This paper explores Programme for International Student Assessment (PISA) for Schools, a local variant of the Organisation for Economic Cooperation and Development (OECD’s) influential PISA that not only assesses an individual school’s performance in reading, mathematics and science against international schooling systems, but also promotes 17 identical examples of ‘best practice’ from ‘world class’ schooling systems (e.g. Shanghai-China, Singapore). Informed by 33 semi-structured interviews with actors across the PISA for Schools policy cycle, and supplemented by the analysis of relevant documents, the paper provides an account of how these concrete examples of best practice are represented in the report received by participating schools. Drawing upon thinking around processes of commensuration and the notion of ‘governing by examples’, the paper argues that PISA for Schools discursively positions participating schools as somehow being commensurable with successful schooling systems, eliding any sense that certain cultural and historical factors – or ‘out of school’ factors – are inexorably linked to student performance. Beyond encouraging the problematic school-level borrowing of policies and practices from contextually distinct schooling systems, I argue that this positions the OECD as both the global expert on education policy and now, with PISA for Schools, the local expert on ‘what works’.  相似文献

Abstract

This paper reports on the qualitative study that used in-depth interviews and document reviews on financial management practices in their schools. The participants were school principals of the case study schools. The findings of the study highlighted problems regarding the implementation of the policy – despite the Manual for Principals of Secondary Schools on financial planning and organisation, there are still problems regarding the collection and recording of school fees, budgeting, as well as a lack of administrative support. Findings further suggest that during the process of budgeting, power relations surface where principals play a dominant role in decision making regarding both departmental budgets and the school's main budget. Findings also suggest that lack of policies on the use of fees affects issues of budgeting in these schools. Moreover, most school principals are not provided with sufficient capacity building on financial matters, which cripples them in performing the budgetary tasks. The implications of the study are that there should be adequate capacity building of the principals in regards to budgeting and systems should be put in place regarding policies on how the school fees are to be used.  相似文献

ABSTRACT

Much has been written about the need for schools to engage in activities which promote the academic achievement of students. Two major factors which appear to influence student achievement are an organization's goals and the instructional leadership of the principal. The focus of this study was to investigate whether differences exist between schools which were successful in promoting student achievement and schools which were not successful in promoting student achievement in each of these areas. This paper is based upon a study conducted in an urban school district with a diverse student population. It identified 10 High Achieving Schools and 10 Low Achieving Schools (based upon student gain scores calculated from standardized achievement tests). Data regarding school goals and the instructional leadership of the principal were based upon responses to questionnaires designed to measure staff perceptions of these factors. The findings suggest that no clear differences are evident in the “official” goals selected by schools but differences do appear when the “operative” goals are analyzed. Specifically, the evidence suggests that High Achieving Schools emphasize goals stressing academic excellence to a greater degree than Low Achieving Schools. More important, the evidence from this study also suggests that principals in High Achieving Schools emphasize and engage in activities related to instruction to a much greater degree than principals in Low Achieving Schools. Those activities, which are identified and discussed at length, reinforce the view that a principal's behaviors rather than style are the primary factor in being an instructional leader.  相似文献

Data on suspensions, policies and practices in High Schools were analysed taking account of catchment variations. The main conclusion is that school‐related factors are the principal influence on the number of pupils a school suspends. There was no support for the view that high suspension rates reflect deprived catchment areas. Delegating responsibility for discipline to form or group tutors early in the referral process seems to be of central importance.  相似文献

This study examined the relationship between academic preparation and post-secondary educational outcomes. To uncover the factors that influence secondary-level school course-taking patterns and outcomes, multi-level modelling was conducted using data from a nationally representative sample of US secondary-level school students from the Education Longitudinal Study of 2002. Results indicated (1) significant effects from student, family and school predictors on course-taking patterns and (2) significant effects from course-taking patterns on enrollment in post-secondary institution types with math course-taking pattern having the largest impact. Implications for educators and administrators are discussed.  相似文献

