labour market relevance, have repeatedly been shown to secure safe pathways into employment. On the other hand, these programmes tend to put less emphasis on developing general knowledge, skills and competencies, including numeracy and literacy, which are foundational to lifelong learning. Hence, when the needs of the labour market change, employees who opted for a vocational track when they were at secondary school risk being less flexible in adapting to such changes later in their career. The authors of this article examine whether this results in a trade-off between short-term gains and long-term losses by considering differences in the labour market careers of vocationally and generally educated respondents in the 2012 Programme for the International Assessment of Adult Competencies (PIAAC). Their results suggest that early labour market benefits of vocational specialisation decrease over time; the authors relate this to its lower ability to equip secondary school students – future employees – with skills for lifelong learning.  相似文献

ABSTRACT

The article’s aim is twofold: to outline the specificity of the embeddedness approach and to explore the embeddedness of graduates’ education-job mismatch and the formation of lifelong learning policies. The study is based on both quantitative and qualitative data, obtained from the Bulgarian Universities Ranking System, and from interviews with experts and young adults engaged in a lifelong learning programme. The analysis uses multilevel modelling. It also relies on mapping lifelong learning policies in Bulgaria through a thematic content analysis. The article argues that the misbalances for highly educated people on the labour market mirror structural problems in the economy and the educational system. The argument is reflected in the historical and structural embeddedness of graduates’ education-job mismatches and the lifelong learning policies applied to overcome this. The results show that the extent of vertical education-job mismatch depends on the different profiles of higher education institutions and professional fields; they also demonstrate different ways in which the embeddedness approach could help shed new light on, and critically assess, lifelong learning policies. The findings reveal a differentiation between national and local levels of lifelong learning policy towards graduates and that regional policies are actively embedded in local contexts.  相似文献

As we move towards distributed, self‐organised learning networks for lifelong learning to which multiple providers contribute content, there is a need to develop new techniques to determine where learners can be positioned in these networks. Positioning requires us to map characteristics of the learner onto characteristics of learning materials and curricula. Considering the nature of the network envisaged, maintaining data on these characteristics and ensuring their integrity are difficult tasks. In this article we review the usability of Latent Semantic Analysis (LSA) to generate a common semantic framework for characteristics of the learner, learning materials and curricula. Although LSA is a promising technique we identify several research topics that must be addressed before it can be used for learner positioning.  相似文献

Critical service learning requires that students grapple with power even as they negotiate with discourses that frame service as transformative for others, without the reciprocal effect of service learners being transformed. To highlight microprocesses in power, this article uses figured worlds to explore the positional identities of service learners based on how participants viewed their experience, perceived the service site, and understood others’ structural and biographical contexts. Three positional identities emerged from this inquiry: (1) service learner as role model, (2) service learner as future professional, and (3) service learner as beneficiary. Each successive positional identity demonstrated more critical and relational content. Positional identities that emphasized the service learner as a transformative agent featured more acriticality and less relationality than those that positioned the service learner as having been transformed. However, neither position explicitly addressed race, class, or other dimensions used to distribute power. This article illustrates the value that examining small moments of positioning might offer service learners and instructors as a reference point for their own criticality.  相似文献

Young, white, provincial working‐class men are portrayed as a threat to lifelong learning goals. They are least likely to enter university and most likely to ‘drop out’. However, white provincial masculinities are neglected in debates on gender and lifelong learning. This article uses a UK‐wide study of working‐class ‘drop‐out’ to explore the situated nature of such masculinities, how they are performed by students and consumed by others and reproduced by university cultures and pedagogies. It concludes that such students struggle to fit the fluid paradigm of the new lifelong learner and are constantly being fixed in place by structural inequality, discursive frames and institutional practices. Their ‘drop‐out’ is shaped by masculinity, but need not be viewed pejoratively. It can be a frustrated search for lifelong learning, often inspired by a love of informal learning. Background:?The labour market for classroom teachers in England is a mixture of free-market capitalism and state workforce planning, interlaced with ideological and political interventions such as the introduction of new routes into teaching and the capping of class size.

Purpose:?The article examines the relationship between the teacher labour market and the economy in order to predict how it will be affected by government's attempt to manage the current economic crisis.

Sources of evidence:?In doing this, it draws upon a data set which tracks teacher supply and demand in England over the last 20 years.

