In this paper, we test a six equation simultaneous model of nonprofit symphony orchestra behavior. The model is based on Hansmann's theory of nonprofit behavior in the performing arts. The results show that the most prestigious of the orchestras practise a pricing policy that encourages patrons to make a tax deductible contribution. In this manner, they achieve a pattern of price discrimination that, instead of increasing revenues, reduces revenues. Following conditions suggested by Hansmann, we are also able to draw conclusions about the objectives of nonprofit symphony orchestras.  相似文献

In this paper, we describe the institutional framework in which heavy subsidization of German classical orchestras takes place and provide figures on the structure and the level of public support. Moreover, we derive and test various hypotheses concerning the political-economic determinants of public orchestra support. We analyze the political support-maximizing calculus of local politicians – the relevant decision-makers for orchestra subsidization in Germany. We find that public funding increases with increasing population; public debt and budget figures exert strong influences on the level of support. In addition, conservative and liberal politicians tend to support classical orchestras more than Social Democratic and Green politicians do.  相似文献

Expenses in the performing arts have historically increased at a rate faster than earned revenues due to the labour reliance of the sector. Flanagan (The perilous life of symphony orchestras: artistic triumphs and economic challenges. Yale University Press, New York, 2012) found that US symphony orchestras were able to avoid the negative consequences of this earning gap by fostering strong private support. In the present study, we find that, in contexts where private funding is not as readily accessible, like in Canada, arts organizations have more incentive to keep expenses under control. This can be understood in terms of resource dependence where government funding bodies, due to a homogeneous set of demands, put pressure on organizations to control their expenses and reach greater audiences. Using panel data covering a period of 8 years and forty-eight orchestras, the results show that Canadian orchestras, when compared to US ones, achieve a lower rate of expense increases over time and are more reactive to economic downturns.  相似文献

The paper introduces a concept of a ‘negotiated space’ to describe university researchers’ attempts to balance pragmatically, continually and dynamically over time, their own agency and autonomy in the selection of research topics and pursuit of scientific research to filter out the explicit steering and tacit signals of external research funding agencies and university strategies and policies. We develop this concept to explore the degree of autonomy researchers in fact have in this process and draw on semi-structured interview material with research group leaders in Finland and the UK, in the former in seven research fields, in the latter in two fields. First, the analysis reveals that topic selection is strongly filtered by the intra-scientific factors. In topic selection researchers have more leeway, a broader negotiated space than in research content, that is, in the ways in which they pursue their research, which are more affected by funding opportunities and other contextual matters. Second, the ways which affect researchers’ agency include individual- and more aggregate-level acts and factors: at the individual level, researchers resort to different strategies to create a negotiated space, but at the more aggregate level field-specific factors play a role. In fields with multiple funding opportunities, which we call ‘shopping mall’ fields, researchers can have a broader negotiated space than in fields where funding is more based on ‘lottery’. In the latter, the researchers’ negotiated space is narrow and contingent on the outcome of the funders’ decisions.  相似文献

This paper examines the impact of financial and socio-economic factors on repertoire decisions of the grant-aided, non-profit theatre sector in England using cross-sectional regression analysis for the seasons 1996/97 to 1998/99. The dependent variable, a conventionality index, a variant of the DiMaggio/Stenberg conformity index, is calculated first. This shows a very considerable variation in repertoire conventionality, so measured, in the non-profit English theatre sector. A model is then constructed to assess the impact of the above-mentioned factors in determining variations in this index using a dataset hitherto not analysed in this way. The empirical results show that public subsidy, the size and the location of a theatre as well as the local average income have an impact on conventionality, which confirms existing empirical findings.  相似文献

Our work pursues a twin aim. Firstly, we explore the influence of organizational size on innovations in museums as well as its impact on museums’ economic, market and social performance. Secondly, we analyse how the (public–private) funding of such organizations impacts innovation and performance. The empirical work is based on information from a survey of 491 museums (British, French, Italian and Spanish). We find that museum size does prove relevant in the commitment to engage in innovation but that public funding of museums does not encourage innovation. We also highlight the importance of the explanatory power of the type of funding on the performance of these cultural organizations. This research also reveals how organizational and technological innovations as well as innovation in value creation in museums enhance economic, market and social performance.  相似文献