Childhood obesity is one of the most pressing public health concerns in the United States. Because schools are a critical site to promote wellness and prevent obesity, extensive policy and legislative efforts have focused on school-based food services, nutrition education, physical education, and overall physical activity. Unfortunately, research indicates that most of these policies prove ineffective due to insufficient implementation. A small number of web-based programs have emerged that are designed to support the implementation of school wellness policies. The purpose of the current study is to present and interpret findings from an evaluation of the web-based portion of a program implemented throughout the state of Pennsylvania. In total, 192 registered users completed a survey designed to evaluate their utilization and perceptions of the web-based features of the Health eTools for Schools program. Participants represented the following stakeholder groups: school nurses, teachers, wellness coordinators, administrators, and food service directors. Findings indicate the web-based portion of the Health eTools for Schools program is comprehensive, well-designed, and has the potential to support implementation of school wellness policies geared toward obesity prevention. At present, the web-based features are most effective in providing school nurses with tools and resources to execute their roles related to obesity prevention. Applications supporting other groups such as teachers and food service directors require further development to be equally effective. The number of programs with this focus is likely to increase and further research is needed to address other aspects of these programs as well as their impact on student level outcomes such as eating habits, body mass index, physical activity levels, and physical fitness.  相似文献

Over the last several decades, suburban schools have become increasingly more diverse and now must respond to racial change, so that they can successfully educate an increasingly more diverse and multiracial student body. This article analyzes interview responses of administrators, teachers, and staff at 19 schools in six diversifying suburban school districts across the United States to explore how they adapt their policies and practices in response to racial change. Findings indicate that school responses are mixed, with each school adapting some policies that demonstrate promise for creating inclusive, enriching, and academically rigorous environments and other responses that are potentially harmful. Promising responses include facilitating diverse student groupings, modifying curriculum and instruction, developing an inclusive school climate, and implementing diversity efforts with teachers and staff. Potentially harmful responses include isolating English Language Learners, narrowing curriculum to focus on test preparation, developing an exclusionary school climate, and failing to respond at all. Schools with the greatest degree of racial change, strong school leadership, and district support often adopt the most promising responses.  相似文献

In an effort to increase student readiness for college and career, many States have adopted new academic standards encouraged by education reform advocates. These standards are commonly referred to as the Common Core Standards. Schools from States that have adopted the Common Core Standards have been compelled to significantly restructure their existing curriculum and adjust how they teach that curriculum. These requirements can be particularly onerous for rural schools. Neoliberalism is the underlying political philosophy undergirding these changes in the current school reform movement and is similar to the political philosophy that drove the changes in agricultural policies in the mid 20th century. Neoliberal political and economic philosophy as it correlates to education policy is buttressed by three values: (1) education fosters economic growth; (2) education policy modeled on efficiency and business practices; (3) high stakes testing to measure what a student has learned. These values have created an educational policy structure that attempts to quantify student learning, teacher effectiveness and school district value. By understanding the similarities between agricultural policies in the mid 20th century and current education policies, rural schools and communities will be able to change the narrative surrounding the education of their children.  相似文献

This article outlines policies from multilateral organisations that advocate sharing best practices between developing nations. The article discusses the degree to which these best practices are implemented by small states as indicated by teachers, academics and policymakers in Barbados and Trinidad and Tobago. For the purpose of this article, a best practice refers to pedagogy, curriculum or programme that contributes to student achievement. Currently, a number of influential multilateral organisations advocate that developing nations should share their best practices in education with each other. Despite encouragement by multilaterals however, best practices are not shared. At best, foreign ideas are used to legitimise local policies. While these policies are intended to help countries reach their Education for All (EFA) goals, they do not account for the differences between islands and their vulnerability towards larger countries. Attempts to innovate the curriculum by implementing foreign ideas failed due to the forces of tradition. It can thus be concluded that resistance – non‐compliance or opposition – to sharing educational best practices, as well as to the implementation of new curricula, stems from echoes of colonialism and globalisation. Although this study focuses on two islands, there are implications for other developing countries and small states as they fall under the same policy auspices of UNESCO and the Commonwealth Secretariat.  相似文献

