In this paper, we distinguish between firm-level learning effects that result from ‘first-order’ and ‘second-order’ additionalities in innovation policy interventions. ‘First-order’ additionalities represent direct firm-level R&D subsidies, whereas ‘second-order’ additionalities result from knowledge spill-overs, horizontal knowledge exchanges between firms, and from other meso- or community-level effects. Analyzing data from collaborative R&D programs in Finland, we show that enhancing identification with a community of practice among R&D program participants (proxy for second-order additionality) enhances firm-level learning outcomes beyond those resulting from direct R&D subsidy (proxy for first-order additionality). Learning effects facilitated by second-order additionality are not confined to technological learning alone, encompassing also business and market learning. We also show that aspects of program implementation enhance identification with a community of practice, which then mediate the relationship between program implementation and firm-level learning outcomes.  相似文献

In this article we analyse the effect of factors external and internal to the firm, on product innovation novelty, and how this effect varies by industry. We estimate three econometric models to determine the individual effects of these factors, their joint explanatory power and the effects of interactions among them. The analysis is based on a sample of 6094 manufacturing firms, taken from the Spanish Survey of Technological Innovation 2000. The results indicate that the firm's technological competences, derived from in-house R&D, are the main determinant of product innovation. They also suggest that in the presence of high levels of such competences, the technological opportunities deriving from non-industry agents become less important as determinants of innovation. We show that the determinants of innovation vary depending on the industrial sector and the degree of novelty of the product developed.  相似文献

The present article focuses on a government supported program in Norway. “The Innovation Plan”, aiming at overcoming the critical lack of innovation now facing industry. A framework based on the well known structure-conduct-performance paradigm serves as the theoretical point of departure. Both secondary and primary data are applied to assess micro- and macro-level effects.In this piece of research governmental R&D support was found to exert an impact on the level of R&D activities, as well as on the willingness to direct R&D resources towards projects representing solutions high in novelty. Various types of positive outcomes such as increased technical competence and spin-offs, as well as various types of economic effects could also be traced for the supported projects. Implications of the findings are highlighted.  相似文献

This paper analyses market valuations of UK companies using a new data set of their R&D and IP activities (1989-2002). In contrast to previous studies, the analysis is conducted at the sectoral-level, where the sectors are based on the technological classification originating from Pavitt [Pavitt, K., 1984. Sectoral patterns of technical change. Research Policy 13, 343-373]. The first main result is that the valuation of R&D varies substantially across these sectors. Another important result is that, on average, firms that receive only UK patents tend to have no significant market premium. In direct contrast, patenting through the European Patent Office does raise market value, as does the registration of trade marks in the UK for most sectors. To explore these variations the paper links competitive conditions with the market valuation of innovation. Using profit persistence as a measure of competitive pressure, we find that the sectors that are the most competitive have the lowest market valuation of R&D. Furthermore, within the most competitive sector (‘science based’ manufacturing), firms with larger market shares (an inverse indicator of competitive pressure) also have higher R&D valuations, as well as some positive return to UK patents. We conclude that this evidence supports Schumpeter by finding higher returns to innovation in less than fully competitive markets and contradicts Arrow [Arrow, K., 1962. In this paper we test the relation between cognitive distance and innovation performance of firms engaged in technology-based alliances. The key finding is that the hypothesis of an inverted U-shaped effect of cognitive distance on innovation performance of firms is confirmed. Moreover, as expected, we found that the positive effect for firms is much higher when engaging in more radical, exploratory alliances than in more exploitative alliances. The effect of cumulative R&D turns out to be mixed. It appears to increase absorptive capacity, as expected, but there is clear evidence that it also reduces the effect of cognitive distance on novelty value, making it increasingly difficult to find additional novelty.  相似文献

This paper considers two main categories of knowledge sources and their impact on the innovation performance of enterprises: own-generation through R&D versus knowledge transfers via bought-in resources for innovation purposes, external collaborations on R&D, and internal sources within the company. The national and international dimensions of both internal networks and external collaborative agreements are explored, as is the interaction between R&D and other sources. Data from two UK Community Innovation Surveys allow for the lagging of relevant variables. Our results suggest that, while intra-company knowledge sources, own-generation, and bought-in R&D matter in innovation performance, the benefits of joint innovation efforts in the form of cooperation are less clear. The international dimension of internal networks is highly relevant, and interactions between the own-generation of knowledge and external sources increase the innovation potential of enterprises.  相似文献

