The ethical and political dilemmas raised byInformation and Communication Technology (ICT)have only just begun to be understood. Theimpact of centralised data collection, masscommunication technologies or the centrality ofcomputer technology as a means of accessingimportant social institutions, all poseimportant ethical and political questions. As away of capturing some of these effects I willcharacterise them in terms of the type of powerand, more particularly, the Power-over peoplethat they exercise. My choice of thisparticular nomenclature is that it allows us todescribe, firstly, how specific technologiesoperate and second, exactly what sorts ofconstraints they impose on people. The reasonfor this focus has to do with a further aim ofthe essay, which is to intervene in aparticular type of debate that is often hadaround the appropriate use and scope oftheories of power that are employed in thinkingabout ICT, especially those theories associatedwith the work of Michel Foucault. There isconsiderable use of his work in computerethics, but my claim will be that despite theproductive uses of his work in the areas ofsurveillance, for instance, it does not exhaustthe larger potential of his work on power and,in part, `government.' I will argue that inorder to properly understand the politicalimpact of some aspects of ICT, especially thedigital divide, one needs an account of howpower operates that includes more traditionaltypes of power-over. To the extent that I willdeal with these concerns, the paper is both acontribution to debates about the nature andscope of Foucault's theory of power and to theissue of the effects of the digital divide.  相似文献

Information and communication technology is regarded as a critical means of addressing rural problems of information deficiency, ineffective communication and emotional disconnection. Most studies on information and communication technology for development (ICT4D) can be categorized as a top-down development approach and are often theoretical research or case studies conducted using qualitative methods. In this study, we discuss a new phenomenon of citizen-led information practices in rural areas driven by the rural community and its citizens. By employing a mixed-method approach combining case studies and social network analysis (SNA), we explore how ICT4D can be achieved through citizen-led information practices. This study makes theoretical contributions to the study of ICT4D and information practices as well as the mixed-method approach, which deepen our understanding of the citizen-led information practices of ICT4D. This study also provides practical suggestions to the governments, enterprises, social organizations and rural communities in ICT4D practices and ICT function design.  相似文献

This approach challenges the thinking of policymakers, those in industry, and others who argue that access to ICT can be achieved through a variety of economic, business, or market-based perspectives. Corporate dynamic transparency: the new ICT-driven ethics?   总被引:1,自引:1,他引:0  
The term “corporate transparency” is frequently used in scholarly discussions of business ethics and corporate social responsibility (CSR); however, it remains a volatile and imprecise term, often defined incompletely as “information disclosure” accomplished through standardized reporting. Based on the results of empirical studies of organizational behaviors, this paper identifies a new set of managerial practices based on the use of information and communication technologies (ICT) and particularly Internet-based tools. These practices are resulting in what can be termed “dynamic transparency.” ICT allows for an informational environment characterized by two-way exchange between corporations and their stakeholders, which fosters a more collaborative marketplace. It is proposed that such dynamic information sharing, conducted by means of ICT, drives organizations to display greater openness and accountability, and more transparent operations, which benefit both the corporations and their constituents. One of the most important outcomes that will accrue to consumers and other individuals is the “right to know,” especially about corporate strategies and activities that might directly affect their quality of life. This paper demonstrates that dynamic transparency is more desirable and more effective than the more common “static transparency” where firms’ information disclosure is one-way, usually in response to government regulation. We present three ethical arguments to justify the implementation by business firms of dynamic transparency and demonstrate that their doing so is related to CSR and to augment and complement stakeholder engagement and dialogue. The paper concludes with a summary of the possible limits to and the problems involved in the implementation of dynamic transparency for corporations, and suggests some strategies to counter them.  相似文献

I argue in this paper that the development and convergence of information and communication technologies (ICT) is creating a global network of surveillance capabilities which affect the traveler. These surveillance capabilities are reminiscent of 18th century philosopher Jeremy Bentham’s panopticon, and as such the emerging global surveillance network has been referred to as the travel panopticon. I argue that the travel panopticon is corrosive of personal autonomy, and in doing so I describe and analyse various philosophical approaches to personal autonomy.  相似文献