The use of exclusionary discipline practices in schools has been well documented since the 1970s with the passing of the Safe Schools Act and implementation of zero‐tolerance policies. Despite research indicating the ineffectiveness of exclusionary practices, students continue to receive suspensions and expulsions at alarming rates. Additional research highlights that there may be misconceptions regarding the application of suspensions and their perceived functions and effectiveness on students and their families. The purpose of this article is to discuss common misconceptions regarding the effects of suspension and provide teachers, school psychologists, and administrators with proactive strategies for implementation in local systems to create positive school climates and optimize successful outcomes for all students and staff.  相似文献

Despite comprehensive school reform (CSR) model developers' best intentions to make school stakeholders adhere strictly to the implementation of model components, school stakeholders implementing CSR models inevitably make adaptations to the CSR model. Adaptations are made to CSR models because school stakeholders internalize CSR model practices in their own ways. This article focuses on how teachers and school leaders internalize CSR model practices by examining their perceptions of the components of CSR models as well as perceptions of CSR across grades and classrooms. Schools were found to be acquainted, informed, knowledgeable, and fully articulate about their CSR models. Contextual factors, such as teacher turnover, principal leadership, and school priorities, as well as developer supports, accounted for differing perceptions about CSR.  相似文献

ABSTRACT

Assessment is a major component of education, significant in directing what is identified as valued student learning. This paper is framed within an understanding of imperative and exhortative policy. Two paradigmatically different, and potentially contesting, assessment policy directions in Australian education – educational accountability to monitor school and teacher performance, and teacher assessment practices to improve learning (assessment for learning [AfL] or formative assessment) – are examined for their impact on teacher professionalism. Both approaches have official endorsement in Australian policy. Mandated participation in national tests is indicative of educational accountability assessments under national direction. While also endorsed nationally, AfL implementation is reliant on state and territory direction. Our examination reveals tensions in the alignment of both policies. This is evident in the impact of accountability assessment on AfL implementation, in particular, teachers’ understandings of valued assessment evidence. We conclude that a paradigmatic shift to support student learning in Australian schools is a policy imperative that includes the need for professional development and learning support for teachers.  相似文献

We investigate the relationship between teacher licensure test scores and student test achievement and high school course-taking. We focus on three subject/grade combinations—middle school math, ninth-grade algebra and geometry, and ninth-grade biology—and find evidence that a teacher's basic skills test scores are modestly predictive of student achievement in middle school math and highly predictive of student achievement in high school biology. A teacher's subject-specific licensure test scores are a consistent and statistically significant predictor of student achievement only in high school biology. Finally, we find little evidence that students assigned to middle school teachers with higher basic-skills test scores are more likely to take advanced math and science courses in high school.  相似文献

This study investigates how reading achievement relates to student and school characteristics in countries with different reading scores at the fourth grade level. Data comes from the Progress in International Reading Literacy Study (PIRLS) 2011 for Denmark, Sweden, and France and the multilevel analysis includes two levels: student/home and schools. The school effectiveness and the home literacy models informed the selection of the independent variables. Results show that students’ early literacy skills, home literacy practices and resources, and reading behavior are associated with reading scores in all countries. Furthermore, across different countries there are student/home universals and school particulars that explain variation in reading achievement. Educational policies should address home and school literacy skills and practices, school climate, and school composition to improve students’ reading ability.  相似文献

ABSTRACT

As student voice has become popularised as a school reform strategy, it has been critiqued as another instrumental strategy that schools may use to govern students’ speech, bodies and subjectivities. What necessitates further analysis is the relation between student voice and regulatory modes of governance entwined with geopolitical attention to security in and beyond disciplinary institutions. In this article, ethnographic accounts from students at a comprehensive coeducational public secondary school where student voice was adopted as a school reform strategy are read with and through a policy context concerned with security (in particular, the Australian Government’s Schools Security Programme and the Living Safe Together policy strategy), and Foucault’s problematisations of ‘security’ in lectures published in Security, Territory, Population. It is argued that student voice is entwined with contemporary security policies and practices; securing the material borders of the school is inextricable from limits placed on the discursive articulation of feeling in and beyond school gates.  相似文献