UK Research Councils (UKRCs) spend around £3bn pa supporting R&D and innovation. We provide a comprehensive assessment of these grants on the performance of participating UK firms, using data on all projects funded by UKRCs over the 2004–2016 period and applying a propensity score matching approach. We exploit the richness of the data available in the Gateway to Research database by investigating the heterogeneous effect of these projects across several novel directions which have not been explored before. We find a positive effect on the employment and turnover growth of participating firms, both in the short and in the medium term. Exploring impacts across different types of firms we find stronger performance impacts for firms in R&D intensive industries and for smaller and less productive firms. We also consider how impacts vary depending on the characteristics of the funded research projects in terms of partners characteristics, receipt of other research grants and grant value. Finally, we focus on the different sources of grants, analysing in particular the evolution in the funding strategy of Innovate UK. Our results have implications for the extent and targeting of future Research Council funding both in the UK and elsewhere.  相似文献

经过改革开放40年的经济和科技体制改革,我国科技力量的数量布局已发生了根本性变化,到2017年,企业占全社会研发经费总量达到78%,已取代高校、科研院所成为全社会研发经费投入的主体,我国科技成果转化模式向技术创新模式转变的微观基础条件已经形成。但在陕西,企业占全社会研发经费总量仅为47.7%,这种微观基础远未形成。在新时代,陕西实现技术创新模式转变的路径和政策措施主要一是以加大企业研发投入强度为着力点,促进企业真正成为技术创新的主体;二是以体制机制创新为保障,提高科技成果本地转化率;三是以切实落实带整体突破性的“陕九条”政策为突破口,引导科技创新人才在企业技术创新活动中“名利双收”并向企业流动;四是以推动企业走自主创新道路为方向,实现陕西强大的国家科技从创新链到产业链上下游链接下游的原始创新,强化大型企业和工程的集成创新,突出中小企业引进消化吸收再创新;五是要切实解决政府激励企业技术创新政策过剩、越位和错位问题,如要把激励企业技术创新事前的财政补贴,转向面向消费市场补贴,即把创新经费补贴给需求方、采购方、技术使用方或者是企业取得重大创新之后再予补贴。  相似文献

本地搜索通过相邻知识的搜索和挖掘,保证了组织常规的延续性和连贯性,是提升企业创新绩效的重要手段。本文把追赶进程划分为追赶早期和追赶晚期,利用结构方程模型和多元回归模型,验证了能力重构在本地搜索与创新绩效间的中介作用及追赶阶段的调节作用。结果表明:1)本地搜索显著提升了企业创新绩效;2)能力重构在本地搜索与企业创新绩效的关系间发挥完全中介作用;3)追赶阶段显著调节了能力重构对创新绩效的影响。具体而言,追赶早期,能力进化对创新绩效有积极影响,能力替代对创新绩效有消极影响;追赶晚期,能力进化对创新绩效有消极影响,能力替代对创新绩效有积极影响。本研究丰富了本地搜索对企业创新的作用机制的研究,验证了能力重构在企业创新中的重要作用,为追赶企业的本地知识搜索和创新实践提供理论指导。  相似文献

In this paper, we address the pre-project phase of idea generation in the product innovation process, where the effective generation of new product ideas still remains an issue of high relevance for both management scholars and practitioners. We relate Nonaka and colleagues’ four knowledge creation modes of socialization, externalization, combination, and internalization to the novelty of product ideas generated. Taking a behavioral perspective on the four modes, we posit positive relationships between socialization as well as internalization and the novelty of product ideas, whereas we postulate negative relationships for externalization as well as combination. Using data from multiple respondents in 33 companies, our results confirm the proposed linkages.  相似文献

This paper investigates the determinants of R&D expenditure using a sample of UK listed companies with the highest spend from 2000 to 2005. We investigate the effect of corporate governance and ownership on R&D, using panel data. The results provide some evidence that more governance tends to depress R&D activity, a finding that is robust to whether a composite or disaggregated index of governance is used. One innovation of the paper is that we treat agency and finance effects interactively. The ownership stake of the CEO appears to be supportive for R&D.  相似文献

This paper analyses the spatial patterns of innovation, its regional interdependencies and evolution, as well as its role in determining local innovation in Spanish regions. Results indicate the suitability of a trade-based regional proximity when considering spatial spillovers in innovation. In this context, not only local capacity is relevant in determining domestic innovation, but also spatial innovation spillovers, which result mainly from efforts in both higher education and public administration. Moreover, a minimum level of regional development is required to improve the effectiveness of R&D policies. Therefore, it is necessary for R&D policies to act in combination with other policies focused on the improvement of socio-economic and structural determinants of regional innovative performance.  相似文献

This study considers the role of national differences, derived from structural characteristics in each country, and how they impact on companies’ innovation. To do this we include in a firm-level empirical model of innovation traditional factors impacting on innovation, and measure any differences in these determinants between two countries: the UK (comprising more advanced regions) and Spain (which belongs to the “follower” groups of countries in Europe). Using the European Community Innovation Surveys (CIS4), we select two samples comprising private manufacturing firms and estimate a two-step Heckman model to explain firms’ innovation. Our results suggest that Spanish firms are at a different stage, with Spain lagging behind the UK in terms of being able to benefit from R&D. Thus in Spain, we find that public support is more important in promoting innovation activities; whereas linkages with international markets are more important for companies in the UK. Based on our results, we would argue that in order to reduce the technological gap between these two countries regional policies to promote innovation in Spain should concentrate more on the promotion of market relationships between co-located firms; while a greater exposure to internationalisation would benefit both countries.  相似文献

