Schools and Leadership in Transition: the case of Scandinavia   总被引:1,自引:0,他引:1  
This article will set the context of democratic leadership in Scandinavian countries. This concept will be discussed in a dual perspective. On the one hand there are pressures to transform the governing of the schools towards a more ‘rigorous’ form of New Public Management (NPM) with models of leadership/management from the world of business and industry. This trend is affected by a new wave of economical and cultural globalisation, while the discourse of NPM is exerting a strong influence on how municipalities organize and govern the schools in Scandinavia (Moos, 2000; Peters et al., 2000). On the other hand there is a growing consciousness of the need for sustaining trust and loyalty in the school as an organisation. This may be seen as an effect of European/Scandinavian societies becoming increasingly complex. These societies are often called hyper complex societies with no one single centre from which government can be exercised. The governing of the public sectors therefore has largely to rest on trust and communication (Kirkeby, 1998; Giddens, 1991; Thyssen, 2001). This article will discuss how Scandinavian school leaders try to cope with this dual pressure while maintaining distinctive aspects of Scandinavian educational culture. This is one of many dilemmas being faced by school leaders coming to terms with notions of accountability. As an illustration we will refer to some findings from an international research project in which Danish and Norwegian school leaders participated (Biott et al., 2001; Sugrue, 2003, forthcoming).  相似文献

With increasing school autonomy, often coupled with greater accountability requirements, school leaders are increasingly responsible for new human resource management tasks. Policies to improve the teaching workforce, therefore, cannot do without policies to improve the school leadership profession. Teachers' effectiveness depends, among others, on effective school leaders who shape teachers' working environment and influence their motivations. Furthermore, as recent research indicates, school leaders are the second most important school-level factor affecting, even if mainly indirectly through their influence on teachers, student learning after classroom instruction. Considering the role school leaders play for the effective school-level management of teachers and for teaching and learning through their pedagogical leadership, it is essential that school leaders are adequately prepared and supported for their role. As part of their school reform programmes, more and more countries have been introducing a range of evaluation and assessment policies to improve school, school leadership and teaching practices. The individual appraisal of schools leaders and teachers is a key component of evaluation and assessment policies. This article explores if, and how, individual school leader appraisal can develop school leaders' pedagogical leadership, a key element of which is teacher management. It analyses the policy approaches of several European countries and the extent to which formal frameworks in these countries focus on developing pedagogical leadership. The article concludes with ideas for policy to strengthen appraisal as a tool to improve school leaders' practices and behaviours and their competencies for pedagogical leadership and teacher management.  相似文献

A central problem for school leadership in the United States is to create settings in which success for students motivates teachers. Meeting this objective is becoming more difficult as teachers, except the most brilliant, struggle to cope with the diversity of students in a changing socio-economic climate and a context in which there is a ‘policy vacuum’, an unclear articulation of policy issues and choices, and inconsistency in policy initiatives. This is where school leaders must step in. Improvement in classrooms rarely occurs without strong leadership from building and district leaders. The fact that many school leaders in the USA were trained to exhibit authoritative rather than democratic leadership has often led to ‘democratic minimalism’, where the emphasis is on statutory fairness and majority rule, but not on full involvement of affected parties, such as teachers, students, and parents. The issues in contemporary leadership in areas of disadvantage are illustrated through the experience of one Minnesota elementary|spagf|ro|epagf| |spagf|it|epagf|school principal, and the wider implications for school leaders are discussed.  相似文献

Through a focus upon the simultaneous rise of leadership and the New Public Management (NPM) within the context of education in England this article offers an analytical account of these developments and their entry into the field of education. This analysis is located within contradictions and tensions arising out of the agential promises inherent in the construction of leadership and the simultaneous managerialist and directive intent of the NPM. The way in which discourses of leadership and, more latterly, distributed leadership act to draw a veil over these tensions and contradictions is demonstrated within the context of research in two schools. The article concludes by examining how discourses of leadership have enabled schools and teachers to adapt to educational modernisation in ways that have undermined teacher professionalism.  相似文献

This case study research found that the relational leadership and organisational culture at a public primary school situated in a high poverty location in South Australia was built upon the strength of the inter-relationships between the teachers, teachers and leadership, and between teachers and students. Supported by what we called ‘dynamic inter-relationships’ and a ‘commitment to ongoing growth’ manifesting as key themes across the qualitative survey data generated by the school’s participants, we found the individual strengths of staff served the ‘on-going formation of organisational life’. Cognisant of these disclosed relational underpinnings, the research provided recommendations to the school’s leadership team about how they could best progress their educational reform agenda. The findings affirmed an Appreciative Inquiry inspired approach designed for the research was ‘fit for purpose’ as it generated extensive qualitative data from the teachers and leaders, offering opportunity for deep interpretive analysis using hermeneutic methodology of the school’s relational leadership and organisational culture. The research findings were subsequently confirmed by the teachers and leaders through a dialogic presentation of the research findings as an accurate representation of the culture of their school.  相似文献

