The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.  相似文献

The gap between the approval of RTI laws and their implementation leaves room for discretionary bias and discrimination from government officials. This paper explores possible discretionary bias and ultimately discriminatory behavior exhibited by Uruguayan government agencies while answering RTI requests. We explore whether public officials are more likely to respond to requests from citizens that are informed about their right under the RTI law vs regular citizens, as well as from influential citizens (journalists and firm owners). We also assess whether public servants' responses to RTI requests are gender-biased. We conducted a randomized field experiment to test for unequal treatment given to citizens' requests by Uruguayan government officials, considering different citizen categories. We find that only those citizens who know the RTI law and invoke its existence have a greater likelihood of obtaining an answer from bureaucrats. This result is driven mostly by men's requests declaring they know the law when making their request, while invoking the law doesn't make a difference in responses to women. These findings show that public campaigns to promote citizens' awareness of RTI laws and their use, not only would increase requests, but also governments' responsiveness regarding RTI requests.  相似文献

Assessing e-government responsiveness is one of the major gaps in the currently dominant e-government maturity models. While we have a relatively large pool of models focusing on technological and organizational integration from a supply side perspective, measures of responsiveness of e-government systems from a user perspective are still lacking. Replicating a study from New Zealand and Australia, this study explores the response time and quality of e-mail response in Danish local and central governments (N = 175). Despite that Denmark is high ranking in international benchmark studies, we find that one third of central government agencies did not respond at all, and close to 80% of the ministries provided none or incomplete answers. Local government responds faster and provides answers that are more complete and accurate than those provided by central government. Implications for e-government are discussed.  相似文献

Governments around the world are increasingly moving toward online service delivery in what is commonly called e-government. There are high hopes for e-government, particularly that the associated technologies provide the scope to make government services more responsive. This article reports on a 2006 study of one aspect of e-government responsiveness, namely, the basic capacity to answer a simple question posted by email. To this end, federal and state agencies in Australia, and central and local government agencies in New Zealand were emailed (n = 273). Data related to locating contact email addresses and subsequent responses was collected. The key finding was that the Australian agencies consistently did not perform as well as their New Zealand counterparts, bringing into question one component of their higher ranking in international e-government studies and also their potential to deliver on the Australian government policy that e-government means more responsive government.  相似文献

Delivering public services through the SMS channel is popular in developed and developing countries, and it has demonstrated its benefits. However, citizens' acceptance of the services is still an issue. This paper presents a study on user acceptance of SMS-based e-government services. Constructs of the proposed model were derived from a survey on citizens' motivations for using SMS-based e-government services (142 respondents from 25 countries), prominent theories on individual acceptance of technologies, and current studies on user acceptance of SMS and e-government services. The model was validated using data from 589 citizens in three cities in Indonesia, who are non-adopters. The relationships between the factors then were compared with data from 80 adopters of SMS-based e-government services in Australia. The proposed model explains what factors influence non-adopters to accept SMS-based e-government services, and the comparison explains the relative importance of the factors for the adopters. The findings are promising for governments who wish to evaluate a new SMS-based e-government system very early in its development in order to assess potential acceptability and for governments who would like to diagnose the reasons why an existing SMS-based e-government service is not fully acceptable to citizens and to take corrective action to increase the acceptability of the service.  相似文献

We have identified a paradox in the still low adoption of e-government after more than two decades of policy efforts and public investments for the deployment of online public services. Using as evidence the focus and evolution of this focus over the period 1994–2013 in a vast body of literature produced by academia, international organisations and practitioners, we show that: a) the deployment of e-government was for a long time concentrated on more technological and operational matters and that only more recently attention switched to broadly defined institutional and political issues (hypothesis 1a); and b) institutional and political barriers are one of the main factors explaining lack of e-government adoption (hypothesis 1b). A decision making process that is still unstructured, untrustworthy, and not fully leveraging the available evidence hinder the perception of public value and citizens' trust in government, which contribute to low level of e-government adoption. We conclude suggesting that a smart government producing public value is grounded in a triangle of good decision defined by politics, values, and evidence and that to achieve it public sector should go beyond the traditional concept of service innovation. It should rather introduce conceptual and systemic innovation pertaining to a new way of thinking and of interacting with stakeholders and citizens as sources of both legitimacy and evidence.  相似文献