This paper investigates the influence of the adoption and use of information and communication technology (ICT) on organizational learning (OL). The focus is on knowledge, creation, as an articulated construct for the OL concept, and the SECI (Socialization, Externalization, Combination and Internalization) model is used as a reference for knowledge, creation. ICT use is seen here as consisting of three different orientations: informative, communicative and workflow. The results, based on a sample of around 300 Spanish small- and, medium-sized enterprises (SMEs), indicate that ICT has a significant positive influence on the, four processes for creating knowledge. ICT oriented to communication and workflow is found, to produce a significant positive impact on knowledge creation processes, except for, socialization process, while ICT use for information does not influence any of the processes for, creating knowledge and OL.  相似文献

This article critically assesses the policy orientation, social impacts, and linkages of telecommunications in the United States within a government deregulated policy environment and an increasingly globalized economy. Deregulation has been driven by both ideological and technological demands, stemming from several political and economic transformations in the world economy, the collapse of state socialism in eastern Europe and the former Soviet Union, and greater oligopolistic competition among transnational corporations. An expanded infrastructure of new digital information and communications technology (ICT) is the foundation of a worldwide political economic regime of accumulation. ICT increases command and control capabilities of large corporations, together with the mobility and liquidity of capital, making it essential to the restructuring of the world economy, the new international division of labor, and the creation of global "information city" networks. At the same time, government deregulation and rapid technological change are associated with a number of spatial, economic, and social dualisms.  相似文献

This paper explores the much ignored but critically important subject of the perceived relationship between information and communications technology (ICT), information management (IM) and knowledge management (KM). Defining the border between ICT, IM and KM, and especially the maturity remains a highly debatable topic. These issues could be concisely summarized as being diverse and problematic and located across the spectrum of views. Prior studies suggest that even though KM is strongly entrenched and rests on the foundation of ICT and IM, very little is reported in the literature on ICT and IM as enablers to KM. From a large urban South African University engaged in numerous collaboration programs with industry, the authors gained insight into growth of KM maturity in industry groupings over a 5-year period. The authors applied an inventory developed by Kruger and Snyman [Kruger, C. J., & Snyman, M. M. M. (2007). A guideline for assessing the knowledge management maturity of organizations. In total 434 employees were interviewed over three group levels (operational, middle and senior management). Critical research is becoming increasingly accepted as a valid approach to research in information systems. It is deemed to be particularly suitable for situations where researchers want to address conspicuous injustice, such as in areas of development or the digital divide. Critical research in information systems (CRIS), I will argue, is a possible approach to some of the ethical problems arising in the context of information and communication technology (ICT). It can be sensitive to the question of culture and therefore suitable for researching cross-cultural ethical questions in ICT. It is often unclear, however, what exactly critical research stands for and to what extent critical approaches are applicable across cultural boundaries. This paper will address these problems by proposing a definition of critical research as focused on changing the status quo and aiming for emancipation. It will then look at the question whether different cultures are compatible and comparable and what the role of culture in research on information systems is. The paper will then return to the question whether the critical intention to emancipate and empower humans is an expression of cultural imperialism or whether there are valid ways of promoting emancipation across cultural divides.  相似文献

This research focuses specifically on uncertainty and information seeking in a digital environment. In this research we argue that different types of uncertainty are associated with the information seeking process and that, with the proliferation of new and different search tools, sources and channels, uncertainty, positive/desirable or negative/undesirable, continues to be a significant factor in the search process. Users may feel uncertain at any stage of the information search and retrieval process and uncertainty may remain even after completion of the process resulting in what may be called persistent uncertainty. An online questionnaire was used to collect data from users in the higher education sector. There were three parts to the questionnaire focusing on: information seeking activities, information seeking problems, and access to specific information channels or sources. Quantitative analysis was carried out on the data collected through the online questionnaire. A total of 668 responses were returned from the chosen user categories of academic staff, research staff and research students. This research has shown that there are some information seeking activities and information seeking problems that are the most common causes of uncertainty among significant number of users from different disciplines, age, gender, ICT skills, etc. This is also the case with respect to access to and use of specific information sources/channels, although the degrees of uncertainty in relation are relatively small. Possible implications of this study and further research issues are indicated.  相似文献

Trust has been shown to play an important role in the adoption of information and communication technology (ICT) on an individual and firm level, but has received relatively little attention on a national level. In this paper we examine the impact of generalized trust, as measured by the World Value Survey, on the adoption of ICT products and related phenomena (e.g., such issues as Telecommuting and services such as E-Government Readiness), at a national level, while controlling for a nation's wealth. Because national trust levels having changed over time, we also examine how the rate of change in trust has impacted the adoption of ICT and ICT related phenomenon. Our findings provide strong empirical support for the argument that trust impacts national level adoption. The results are robust as we consider multiple variables and data sources. We also show that changes in trust rates are generally associated with corresponding changes in ICT adoptions.  相似文献