This paper explores school and teacher factors that are associated with the frequency of use of ICT by mathematics teachers. The SITES 2006 data base was used to compare countries with a relative high percentage of frequently ICT-using mathematics teachers (HIMA countries) with countries with a relative low percentage of frequently ICT-using mathematics teachers (LOMA countries). Meaningful effect sizes (≤?0.5 or ≥0.5) for 29% of the items in the SITES 2006 database were found. The findings suggest that mathematics teachers in HIMA countries, more than in LOMA countries apply a learner-centered approach in their educational practice and have a focus on life long learning competencies. In addition, compared to LOMA countries, school leaders in HIMA countries, are active in stimulating the use of ICT and encouraging teachers to apply new ways of teaching and learning. The school level items of the SITES 2006 database with meaningful effect size were factor-analyzed resulting in five factors: 1. active communication, 2. school leadership development, 3. assessment orientation, 4. ICT use by school leaders and 5. Bottom–up change orientation. Country profile scores for HIMA and LOMA countries and for culturally comparable countries were generated to illustrate how these country profiles can be used to inform ICT policy.  相似文献

In this article, we discuss how ‘managerialist’ and ‘leaderist’ discourses (O’Reilly and Reed Public Administration 88:960–978, 2010; Organization Studies 32:1079–1101, 2011) are drawn upon in the context of the deregulation of Swedish higher education. As of 2011, there has been new legislation that frames Swedish universities as ‘autonomous’ and transfers most of the regulative responsibilities from the government level to university vice-chancellors. The aim of this article is to inquire into how tensions within and between managerialist and leaderist discourse are handled in the promotion of New Public Management reforms and the consequences thereof in terms of how leadership in the higher education sector is constructed. We analyse how these discourses are employed in the core documents leading up to the 2010 Riksdag decision to enact most of the proposed deregulations, and the subsequent evaluation undertaken by the social democratic government that took over in 2014. Based in this analysis, we suggest that the texts indeed draw upon notions of leadership and leaders as necessary for Swedish universities to survive and thrive in the future, but that the envisaged practise of this ‘strong leadership’ can either be characterised as a discursive void or described in terms of de-personalised, instrumental managerial surveillance and control.  相似文献

In this study, we seek to illuminate the effects of the global policy convergence in education through a close study of its enactment within an Australian Teacher Education course. Building on an examination of the changing priorities of a cohort of pre-service teachers over a short space of time, we argue that the enactment of New Public Management approaches to the governance of teaching in Australia is having adverse effects on the professional learning of new teachers, defeating the policy goals. Previous studies have investigated the affective impact of current global policy formations on teachers. Building on that work, this study considers the impacts that the teacher policy emphasis on ‘performance’ has had on professional learning processes, which are understood with reference to Kolb’s Experiential Learning Theory. The study is undertaken using an interpretative phenomenographic approach and informed by the related methods of discursive psychology, which positions discourse as a discursive practice to achieve specific goals in specific contexts.  相似文献

Barker argues that in England under New Labour, school leaders and teachers have been ‘bastardised’ and suggests that the situation in 2010, with a general election afforded an opportunity in education policy for the ‘pendulum to swing’. In this article, the key points about ‘bastard Leadership’ are briefly summarised. The article then develops a view of schools as sites of complexity and ‘wickedity’ as an alternative to the linear reductionist approaches of managerialists. These two perspectives present the extremes of a spectrum against which the trajectory of school leadership can be viewed as it emerges from the New Labour years and is now being developed by the Coalition Government. Evidence from ministerial speeches and the Coalition Government's flagship White Paper, The Importance of Teaching, are used to examine key issues of freedom and trust, reducing bureaucracy and increasing autonomy for schools as ways of exploring the extent to which the new government's policies on school leadership are, or are not, moving away from those of their New Labour predecessors.  相似文献

Current reforms in the Maltese and Scottish educational contexts can only be fully implemented if teachers radically transform the way they teach. Teacher professional learning is an important mechanism that policy-makers, school leaders and administrators have to achieve this. Teacher professional learning is, above all, situated within the specific social workplace environment of teacher practice. Thus, schools need to be recognised as important sites of professional learning for teachers. In Malta and Scotland teachers were asked about their professional learning to identify how the learning environment within individual schools affects professional learning. In both countries, collaboration and school leadership were key components in determining a school’s learning environment. Data analysis led to the production of examples of expansive and restrictive features. Policy-makers, school leaders and administrators can use these features to examine how schools operate in terms of helping or hindering professional learning in the school environment.  相似文献