The research work on understanding whether citizens will readily accept to engage with governments in e-participation initiatives through social media remains limited. Therefore, this study investigates the factors that are influencing citizens' intention to engage in government-led e-Participation initiatives through Facebook. To that end, the study proposes and validates a citizen-centric acceptance model. The proposed model extends the model primarily established on the theory of planned behavior, by incorporating additional factors that emerged from relevant literature. The research data were collected from a survey of 400 Facebook users in Jordan using a probability sample technique. The results revealed that the factors with the most significant influence on citizens' intention to engage in government-led e-participation initiatives through Facebook are: the citizens' attitude, participation efficacy, and perceived behavior control. Subjective norms and perceived value, however, have no direct effect on citizens' intention to engage in government-led e-participation initiatives through Facebook. Furthermore, the results showed that the citizens' attitude is primarily determined by participation efficacy, perceived usefulness and compatibility of Facebook, and perceived value. In contrast, the factors perceived ease of use of Facebook, citizens' trust in government, and citizens' trust in Facebook, have no significant impact on citizens' attitude. These factors have rarely been empirically tested in the context of e-participation. Consequently, this study paves the way towards a better understanding of the important factors that influence citizens' intention to participate, which, in turn, will inform the design and implementation of e-participation initiatives.  相似文献

The success of government social media relies on citizens' continual usage. Through the theoretical lens of the Uses & Gratifications theory, we develop a research model for mobile government microblogging services (GMS) continuance intention, in which citizens' perceived integration of online and offline social lives and internet censorship are incorporated. Based on data from 629 mobile GMS users in China, the results of the structural equation modeling analysis show that perceived online–offline integration has a significant and positive effect on the three dimensions of gratification: content gratification, social gratification, and process gratification, which jointly influence mobile GMS continuance. Citizens' perceived internet censorship negatively affects their mobile GMS continuance. These results might provide understanding about the unique aspects of government social media, especially in the context of internet censorship.  相似文献

Driven by the growing importance of the digital provision of government services (e-government), recent research has sought to develop and test conceptual models of citizen satisfaction and trust with these services. Yet, there remains little agreement on how to optimally model these relationships with regards to the somewhat divergent goals of explanation and prediction of citizen trust. In this paper, we test two prominent modeling paradigms of the e-government satisfaction-trust relationship: the “service quality” model and the “expectancy-disconfirmation” model. We compare several variations of these models for their in-sample explanatory abilities, out-of-sample predictive abilities, and parsimony. To test the models, we examine a pooled, cross-agency sample of survey data measuring citizens' experiences with and perceptions of three important and widely accessed U.S. federal e-government services—the webpages of the Social Security Administration, the Internal Revenue Service, and the U.S. Census Bureau. Our findings suggest that while the expectancy-disconfirmation paradigm performs well in explanation, a parsimonious model with an “overall quality-satisfaction-trust” link is best suited for predicting trust. In addition, the service quality paradigm offers the best compromise between predictive accuracy and explanatory power. These findings offer new insights for academic researchers, government agencies, and practitioners, especially those deciding upon an empirical model to adopt to measure e-government satisfaction and its impact upon citizen trust.  相似文献

The recent global pandemic has highlighted the importance of efficient communication between the government and its citizens through online platforms. While approximately 90% of governments around the world have opened up their websites to provide government information and public services, many have been criticized for their quality issues. The unsatisfactory upkeep of government websites may be due to the lack of adequate guidelines and evaluation tools for public managers, which would enable them to achieve the superior goals of e-government initiatives. We posit that evaluating government websites should be done with a formative and theory-based approach instead of summative or conclusion-based ones, as a government website is a long-term mechanism to achieve the objectives of e-government programs. Accordingly, this study empirically tests the Democratic E-governance Website Evaluation Model (DEWEM) that was conceptually created by Lee-Geiller and Lee (2019). Through a series of measurement development procedures, the results present a more concise, refined and validated model consisting of 25 items under 5 factors, whose associations to the outcome of democratic e-governance were statistically significant. The validated DEWEM also shows significant correlations with citizens' satisfaction and intention to use the website. This study advances the body of evaluation research for government websites and provides public managers with credible and useful guidelines for improving their websites.  相似文献

With the rapid development of Chinese e-government, Chinese citizens are encouraged to access e-government services as their convenience. However, the accessibility of Chinese e-government Web sites has been overlooked. This research study tries to provide an overview of the accessibility of Chinese local government Web sites. Three hundred twenty-four Chinese local government Web sites were examined to find out how accessible they are with reference to the Web Content Accessibility Guidelines 1.0 (WCAG) published by the World Wide Web Consortium (W3C). This research found that all the surveyed Chinese e-government Web sites failed one or more W3C's accessibility measures and thus many disabled Chinese people may have substantial problems to access them. Several valuable recommendations are made based on the research findings and the China's actual conditions.  相似文献

