ABSTRACT

This article examines a particular type of public–private partnership (PPP) that is rarely studied in comparative educational policy studies: one in which a government funds privately run international schools. The aim of this PPP is to enrich and thereby improve the regular curriculum or to the quality of education in public schools. As the exponential growth of International Baccalaureate (IB) illustrates, such forms of PPP have increased significantly over the past few years. The authors show that transnational accreditation holds a special appeal for the middle class that is committed to cosmopolitanism, international mobility, and global citizenship. However, international standards schools such as IB are not alone with advancing a transnational accreditation of their educational programmes. Symbolically, Programme in International Student Assessment also provides a transnational accreditation, albeit not on individual education programmes but rather on entire educational systems. The article examines the reasons for the popularity of this type of PPP, analyses the interaction between the private and public education sectors, and investigates how governments explain, and what they expect from, the close cooperation with private education providers.  相似文献

Utilizing a 4-year longitudinal dataset (2007−08 to 2010−11) of 212 public secondary schools from two districts in Nepal, I conduct panel regression analyses to determine the association between public school high stakes examination outcomes and measures of private sector competition. I find that there does not seem to be a significant positive or negative association between public school outcomes and the extent of private competition in recent years. However, there is evidence to suggest that the gap between public and private school outcomes is higher in localities with higher private sector growth, providing suggestive evidence of stratification.  相似文献

The main function of Higher Educational Institutions (HEIs) is to produce skilled and knowledgeable workforce who are able to not only function with minimal guidance but also to contribute effectively to the hiring organizations. Many studies have indicated that most HEIs have somewhat similar course content and thrived at producing students with good academic achievement. But what differentiated them from one another is their ability to develop knowledge workers with the right employability skills or ??soft skills?? such as communication, problem-solving, interpersonal and other skills deemed important as the foundations by which they require to function at work regardless of the nature of employment. This paper reports findings of a large-scale study looking into the soft skills attainment of Malaysian HEI graduates. A quantitative survey design was employed whereby data were obtained through the administration of an instrument called the Malaysian Soft Skills Scale (My3S). My3S consists of 180 items covering seven elements namely Communications, Critical Thinking and Problem Solving, Teamwork, Moral and Professional Ethics, Leadership, Life Long Learning and Entrepreneurial aspects. The mean scores for the seven My3S subscales were found to be between 6.3 and 7.8 from the maximum possible score of 10. Specifically, comparisons were made between graduates of public and private institutions with respect to the seven elements. Findings of the study suggest that, in general, students of public HEIs scored higher in all seven skills. With respect to gender, male students scored higher than female students in all elements except for teamwork skills and moral and professional ethics. A comparison between fields of study showed that for both types of HEIs, technical students scored the highest in all skills except for moral and professional ethics. Based on the findings of this study, it is suggested that in addition to offering specific courses to improve soft skills attainment, HEIs need to embed soft skills in their academic curricula.  相似文献

Using data from the survey of the Ministry of Education, Nepal-2005 for school leaving certificate (SLC) exam, this paper attempts to estimate the impact of private school competition on public school performance for the case of Nepal. The study uses the number of private schools in the neighborhood as a measure of competition. The identification problem is that private school enrollment is likely to be correlated with public school performance. To address this, the study uses the existence of a motorable road within an hour's walking distance from the sample school as an instrument for number of private schools in the neighborhood. The OLS results show no significant relationship. In contrast, the IV method indicates a positive and significant impact of private school competition on public school performance, which holds true for the continuous and binary measure of private school competition.  相似文献

Over recent decades, educators have recognized the crucial importance of teaching environment and contextual factors in teaching and learning outcomes. Public and private schools are among those teaching contexts that have been in competition for teaching quality and effectiveness for many years. This study investigated the effectiveness of some English teachers in these two school contexts in a foreign language setting, Iran. Seventy-six public and private high schools in a small city in Iran were selected, and their English teachers’ performance was evaluated by an external observer and self-evaluation using a high-inference observation instrument and a questionnaire. The result of the data analysis showed that English teachers who worked in private schools were more effective teachers than their colleagues in public schools. The results also revealed that teacher effectiveness and their years of teaching experience and age were weakly but significantly related. Furthermore, it was found that teachers’ type of university degree and the location of schools (disadvantaged vs. privileged areas of the city) were not related to teachers’ effectiveness.  相似文献

The interplay of public and private sector dynamics in higher education has impacted not only on the roles and identities of academic staff, but also on those of professional staff, who often have the task of bringing together, and achieving congruence between, activities that are geared towards the public good and also towards more commercially oriented enterprise. In this context, a new cadre of “blended professionals” has emerged, whose roles include initiatives associated with the social responsibilities of institutions to their communities, as well as more market-oriented, income generating projects (Whitchurch 2008, 2009). This paper reports on case material relating to a sub-set of these staff, working specifically in the area of Community and Business Partnership, and on the impact of their work for traditional management structures and relationships. It will be argued that, although unlikely to be acknowledged in formal accounts of the university such as organisation charts or institutional plans, these staff are responsible for providing and maintaining a framework that holds together more publicly oriented strands of activity, such as widening participation, with more privately oriented strands, such as enterprise. In so doing, they make extensive use of multi-professional team- and networking with a range of colleagues, both inside and outside the university, not only helping to re-balance their institutions, but also to protect them against undue organisational fragmentation and bureaucracy. They therefore contribute to an increasingly ‘mixed economy’ of broadly based portfolios of activity. The implications of these ‘public/private’ spaces and activities for professional identities are explored in the context of institutional management.  相似文献

