Vietnam’s social policy reforms in the transition to a market economy included the introduction of fees for primary and secondary school in the late 1980s. Using data from the Viet Nam Living Standards Surveys, this paper examines how the increasing costs of education to households have impacted on school enrolment between 1993 and 1998, giving special attention to daughters’ schooling. Data shows that, despite rising costs for education, enrolment rates have increased. A multivariate analysis indicates that, compared to sons, daughters’ school enrolment at ages 11–18 yr is much more responsive to household characteristics. Among poor families, daughters’ schooling is particularly vulnerable.  相似文献

Low-cost private schools (LCPS) are widespread in Kenya, particularly in urban areas. This study examines the reasons that parents send children to fee-charging schools in a context of free public primary education. Drawing on parent survey and interview data, as well as interviews with national policy makers, we found that parents who chose LCPS for their children were more driven by quality concerns than were public school parents. We also present data on the costs of the school types, compared to household income. Despite being termed ‘low cost’, the fees charged by schools primarily serving the poor were often a heavy burden on families. We conclude with recommendations for maximising the impact of LCPS on educational access and quality.  相似文献

Sierra Leone is one of the poorest countries in the world with a literacy level of 51%. The government has oficially abolished school fees; however, families still have to cover various education-related costs for their children. This paper analyses the nature of the schooling costs in Sierra Leone. It shows that despite the abolition of school fees, schooling costs remain prohibitively high. Based on field research – which involved the observation of schools and interviews with teachers, pupils, and parents – the paper posits that institutional factors may prevent the reduction of these costs.  相似文献

The introduction of universal primary education in sub-Sahara African countries in the 1990s increased enrolment rates and provided opportunities to children who were previously not in school. Research demonstrates that eliminating fees is not the magic bullet that delivers universal access. This study seeks to determine risk factors associated with dropout among primary school children in the low-income areas of Nairobi. Qualitative data is from the Education Research Program, collected between June and July 2008. The study found that: dumpsites in the two slum sites of Korogocho and Viwandani lure children out of school; school levies still charged in schools keep children out of school; and chronic poverty within families lure girls aged 14–16 into transactional sex. In conclusion, the declaration of free primary education is not sufficient to realize improved educational attainment as dropout after initial entry negates the purpose for which it was introduced.  相似文献

ABSTRACT

Children from low-income families are at risk of learning outcome difficulties, particularly in literacy. Various studies link poor literacy results with performance later in primary and secondary school, and suggest that poverty, literacy skills and weak instructional methods combine to drastically limit the educational opportunities for many poor children. The Primary Math and Reading (PRIMR) Initiative was designed to support the learning gains of Class 1 and 2 pupils in seven counties across Kenya. PRIMR uses a randomised controlled trial design to establish the effect of its intervention and employs basic literacy measures to estimate causal effects. This study shows that PRIMR has been effective for children from low-income families and that early literacy interventions can mitigate socio-economic effects. The findings suggest that efforts to improve literacy outcomes for the poor should begin early in primary school. Strategies for ensuring that instruction is equitable across socio-economic status are advocated.  相似文献

Educational expansion, long a goal of many LDCs, has become a difficult policy to pursue. Growing populations, shrinking national incomes and higher marginal costs of schooling as schooling reaches more rural dwellers have caused policy makers to take a hard look at factors which influence educational demand and expansion. This paper examines the case of Peru where rural areas have yet to attain the nearly universal enrollment of urban areas. The study examines 2500 rural households to explore reasons why children do not attend school, drop out of school, and begin school at later ages. The study finds that the monetary costs of schools (fees and other costs) have a substantial influence on parental decisions regarding school attendance and continuation. Sensitivity analysis reveals that mother's education has a bearing on their children's educational participation, particularly in low-income households. Sensitivity analysis also reveals that school attendance of low income and female children are most strongly affected by simulated changes in school fees.  相似文献

The study was aimed at examining trends in the higher education course choice of secondary school leavers in Malaysia and investigating the relationships of their course choice to their gender and socio‐economic background. The study uses a stratified‐random sample of secondary school students who are in their final year of secondary schooling. Data was collected through a questionnaire via the postal services. The results indicated that the higher education course choice of large proportions (78.8%) of secondary school leavers in Malaysia tended to be limited to only five degree courses. The findings reveal that except for engineering, the other four courses are non‐scientific in nature. In addition, school leavers of both genders expressed tended less towards the mathematical, computer, medical and natural sciences. These school leavers’ higher education course choice are significantly associated with their gender and socio‐economic background. Interpretations and implications of the results are also discussed.  相似文献

