ABSTRACT

This article examines the current state of Open Access for the humanities and social sciences in the Czech Republic. Since the Velvet Revolution in 1989, and following the peaceful dissolution of Czechoslovakia in January of 1993, the Open Access movement in the Czech context remains understudied. ABSTRACT

The article discusses developments in scholarly and scientific publishing in the Republic of Georgia since the breakup of the Soviet Union in 1991. State-sector publishing has declined, but there is now a fair amount of NGO publishing. Some publications appear only online. Summary

The author, Library Director at the University of Klaipeda (Lithuania) and Washington State University Libraries' Library Fellow, writes about her own library in the context of other Lithuanian academic libraries and emerging consortia in Lithuania and the European Community. Both the Consortium of Lithuanian Libraries' project, the Lithuanian Integrated Library Information System (LIBIS), and the European Community's project, the Trans-European Cooperative Scheme for Higher Education (TEMPUS), are specifically noted. The author also offers both her impressions of American academic libraries gathered during her experience as a Library Fellow based at Washington State University Libraries and her hopes for the future of academic libraries in Lithuania.  相似文献

Abstract

This article deals with the most important features of Lithuanian library history and describes specific features of the Soviet period. It also describes the current situation of librarianship in independent Lithuania. Historical analysis shows that Lithuanian libraries status, level and rate of development are influenced by particular historical conditions, social, and economical demands of the society.

During the first stages of their history, Lithuanian libraries were a valuable part of the whole European library history. Their activities subsided when Lithuania lost its independence. This eliminated libraries from the national historical process. After Lithuania regained its independence, it became possible for libraries to recover. Unfortunately this process had subsided during the Soviet years. Society depreciated library activities and librarians work. Nevertheless, librarianship of this period has some achievements also. There is a rather good system of library education, several library networks and scientific research in library and information science.

The last period is very hard and difficult for Lithuanian librarianship. During the years of economic crisis, libraries must struggle for their existence. So we can speak only about the possibility to ensure minimal conditions of existence, about the possibility to survive. The technical basis of libraries is especially weak: few of them use computerized technologies. This new period of the Lithuanian library development raised new problems and sharpened the old ones. The Lithuanian state has to change the library system and its functions, and rearrange library activities. The current situation in Lithuania creates new premises for libraries to develop. The most important premise of these changes is restoration of Lithuanian independence. A lot of work is already done to deideologize library activities, and to consolidate in them the principles of democracy. This work must guarantee the right of all Lithuanian citizens to use information stored in libraries. Now Lithuanian libraries strive to restore and establish new international relations, and to integrate themselves into the world's information system.  相似文献

ABSTRACT

A survey was conducted in 2001 with the purpose of determining the status and nature of personal libraries of Lithuanian Americans who, in the aftermath of World War II, settled in the United States. This was the first such study of Lithuanian American bibliophiles and their libraries. The survey results were analyzed with a primary focus on this question: what books were most valued and collected by those living outside of Lithuania?  相似文献

Little is known in the United States of the various regional broadcasting associations. Even such basic volumes as Emery's National and International Systems of Broadcasting cover the major organizations—European Broadcasting Union, International Radio and Television Organization (OIRT), URTNA (Africa), Inter‐American Broadcast Association, and Asian Broadcasting Union (ABU)—in fewer than a dozen pages. The Journal of Broadcasting only has published materials on the first two of these. As global broadcasting over domestic channels becomes a satellite‐borne reality, this lack of information is bound to become more and more embarrassing.  相似文献

SUMMARY

In 1898 the people of South Dakota approved the first constitutional amendment among the several existing states that reserved to the electors legislative powers previously within the sole control of the elected assembly. The amendment gave South Dakota the distinction of being the first in the Union to provide initiative and referendum to the electorate. South Dakota continues to be a state that widely employs the initiative and referendum as a tool for direct government. This article outlines the history of I&R, the basics of its use in this State, and how to locate the documents related to it.  相似文献

ABSTRACT

This study examines the coverage of Eastern Europe and the Soviet Union and its successor states by U.S. journals indexed in Library Literature between 1990 and 2000. Seventy-one journals were evaluated according to subject content, geographical coverage, document type, and year of article publication. The study found that the majority of articles focused on domestic and foreign library activities. Coverage peaked between the years 1990 and 1994, with a steady decline after that. The study reports on differences in coverage by peer-reviewed and non-peer-reviewed journals over this decade.  相似文献

ABSTRACT

This study examines 17,138 citations in 358 journal articles published in the United States in the field of international relations (IR). The United Nations accounts for 282 (32.2%) of the 877 references to information resources of intergovernmental organizations (IGOs), and its publications were cited more than twice as often as those of both the European Union (EU) or World Bank. This dominance is only partly based on the UN's importance as an object of research: though only 15 (4.2%) of the selected articles deal extensively with the United Nations, its publications were cited in 79 (22.1%). The EU, by comparison, is the subject of 37 articles, but its publications were cited in only 36 (10.1%). This demonstrates the relevance of UN information resources to a broad range of topics in IR.  相似文献

SUMMARY

As the rigors of the Soviet-era prohibitions in the post-Soviet archives were eased in the early 1990s, students of Russian-Jewish history in the former Soviet Union, as well as from abroad, have been using this opportunity to search for records of the Russian-Jewish past. The Jewish Archival Survey, a joint program of the Jewish Theological Seminary of America, the YIVO Institute for Jewish Research, and the Russian State University for the Humanities has been among the earliest initiatives in this field.  相似文献

Gains Suetonius Tranquillus, Roman historian and biographer of the first and second centuries A.D., wrote De Rhetoribus,the only Latin treatise concerned directly with pre‐Ciceronian rhetoricians and providing information on the strong opposition to rhetoric, the radical changes in the educational system of Rome, and the influence of otherwise unknown rhetoricians. After placing Suetonius in the rhetorical tradition of the early Roman Empire, a translation of De Rhetoribus and an extensive commentary on the major points are presented. The major significance of Suetonius's De Rhetoribus in the history of rhetoric was its demonstration that transplanted Greek rhetoric survived the dark ages of the early Roman Republic because rhetoric was a source of political power.  相似文献

ABSTRACT

This paper explores the attitudes of librarians in post-Soviet Kazakhstan regarding their roles at the new National Academic Library of the Republic of Kazakhstan (NAL). Using ethnographic observation, interviews, and surveys of library staff (n = 24), we find that Kazakhstani librarians either sensed a “calling” to librarianship or “fell into” library careers given life circumstances, and value their library for its contribution to cultural preservation and digital access on a national scale. This pilot project presents NAL to an international community, sharing the voices of Russian- and Kazakh-speaking librarians to highlight the role of libraries in the development of the post-Soviet nation.  相似文献

Abstract

The recent, important events in the ex-Soviet Union have not only been political. The world of libraries has begun to be opened up and the changes have even reached the most famous institutions, such as, for example, the State Central Scientific Medical Library in Moscow, which is at the head of a network of scientific and research libraries, and has created the first Russian scientific database.
