2008年美国大选进一步确立了民主党在新一届国会中多数党的优势地位,这使得研究国会与美国贸易保护主义关系的必要性提高.本文通过学理与实证的视角分析了这一问题.研究表明,国会只是通过国会政治结构放大了公众贸易保护主义情绪,制造了国会山上浓郁的保护主义氛围,但鲜有实质性的保护主义法案出笼,这主要是因为其先天具有的否决票制和后天自创的快车道授权.通过考察102届至110届国会对华贸易提案,笔者亦可得出上述研究结果. 相似文献

Distance learning in higher education has developed differently in the United States from the way it developed many other countries. Driven by the developments in technology and fueled by partnerships with industry, distance education in the U.S. is charting unmapped waters. For over a century, universities have relied on students coming to them. Now they find that they must go to the students. This article examines some of the history, technology, research, and trends in distance education and raises key questions. What part does the profit motive play in the corporatization of education? How can traditional universities adjust to meet the needs of a changing population, and who will be the gatekeepers? The opportunity is here to improve on existing educational institutions and add flexibility to the monolithic institutions of traditional universities. Distance educators will need to be vigilant to ensure that the strengths of sound pedagogy are not lost in the race to embrace new technologies. 相似文献

Tuition at private colleges in the United States for the academic year 1982–1983 were statistically very closely related to quality characteristics associated with those colleges. Reduced form hedonic regressions reveal the equilibrium marginal tuition revenue estimates for over twenty important measures of quality, including faculty-student ratios, library size, and the percentage of the faculty holding Ph.D. degrees. These findings show that private college tuition responds in economically sensible ways to changes in public tuition, and changes in the quantity and quality of the faculties, facilities, and student bodies at private colleges. 相似文献

ObjectiveWe report imaging and admission ratios for children with definitive and suggestive maltreatment in a national sample of emergency departments (EDs).MethodsUsing the 2012 Nationwide Emergency Department Sample (NEDS), we generated national estimates of ED visits for children <10 years with both definitive and suggestive maltreatment. Outcomes were admission/transfer ratios for children <10 years and screening ratios by skeletal surveys and head computed tomography (CT) for children <2 years with suspected physical abuse. We compared hospitals with low, medium, and high pediatric ED volumes using multivariable logistic regression.ResultsThe 2012 national estimate of U.S. ED visits (children <10 years) with definitive maltreatment is 14,457 (95% CI: 11,987–16,928). Suggestive child maltreatment was seen in an additional 103,392 (95% CI: 90,803–115,981) pediatric ED visits. After controlling for patient case mix, high volume hospitals had a significantly higher adjusted odds ratio (AOR) of admission/transfer among definitive cases (AOR = 1.74, 95% CI: 1.08–2.81), and medium volume hospitals had a higher odds of admission/transfer among suggestive cases (AOR = 1.24, 95% CI: 1.02–1.50) when compared with low volume hospitals. In hospitals with reliable reporting of imaging procedures, high volume hospitals reported skeletal surveys (age <2 years) significantly more often than low volume hospitals, AOR = 3.32 (95% CI: 1.25–8.84); the AORs for head CT did not differ by hospital volume.ConclusionsLow volume hospitals were less likely to screen by skeletal survey, but head CT ratios were not affected by ED volume. This paper presents an empirical analysis of the effects of principals on public high school students' academic achievement, using High School and Beyond. Despite policy relevance, previous qualitative and quantitative research provides little systematic evidence on principal effects, at least for high schools. Principal characteristics and variables designed to capture less tangible aspects of the principal's role are included in educational production functions. The results suggest principals do have a measurable impact on student achievement, through the selection of teachers and setting of academically oriented school goals. 相似文献