This study investigates university students’ perceptions of classroom experience in foreign-faculty and local-faculty classes and their relations to the type of institution in which they studied. The sample included 714 undergraduate students from 14 universities in Taiwan. The instrument consisted of seven dimensions: peer supportiveness, peer pressure, teacher supportiveness, teacher approachability, study preparedness, class participation, and learning comprehensiveness. The results indicate that students in both types of universities are reluctant to participate, feel pressure, and experience difficulty comprehending course content in the foreign teacher’s class. However, they feel that foreign teachers are more supportive and approachable than local teachers, especially in private universities. Compared with local-faculty classes, private university students prepare more and obtain more peer support in foreign-faculty classes. They also participate more and feel more peer support; however, they comprehend less course content than their public university counterparts in foreign-faculty classes. Detailed discussions regarding the university classroom experience of Taiwanese students in local-faculty classes and foreign-faculty classes are provided.  相似文献

Technological and vocational education has played a very important role in the development of Taiwan's economy. The purpose of this research is to examine the determinants of competitiveness with a focus on differences between public and private institutions in Taiwan's HTVE system. Determinants of internal and external factors were identified, and a competitiveness index was established. Results found that faculty teaching performance and completeness of curriculum design were the major determinants of internal factor. Financial support from government was the most influential determinant of public institutions in external factor, yet private institutions considered population growth rate was the most important one. Despite of top 3 institutions of both types, private universities seem possess relatively more competitive advantages than their public counterparts, and public colleges seem possess relatively more competitive advantages than their private competitors.  相似文献

Contemporary campaigns for public education rest upon an assumption that public schools are fundamental to an equitable and inclusive society. In this paper, I reflect on this presumption by exploring the inherent tensions of the meaning and practice of ‘public’ education, especially when the ‘public’ in public schooling is linked to political contestation and change in relation to the nation state. In particular, this discussion considers the ways in which the contemporary heightened racial politics of fear of ‘Muslim radicalisation’ structures the ways in which the state creates boundaries surrounding ‘public’ schooling. Here, analysis of recent governmental attempts to addresses the concern of ‘radicalisation’ in schools reveals the difficulties the nation state faces in defining what exactly is the ‘public’, and demonstrates how the politics of race and fear become overarching logics in the constitution of the Australian ‘public’. These logics risk creating exclusions and boundaries in public schooling, which, I argue here, have repercussions for the defence and claim to public education more broadly.  相似文献

This paper compares public–private partnerships (PPPs) in education in post-war Singapore and Hong Kong. After the Second World War the Singapore government shied away from PPPs, while the state in Hong Kong collaborated extensively with the non-state sector in education. Singapore was a small city-state flanked by two Muslim nations, and its post-war regime faced challenges from the Malayan Communist Party. These pressures curbed the state’s involvement with missionary and Chinese bodies in education. Hong Kong, however, was a mono-racial society without any anti-Chinese neighbours, and its authorities were seldom challenged by a militant antagonist. Thus, its government was freer to involve non-state agents in education. This study reveals that PPPs are viable only when suitable non-state partners exist and when the state does not believe that such undertakings would expose the school system to an antagonist. It also urges scholars in future to explore the socio-political preconditions for PPPs.  相似文献

The study uses ethnographic research from four classes in secondary school as well as from two groups in upper secondary school, to examine everyday racism as an element of the daily institutional lives of students and teachers. The study is based on long-term participant observation and 89 interviews. These were all audio-recorded and transcribed. In Sweden the education of ethnic groups is couched in a discourse of integration and inclusion. However, the research presented shows that the aims of integration and inclusion were not achieved. Unequal and discriminatory educational experiences operated through two related actions: by private everyday racism and through public racism denial.  相似文献

The paper uses data from a household survey of three rural communities and interviews in the Mfantseman Municipality in the Central Region of Ghana to investigate the costs incurred by households that choose either fee-free public schools or low-fee private schools. The paper shows that both provisions impose costs that place those with lower household incomes at a disadvantage since the poorest cannot afford the costs for several children. Although fee-free public education has led to the elimination of payments such as tuition, exams and extra classes fees, other direct costs such as feeding and school uniform consume a large part of the household expenditure on education for the poor. Low-fee for profit private schools remain out of reach and are not affordable by the poorest. The paper concludes that fee-free public schooling still leaves households with significant costs, which constitute a barrier to access for children from poor households. The findings indicate the need for the government of Ghana, and those other countries with similar circumstances, to develop and implement policies that are pro-poor and ensure that there are no costs to the poorest households since this is the only way all children will enjoy a full cycle of basic education as mandated by commitments to Education for All.  相似文献

