English education has recently experienced radical policy reform in the areas of school autonomy and accountability. The key focus of this paper is on how schools might best navigate through these policy moves. It highlights how these moves have constructed schools, teachers and students in problematic ways but also how they are offering possibilities for improving the quality of schools and schooling. The focus here is on the promise and scope of school collaboration. The difficulties of creating socially responsive and responsible collaboratives in the current ‘heterarchical’ and market-oriented policy environment are acknowledged. Guided by quality democratic governance, they are, nonetheless, presented as crucial in supporting schools to productively deal with the demands of this environment.  相似文献

This paper explores issues of school autonomy within the context of the performative demands of the audit culture. The focus is on a case study of Clementine Academy, a large and highly diverse English secondary school. Specific situated, professional, material and external factors at the school were significant in shaping Clementine's response to and take-up of the policy of academisation (a key reform within broader government mandates to create an increasingly autonomised education system). Factors such as the school's intake and history, its ethos and values, its access to human and economic resources and its status and power as an outstanding school supported its confident and ‘morally’ focused take-up of this policy. Clementine's privileged position in relation to these factors enabled the school to mediate and challenge some of the negative effects of the audit culture. This paper highlights the significance of considering these contextual factors in understanding the different ways in which schools are currently engaging their autonomy to cope with the demands of the audit culture.  相似文献

The Labour government showed no interest in extending local democracy in the school system, in spite of a policy rhetoric of local democratic renewal. The Conservative–Liberal Democrat coalition government's localism agenda promotes the autonomy of schools from local authorities without proposing alternative forms of local democracy in the school system. The perspective of this paper is derived from a Gramscian Marxist critique of dominant discourses within the field of urban governance. From this vantage point it examines the research evidence regarding participation in governance within local school systems. It ends by offering an alternative approach towards more democratic participative governance in local school systems based on a recognition of conflicting class interests and the need to re-envision the role of local authorities.  相似文献

Discourses promoting the benefits of school autonomy have floated freely internationally since moves in the 1980s to greater devolution in the UK, New Zealand, the USA, Australia and Sweden. The most recent Australian version, Independent Public Schools (IPS), grants school leaders more latitude over aspects of their work. But this autonomy is constrained by technologies of competitive performativity, now the norm across Australian and other school systems. Entrepreneurial policies focused on competition, compliance and improved performance make schools, their leaders and teachers, more responsible to external accountabilities. At the same time, autonomy is creatively exercised by leaders due to public service orientations associated with traditional teacher professionalism. This analysis of two Australian case studies of IPS, a secondary school in Queensland and a primary school in Western Australia, illustrates how school leaders navigate conflicting demands of the audit and performance culture by exercising autonomy according to differing notions of professional responsibility, disrupting and moderating the more inequitable priorities and effects prevalent in many performative systems.  相似文献

This paper’s focus is on an alliance of schools in England that came together as part of the National Teaching Schools initiative. Drawing on interviews from Head Teachers within the alliance, the paper explores issues of school collaboration from a premise that such collaboration is paramount to school improvement within the current climate of increased school autonomy and increasingly rigid accountabilities. The Head Teachers highlight key factors that supported effective school-to-school collaborations associated with sharing their expertise and fostering active and cooperative connections. They also, however, highlight factors that undermined genuine collaboration associated with a prioritising of the performative demands and economic imperatives of the audit culture. The impact of this prioritising should, it is argued, be considered in any analysis of school collectives within the current English education system – particularly given their proliferation and the responsibility placed on them in terms of school improvement.  相似文献

Since the 1980s, state schools in England have been required to ensure transparency and accountability through the use of indicators and templates derived from the private sector and, more recently, globally circulating discourses of ‘good governance’ (an appeal to professional standards, technical expertise, and performance evaluation as mechanisms for improving public service delivery). The rise of academies and free schools (‘state-funded independent schools’) has increased demand for good governance, notably as a means by which to discipline schools, in particular school governors – those tasked with the legal responsibility of holding senior leadership to account for the financial and educational performance of schools. A condition and effect of school autonomy, therefore, is increased monitoring and surveillance of all school governing bodies. In this paper, I demonstrate how these twin processes combine to produce a new modality of state power and intervention; a dominant or organizing principle by which government steer the performance of governors through disciplinary tools of professionalization and inspection, with the aim of achieving the ‘control of control’. To explain these trends, I explore how various established and emerging school governing bodies are (re)constituting themselves to meet demands for good governance.  相似文献

