With 3 years and counting since its inception, the scope and impact of No Child Left Behind is now being felt in classrooms across the nation. Although some successes have been identified, concerns about the implementation and expectations of the legislation are emerging. As a result of the legislation's emphasis on the development of standards and assessment systems in reading, mathematics, and science, educators of other core and elective subjects are weighing the impact of being left out of the No Child Left Behind formula of testing and accountability. In an attempt to ascertain the perceptions and sentiments of social studies teachers concerning the impact of No Child Left Behind and the concomitant issue of state-level testing and accountability policy, a tristate study was conducted. The findings of this research indicate that although elementary, middle, and high school social studies educators recognize the negative consequences of being left out of No Child Left Behind, they are not convinced that being included would be better for them, their students, or social studies education in general.  相似文献

The author outlines the major elements of the No Child Left Behind Act of 2001 and describes the law's impact on deaf education. The law's stated purpose is to close the achievement gap with accountability, flexibility, and choice, so that no child is left behind. The specific goal of the law is to ensure that all students are 100% proficient in reading, mathematics, and science by 2014. No Child Left Behind has effected sweeping reforms in general education. But with 814 requirements, it has also created great stress in educators throughout the United States. No Child Left Behind poses particular challenges to education of the deaf since policymakers gave no consideration to the needs of deaf children in formulating this law. Clearly, deaf students must be included in school and state accountability systems,but the law leaves many questions unanswered.  相似文献

In this paper, we focus on the efforts of educators at nine different research sites within the United States, funded by a grant from the National Institute of Environmental Health Sciences (NIEHS), to develop and implement innovative, interdisciplinary curriculum on the relationship of the environment and human health. The NIEHS correctly maintained that the interdisciplinary nature of learning about environmental health would improve students’ learning across several subject areas and should, therefore, contribute to students scoring higher on state’s subject area based standardized tests. However, these goals were undermined by state polices linking standardized tests with student promotion and graduation, and the federal No Child Left Behind Act (NCLB) that required public schools and districts to aggregate test scores which might have negative consequences, such as reducing school funding or privatizing school administration and state policies. These policies resulted in deleterious effects that undermined implementing environmental health curricula.  相似文献

Evaluating the multiple characteristics of alignment has taken a prominent role in educational assessment and accountability systems given its attention in the No Child Left Behind legislation (NCLB). Leading to this rise in popularity, alignment methodologies that examined relationships among curriculum, academic content standards, instruction, and assessments were proposed as strategies to evaluate evidence of the intended uses and interpretations of test scores. In this article, we propose a framework for evaluating alignment studies based on similar concepts that have been recommended for standard setting (Kane). This framework provides guidance to practitioners about how to identify sources of validity evidence for an alignment study and make judgments about the strength of the evidence that may impact the interpretation of the results.  相似文献

Given the policy imperative of using multiple measures for state education accountability under the No Child Left Behind Act (NCLB), this study examines similarities and discrepancies between the National Assessment of Educational Progress (NAEP) and the states' own math assessment results in Kentucky and Maine, with a focus on 3 major academic performance indicators: proficiency level, achievement gap, and achievement gain. Using meta-analytic techniques, the study synthesizes multiple measures from the two states over the periods of 1992–1996 and 2000–2003. It pinpoints the areas and degrees of the discrepancies and explores contributing factors. It also reports emerging convergence of the NAEP and state assessments under the NCLB.  相似文献

The highly qualified mandate of the No Child Left Behind Act and Individuals with Disabilities Education Act has created unnecessary confusion, particularly among secondary‐school special educators and administrators with respect to instruction in core academic subjects. The pursuit of compliance solutions to meet this requirement has generally distracted stakeholders from re‐examining the mission of secondary‐school special education for students with learning disabilities (LD). Because effective subject matter instruction within inclusive classrooms is dependent upon general and special educators capitalizing on each other's areas of expertise, the necessity of requiring special educators to possess a comparable level of subject matter knowledge as the general educator is not only of questionable merit, but often counterproductive. This article poses and examines several fundamental philosophical questions related to the delivery of core academic subject matter to students with LD.  相似文献

Recent implementation of Nebraska's Standards-based Teacher-led Assessment and Reporting System (STARS) introduced a unique opportunity to examine the benefits and drawbacks of a teacher-led state assessment system. STARS is unique among state assessment systems in that statewide tests are replaced by locally developed assessments designed by teachers. Benefits of this system are found to be greater teacher use of results for instructional planning, greater diagnostic utility of the assessments, and gains in assessment literacy. Disadvantages include the time-consuming and stressful nature of creating localized assessments. Compatibility of STARS with the requirements of the No Child Left Behind Act are discussed.  相似文献

The extent to which content standards and assessments are cognitively rich, the challenges in setting performance standards, and the impact of high-stakes assessments on instruction and student learning are addressed. The passage of No Child Left Behind and the Individuals with Disabilities Education Act has strengthened the conditions for instructional accountability for all learners. The standards‐based approach promulgated by curriculum and state assessments is central to the accountability of conditions in today's schools; however, national and state data continue to document a performance gap between students with learning disabilities (LD) and their nondisabled peers. Building on 5 years of experience in developing and testing the Blending Assessment with Instruction Program in mathematics, we present three basic principles that are essential to ensuring that students with LD achieve curriculum standards: (1) instruction must be aligned with curriculum standards, (2) teachers' content knowledge is essential to translating curriculum standards into aligned instruction, and (3) instructional methodology should receive greater attention during teacher preparation.  相似文献

