Abstract

This article reports on research analysing how primary initial teacher educators define and participate in research activities. A representative sample of teacher educators in one institution in the UK were interviewed in depth to identify individuals' perceptions of the place of research in their work. All the interviewees saw their most important role as teaching and supporting students. In all cases, research was seen as a low priority. Engagement in research was seen as moving away from the practical, school and student centred world of primary initial teacher education towards a more conventionally ‘academic’ world. The established researchers within the teacher education community were seen as a privileged elite.

Two clusters of factors which influence these perceptions are defined as: firstly, the effects of the changing nature of the institution and internal structures it has generated in response to national changes; and secondly, the ways in which the interviewees define their work its conditions and its underlying values. These factors and the tensions they cause are explored in relation to the pressures placed on the teacher education communities by the 1996 Research Assessment Exercise and the development of increased partnerships with schools.  相似文献

This article examines some impacts of neoliberal education policies during the current period of the intensification of neoliberal capital. Section 1 examines the relationship between education and capital, identifying three plans capital has in relation to education. It sets out some of the major aspects of neoliberal policy developments in schooling and further education. Section 2 describes, analyses and evaluates the research methodology used in developing this article, locating the methodology within the debate between 'methodological purists' on the one hand, and 'committed research' on the other. The research for this article, within the 'research for social justice' paradigm, is rationalised. Section 3 examines the impacts of neoliberalisation on education workers' securities - their pay/ salaries, conditions of employment, stresses and pressures at work, and their work identity and status. It also examines the impacts on the rights and powers of education trade unions. The article ends, in Section 4, by briefly calling for resistance to the global neoliberal capitalist agenda in schooling and education.  相似文献

ABSTRACT

This paper explores how a national higher education sector can be assembled upon a relatively narrow ideological foundation during and in the aftermath of violent conflict. It analyses the case of Afghanistan's higher education system, and argues that the violent disintegration of this system during the 1980s and 1990s created the conditions for a neoliberal reassembly and subsequent expansion of higher education from 2001. This paper draws on data gathered from document analysis, and semi-structured interviews with key policy actors. It identifies an ideological grounding in neoliberalism within higher education policies which are responsible for directing the sector's growth since 2010. I argue that this neoliberal agenda, largely driven by globalised influences, has exploited Afghanistan's conflict-affected context to position higher education primarily as a driver of economic growth, thus limiting policy emphasis on higher education's non-economic dividends. The paper concludes by critiquing the underlying assumption that this role is sufficient if higher education is to serve as a key institution in Afghanistan's ongoing national development.  相似文献

Abstract

Schools–which play an important role in the formation of young children's positive attitudes toward the environment–can improve their environmental performance by working with all members of the school community. In this article, I discuss schools' relevance in developing environmental awareness in young children. This article also explains that the primary-level national curriculum and the Mexican educational system are working toward an environmental policy. A brief introduction describes some of the most significant educational changes in recent Mexican history, emphasizing the role of textbooks.  相似文献

An emphasis on widening participation, on making higher education accessible to students who have never traditionally considered it as an option, is being increasingly stressed. The article examines tutors' responses to non-traditional students in an institution with a well-established access policy. The responses reveal that the emphasis was on helping students to adjust to the existing undergraduate provision rather than engaging in a radical rethink on possible approaches appropriate to a more diverse population. Recent policy initiatives (ILT and QAA) are considered in order to identify to what extent they might achieve a cultural change at the micro level. In addition, their limitations are considered, in the light of competing demands. The article concludes that the current top-down approach to policy implementation, supported by related research, should be modified; account needs to be taken of how tutors, in interaction with students, interpret policy initiatives. In drawing attention to practice at the micro level, the article should be relevant to both policy makers and tutors in higher education.  相似文献

ABSTRACT

This article considers the implications of a ‘managed’ approach to skills policy in Scotland, in which Government policy and the role of national institutional frameworks can be seen to be influential, and which contrasts with the more marketised approach which has been a central aspect of policy in England. A number of themes within these national policies are discussed, and the continuing importance of balancing the skills agenda with social inclusion is noted. The ways in which these national policies and frameworks have shaped provision in a number of key areas including apprenticeship programmes, changing patterns of participation and relationships with employers are then examined. The strengths and limitations of the distinctive approaches taken in Scotland will be analysed in terms of their contribution to meeting the changing educational training needs of the workforce in the twenty-first century. This consideration of the distinctive policy led and ‘managed’ approach to the skills agenda will provide the context in which to consider the opportunities for policy learning within the UK.  相似文献