Fairness in access to HE is unarguably a subject of paramount importance. Wherever a student’s secondary school scores are relevant for access to HE, grade inflation practices may jeopardize fair access. Pressures for high grading are common in the context of educational consumerism and competition between schools and students. However, they are not equally distributed across different types of schools, given that they have distinct relationships with the State and the market, and work with distinct populations. Specifically, the schools that are more subject to market pressures (namely private schools) are, in principle at least, the ones with more incentives to inflate their students’ grades. This paper presents an empirical study based on a large, 11 years database on scores in upper secondary education in Portugal, probing for systematic differences in grade inflation practices by four types of schools: public schools, government-dependent private schools, independent (fee-paying) private schools, and specially funded public schools in disadvantaged areas (TEIP schools). More than 3 million valid cases were analysed. Our results clearly show that independent private schools inflate their students’ scores when compared to the other types of schools. They also show that this discrepancy is higher where scores matter most in competition for HE access. This means that—usually wealthier—students from private independent schools benefit from an unfair advantage in the competition for the scarce places available in public higher education. We conclude discussing possible solutions to deal with such an important issue.  相似文献

This essay considers the ways that iconoclasm, or the will to control images and vision, appears in canonical and contemporary public sphere theory. John Dewey and Jürgen Habermas enact a paradoxical relation to visuality by repudiating a mass culture of images while preferring “good” images and vision. Yet even when advocating for good vision, both theorists activate a subtle iconoclasm that operates as a perennial tension in their work. The essay concludes by considering the ways in which iconoclasm manifests itself in more recent scholarship in rhetorical studies and suggests circulation as an analytic concept with some promise for helping public sphere theorists develop a more iconophilic relationship to images and vision.  相似文献

This paper develops a critical feminist theoretical analysis of the significance of the homeplace in explaining the experiences of adult women learners. It argues that current discourses in lifelong learning are shaped by neoliberal influences that emphasize individualism, competition, and connections to the marketplace. Critical educators, drawing upon a Habermasian analysis, make some valid critiques of problems with developing an educational agenda shaped by neoliberal values, but their assessment is insufficient for explaining the persistence of gender inequalities within adult education. This is because critical theory does not adequately take up other ‘medias’ of power, such as patriarchy. A feminist lens is used to explore and complicate the perceptual divisions between the ‘public’ and ‘private’ spheres through an examination of three focal points in the homeplace; identity, relationships, and labour. Drawing upon a social science and humanities (SSHRC) research study that looks at women's learning trajectories in Canada, and a Canadian Council on Learning (CCL) grant on women and active citizenship, examples are brought in to support the discussion. From this analysis, recommendations are made for educators, administrators, and policy makers to challenge a neoliberal agenda in lifelong learning and develop a more holistic and gender inclusive approach that troubles commonly accepted parameters of ‘public’ and ‘private’ by exploring the significance of the homeplace on adult learning experiences.  相似文献

Do students attending private schools learn more and have higher cognitive abilities than their public school counterparts in India? Though some recent works have discussed this question, the empirical contours to address the issue remain unclear, particularly in a diversifying school education market in India. This paper examines the factors determining the inequality in children’s learning outcomes (i.e., reading and math scores) in India using the second round of India Human Development Survey data. We examine the effect of a child’s ‘school absenteeism’ and ‘time spent for studying and doing homework’ on learning outcomes, and how these explain the existing learning gap between private and government school children. We provide strong evidence that the children attending private schools have significantly better learning outcomes than their government school counterparts. However, this performance difference between private and government school-going children reduces with the increase in school attendance and the time spent in studying and doing homework by a child. The findings of the study implicate that the cognitive abilities of low performing government school students can be improved by reducing their absenteeism in schools and increasing time for studying and doing homework after school.  相似文献

Low-cost private schools (LCPS) are widespread in Kenya, particularly in urban areas. This study examines the reasons that parents send children to fee-charging schools in a context of free public primary education. Drawing on parent survey and interview data, as well as interviews with national policy makers, we found that parents who chose LCPS for their children were more driven by quality concerns than were public school parents. We also present data on the costs of the school types, compared to household income. Despite being termed ‘low cost’, the fees charged by schools primarily serving the poor were often a heavy burden on families. We conclude with recommendations for maximising the impact of LCPS on educational access and quality.  相似文献

Youth ‘at risk’ is the currently favoured label used in Australian policy for youth whose educational outcomes are considered too low, with an emphasis on the risk of not completing senior secondary education. Although some research has identified factors contributing to this risk as stemming from complex interactions between individual and family circumstances as well as characteristics of schools and society, policy identification of youth ‘at risk’ has tended to simplistically focus on personal attributes of young people. Moreover, this identification has set up a false distinction between a supposed problematic minority versus a ‘normal’ majority. Thus, the dominant conceptualization of youth ‘at risk’ draws attention to what is wrong with these youth, rather than to what may be wrong with schooling. This paper examines both empirical observations and discursive conceptualizations to critique the ‘youth at risk’ label, and proposes use of the concept of ‘marginalized students’ instead, which identifies individuals not through their personal characteristics but through their relationship with schooling. This approach allows recognition that marginalization is at least in part a product of schools and society, and requires action in those arenas.  相似文献