In the following pages we discuss three historical cases of moral economies in science: Drosophila genetics, late twentieth century American astronomy, and collaborations between American drug companies and medical scientists in the interwar years. An examination of the most striking differences and similarities between these examples, and the conflicts internal to them, reveals constitutive features of moral economies, and the ways in which they are formed, negotiated, and altered. We critically evaluate these three examples through the filters of rational choice, utility, and American pragmatism, using the latter to support the conclusion that there is no single vision of moral economies in science and no single theory—moral, political, social—that will explain them. These filters may not be the only means through which to evaluate the moral economies examined, but aspects of each appear prominent in all three cases. In addition, explanations for decisions are often given in the language of these theories, both at the macro (policy) level and at the local level of the moral economies we discuss. In light of such factors, the use of these frameworks seems justified. We begin with an attempt to define the nature of moral economies, then move to a consideration of scientific communities as moral communities operating within material and other constraints which we relate to wider questions of political economy and societal accountabilities.

Dr Atkinson-Grosjean   is a Senior Research Associate in the WM Young Centre for Applied Ethics at the University of British Columbia where she leads several research projects focused on large-scale science and the ways in which novel institutional and organizational arrangements affect the production and translation of scientific knowledge. Current work focuses on the factors that affect scientists’ participation (or lack thereof) in the translational mandates attached to funding. The goal is to contribute to a more nuanced understanding within policy guidelines of what constitutes ‘translational science’. Cory Fairley   is a research assistant on Dr Atkinson-Grosjean’s translational science project and a PhD student in the Department of History at the University of British Columbia, where he also obtained a Masters degree in Philosophy. The past three decades have witnessed a sharp reduction in the rate of growth of public research funding, and sometimes an actual decline in its level. In many countries, this decline has been accompanied by substantial changes in the ways that such funding has been allocated and monitored. In addition, the institutions governing how research is directed and conducted underwent significant reforms. In this paper we examine how these changes have affected scientists’ research goals and practices by comparing the development of three scientific innovations (one each in physics, biology, and educational research) in four European countries, namely Germany, the Netherlands, Switzerland, and Sweden. We find that the increased number of actors exercising authority over research goals does not necessarily lead to a greater diversity of interests funding research. A narrowing of goals and frameworks is especially probable when the increasing importance of external project funding is combined with reductions in state financing of universities and public research institutes. Finally, the growing standardisation of project cycle times and resource packages across funding agencies and scientific communities make it more difficult for researchers to pursue projects that deviate from these norms, especially, if they challenge mainstream beliefs and assessment criteria.  相似文献

The paper focuses on funding issues facing arts and cultural resources worldwide. Inter alia, current public policy consensus encourages cultural resources to raise money from voluntary contributions at the gates in order to address some of the shortfall in public funding. The paper considers the British Museum, London, as a case study. The objectives of the paper are twofold. First, to elicit individual preferences for future managerial initiatives that could have an impact on visitors’ willingness to financially support cultural resources by making a voluntary contribution during their visit. Second, the study combines observed and unobserved heterogeneity in order to explain a greater source of variation on individuals’ decision-making process. Overall, the results provide directions for government policy into widening and deepening participation for the arts and culture. In addition, the results also provide support towards a reconsideration of curatorial procedures towards a motivational segmentation of demand for the arts and culture.  相似文献

Alvin Weinberg’s classic and much debated two articles in Minerva, “Criteria for Scientific Choice” (1963) and “Criteria for Scientific Choice II – The Two Cultures” (1964), represent two of the first and most important attempts to create a meta-discourse about priority setting in science policy, and many of the points advanced remain relevant. The goal of this paper is to elaborate on the relevance of some of Weinberg’s original arguments to priority setting today. We have singled out four issues for attention: The tension between scientific and institutional choice, the assumptions behind the triad of scientific, technological and social merit, the elusive ‘externality from size’ argument for funding promoted by Weinberg, and finally the problems involved in the idea of basic science as an ‘overhead cost’ for applied science, and applied science as an ‘overhead’ on a sectoral mission. These four issues will be elaborated from a policy perspective and connected to present day challenges for science and technology policy.  相似文献