ABSTRACT

This article assesses the policy strategy for local management of schools in Victoria, Australia within the high involvement framework for creating high performance organizations. The high involvement framework as adapted to education hypothesizes that a decentralized strategy for improving educational performance requires decentralizing four key resources: power over the budget and personnel functions; information about revenues, expenditures, costs and best practices; knowledge and skills including both technical and business knowledge; and rewards including compensation and other incentives. The framework also includes an instructional guidance framework of curriculum standards and student assessment to those standards, and facilitative principal leadership. Based on two years of data collection at both the state and school levels, focusing on governance, management, finance, and curriculum and instruction, the study found that Victoria's Schools of the Future ranked high on all six variables, and that the decentralization process was working smoothly and major changes were being made in curriculum and instruction when school sites also ranked high on the six variables

Abstract

This article reports on the findings of an investigation in which 30 secondary schools rated the priority being given to and the likely impact on teaching and learning of a selection of 23 issues currently on the agenda for school improvement. Results are considered for the whole sample, and according to the role of respondents and school context. Schools are giving high priority to the implementation of national policies and school‐generated initiatives directed at improved classroom practice. However, the perceived impact of externally generated change is less than that of change for which school staff feel a sense of ownership. Policies directed at a consideration of resource issues, professional development and salary changes are accorded low priority and are not considered to have a marked impact on teaching and learning. There is a potential for frustration and loss of morale when policies that are thought to be of limited value within schools require time and sometimes extensive consideration. The article's conclusions for policy‐makers are directed at minimising this risk.  相似文献

Abstract

Since 2001, two teacher educators from distinctive midwestern universities have been engaged in partnerships with two local urban school districts that resulted from their personal relationships with educators and school leaders. By applying Macedo and Freire's (2001) framework of analysis, this article shares their dialogic reflection and assessment of the impact of their roles, intentions, and modes of operandi as qualitative researchers and the effectiveness of pursuing contextually relevant transformative agendas within these partnerships. This reflective analysis provides the forum for examining emergent issues and practices relevant to the intersection of these school and university communities, provides insight into the personal and professional commitments of those involved, and the potential for pursuing similar efforts to advance this agenda.  相似文献

ABSTRACT

This article conceptualises the relationship between exam board insider research and the policy-making context in which they operate. Exam board researchers are constrained by commercial and political interests in disclosing their knowledge. and face pressures in disseminating research, butalso find themselves working in contexts where calls to ‘evidence-based policy-making’ are ubiquitous. This can deprofessionalise and disenfranchise the researcher.. This article will depict the context faced by exam board researchers attempting to influence policy before portraying possible responses, evaluating how these can be applied to exam board research, with reference to research on standard-setting. The article will build on a conceptualisation of successful exam board insider research as the creation of Habermasian ‘communicative spaces’, applying lessons from research–policy interface literature to that conceptualisation. Inapplying those lessons, the article will suggest possible solutions to the problems faced by that group in their attempts to influence policymakers.  相似文献

This paper examines the relationship between policy formation in the United States and educational policy researchers. The experience of one independent 'think tank', namely, Policy Analysis for California Education (PACE), located within universities, illustrates how research might inform policy and how it might not be victim to the problems, well rehearsed in the literature, of poor dissemination. Fruitful links between policy research and policy formation require close attention to the sources, channels and format of dissemination, to the nature of the message and to the characteristics of the policymakers.  相似文献

This article discusses recent policy developments in Europe regarding Roma and Traveller integration and Early Childhood Provision. After a long history of oppression, Roma issues have recently become prominent on the EU policy agenda. The article discusses how these relate to developments in other areas of policy: the European children's rights agenda and the recognition that early childhood education and care is a key policy tool to combat social exclusion. It gives background information on Roma and Travellers in Europe and discusses the consequences of subsuming the various communities under one umbrella term: Roma. The EU Commission is concerned with responses from Member States to the European Framework for National Roma Integration Strategies. The article argues that in order to address Roma children's experience from a holistic perspective, social justice and equality need to be key elements of early childhood education and care provision and training. The European policy developments that frame the article are examined from a local vantage point: the experiences of Traveller and Roma children in Ireland and the Irish Preschool Education Initiative for Children from Minority Communities.  相似文献

Since September 1999, all Newly Qualified Teachers (NQTs) in England who wish to teach in the maintained sector have to complete an induction period. In the light of the introduction of this statutory policy, this article critically examines the key role of the school-based induction tutor in managing the process. It draws upon an analysis of the government's induction circulars (DfEE 1999, 2000; DfES 2001) and uses empirical data from a large, national DfES-funded project which evaluated the implementation of the policy. It is argued that, for the majority of schools the work of the induction tutor within the whole school context, including management by the headteacher, is the major factor in the success of the policy. Further, it is argued that there remain some tensions in the policy between the professional development and the assessment agenda.  相似文献