This paper uses data from the Millennium Cohort Study (MCS) to examine house moves that take place in the pre‐school years, focusing on families who move for the education of their children. We present results showing that education‐ related house moves do indeed occur in the pre‐school years with particular types of parents making these education‐related moves to ensure their children attend a good primary school. We then examine whether this demand for high quality schooling is associated with a house price premia by linking the MCS data to Land Registry data and show that parents are prepared to pay significantly more to buy a house located near to better performing primary schools, even before their children reach school starting age. We interpret this as evidence of demand for school quality in the early years as parents (especially more educated and advantaged parents) ‘gear up’ their quest for what they perceive to be better schooling for their children before they start school.  相似文献

This research reports upon the impact of two concurrent processes of Special Measures and academisation applied to a primary school in the north of England as a result of an unsatisfactory inspection by the Office for Standards in Education (Ofsted). The aim of the study is to describe how the process of being placed in special measures, coupled with subsequent academisation, affected key ‘school facing’ stakeholders. Data collection commenced from when the school received the judgement about its performance from Ofsted. Formal English language education in Taiwan now starts at Year 3 in primary school, with an emphasis on communicative proficiency. In addition to formal education, attending English cram schools after regular school has become a common phenomenon for Taiwanese students. The main purpose of gaining additional reinforcement in English cram schools is to help pupils enhance their academic performance. However, how pupils use strategies to approach their learning, how they prefer to develop their listening skills, and their relation to different learning environments, say, formal and cram schools, are still unclear. The aim of the present study is to investigate how far formal and cram school English education and the degree of English listening comprehension influences different aspects of listening strategy use and learning styles. The research involved a questionnaire survey of 526 Year 6 primary school pupils. The analysis of the questionnaire was conducted through multivariate analysis of variance and chi-square tests of independence. Results showed that there was a close link between English listening comprehension, learning in English cram schools, certain types of strategy use, and learning styles. Pupils who preferred to learn English in cram schools reported better English listening comprehension and developed better cognitive strategies.  相似文献

This article presents interview data from a study involving nine primary school leaders. Five are leaders of local authority schools while four are leaders of schools within a large academy chain. The article examines their perspectives about the current regimes of performativity in the English education context and, in particular, the accountability demands of Ofsted. Mindful of contemporary concerns about the tensions between performativity and professionalism in education, the analysis highlights the different ways in which each group responds to external accountability demands. The article illustrates how investments in traditional and entrepreneurial professionalism continue to impact on how the current demands of performativity are understood. It highlights the significance of conceptualising educator professionalism beyond dichotomies that idealise the former at the expense of the latter and the importance of an ongoing critical focus on the ways in which professionalism is currently being articulated in schools.  相似文献

Academisation of the English secondary school system has been extremely rapid and represents significant changes to the governance of the English school system. However, there has been a relative scarcity of attention to the rationales, rhetorics and discourses underpinning the academies programme. Seeking to address this gap, a poststructuralist discourse analytic lens is applied to 63 written submissions to the Academies Commission from a range of stakeholder groups, in order to map the different discourses and narratives drawn on in relation to academies and academisation. In setting out the various discourses identified, a cluster of discourses and rhetorical devices that produce the British education system as ‘in crisis’ are given especial attention. It is argued that these discourses provide the rationale and legitimisation for radical policy intervention as exemplified by the academies programme. The findings also provoke discussion concerning potential subjective agency in the promotion or otherwise of particular narratives and ‘conceptual emblems’ that inform the field of educational policy.  相似文献

The paper examines the impact of the plethora of innovations associated with the 1988 Education Reform Act (ERA) on the management of whole-school change in the primary school. Based upon qualitative data from a national sample of 50 schools in England and Wales, it documents the growing tensions between collegial and top-down managerial approaches. These are evidenced in the changing nature of working collaboratively in primary schools, in the creation of new management structures, in the me of school development plans and in the growth of quality assurance mechanisms, particularly in relation to preparation for Office for Standards in Education (OFSTED) inspections. There are conflicting interpretations of terms such as ‘collegiality’, ‘collaboration’, ‘teamwork’ and ‘whole-school approaches’ and there have been subtle shifts in their meaning and in their realisation in practice in the pre-and post-ERA context.  相似文献

ABSTRACT

This paper explores how six English primary school teachers enact assessment and attainment-focused policy and asks what this performative policy work does and whether it shapes or requires a new kind of primary teacher subjectivity. The paper draws on a small study of policy enactments in two primary schools in Greater London in order to discuss two dimensions of policy enactment that emerged from our data: first, shifting assessment regimes in primary schools which create an enactment environment of second-guessing policy; second, a shift in focus from the individual child to targeted groups that raises questions about more traditional primary school values. The paper concludes with a reflection on the effects of contradictory values and practices and how this policy context creates a form of ‘doing without believing’ in the English primary school.  相似文献

