本文从 1 0次中共中央全会通过的关于农业问题的专项决议中关于工农业发展关系的论述等方面 ,对中国共产党关于工农业发展关系的认识进行了分析 ,认为全党对工农业发展关系的认识日趋全面而又深刻。由于农业政策是由整个经济发展阶段及宏观经济运行状况所决定的 ,因而在由农业国向工业国转变的历史进程中 ,总体趋势是向工业倾斜 ,当偏斜运行一段时间导致农业难以支撑工业化快速推进和国民经济的正常运行时 ,只好放慢工业发展速度 ,增加对农业的投入 ,以促进农业的发展 ,进而为工业的发展奠定基础。换言之 ,偏斜运行与纠偏交替发生。 相似文献

工业反哺农业、城市支持农村,实现工业与农业、城市与农村协调发展,是带有普遍性的趋向。我国现在总体上已到了以工促农、以城带乡的发展阶段。文章通过一定的测算方法,着重分析了改革开放以来我国“剪刀差”的表现及影响,对于进入工业化中期的我国城乡统筹发展中缩小工农业产品“剪刀差”提出相应的政策建议。 相似文献

1978年改革开放以前的城乡关系,是在严峻的国际环境下,为实施优先快速发展重工业战略而演变的,是典型的农业支持工业、乡村支持城市阶段.1978年以后,城乡关系经历了两次重大的历史性的变革:第一次发生于1978-2002年间,国家改变了为提取农业剩余而过度干预农民生产经营活动和限制城乡之间人口流动的体制和政策,调整了城乡关系,从而调动了农民的积极性,使得农民不仅通过为城市提供低价的农业产品、资源和劳动力支持了城市的发展,而且还通过乡镇企业的发展加速了整个国家的工业化.第二次是2002年中共十六大以后,国家开始实施工业反哺农业、城市支持乡村的统筹城乡发展政策,使得城乡关系进入了一个新的历史阶段. 相似文献

文章以中国知网(cnki)中CSSCI期刊论文作为研究数据,借助文献计量软件Citesapce从核心机构与作者、关键词共现和聚类、突现词探测等方面对农业高质量发展研究成果进行可视化分析。结果表明：进入新世纪以来,学界对农业发展质量的关注日益增强,同时具有明显的阶段性特征,可以划分为探索与缓慢发展(2001-2017年)和转型与全面提升(2018年至今)两个阶段;科研合作网络呈现“局部紧密、总体分散”的特征,跨地域和高校之间的合作仍然需要加强,学科高产群类型需要进一步拓展;“农业绿色发展”、“农业保险”、“粮食安全”、“人工智能与农业”等是该领域研究的前沿问题;未来应该紧扣国家和政府农业改革与发展相关政策,以现实问题为导向,从研究视角、研究内容和研究方法等方面开展拓展研究。 相似文献