This research proposes a holistic and integrative theoretical model to discuss the effects of eight predictors of citizens' attitudes towards open government and Government 2.0, and whether these attitudes influence their intention to use open government data in Brazil, one of the founding countries of the Open Government Partnership (OGP). Findings show the effects of six predictors of citizens' attitudes towards open government and government 2.0. In essence, these predictors are ease of use, usefulness, intrinsic motivation, political satisfaction, government trust, and intensity of internet use. This study also indicates that education, income, and region influence the ease of use and usefulness of open data. These findings also mean that public managers and political parties still have “homework’ to do to stimulate citizens' behavior towards open government and government 2.0. These initiatives encompass the government portals quality and data transparency improvement through less restrictive laws. Also, improve politicians' job performance.  相似文献

With the further advancement of China's e-government, enterprise architecture has become one of major topics in the e-government field. This paper attempts to examine the status and progress of e-government enterprise architecture research in China in a systematic approach and frame a research agenda. This paper conducts quantitative and qualitative analyses of research articles on this topic published in Chinese journals over the last six years. For each paper the study examines author's institutional association and department, published journal names and issues, paper length, research themes, research methods, level of analysis, and geographical focus in order to take a multi-faceted perspective. Findings suggest that EA are receiving more and more attention by Chinese scholars over time with the continuing development of e-government in China. However, the research themes covered by a paper in EA are found to be unbalanced and unfocused, most studies on EA in China focus on architecture frameworks and methodologies, advocate of EA and multi-themes. In terms of research methods, papers in the research field lack academic rigorousness in general.  相似文献

The number of migrant farmer workers in China has increased so rapidly that they can't be ignored anymore as a vulnerable group in the coming information society. This study formulates a theoretical framework on the process of seeking for government information online and employs a method of questionnaire survey to investigate the information needs of migrant farmer workers and their behavior of using e-government service. The findings drawn include inconsistency of information seeking behaviors with information needs, and conditions of transfer from potential users of e-government services to actual users, such as information literacy, IT environment, the influence of social networks, the operations of government websites, and targeted services. Several policy recommendations are presented based on these findings, including improvements in the workers' information capacity, construction of special e-government programs aimed at such workers, and enhancement of public library systems and government service offerings to this target group.  相似文献

Based on the information-as-coping perspective, we provided a theoretical framework to understand how the quality of government information and citizens' partisanship impact citizens' wellbeing in terms of satisfaction with life and anxiety during COVID-19. With survey data from 705 respondents in Indonesia, we found that government information quality is of vital importance in helping citizens get ready to fight the pandemic, as well as lowering their anxiety. Our results show that higher information quality leads to a higher ability to respond quickly to the crisis, as well as a reduced level of information overload. While partisanship is a significant predictor of information overload, it had no significant impact on perceived quick response ability. Quick response ability and information overload, in turn, predict anxiety and citizen's satisfaction with life.  相似文献

This study examines the perceived impacts of electronic government or e-government adoption on U.S. cities. This research conducted a survey of Texas and Florida city managers in the fall of 2005 to find out their opinions on the impact of e-government on their city government. The results indicated that e-government is having a positive impact on management, stakeholder involvement, needs and collaboration, and procurement in American cities. There are, however, concerns over spam or unsolicited e-mail and the ability of e-government to reduce the level of staffing. The results of this study imply that, according to city managers' perceptions, e-government adoption in American city governments is positively viewed as having an impact on their organizations and communities.  相似文献

Governments across the world are experimenting with smart city technologies but recent studies suggest that not all citizens support this development. However, a comprehensive understanding of citizen discontent with the smart city is missing. This study systematically reviews academic research addressing citizen discontent with the smart city. Based on a set of 58 articles, two perspectives on citizens' discontent are identified. One perspective focuses on active discontent: citizens are dissatisfied with the technology, democratic process, and societal impact of the smart city and show different types of behavior to express their discontentment. The other perspective emphasizes passive discontent: citizen discontent does not manifest itself due to citizens' lack of awareness and skills and the absence of channels to express their discontentment. Both perspectives on discontent suggest different government responses respectively to overcome citizen discontent through ‘the right technologies’, ‘the right rules’, and ‘the right information’, or to stimulate critical citizenship through ‘the right to smart city education and empowerment’ and the ‘right to participate and challenge’. Based on our findings, a fine-grained understanding of attitudes and behavior, and government actions to address citizen discontent is developed.  相似文献

In the context of Political Science, fragmentation refers to the process of decentralization, department differentiation and division of management in governmental institutions. Increasingly fragmented features emerge in China's administrative values, public resource operation, public organizational structures and public service provision in the post-industrial age, which affect the planning and implementation of e-government and inevitably map onto virtual government, leading to a fragmented Chinese e-government. Although most of the literature include impediments or measures to China's e-government, hardly any research can be found that focuses on theoretically identifying and innovating the way to handle problems. An aim of this research is to determine that holistic governance could be considered a rational choice for the transformation from fragmentation to holistic development and an effective measure for the sound advancement of e-government.  相似文献