ABSTRACT

The age of accountability introduced by the No Child Left Behind Act of 2001 triggered widespread development of local control-oriented policies in an effort to “leave no child behind.” Research makes it clear that such policies directly impact instruction. However, primary grade teachers are rarely included in these studies, leaving teacher educators with little empirical data on which to ground their work with preservice teachers as it relates to such policies. This article reports findings from a study of 15 experienced primary grade teachers who work with standardized curriculum materials. Data from these teachers’ experiences can inform today’s teacher educators as they prepare the next generation of teachers to navigate “one size fits all” curricula. Findings suggest that experienced teachers of young children adapt, augment, and extend the intended curriculum to promote academic proficiency in tested subjects in very specific ways. Implications for preservice teacher education are discussed.  相似文献

In response to heightened levels of assessment activity at the K-12 level to meet requirements of the No Child Left Behind Act of 2001, measurement professionals are called to focus greater attention on four fundamental areas of measurement research and practice: (a) improving the research infrastructure for validation methods involving judgments of test content; (b) expanding the psychometric definition of fairness in achievement testing; (c) developing guidelines for validation studies of test use consequences; and (d) preparing teachers for new roles in instruction and assessment practice. Illustrative strategies for accomplishing these goals are outlined.  相似文献

This exploratory study investigated how six practicing school principals responded to the requirements of the No Child Left Behind law (United States Congress Public Law 107–110, 2002, January, No Child Left Behind Act, ) in light of the multicultural leadership demands presented by an urban setting. It examines perspectives of principals on the legal aspects of No Child Left Behind (NCLB) and what they did to manage its requirements. Multicultural leadership literature provided a framework to understand the perspectives of school leaders. The findings suggest three principals were engaged in meaningful and practical work to both fulfill the requirements of NCLB and meet the needs of their students. Three principals were focused on the requirements of the law and did not see the connection between multicultural leadership and NCLB. The study’s recommendations include a multicultural leadership approach to current NCLB school reform. This 3 year longitudinal study reports the feasibility of an Improving Teacher Quality: No Child Left Behind project for impacting teachers’ content and pedagogical knowledge in mathematics in nine Title I elementary schools in the southeastern United States. Data were collected for 3 years to determine the impact of standards and research-based teacher training on these aspects of teacher quality. Content knowledge for the scope of this research study refers to the knowledge that teachers have about subject matter. Teacher quality is directly related to teachers’ “highly qualified” status, as defined by the No Child Left Behind mandate. According to this mandate, every classroom should have a teacher qualified to teach in his subject area and be able to “raise the percentage of students who are proficient in reading and math, and in narrowing the test-score gap between advantaged and disadvantaged students.” Participants were six second grade and seven third grade teachers of mathematics from nine schools within one failing school district. The implementation of standards-based methods in the nine Title I Schools increased teacher quality in elementary school mathematics. In fact, qualitative and quantitative data revealed significant gains in teachers’ mathematics content and pedagogical knowledge at both grade levels.  相似文献

This Bernsteinian analysis conceptualizes No Child Left Behind legislation in the United States as a recent and deliberate shift towards a “performance” model of official pedagogic discourse. The paper posits that this shift carries the capacity to fundamentally alter teachers' professional practices and identities. It examines particularly whether the policy shift has impacted the professional practices and identities of pre-service and early career teachers, whose training has been completed in the wake of No Child Left Behind, differently than it has impacted the professional practices and identities of their veteran counterparts.  相似文献

2010年3月以来,奥巴马政府着手修订《不让一个孩子掉队》法,提出了一系列均衡发展美国教育的措施。这些措施既源自美国民众对教育均衡发展始终如一的追求,是美国政府因势利导的政策选择,又源自《不让一个孩子掉队》法没有完成既定目标,各州教育标准低下,教育差距在拉大,以及美国民主党的教育理念等。因此,推进教育均衡发展不仅应该有切实可行的目标,还要根据实际情况优先实施关键措施,缩减贫困地区学校班额,并为均衡发展教育提供持续的经费支持。  相似文献

Since A Nation at Risk was released in the 1980s, standards-based reform has been the most dominant trend in American educational policy, and the No Child Left Behind Act pushed the trend further by requiring states to develop rigorous curriculum standards. Though much has been said about these new standards, less has been said about whether or how well professional development helps teachers link their instruction to these standards. This study examined the impact of a professional development program for K-12 science teachers in helping teachers meet state curriculum standards. Seventy-five science teachers in Michigan participated in a 2-week summer workshop that used Problem-Based Learning for improving teachers’ content knowledge and pedagogical content knowledge. Researchers surveyed participating teachers about the change of teachers’ preparedness for standards-based teaching, their expectations to meet state curriculum standards, and whether their expectations were met. In addition, the usefulness of workshop activities was examined. Data analysis showed that to align teaching with state curriculum standards, participating teachers expected to learn instructional strategies and enhance science content knowledge through professional development, and by and large their expectations were well met. Collaboration with colleagues and facilitators helped teachers achieve their goals in terms of teaching within state curriculum standards. These findings have important implications for designing professional development to help teachers align instruction with curriculum standards.  相似文献