There are growing numbers of low-cost private schools in urban informal settlements in developing countries. It has been argued that these institutions may constitute alternatives for government schools, as they are able to meet the educational needs of children in urban informal settlements. This study explores the question of whether low-cost private schools can meet their needs, not only in terms of primary education but also with regard to access to further education. The study selected 12 private schools in Kibera and 2 government schools neighbouring Kibera, asking head teachers which secondary school each primary school leaver had joined. The findings show that whereas over two-thirds of primary school leavers in general went on to secondary school, pupils graduating from government primary school were more likely to be enrolled in government secondary school than those pupils who completed the low-cost private primary school in Kibera. Moreover, performance in national examinations was lowest among girls attending the school in Kibera. The study thus argues that while the low-cost private primary school can meet the educational needs of children in the informal settlement to some extent, it cannot represent an alternative to the government primary school.  相似文献

R.H. Tawney (1880–1962), a leading English economic historian and prominent socialist, was vigorously involved in educational reconstruction during the Second World War. For Tawney, the war was a war for social democracy. His ideals of social democracy formed a basis for his case for Public (independent) School reform and free secondary education for all. Despite this, the connection between Tawney’s ideals and his perspectives on educational issues has not been addressed fully by historians and thus there has been a lack of a proper explanation for his often criticised sympathy for the public schools and his indifference towards the multilateral school. Hence, this paper aims to re-examine the link between them in greater depth. It concludes that, according to Tawney’s ideals of social democracy, the abolition of the public schools was not necessary for the establishment of a democratic educational system. Moreover, Tawney did not launch an attack on the tripartite system proposed by the Norwood Report of 1943 since it was not against his ideal of equality as long as different secondary schools were equal in quality and status. Equality, he believed, must be advanced through the raising of the school leaving age to 16 and the abolition of fees in all secondary schools. Thus, he laid more emphasis on the school leaving age and tuition fees than on the multilateral school. In brief, on various issues pertaining to secondary education, Tawney’s opinions and actions were deeply grounded in his distinctive ideals of social democracy.  相似文献

In 2009, the South African Department of Education extended tuition fee abolition to schools serving the poorest 60% of students, increased from 40% in 2007. This policy intends to increase access to and longevity in school for the poorest households by removing fees as a barrier and replacing private revenue with increased state funds. Despite this progressive expansion of fee-free schooling, the reported frequency of non-attendance attributable to school fees increased from 2008 to 2009, particularly among poor females and primary-aged children. This paper attempts to explain this phenomenon by presenting three constraints that hamper the potential benefits of fee abolition: (1) the rationalization of educational expenditures; (2) perverse incentives for schools to exclude non-paying children; and (3) the poor targeting mechanisms of fee abolition and government spending. As a result, we find significant lags in the implementation of fee elimination and that many poor households are still required to pay user fees. Several finance policy options are recommended for the South African schooling system. Data originate from South Africa’s National Treasury and General Household Survey.  相似文献

A straightforward way of keeping children in school is increasing the duration of compulsory education. Evidence of the impact of this type of policy in Western countries is abundant. However, its effectiveness has been rarely tested in low-income countries. Using panel data of low-income and lower-middle-income countries covering the period 1996–2017, this paper analyzes the impact of lengthening the duration of compulsory education on the progression of children from primary to secondary education. The empirical results show that in those countries where this policy is implemented, there is a significant increase in the share of children progressing from primary to secondary education but only in those countries where after the reform the duration of compulsory education becomes longer than the duration of primary education.  相似文献