Abstract

In its drive for higher efficiency and effectiveness in higher education, the Australian Commonwealth Government released its policy on higher education, Higher Education: A Policy Statement during the late 1980s which contributed to the introduction of performance indicators to manage and assess the performance of the higher education system. The research component of annual Commonwealth funding to universities, called the Research Quantum, is now distributed by a set of performance indicators: external research income, publications count and higher degree research completions. This paper analysed the impact of these indicators on the research activities of Australian university academics based on Leibenstein's model of X‐efficiency. Although the impact of performance indicators on university academics was found to follow the pressure‐effort relationship, for some respondents, the increase in effort as a result of heightened pressure had involved strategic behaviour. Two conditions that are identified for the minimisation of an institution's X‐inefficiency despite high staff effort are a high ratio of maximising to non‐maximising decisions for both the staff and institution, and for all the institution's essential objectives/activities, and not just those which are measured by the performance indicators. The implications of these findings for the development and application of performance indicators are discussed.  相似文献

The starting point for this article is the authors' ongoing collaborative enquiry into professional practice, which primarily aims to improve and develop our roles in Staff and Educational Development in Higher Education (HE). Part of this action research cycle includes an empirical study carried out in the authors' institution to find out how academic colleagues view their work practices. They identify the major difficulties faced in supporting the professional development of these staff and argue that to be effective within a culture that encourages individualism, and that is driven by a disciplinary-research agenda, those who have responsibility for academic professional development should promote the idea of teachers as researchers. They argue that a research approach to development, centred on individual practice and learning, should be considered by those who engage in professional learning. Beyond these issues, the study also provides a snapshot of academic values in a research-led Higher Education Institution in Britain in the late 1990s.  相似文献

This article presents a policy sociology reflection on Bernard Barker's book, The Pendulum Swings: Transforming School Reform. The book represents Barker's attempt to intervene in education policy during the lead-up to the 2010 UK general election and is framed by what he imagined might be possible under a new Conservative government. Barker draws inspiration from the Red Tory communitarian position articulated by Phillip Blond. In hindsight, we are less sanguine about these possibilities in the context of the Coalition government and its ongoing response to the ongoing financial crises. Indeed, what has emerged is a rearticulated neo-liberalism in the guise of ‘Big Society’ rhetoric. We agree with Barker's critical deconstruction of the five illusions underpinning New Labour schooling policy, but argue for a broader agenda of redistribution, both in social policy and with respect to schools. Policy needs to recognise and support teachers and good pedagogies, and we also see a pressing need to rethink richer forms of educational accountability. All of this must be located within a politics that pursues a new social imaginary. Nonetheless, we commend Barker's contribution towards post neo-liberal thinking in respect of school policy, specifically in England, but with relevance to other locations and systems.  相似文献

Under current government directives, parents, along with professionals, are ascribed a central role in contributing to the processes associated with meeting their children's special needs. Yet many obstacles continue to hinder the achievement of good working relationships between parents and professionals. For parents located within minority ethnic communities, however, it is known that the challenges to attaining partnership working are often further heightened. Drawing on the day‐to‐day experiences of six families located in one minority ethnic context ‐ the Anglo‐Jewish community ‐ the author uses family systems theory as a useful lens through which parents' understandings of, and responses to professionals can be further interpreted and understood. The current education policy environment places a heavy emphasis on scientifically based research. This article examines how whole school improvement models approach the development of a research agenda, including what influences and challenges model providers face in implementing their agenda. Responses also detail the advantages and disadvantages model providers see in using internal and external research teams to carry out their research agenda. In addition, the article addresses common themes about how model providers believe their research agenda interacts with the public realm, including how education consumers use research in selecting a whole school improvement model and how their models are portrayed in systematic reviews of their models' research.  相似文献

Abstract

The widening of access to higher education for mature students has been placed on the policy agenda by the government, in part as a response to demographic changes which will reduce the number of young graduates entering the labour market. This article examines the current position of students in the over 30 age group in UK universities with reference to their entrance qualifications, degree attainment and first destinations on leaving university. It compares the experience of men and women in this age group with young students in the conventional undergraduate population and questions whether a university degree is sufficient to overcome the barriers to the labour market experienced by older graduates. Finally it challenges the access model of equal opportunity implicit in the government's White Paper on Higher Education.  相似文献

In this article a case is made both for the utility of deconstructive questions and also for the danger of taking such questions as a sole or overriding methodological agenda in education. The discussion is mounted by attention to grounded contexts and dilemmas rather than by a commitment to abstract concerns about ''power'' or ''Other'' or ''polyphony of voices.'' The framing dilemma is how one might construct a research methodology course that is not based on positivism, relativism, or a reification of current theory as an enduring answer for students. The article takes two substantive fields of inquiry in education- (1) inequality and access in education and (2) gender and education- to argue that following through some substantive issues for educational research can provide ways of thinking about the relative merits, power, pertinence, and relationships among quantitative, qualitative, and deconstructive agendas. Finally, the article outlines a research methodology course constructed by the author to attempt to put into practical form the assumptionsabout education and research methodology that are argued in this article.  相似文献