Abstract

This paper examines the collaborative relationship between principals and School Governing Bodies (SGBs), and how this impacts on the management of financial resources in public schools. In South Africa, educational trends such as decentralisation, the shift of responsibility in roles, community involvement, building of partnerships and accountability in schools resulted in changing associations and patterns of interaction amongst participants in schools. Collaboration may be viewed as central to each of these trends. As principals and SGBs grapple with the demands of managing their schools’ financial resources efficiently and effectively, it is important to reflect on the collaborative relationship that society expects of them. Principals are required to cultivate processes of authentic collaboration in order to empower SGBs on school governance. It is thus imperative for schools to initiate and maintain a collaborative relationship between principals and SGBs, through mutual trust, teamwork, collaborative decision-making, open-communication and co-operation. Using a qualitative research paradigm, we determined the perceptions and experiences of school governors on their collaborative efforts in managing the school financial resources. This study revealed, amongst others, that many SGB members were unclear about their roles and functions which resulted in serious conflict situations and accountability implications.  相似文献

As schools adapt to the Key Stage 3 Literacy Strategy, this paper looks at early impacts upon secondary English departments of the primary National Literacy Strategy (NLS). Since 1999, pupils with increasing experience of the primary NLS have been entering secondary schools. This paper focuses upon four secondary English departments at three points in time: early in the first year in which secondary schools received Y7 students who had experienced the NLS (autumn 1999), towards the end of the same school year (July 2000) and five terms later (spring 2002). The paper looks for shifts over time in departmental policy and practice across the primary/secondary transfer that may relate to the impact of the primary NLS. Of the two major findings from rounds one and two of interviews, one was confirmed by the third round of interviews and one was not. The persistent finding was that greater success with post-NLS students in Y7 was experienced by the English department that already practised high levels of liaison with feeder primary schools and worked positively to publicise their literacy practices across their own school's other subject departments. However, over the three years, the four departments grew more varied in their preparation for, and responses to, receiving students from the primary NLS. This suggests that English departments are operating their responses to the primary NLS with a fair degree of autonomy.  相似文献

The idea of using digital technologies and in particular web 2.0 tools to enhance school collaboration has recently been received with great enthusiasm and a range of new collaborative initiatives has emerged. Through a comparative qualitative case study of four schools in the UK and Greece, this article analyses how online tools are supporting and facilitating school collaboration within the ‘eTwinning’ programme — an EU initiative that seeks to promote web-based learning and collaboration between schools across Europe. In particular, it examines teachers' and students' compromised experiences of the tech-based eTwinning projects and highlights the factors that seemed to be undermining collaboration. It analyses whether the implementation of digital technologies for school collaboration has the potential to transform classroom practices or whether existing habits and ‘ways of doing’ are brought into new contexts — leading to another case of ‘the old wine in new bottles’ syndrome often attributed to the use of digital technology in education.  相似文献

Abstract

This article explores principals' views regarding governance challenges they experience at schools. We conducted focus group interviews with primary and secondary school principals, purposely and conveniently selected from township schools in two Gauteng Province's districts. We found that principals were challenged mostly by having to balance their roles as ex officio school governing body members and their roles as bona fide members of school governing bodies (SGBs). Other challenges found were confirmatory of other school governors' views as reported in numerous studies, related to among others, the specialist nature of governance functions, poor training of school governors, difficulties associated with governor recruitment and unwillingness of parents to serve as governors. There is therefore a need for a re-clarification of the principals' roles, in terms of both their ex officio and bona fide SGB membership with regard to governance in the context of the functioning of the schools. This should include a review of the governing body structure, the re-allocation of specialist functions, customized and needs-based training of school governors and aspects relating to the general functioning of SGBs.  相似文献

ABSTRACT

With the rise of accountability policies since the early nineties, the daily operation of English schools has profoundly changed. Through the in-depth analysis of ability grouping practices in one English secondary school, this paper aims to explore how the accountability shift and datafication impacted the practice of student grouping and students’ experience of education. The paper documents how an English secondary school which had fully endorsed the comprehensive ideal gradually shifted from mixed ability teaching to a rigid system of hierarchically arranged attainment-based grouping structure over a period of decades, and explores the pedagogical dilemmas that data-driven governance generates. The paper concludes that the school’s data-driven practice creates an environment of competition and an experience of incessant insecurities for the students which unsettlingly echo the culture of the late neoliberal labour market.  相似文献