Secondary education in Swaziland has rapidly expanded in the decade or so since independence. Alongside this achievement has been a growing apprehension that the modern sector's capacity to generate employment is not commensurate with the rising number of educated young people leaving secondary school. The emergence of a ‘school leaver problem’ as disenchanted educated youngsters remained unemployed was therefore seen as a real possibility towards the end of the 1970s. Such considerations formed the backcloth to tracer surveys conducted in 1979 which investigated the post-school experience of secondary school leavers who left school in the period 1973–1977.Some aspects of these surveys are discussed in this article which covers the experience of school leavers in finding out about jobs and training, waiting time for jobs, and estimates of unemployment. The occupations entered by school leavers are then assessed in relation to demand projections for educated manpower.These observations reveal that institutional arrangements for transferring school leavers from school to work are embryonic and for a large minority of leavers family and other influentiaal contacts are more important than qualifications in securing a job. For Form 3 Junior Secondary School leavers some credence may be given to the popular impression that unemployment is worsening but Form 5 High School leavers are experiencing little difficulty as yet in finding work. More tentatively it would appear that the marginal additions to the skilled labour force stemming from school leavers are not modifying the occupational structure in line with recent manpower projections.  相似文献

In 2010, there was a slight decrease in the number of out-of school adolescents from 75 million in 2009 (UNESCO, 2009) to 71 million in 2010, of which 55% are girls (UNESCO, 2010). In Kenya, only 17% of girls have secondary education (CBS, 2004). This paper analyzes the role of families in girls’ secondary education in two schools within Nairobi province, Kenya. Data were obtained from interviews with adolescent girls attending Kamu and Lafama1 schools in Nairobi province, the dropouts, and a sample of teachers. Results show girls’ lives and opportunities were socially constructed and this permeated into the families, influencing the way parents treated their daughters. This further provided a fertile ground for sexual harassment that plagued girls within their own families. The Kenyan Government needs to influence women and girls perceptions, through increasing campaigns from the grassroots on the importance of being committed to girls’ education.  相似文献

Before 1952 university education in Egypt was generally for the wealthier classes because the universities charged fees and only the richer families could pay those fees. For less wealthy families payment was more difficult, not only because of the direct cost of higher education, but also because of the high opportunity cost of sending children to study. After the 1952 revolution the Egyptian government introduced free education at all levels and encouraged those who wanted to further their education to enter universities. Thus elitism was eradicated from Egyptian higher education. This paper uses data from a sample of Egyptian university students and analyses the determinants of secondary school choice and the factors likely to affect secondary school certificate marks. In particular we are interested in the effect of family background, represented here by father's occupation.The results suggest that individuals with fathers in higher occupational categories tend to go to private schools rather than public schools. They also tend to choose general schools rather than technical or Koranic schools. In turn, high social background as well as attendance at a private school, have a positive and significant effect on examination marks. These findings are alarming because Egypt has a rate of increase in population of over 2% and the supply of university places will therefore have to be rationed. The most likely screening factor would be examination results and as a consequence Egyptian universities may in the future become elitist once more.  相似文献

This article explores social class and gender differences in entry to the two main higher education sectors, universities and institutes of technology, among school leavers in Ireland over the period 1980–2006. A rational choice perspective is adopted, with participation hypothesised to reflect the costs and benefits attaching to attending the two types of institution. The initial expansion of higher education resulted in a widening of the participation gap between the higher professional and other groups, with some reduction thereafter as higher professional groups reached near-saturation levels. The removal of higher education tuition fees in 1996 was not sufficient to increase working-class participation in a context where other direct costs remained high and employment represented an attractive option. The period analysed saw a significant shift in the gender composition of higher education entrants, with young women now making up the majority. This article points to the value of taking a dynamic approach to analysing higher education participation, unpacking the effects of expansion in provision and of the costs and benefits attached to higher education entry.  相似文献

Even more than other European countries, Germany must fear a serious future skills shortage and lack of experts. Therefore, increasing the proportion of high school graduates who wish to study at a university is a clear political objective. The aim of this paper is to identify variables that hinder or support the decision to pursue university studies. We used longitudinal data of 23,000 graduates of upper secondary school of the years 2002, 2004, 2006, and 2008 to analyze how tuition fees (which are charged only in some of the German federal states), family status, and students?? own cost-benefit analyses impacted their decision in favor or against taking up university studies. Results showed that the subjective costs of higher education were highest for persons of low social economic background, and for women. Also, the introduction of tuition fees in some federal states in the year 2006 lowered the percentage of students who wanted to enter higher education. Contrary to our expectations, however, this effect was observed in all federal states, irrespective of whether they had introduced tuition fees or not. Our results suggest that participation in higher education can be increased by both lowering (social and psychological) costs and raising (social and psychological) benefits of higher education.  相似文献