In the emerging digital economy, the management of information in aerospace and construction organisations is facing a particular challenge due to the ever-increasing volume of information and the extensive use of information and communication technologies (ICTs). This paper addresses the problems of information overload and the value of information in both industries by providing some cross-disciplinary insights. In particular it identifies major issues and challenges in the current information evaluation practice in these two industries. Interviews were conducted to get a spectrum of industrial perspectives (director/strategic, project management and ICT/document management) on these issues in particular to information storage and retrieval strategies and the contrasting approaches to knowledge and information management of personalisation and codification. Industry feedback was collected by a follow-up workshop to strengthen the findings of the research. An information-handling agenda is outlined for the development of a future Information Evaluation Methodology (IEM) which could facilitate the practice of the codification of high-value information in order to support through-life knowledge and information management (K&IM) practice.  相似文献

Information and Communication Technology (ICT) has been applied increasingly in supporting human immunodeficiency virus (HIV) prevention and treatment. The technological advances have extended to the field of HIV self-management. The objectives of this paper are to examine the design and use of ICTs in HIV self-management programs, to identify the knowledge gaps in existing practice, and to provide recommendations for future research and program development. A systematic review was conducted to search all English literature published prior to August 2016 in six electronic databases. The inclusion criteria also included either quantitative or qualitative assessments of HIV self-management programs that utilized at least one ICT platform in the program protocol. The search identified six studies conducted in Australia and the United States. The studies were diverse in sample size and enrollment criteria of study population. The major functionalities of ICT platforms (mobile phones and websites) included delivering information modules, sending medication reminders, supporting self-monitoring for medical adherence and risk behavior reduction, enhancing communication among participants, and providing easy access to HIV self-management information. The major challenges faced by self-management programs utilizing ICTs were lack of interaction and concern of privacy. The HIV self-management programs that employed ICT platforms were limited in number and geographic coverage. Most of the programs were also tested at an initial stage with small size samples and minimum technical innovation. The lack of explicit guiding theories and models on information behavior or technology use was observed in all studies. Use of ICTs in HIV self-management interventions is an emerging field. Future research would benefit from paying more attention to technical innovation and interactive features in applying ICT platform in self-management programs. The ICTs platforms, with increasing innovation in connecting people and places, can serve as a powerful tool to reduce the disparities in health care and health promotion. Future research is also needed to explore the feasibility of applying ICT platforms in self-management programs that serving populations from diverse socioeconomic background and in resource-poor settings.  相似文献

In addressing persistent gaps in existing theories, recent advances in data-driven research approaches offer novel perspectives and exciting insights across a spectrum of scientific fields concerned with technological change and the socio-economic impact thereof. The present investigation suggests a novel approach to identify and analyze the evolution of technology sectors, in this case, information and communications technology (ICT), considering international collaboration patterns and knowledge flows and spillovers via information inputs derived from patent documents.The objective is to utilize and explore information regarding inventors’ geo-location, technology sector classifications, and patent citation records to construct various types of networks. This, in turn, will open up avenues to discover the nature of evolutionary pathways in ICT trajectories and will also provide evidence of how the overall ICT knowledge space, as well as directional knowledge flows within the ICT space, have evolved differently. It is expected that this data-driven inquiry will deliver intuitive results for decision makers seeking evidence for future resource allocation and who are interested in identifying well-suited collaborators for the development of potential next-generation technologies. Further, it will equip researchers in technology management, economic geography, or similar fields with a systematic approach to analyze evolutionary pathways of technological advancements and further enable exploitation and development of new theories regarding technological change and its socio-economic consequences.  相似文献

Based on a wide-ranging literature review, we argue that the information and communications technology (ICT) infrastructure has not received adequate attention for its role in the development and maintenance of industrial clusters. This article develops expectations for how firms in an industrial cluster make use of a public, broadband ICT infrastructure, particularly in support of e-commerce applications. We further address the question of whether ICT use, by enabling stronger ties to non-cluster partners, can weaken clusters. A case study of a successful biotechnology cluster in Denmark and Sweden—the Medicon Valley—is used to explore ICT use in a knowledge-intensive cluster context. We conclude that ICT use appears to strengthen rather than weaken the Medicon Valley cluster, and that firms located within a cluster appear to gain some unique advantages from their ICT usage that are not necessarily available to firms outside the cluster.  相似文献