Main argument:?The lack of articulation between workforce planning and the free market in teacher labour is traced across the two economic cycles from the upswing of the late 1980s through the recession of the early 1990s and the recovery of the late 1990s through the so-called ‘goldilocks’ period up to 2008 when the recession, generated by the banking crisis, engulfed the western world. The variations in the market are analysed along with factors impacting on the fluctuations of the teacher labour market

Conclusions:?The article concludes that there has been a lack of articulation between workforce planning and the free market in teacher labour, often exacerbated by the unintended consequences of political decisions. It predicts how this will impact on the workforce as government strategies attempt to reduce the financial deficit and encourage the private sector to stimulate the economy.  相似文献

In this article Francisca E Gonzalez shifts the focus from a deficit view of cultural knowledge to an imaginary of the formation of identities and integrity braided with the law, policy, and social formations. In this way, cultural practices cultivate a unique worldview with implications for K-12 educational excellence and academic achievement. Gonzalez situates her research within the national discourse on educational reform so as to direct educational researchers', policy makers', and educators' thinking of young Mexicanas as pensadoras who interrogate the social order, and who give meaning to learning, knowing, and power. She describes a study intended to explore the development of womanhood among young Mexicanas beginning with an explanation of a theoretical lens, a looking prism of critical race feminisms and Latina critical theory interpretive frameworks. Then she explains the study's multimethodological approach of trenzas y mestizaje, the braiding of theory, qualitative research strategies, and a sociopolitical consciousness. The article then details young Mexicana meanings of gendered cultural socialization, educacion, and success as cultural epistemologies and pedagogies, what the young Mexicanas called haciendo que hacer. Gonzalez explains this as the teaching and learning of sociocultural foundations and the cultivation of academic achievement. In closing, Francisca elaborates on how a braiding of different ways of knowing, teaching, and learning brings cultural knowledge to the fore of discourses on human rights, social justice, and educational equity including the formulation of holistic educational policies and practices.  相似文献

It has long been acknowledged that adult and lifelong educators have exercised little influence over national education policies. This article addresses the issue, with particular reference to the research elements of policy advocacy. Researchers and policy‐makers are distinguished and related as communities of practice and intellectual categories of social function. It is argued that the concept ‘policy‐maker’ is too ambiguous to be of either theoretical or practical use, especially since the focus has shifted over the years away from the advocacy of adult education to the implementation of lifelong learning. Also, the concepts of both ‘policy’ and ‘research’ have undergone significant shifts of meaning, so that traditional ideas of the relation between research and policy are now outdated. We live in an age of public scepticism about the political uses to which research is put, and this also needs to be taken into account in the case of lifelong learning. Thus, the relation between research and the policy process needs to be reconceptualised in a future beyond lifelong learning in order to be meaningful, with the focus much more upon process than outcome. Only in this way could adult and lifelong educators expect to have any influence upon national policies.  相似文献

This article examines the current developments in Japan's lifelong learning policy and practices. I argue that promoting lifelong learning is an action that manages the risks of governance for the neoliberal state. Implementing a new lifelong learning policy involves the employment of a political technique toward integrating the currently divided and polarized Japanese population – popularly called kakusa – into the newly imagined collective, namely, atarashii kōkyō or the New Public Commons. Examining the macro policy discourse on Japan's educational policy, this article demonstrates Japan's inflections of neoliberal governmentality with the new distribution of responsibility between the state and the individuals through the construction of new knowledge supporting the New Public Commons. In fact, new knowledge is the epicenter of the national educational policy discourse aiming at generating social solidarity in local communities.  相似文献

The aim of this article is to articulate the theory of resistance with the theories of social and cultural reproduction, within the boundaries of the new sociology of education. Starting from the concepts of classification and framing developed by Basil Bernstein and of Pierre Bourdieu's social camp, the author defines some concepts which, in his opinion, are basic to establish the theory of resistance with conceptual rigour and analytical capacity. It will thus be possible to constitute a referential theoretical matrix for the development of counter‐hegemonic curricula, teaching materials and pedagogical practices, whose objective is to oppose the schools’ social and cultural reproduction in its different forms (of class, race, ethnic groups and gender), at its two levelsthe reproduction of the sexual and social division of labour and of the inculcation of the dominant ideologies.  相似文献

Differential experience leads infants to have perceptual processing advantages for own‐ over other‐race faces, but whether this experience has downstream consequences is unknown. Three experiments examined whether 7‐month‐olds (range = 5.9–8.5 months; = 96) use gaze from own‐ versus other‐race adults to anticipate events. When gaze predicted an event's occurrence with 100% reliability, 7‐month‐olds followed both adults equally; with 25% (chance) reliability, neither was followed. However, with 50% (uncertain) reliability, infants followed own‐ over other‐race gaze. Differential face race experience may thus affect how infants use social cues from own‐ versus other‐race adults for learning. Such findings suggest that infants integrate online statistical reliability information with prior knowledge of own versus other race to guide social interaction and learning.  相似文献
