This article is an attempt to provide an educational justification for the British Government-funded project, REsilience, on addressing contentious issues through religious education (RE) which was carried out by the RE Council of England and Wales. A number of issues relating to the inclusion of religiously inspired violent extremism in the curriculum are raised – definitional, political and educational. A justification is proposed which focuses on human rights in two ways: the right to freedom of religion and belief and the promotion of pupils’ moral development through human rights issues. It is suggested that the work of the moral philosopher Kwame Antony Appiah with his focus on morality in cosmopolitan societies is relevant to this, and in particular, his concept of ‘honor’ which can be used by educationists as the basis for engagement with violent extremism and related topics in the classroom.  相似文献

Countering violent extremism (CVE) continues to be a topic of national and international concern as well as media interest. In the field of CVE, educational institutions have an important role to play, but precisely how educators and policymakers should best respond to extremism within schools remains unclear. This article draws on interviews with multiple stakeholders implementing a small-scale nationally funded grant in Australian schools to guard against behaviours leading to violent extremism through developing restorative justice (RJ) practices. In foregrounding their accounts, we draw attention to the complexity of negotiating the CVE space by resisting dominant narratives that could be considered ‘exaggerations’ regarding both the manifestations of and motivations behind violent or extreme student behaviour. To conclude, we highlight how—in important ways—the money and resourcing allocated for CVE in local settings simply recycles what are already established to be best practices for fostering belonging and connection in schools, particularly in socio-economically disadvantaged communities.  相似文献

The UK Government’s PREVENT strategy to counter radicalisation and extremism has been the subject of criticism. Concerns arise over clarity of purpose, clarity of terminology used and potential human rights impacts. Where the policy engages with schools, one human right potentially engaged is the right of parents to transfer their religious beliefs to their children. This paper looks at how PREVENT risks negatively impacting on this right. It proposes a way that this risk can be reduced by adopting a proactive approach to the Government’s security concerns which is centred on human rights education.  相似文献

School responses to the Prevent agenda have tended to focus primarily on ‘safeguarding’ approaches, which essentially perceive some young people as being ‘at risk’ and potentially as presenting a risk to others. In this article, we consider evidence from secondary school students who experienced a curriculum project on terrorism, extremism and radicalisation. We argue that a curriculum response which addresses the acquisition of knowledge can build students’ critical capacity for engagement with radicalisation through enhanced political literacy and media literacy. We further argue this represents a genuinely educational response to Prevent, as opposed to a more restrictive securitised approach.  相似文献

Education is widely seen as an important means of addressing both national and international problems, such as political or religious extremism, poverty, and hunger. However, if developing countries are to become societies that can compete properly with Western industrialized countries, not only is a fundamental shift in thinking with regard to the value of education and more/better provision of teaching required, but strong support from other countries is needed as well. This article explores questions such as whether Western policymakers can avoid a repetition of some of the failures of the past few decades in terms of providing foreign aid; how educators and providers of educational scenarios and learning contents can foster and manage the creation of a worldwide knowledge society; and in particular, if the provision of open educational resources (OER) can realistically overcome the educational gap and foster educational justice.  相似文献

ABSTRACT:  This paper considers a distinction between two types of politics developed by Michael Oakeshott in his book The Politics of Faith and the Politics of Scepticism (1996) and argues that the theoretical framework proposed supplies an illuminating and productive perspective for examining the notion of political extremism. These positions are linked to two other important aspects of his work, namely his account of 'enterprise' and 'civil' association and his differentiation between abstract philosophical entities and concrete political situations. There is also a discussion of the idea of 'perfectionism' which is central to the politics of faith. The paper concludes with a consideration of some of the implications for political education arising from this analysis.  相似文献

ABSTRACT

Although globalisation's influences on education have contributed to cultural evolution, economic development and social progress, they also have generated mixed reactions among Muslim populations. This article shows how globalisation has facilitated the infiltration of Western culture into Muslim societies through modern educational modes. Some conservative Muslim communities perceive this infiltration as a threat to Islamic values, creating a culture of fear. Combined with decades of colonisation, social injustice, and defeat, this fear has triggered a state of hatred and anger motivating the rise of extremism, terrorism, and retaliatory attacks on education.  相似文献

Abstract

This paper explores the way education and conflict have become entangled during the post-9/11 ‘war on terror’ response to ‘radical Islam’ at home and abroad. The paper charts the complex ways that education has been deployed to serve Western military and security objectives in multiple locations in the global south and how these strategies have now returned to the ‘ West’ in the form of ‘countering violent extremism’ interventions. Drawing on Foucault’s concept of the ‘boomerang effect’ I will explore whether and how education techniques and strategies deployed abroad in pursuit of imperial interests return to the West and are deployed to monitor, control and suppress marginalised communities in a form of ‘internal colonialism’. Finally, the paper brings the two sections together in the Findings to explore commonalities and divergences.  相似文献