The potential contributions information and communication technology (ICT) can make to advancing human capabilities are acknowledged by both the capability approach (CA) and ICT communities. However, there is a lack of genuine engagement between the two communities. This paper addresses the question: How can a collaborative dialogue between the CA and ICT communities be advanced? A prerequisite to exploring collaboratively the potential use of particular technologies with specific capabilities is a conceptual framework within which a dialogue can be undertaken to advance the operationalization of capabilities through the use of ICT. A communicative connection constituted of a dialogic space consisting of the CA and ICT communities and a set of normative values and objectives is proposed. The normative values of the communicative connection are derived from the human right to communicate (RTC) which serves as axiomatic principle of the communicative connection. The shared objectives are to operationalize through the use of ICT both the capability and the right to communicate, which are distinct but present in and reinforce each other. Alternative concepts of communication and freedom of expression to those held by the two communities is presented along with a comparison of the values embodied in the RTC and found in the CA.  相似文献

The network model of organization plays a central role in recent sociological accounts of the information economy. This model is also often presented in organization and information and communication technologies (ICT) literature with an air of enthusiasm that underscores its advantages—flexibility, cooperative culture, innovativeness, and knowledge and technology intensity. Such themes are usually based on a “networking logic” that assumes the trustful cooperation of large and small production firms in a rapidly changing economic environment. We believe that both the logic and the themes based upon it are too narrow to be able to explain the complex dimensions of interorganizational networking. Using Enron as a case study, our goal in this article is to enrich the logic just described and to develop an extended model of the network enterprise. We argue that this is only possible by extending the unit of analysis beyond the production firm, to include, among others, subsidiaries, banks, investors, auditors, and government agencies. The proposed extended model allows the broadening of many of the aforementioned themes, making it possible to arrive at a realistic picture of the complexities of the network enterprise. The managerial advantages of the model are also discussed.  相似文献

This paper is explorative in nature. Based on an empirical analysis of two different industrial settings (life sciences, LS; information and communication technologies, ICT), it investigates network growth and firm growth in networks. We find a remarkable correspondence between a few fundamental findings of the ‘old’ stochastic approach to the analysis of firm internal growth, and empirically observed patterns of firm external growth through collaborative agreements. We show that scale-free behavior in real-world industrial networks can be accounted for by a general and parsimonious model, originally developed by Herbert Simon in 1955, based on entry and proportional growth. However, relevant departures from the stochastic benchmark are revealed that cannot be ascribed to the effect of mergers and acquisitions (M&As) and growth autocorrelation. Moreover, different regimes of growth are found to be at work in the life sciences for originators versus developers of new business opportunities, reflecting the fact that growth is driven by specialization and division of labor in the processes of generation and attraction/development of technological opportunities.  相似文献

Nowadays we use information retrieval systems and services as part of our many day-to-day activities ranging from a web and database search to searching for various digital libraries, audio and video collections/services, and so on. However, IR systems and services make extensive use of ICT (information and communication technologies) and increasing use of ICT can significantly increase greenhouse gas (GHG, a term used to denote emission of harmful gases in the atmosphere) emissions. Sustainable development, and more importantly environmental sustainability, has become a major area of concern of various national and international bodies and as a result various initiatives and measures are being proposed for reducing the environmental impact of industries, businesses, governments and institutions. Research also shows that appropriate use of ICT can reduce the overall GHG emissions of a business, product or service. Green IT and cloud computing can play a key role in reducing the environmental impact of ICT. This paper proposes the concept of Green IR systems and services that can play a key role in reducing the overall environmental impact of various ICT-based services in education and research, business, government, etc., that are increasingly being reliant on access and use of digital information. However, to date there has not been any systematic research towards building Green IR systems and services. This paper points out the major challenges in building Green IR systems and services, and two different methods are proposed for estimating the energy consumption, and the corresponding GHG emissions, of an IR system or service. This paper also proposes the four key enablers of a Green IR viz. Standardize, Share, Reuse and Green behavior. Further research required to achieve these for building Green IR systems and services are also mentioned.  相似文献
