分析了目前造成连云港市职工高下岗、低再就业率的成因，指出连云港市下岗再就业面临着投资不足、经济发展相对缓慢，劳动关系错综复杂，劳动力素质整体偏低，劳动用工市场不够规范等难点问题。提出应该大力发展第三产业，加强下岗职工技能培训，建立新的劳动关系，推进生产自救进程，有序下岗，分类管理，启动职业准入制度等对策。 相似文献

下岗职工如今已成为中国最流行的词汇。据有关资料统计,到1998年底,全国下岗职工约有1200余万。从发展的趋势来看,今后几年内下岗职工人数还会有所增加。 为了使下岗人员实现再就业,我国政府从1995年开始在全国实施了艰巨浩大的再就业工程,目前已取得了初步的阶段性成果。但是,面对多年来由于体制等方面的原因而积留下来的这一重大难题,在解决过程中也遇到了不少困难和问题,诸如下岗职工的就业观念陈旧、劳动技能单一、就业心态复杂,加之农村富余劳动力对城镇就业岗位的争夺等等,都给再就业这一问题的解决增加了更大的难度。在此,本文略谈几点看法,以期对下岗职工再就业有所帮助。 相似文献