Nowadays education in the madrassahs (Muslim schools) is constantly being placed under the spotlight, such as being considered as seedbeds for terrorism. This article takes a critical look at some South African madrassahs with the aim to find out what these educational institutions do and whether or not the possibility for radicalisation and extremism exists. It concludes with an argument for democratic citizenship education to be taught in the madrassahs.  相似文献

This paper arises from the experiences in five countries (Denmark, the Netherlands, Norway, Sweden and the United Kingdom) in developing and using performance indicators in government-institutional relationships. The rôle of performance indicators in higher education depends on the political culture, the educational funding system and the quality assessment procedures that determine the optimal allocation of resources in a particular country. The political culture of education can be geared, on the one hand, to equivalence in the provision of educational opportunities and, on the other, to variety in the educational system. The funding system can be incremental or differential. Quality assessment can aim at quality across the system or at comparative quality judgements. Ten lessons for government and intermediate funding agencies are drawn, which are believed to facilitate the debate on the development and the use of indicators in government-institutional relations.The authors wish to thank Marianne Bauer, Toril Johansson and Hugo von Linstow for their contributions from Sweden, Norway and Denmark.  相似文献

Very little is known about how violent extremist practices are learned, and the role of educational channels through which they are spread. This empirical study extrapolates insights specific to the Bosnian and Herzegovinian context to demonstrate how one ultraconservative ideology, Salafism, can radically alter the dominant thinking and behavior of ordinary individuals once they feel displaced from the mainstream institutions and particularly from the formal education. At the core of the displacement and replacement model of radicalization is an informal and tactful teacher, influencer, or a mentor that individuals connect with either online or in person. Using the primary data collected in Bosnia and Herzegovina through 20 in-depth and semi-structured interviews with radicalized persons, the study sequences a ten-step radicalization model through which the interviewees have transformed from ordinary citizens into radicalized actors with a potential to engage in violent extremism.  相似文献

Education is often seen as the most important mobility channel for children of immigrants. To what extent is this true? In this article, we look at successful second generation Turkish professionals in Sweden, France, Germany and The Netherlands. What kind of pathways did they take to become a professional? Based on the large quantitative international TIES survey, I reconstruct the pathways to a professional position in the four countries. We see how the open, comprehensive school systems in Sweden and France provide the main paths to a professional job. In Germany, however, it is the apprenticeship system. The Netherlands is a case in between. I describe how different educational institutional arrangements and the different ways the transition to the labour market is organised in the four countries also result in different routes to a professional career. I use new qualitative material from the ELITES project that was gathered in the four countries to illustrate the pathways to success in greater depth.  相似文献

Following the events of 9/11, many misconceptions entered the policy-making platform with regard to the need for education reforms in the Muslim world. Based upon Western cultural and societal norms and increased scepticism of the role of religion in violence, these assumptions have triggered a strong wave of calls for a top-down approach to reform formal state schools in predominantly Muslim countries, These calls often meet with resistance at national and community levels. This article seeks to examine these misconceptions and investigate why educational reform efforts through top-down frameworks which are especially motivated by countering violent extremism or terrorism have had only limited success. Many major international intergovernmental organisations, non-governmental organisations and governments have invested time and effort into education measures aiming to build peace and coexistence in Muslim countries, but they have been unable to build a relationship of trust with community leaders and school authorities. The authors argue that the main reason for defiance is reformers’ failure to closely examine the cultural context of their chosen setting and work with existing tools and local institutions. Illustrating their point with a case study of an intervention carried out in informal Qur’anic schools in Niger, West Africa, the authors offer an alternative method which fosters changes from within. They argue that this model has a better chance of sustainability and could thus be used as the basis for future interventions.  相似文献

The Bali bombings of 2002 and 2005 confronted Australia and its neighbours directly for the first time with the dangers of violent extremism. Since then, the Bali Peace Park Association (BPPA), consisting of former victims, their families and other interested parties, has been lobbying for the creation of the “Bali Peace Park” to be built on one of the bombing sites. Peace parks have been conceived as community-driven projects against violent extremism, and the planned Bali Peace Park embodies this principle. In 2012, the BPPA initiated “Beyond Bali”, an ambitious and highly relevant curriculum development project, and secured funding from the Australian Attorney General’s Department. Drawing on the expertise of a counter-terrorism expert, two university education experts and the first-hand experiences of victims and their families, the Beyond Bali curriculum package was created. Beyond Bali covers a range of topics and activities, including social science studies and ethical dilemma learning, is suitable for Years 8 and 9 students studying the Australian Curriculum, and is available for free from the BPPA: http://www.balipeacepark.com.au/beyond-bali-education-package.html. In this paper we position Beyond Bali as a transformative education resource within the fields of peace and global education and argue that it embodies UNESCO’s “learning to be” principle.  相似文献