Studies have shown that school leaders are important in work with large-scale policy reforms in schools. However, the issue of how school leaders and teachers discuss and enact policy is under-studied. This article explores the discursive processes in school leaders’ and teachers’ policy enactment as they construct responses to policy. The data consists of video recordings and observation of leadership meetings and teacher-team meetings. A critical discourse analytical approach combined with perspectives of policy enactment as a process of interpretation serve as analytical concepts. The findings indicate the school leaders act more as narrators and enthusiasts, while the deputy managers and teacher-team leaders are more messengers and enforcers. The teachers mostly keep the discursive role as critics and preventers of ‘overburdening.’ A main argument is that the policy expectation of using national test results as a tool to develop school quality and student learning seems to be lost in translation.  相似文献

Border Region culture has both progressive and regressive aspects: New Democratic culture is its progressive aspect, the remnants of feudal culture are its regressive aspect. The Border Region people have destroyed feudal control on the political and economic fronts; in cultural life, which is a reflection of politics and economics, feudal control should also be destroyed; and from the standpoint of the direction of government leadership and of government's new cultural and educational work, the old kind of cultural control has indeed already been destroyed. In the army, factories, public schools, and in many mass organizations in the Border Region, the old kind of cultural control basically has ended as well. As far as the most important aspects of peasant ideological attitudes are concerned, feudal bondage also has already been broken. But as far as the general sphere of the majority of peasants' cultural life is concerned, remnants of feudal culture still exist, and in certain spheres, such as public health and art, they temporarily occupy a dominant position and clash with rather than conform to political and economic life in the Border Region. Therefore, moving from old to new and destroying feudal remnants, opening up a broad route for the new democratic culture, and making culture appropriately reflect the new political and economic life - these are still important historical tasks for Border Region education, and it is necessary to devote massive efforts to these tasks before we can succeed.  相似文献

This article will discuss how schools in countries like Denmark cope with the external demands for accountability made on them by many different stakeholders and at the same time strive to build and sustain trust in and trust from staff. The school context in relation to these challenges is seen in light of the increasing complexity of societies. On the one hand, there are pressures to transform the governing of schools towards a more ‘rigorous’ form of New Public Management (NPM). On the other hand, there is a growing consciousness of the need to sustain trust and loyalty in the school as a community. In the middle of this squeeze are the actors: the teachers and school leaders. The school leader is pivotal to the relations with external authorities and communities and to internal agents like staff. The struggle between accountability and trust is seen from the perspective of school leaders, drawing on data and analysis from the Danish part of an international comparative study on the Life History of School Leaders. The data and analyses in this project make it possible to take an historical perspective when trying to understand the thinking of Danish school leaders.  相似文献

This article situates educational leaders as prophetic critics in Black popular culture. These leaders merge cultural criticism with moral and political judgment, analyzing urban youths’ lived experiences and representational practices as well as analyzing counter-narrative texts in Black popular culture that have implications for urban education. As new world bricoleurs, these educational leaders use a multi-vocal, polyphonic approach in Black popular culture to disrupt a Western culture of homogeneity that is less culturally responsive to the dynamic struggles Black youth face in urban communities. In addition, as critical organic catalysts, they locate life-pressing public concerns within subcultural communities of resistance as relevant knowledge to organize a radical democratic politics in educational leadership.  相似文献

It is primarily within the last two decades that ‘teacher leadership’ has emerged as a prominent element of reform strategy and policy rhetoric. Three bodies of data spanning 14 years show how the meanings of teacher leadership vary, paralleling shifts in policy goals and strategies. Over time, designated teacher leadership roles have become heavily weighted toward institutional agendas over which teachers have little direct control and over which teachers themselves are divided. Much formally defined teacher leadership accomplishes a division of labour without entailing much initiative on matters of purpose and practice. Yet in each of the reform periods—from progressive and relatively decentralised to conservative and strongly centralised—some instances of teacher leadership constitute genuine initiative in teaching, learning and schooling. Such cases present existence proofs that illuminate both possibilities and dilemmas. From them we have begun to learn how teacher leaders might mobilise resources for teacher learning and educational reform.  相似文献

Informed by an ethnographic approach, this study aims to investigate the professional culture of a group of English as a foreign language (EFL) teachers in a high school in China. Relying on data gathered through extended field observation and in-depth interviews, this study seeks to uncover the distinctive characteristics of EFL teacher culture as well as its underlying influencing factors. The research findings show that the participants formed a positive work culture which evolved in tensions. Professionally, the participants’ aspirations and commitments toward teaching were in tension with limited resources; institutionally, a democratic relationship was in tension with an authoritative leadership; emotionally, the teachers’ emotional wellbeing was in tension with contextual constraints. The participants’ co-constructed culture played a positive role in promoting their collaborative learning and continuing development, which in turn contributed to their teacher culture.  相似文献