Liberalisation has had a marked effect on innovative activities in the electricity industry. In particular, electricity reforms have resulted in a reduction in R&D spending in the sector. R&D and patenting activities are respectively regarded as innovative inputs to and outputs from technological progress. The present paper examines the effect of the reforms on patenting activity in the UK electricity sector. The results indicate that electricity related patents in non-nuclear and renewable technologies have increased in the post-liberalisation period. We attribute this trend to the increased commercialisation of the sector. While this development is positive, we argue that a lasting decline in R&D will in the longer run reduce technological progress and innovation in the sector. In order to maintain the pace of innovation, we discuss the need to design a new framework for innovation systems that is commensurate with the functioning and incentive mechanisms of a liberalised sector.  相似文献

The aim of the paper is to investigate in a simultaneous equation framework the role of R&D cooperation in the innovation process—in context with other factors—from two specific aspects. First, analysis focuses on the impact of R&D cooperation on firms’ innovation input and output. Second, analysis is undertaken as to how the number of cooperation partners affects the innovation behaviour of firms. Starting with the discussion of theoretically expected effects of successful R&D cooperation on the innovation activities of firms, the importance of inter-organizational arrangements in R&D is empirically investigated in respect of firms in the German manufacturing industry. The estimation results can be summarized as follows: joint R&D is used to complement internal resources in the innovation process, enhancing the innovation input and output measured by the intensity of in-house R&D or the realization of product innovations. On the input side, the intensity of in-house R&D also stimulates the probability and the number of joint R&D activities with other firms and institutions significantly.  相似文献

Do creativity methods consistently produce a significant net effect on innovation? Are the impacts of creativity methods related to operating context? Based on an ambidexterity perspective, we examine the effectiveness of different creativity methods on overcoming the tensions of the innovation process at individual and team levels. Drawing on European Union Community Innovation Survey (CIS2010) data collected from 23,537 firms, we estimate causal effects of creativity on innovation through a multivalued treatment effect methodology. Our results show that implementing ambidexterity in creativity methods increases the firm´s propensity to innovate and to introduce a market novelty. However, the effect on firm turnover is not always clear. Also, we detect that ambidexterity is more effective in firms that are large in size, have high levels of R&D investment and operate in manufacturing sectors. We discuss the implications of these findings for practice and for future research.  相似文献

This study analyses the impact and effectiveness of targeted public support for R&D investment at the firm level. We test whether the policy design aiming at incentivizing (international) collaboration and R&D in SMEs achieves input as well as output additionality. Our results show that the targeted public subsidies trigger R&D spending, especially so in internationally collaborating SMEs. We further evaluate the different impact of privately financed and publicly induced R&D investment on innovation performance. The results confirm that the publicly induced R&D is productive as it translates into marketable product innovations. While both types of R&D investments trigger significant output effects, the effect of policy-induced R&D investment on sales from market novelties is highest for international collaborators as well as for SMEs.  相似文献

了解和把握创新型企业技术创新的特征与倾向是创新政策制订的重要前提。运用客体法,对国家级创新型企业完成的突出技术创新项目进行全样本调查。从企业技术创新动机、创新类型、创新新颖度、创新经费支出、创新影响与效果等方面分析创新型企业技术创新的特征和倾向。调查结果表明,创新型企业作为一批产业创新领头企业已经呈现一些新的技术创新特征和倾向,如以市场需求驱动为主、创新类型以产品创新为主、以开发出新产品为第一目标、多数企业的创新新颖度达到国际市场新等,以及不同创新类型项目费用额度分布特点。同时还发现一些行业的企业对创新政策较不敏感,而其他一些却对创新政策较敏感等现象。基于此,提出了对创新政策制订与调整的几点启示。  相似文献

This study investigates the nonlinear relationship between R&D expenditures, innovation, productivity, high-tech export products. Previous empirical research used linear standard structures to deal with these kinds of specifications, and it has shown that the linearity is frequently conditioned by other macroeconomic factors such as the level of development and the financial openness. Based on these arguments, our study investigates this question in econometric specification using panel smooth threshold regression methodology proposed by Gonzalez et al. in 2005. Our findings suggest that there is a threshold effect within the links between R&D expenditures, innovation, and productivity. The effect of R&D expenditures, innovation, productivity, and medium and high technology product exports is mixed. However, both positive and negative effects are found, depending on which innovation indicators are used or on which level of threshold variable is the most appropriate. The results advocate that the level of economic development can be considered as target indicators to conduct an innovation policy.  相似文献