The theme of this article is education as nation building in the Scandinavian countries: Denmark, Norway and Sweden. Starting with an overview of their Social Democrat parties' ascension of to near hegemony immediately following the Second World War, and these parties' impact on education, we go on to sketch the interplay between general political trends and educational policies up to the present day. We examine the goals of educational policies, the governance of the primary school system and the instruments of governance. Five levels of governance are taken into account: central government, regional and local government, schools and, finally, what happens in the classroom. Attention is given to trends that the Scandinavian countries shared in particular periods and to the divergence between them. We conclude that the main trend up to now is towards deregulation, decentralisation and individualisation.  相似文献

This article analyses how education is positioned in the current concerns about security and extremism. This means firstly examining the different meanings of security (national, human and societal) and who provides security for whom. Initially, a central dilemma is acknowledged: that schooling appears to be simultaneously irrelevant to the huge global questions of security and yet central to the learning of alternative ways to conduct human relations. With regard to extremism, two aspects of importance in ideological compliance or challenge are firstly the attempted securitisation of education, and secondly the role of education in young people joining or supporting extremist movements. The UK’s ‘Prevent’ strategy is examined here. The issue of how to safeguard young people without securitising institutions suggests four key features: inclusivity, encounters with difference, networking and active citizenship. Critiquing sacred texts and the use of humour and satire also act to foster resilience. Educational approaches within transitional justice underline the importance of tackling violence in schools and promoting a human rights culture that promotes both human security and ultimately national security.  相似文献

This article is a shift away from the narrow socio-psychological focus of student flows towards an examination and analysis of the mutual educational, political and economic advantages and disadvantages to both sending and receiving countries and to global development through educational exchange. The, article within its limited framework goes on to outline the impetus for the origin and development of the international flow of scholars and students in a global context. It then examines the implications and contribution this movement makes towards cross-cultural understanding, international co-operation in higher education and a global development in knowledge. It outlines the educational, cultural and economic advantages and disadvantages that sending and host countries have derived and continue to derive from these flows. However, the benefits seem to outweigh the disadvantages, particularly in the light of the growing new international economic order accompanied by an interdependent world economic system. In spite of this, a number of the developed host countries, mainly for parochial economic and political reasons, have introduced a series of protectionist measures to curtail the number of overseas students coming into their institutions of higher education. This has adversely affected particularly the poorer developing countries and their students. The article also points out that this exchange of scholars and students is a useful marketing mechanism for the developed countries, as students returning home take back with them a considerable amount of knowledge of their host country and this is helpful in a highly competitive world market system.  相似文献

In 1642 the Swedish government persuaded Comenius to come to Sweden in order to improve its educational system and, especially, to produce textbooks for the teaching of Latin. Comenius worked as an educational advisor to Sweden for six years. This paper describes his influence on and contact with the Swedish government and learned world and how his ideas of international cooperation and tolerance inspired men such as Bengt Skytte, who developed the idea of a 'Sophopolis', a centre or city of the learned and wise men drawn from many countries.  相似文献

At the world exhibitions of the 1870s Sweden displayed a schoolhouse, with examples of teaching material and student work. How did Sweden ship an entire schoolhouse to these exhibitions? What impact did the schoolhouse have on visitors to the exhibition? The purpose of this article is to shed light on the transnational influences operating between Sweden and other countries at the world fairs of the 1870s, regarding both policy and practice formation. In this paper, we will explore the exhibited school, the Swedish schoolhouse, as a major political and educational intervention in the growing market of educational goods, into the group of advanced industrial nations, and into the space of leading education nations. The schoolhouse was internally focused while at the same time demonstrating advanced education thinking, closely linked to Sweden’s national future as a leading economy. Exhibitions were not just events or spectacles. They had effects.  相似文献

The question posed in this article is how differences between the five countries in the organisation of social policy and education are related to the educational opinions of the youth. In short, what we are dealing with here is how and to what extent social structures, ideologies and norms are transmitted to the level of attitudes. The theoretical framework used in the analysis is the welfare state typology by Esping-Andersen. Practically identical data sets were gathered approximately simultaneously in Australia, Finland, Portugal, Spain and Sweden, during January and February 2000. The youths were 15-16 years of age, in the last grade of obligatory education. For the piece of research introduced in this article, five variables and three background variables were chosen. The final pooled data file had 3008 cases (Finland 567, Sweden 413, Spain 788, Portugal 605 and Australia 635). Generally the educational opinions of the youth differed quite clearly along the lines of welfare state regime, although not in every case in the way expected. As the representative of the liberal welfare state mode, Australia clearly differed from the rest of the countries, especially concerning the competitiveness of pupils.  相似文献