This study explores the relationships between culture,politics, and the decision-making process of theAmerican opera company. It combines socio-economicdata with the financial and program data of key operacompanies to explore important influences inprogramming decisions. It tests the hypothesizedrelationships between risk-taking by opera companiesand socio-economic variables such as wealth,government funding, and donor involvement. This studyfinds that local government funding encourages programconventionality, while federal support such as the NEAencourages program risk-taking. This paper examines the promise of science and its role in shaping research policy. The promise of science is characterized by expectations of science, which are embedded in promissory discourses that envision futures made possible through advances in promising science. Through a single case study of the origins of Genome Canada, the research was guided by the question: How did expectations of genomics shape the creation of Genome Canada? A conceptualization of discursive power and expectations of genomics storylines provide the theoretical and analytical basis for an in-depth examination of the ideational effects and material impacts on research policy decisions over three years (1997–2000) that culminated in the creation of Genome Canada. Expectations of genomics storylines functioned in a complex interplay of discursive practices and dynamics among diverse policy actors within a genomics discourse-coalition to produce a range of ideational and material impacts. The expectations of genomics storylines produced powerful genomics subject-positions from which policy actors perceived their interests, identities and preferences and gained agency, which led to various material impacts, such as mobilizing support and funding, coordinating activities and transforming Canada’s research policy framework. With the increasing importance of research policy to a range of broader policy priorities underpinned by expectations that science will resolve societal challenges and contribute to socio-economic benefits, this paper sheds light on how complex research policy decisions are made; it further contributes to understanding the role of promissory discourses in shaping those decisions.

A comparison of the engineering schools at UC Berkeley and Stanford during the 1940s and 1950s shows that having an excellent academic program is necessary but not sufficient to make a university entrepreneurial (an engine of economic development). Key factors that made Stanford more entrepreneurial than Cal during this period were superior leadership and a focused strategy. The broader institutional context mattered as well. Stanford did not have the same access to state funding as public universities (such as Cal in the period under consideration) and some private universities (such as the Massachusetts Institute of Technology and the Johns Hopkins University in their early histories). Therefore, in order to gather resources, Stanford was forced to become entrepreneurial first, developing business skills (engaging with high-tech industry) at the same time Cal was developing political skills (protecting and increasing its state appropriation). Stanford’s early development of entrepreneurial business skills played a crucial role in the development of Silicon Valley.  相似文献

The emergence of vibrant research communities of computer scientists in Kenya and Uganda has occurred in the context of neoliberal privatization, commercialization, and transnational capital flows from donors and corporations. We explore how this funding environment configures research culture and research practices, which are conceptualized as two main components of a research community. Data come from a three-year longitudinal study utilizing interview, ethnographic and survey data collected in Nairobi and Kampala. We document how administrators shape research culture by building academic programs and training growing numbers of PhDs, and analyze how this is linked to complicated interactions between political economy, the epistemic nature of computer science and sociocultural factors like entrepreneurial leadership of key actors and distinctive cultures of innovation. In a donor-driven funding environment, research practice involves scientists constructing their own localized research priorities by adopting distinctive professional identities and creatively structuring projects. The neoliberal political economic context thus clearly influenced research communities, but did not debilitate computing research capacity nor leave researchers without any agency to carry out research programs. The cases illustrate how sites of knowledge production in Africa can gain some measure of research autonomy, some degree of global competency in a central arena of scientific and technological activity, and some expression of their regional cultural priorities and aspirations. Furthermore, the cases suggest that social analysts must balance structure with culture, place and agency in their approaches to understanding how funding and political economy shape scientific knowledge.  相似文献