This article is a condensed report of a 3-year empirical study exploring best policies and practices of urban educational reform, focusing on 22 major urban school districts that were involved in the Urban Systemic Initiative (USI) program, sponsored by the National Science Foundation. USI has been a catalyst for large-scale educational reform in mathematics and science. The model was based on 6 educational reform drivers: 4 process drivers (standards-based curriculum, instruction, and assessment; policy; resources; and broad-based support) and 2 student outcome drivers (student achievement and improvement of the historically underserved). Annual data from 21 USI sites were collected for up to 6 years (school years 1993–1994 to 1999–2000). Causal inferential models were explored among the process drivers (independent variables) and outcome drivers (dependent variables), linking policy implementation rubrics to quantitative student outcome data.  相似文献

Schools serving large populations of students placed at risk have been the focus of reform for over a decade, with the assumption that school reform leads to classroom reform, resulting in improved student achievement. Student achievement data at the school level are typically used to judge the effectiveness of the reform. This practice assumes uniformity of implementation within the school. This study of classrooms within 4 Accelerated Schools Project (ASP) schools operationalizes the ASP principles, values, and concepts of powerful learning at the classroom level. Together, they form what is called a powerful learning environment (PLE). In addition, the study examines the extent to which PLE is implemented similarly in different classrooms and different schools, and analyzes the relation between degree of implementation and differences in student achievement. Data collection involved structured observations in 40 classrooms during English and language arts or mathematics instruction. Analysis of data indicates that more variation in implementation of PLE occurred within schools than between schools. The study also finds a correlation between degree of implementation and higher student achievement.  相似文献

Schools are among the most studied organizations, yet research has little influence on them. This is in part because schools often do not have an opportunity to learn from the research projects they are engaged in. In this paper, we explain the process and impact of feeding back research results to participating schools. The feedback of results related to the topic of student participation was designed in a school-specific way and expected to support school improvement processes. Accordingly, we examined changes in beliefs and school practices by analysing longitudinal qualitative interviews. Results show changes in school practices and in the perceived importance of student participation, as well as enduring beliefs that inhibited changes. The findings of this paper contribute to the discourse on data use in education and to building research-practice-partnerships.  相似文献

The next phase of high school reform is ripe with possibilities. Over the last 3 decades, educational research has identified a number of promising and effective high school models. Research demonstrates the benefits of career academies and early college schools. Schools that offer small, personalized environments; comprehensive approaches to schoolwide instruction and operations; and integrated opportunities to experience career and college have exhibited positive impacts on labor market outcomes, student achievement, or high school graduation. Guided by advances in research of high school reform and recent education policy, leaders and funders of reform and educational innovations should seek to further integrate structural arrangements and instructional practices with local employers and higher education institutions. Reforms should also search for ways to accelerate rapid and dramatic improvements in school performance.  相似文献

This study explores the neoliberal agenda of turnaround school reform efforts in America by examining the application and transformation of a Midwest State Turnaround Schools Project for the public school system. Perceptions of administrators and state-level policy actors are considered. Data were collected from 13 participants during the implementation of the statewide turnaround program and the analysis focused on the neoliberal ideology during the implementation of the State Turnaround Schools Project. Corporate infiltration and funding leverage reflect the sticky web of policymakers and private corporations and their influence. District communication, support, and shared accountability underscore important lessons in leadership for turnaround school programs. Successful schools transformed the turnaround policy implementation by involving communities and restructuring their school district. However, the neoliberal agenda revealed the impact of government labeling, restructuring, and reallocating resources for under-performing schools and unveiling the infiltration of private corporations behind turnaround policy and student achievement. This alarming finding points to how turnaround school policy implementation weakens control of democratically elected authorities and stagnates critical thinking that challenges the interests behind turnaround school policy.  相似文献