In recent years questions concerning the impact of public research funding have become the preeminent site at which struggles over the meanings and value of science are played out. In this paper we explore the ‘politics of impact’ in contemporary UK science and research policy and, in particular, detail the ways in which UK research councils have responded to and reframed recent calls for the quantitative measurement of research impacts. Operating as ‘boundary organisations’ research councils are embroiled in what might be characterised as the ‘politics of demarcation’ in which competing understandings of the cultural values of science are traded, exchanged and contested. In this paper we focus on the way the UK’s ‘Engineering and Physical Sciences Research Council’ (EPSRC) has responded to contemporary policy discourses concerning the impacts of public research expenditure. We argue that, in response to the shifting terms of contemporary science policy, the EPSRC has adopted three distinct strategies. Firstly, in collaboration with other research councils the EPSRC have emphasised the intellectual and metrological challenge presented by attempts to quantify the economic impact of public research expenditure, emphasising instead the cumulative impacts of a broad portfolio of ‘basic science’. Secondly, the EPSRC has sought to widen the discursive meaning of research impacts – specifically to include societal and policy impacts in addition to economic ones. Thirdly, the EPSRC has introduced a new framing into the ‘impact agenda’, preferring to talk about ‘pathways to impact’ rather than research impacts per se. In responding to government priority setting, we argue that the EPSRC has sought to exploit both the technical fragility of auditing techniques and the discursive ambiguity of notions of impact.  相似文献

Science and technology policy is both faced by unprecedented challenges and itself undergoing seismic shifts. First, policy is increasingly demanding of science that it fixes a set of epochal and global crises. On the other hand, practices of scientific research are changing rapidly regarding geographical dispersion, the institutions and identities of those involved and its forms of knowledge production and circulation. Furthermore, these changes are accelerated by the current upheavals in public funding of research, higher education and technology development in the wake of the economic crisis. The paper outlines an agenda for science & technology policy studies in terms of a research programme of a ‘cultural political economy of research and innovation’ (CPERI). First, the implications of the overlapping crises for science policy analysis are discussed. Secondly, three rough constellations of contemporary approaches to science policy are critically compared, namely: a techno-statist Keynesian governance; a neoliberal marketplace of ideas; and co-productionist enabling of democratic debate. CPERI is then introduced, showing how it builds on the strengths of co-production while also specifically targeting two major weaknesses that are of heightened importance in an age of multiple crises, namely neglect of political economy and the concept of power.  相似文献

Various studies have built models, using aggregate box-office data, to predict the contribution of a motion picture’s features to its theatrical demand. But such an approach fails to represent the heterogeneous influence of movie features on demographic groups and is unable to assist market-segmentation decisions. We propose and illustrate a new approach for modeling the appeal of movie features to market segments via the use of appropriate individual-specific data and canonical correlation analysis. Specifically, through demographically detailed movie-attendance data available in Spain, we build a model of how movie features influence the demographic composition of audiences. Via a canonical correlation analysis, we identify four dimensions underlying the relationships between several movie features (country of origin, genre, objectionable content, stars, promotional effort, and critical evaluations) and audience demographics (gender, age range, presence of children, education, social class, and size of municipality). These dimensions represent the strong pairings between four moviegoer demographic profiles and four movie-feature profiles. Our approach can potentially aid in segmentation and green-lighting decisions by matching movie features with the most relevant segment-specific preferences.  相似文献

Although existing scholarship offers critical insights into the working mechanisms of project-based research funding, little is known about the actual practice of writing grant proposals. Our study seeks to add a longitudinal dimension to the ongoing debate on the implications of competitive research funding by focusing on the incremental adjustment of the funder/fundee relationship around a common discursive practice that consists in describing and evaluating research projects: How has the perception of what constitutes a legitimate funding claim changed over time and why? By investigating the normative framework enacted in the justification strategies of applicants, we shed light on the historical coevolution of the increasing competition for project funding, the epistemic culture of applicants, and grant writing rhetoric. To do this, we mobilize a comprehensive data set consisting of archival data from Europe’s oldest and largest funding agency, the Deutsche Forschungsgemeinschaft, as well as a corpus of 80 successful grant proposals written between 1975 and 2005. We find that the 1990s mark an important normative consolidation of what we consider to be a legitimate funding claim: Ensuring the success of the project and the project’s results becomes a major concern in applicant rhetoric. This time period coincides with a substantive rise in the level of competition for project funding. Yet, even though justification strategies might seem to address the same issues in grant proposals across the disciplines under investigation, the normative framework to which applicants refer differs according to the applicant’s epistemic culture.  相似文献
