Articulation, transfer, and student choice in a binary post-secondary system
This paper investigates the intersection of system articulation, transfer, and the choices that secondary school students make when they apply to college and university. The investigation is based on the results of a study that was undertaken to determine factors that influence choices that secondary school students make between enrolling in community college or university, and in particular whether or not those choices are affected by the degree of “articulation” within a public system of post-secondary education. There are several studies that have emerged recently in the United States and Canada that examine factors that influence the choice of university and 4-year college. There are a few studies that examine the choice of community and 2-year college. None, however, either in Canada or in the United States, has sought to examine “college choice” comparatively among students who apply to baccalaureate (4-year colleges and universities) and sub-baccalaureate (community colleges) programs. This study examines college choice on the basis of two series of longitudinal surveys conducted in the province of Ontario since the late 1980s, and on a series of surveys and interviews of students, parents and guidance counselors in six secondary schools, each with a different student population, since 2004. The third study—called the “college choice” project—tracked secondary school students as they made decisions about attending college or university, and as they finally selected the institutions that they would attend. The study concludes that greater conventional articulation will not significantly affect rates of transfer, that for most students plans to transfer develop after they enter college and are not a major factor in their initial “choice,” that the rate of transfer is highly dependent on the corresponding arrays of programs at colleges and universities, and that articulation might better be thought of as a subset of other basic forms of inter-institutional cooperation. An earlier version of this paper was presented to the ASHE Annual Conference, Louisville, Kentucky, November, 2007.

ABSTRACT

One of the biggest forces in primary and secondary education today is the home schooling movement–parents opting to forego sending their children to public or private schools in order to teach them themselves in their own home. As this movement grows, more and more students entering higher education will have been home schooled. This is becoming a market segment that many colleges and universities cannot afford to ignore. The current paper reviews the research which has been conducted on home schooling to answer four questions of importance to college or university officials as they contemplate targeting this group: (1) why do parents home school? (2) what are the characteristics of home schoolers? (3) would home schoolers make good college students? and (4) how could a college or university effectively reach out to home schoolers? By answering these four questions, college and university officials can better decide whether or not they should target home schooled students and, if they do, how to best reach these students.

Recently, multiple studies have focused on the phenomenon of “undermatching”—when students attend a college for which they are overqualified, as measured by test scores and grades. The extant literature suggests that students who undermatch fail to maximize their potential. However, gaps remain in our knowledge about how student preferences—such as a desire to attend college close to home—influence differential rates of undermatching. Moreover, previous research has not directly tested whether and to what extent students who undermatch experience more negative post-college outcomes than otherwise similar students who attend “match” colleges. Using ELS:2002, we find that student preferences for low-cost, nearby colleges, particularly among low-income students, are associated with higher rates of undermatching even among students who are qualified to attend a “very selective” institution. However, this relationship is weakened when students live within 50 miles of a match college, demonstrating that proximity matters. Our results show that attending a selective postsecondary institution does influence post-college employment and earnings, with less positive results for students who undermatch as compared with peers who do not. Our findings demonstrate the importance of non-academic factors in shaping college decisions and post-college outcomes, particularly for low-income students.

This study focuses on how social class affects the college experiences and outcomes for African American students in 4-year colleges and universities. Using a national, longitudinal data base, the findings indicate that low SES African American students have less contact with faculty, study less, are less involved with student organizations, work more, and have lower grades than do their high SES peers or all African American students. Furthermore, 9 years after entering college, low SES students report lower incomes, lower rates of degree attainment and lower aspirations than their high SES peers, and were less likely to have attended graduate school. Logistic regression results indicate that sex, college GPA, and plans following college significantly affect the likelihood that a student will attend graduate school.

Community colleges accommodate nearly half of all United States college students. Increased reliance upon community colleges is driven by the current economic downturn, rising costs of higher education, and changing expectations for today's workforce requiring advanced skill sets. Community colleges offer more affordable options for broader spectrums of students including traditional and nontraditional college students and dual-enrolled high school students.

Community college faculty facilitate student learning and program completion. A shortage of community college faculty will likely emerge as numerous faculty retire. Community college administrators need strategies for retaining and recruiting faculty amid increasing retirements. One effective strategy is to offer a work environment that cultivates positive work-related attitudes (e.g., job satisfaction). This study examines the ability of select human capital investments, intrinsic rewards, extrinsic rewards, and sociodemographics to predict overall job satisfaction for full-time community college faculty. A cross-sectional predictive design was used with secondary analysis of the 2004 National Study of Postsecondary Faculty (NSOPF:04) dataset.

Logistic Regression was utilized to determine predictive ability of the independent variables on overall job satisfaction. Results indicated that faculty were more likely to be satisfied with their work if they were satisfied with their salary, benefits and workload; were satisfied with the teaching support they received from their institutions; and if they perceived that females and minorities were treated fairly by the organization. Conversely, minority faculty were less likely to be satisfied, as were faculty who indicated they would again choose a career in academe if given the choice.

Changes in financial aid policies raise questions about students being asked to pay too much for college and whether parents’ college savings for their children helps reduce the burden on students to pay for college. Using trivariate probit analysis with predicted probabilities, in this exploratory study we find recent changes in the financial aid system place a higher responsibility on African American, Latino/Hispanic, and moderate-income students to pay for college themselves. We also find when parents open a savings account, start a state-sponsored savings plan, or open a college investment fund students are less likely to pay for college with student contributions. Therefore, we suggest in addition to grants and scholarships, policies that encourage accumulation of savings for college among minority and lower income families may help reduce the college cost burden they experience.

We use administrative data from Ireland to study differences in college application behavior between students from disadvantaged versus advantaged high schools. Ireland provides an interesting laboratory for this analysis as applicants provide a preference-ordering of college programs (majors) and marginal applications are costless. Also, college admission depends almost completely on grades in the terminal high school examinations. Thus, we can compare the application choices of students who have equal chances of admission to college programs. Conditional on achievement and college opportunities, we find that students from advantaged high schools are more likely to apply to universities and to more selective college programs. They are also more likely to have preferences that cluster by program selectivity rather than by field of study. Our results suggest that, alongside differences in achievement, differences in college application behavior also cause persons from advantaged high schools to be more likely to enrol in selective colleges and enter more selective programs. Importantly, we find that enrolment gaps for equally qualified applicants are smaller than differences in application behavior; the relatively meritocratic centralized admissions system based on achievement undoes much of the effect of the differences in application behavior.

The role that family communication patterns (FCPs), sex, and Facebook® use play in young adults' decisions to “friend” their parents on Facebook was examined, as well as whether students who friend parents adjust their privacy settings. Results from an online survey of college students (N = 189) indicated that young adults who friend their parents are more likely to be female and report higher conversation FCPs than those who do not friend their parents. In addition, young adults who adjust privacy settings after friending parents (25.3%) update their profiles more often and report lower conversation and higher conformity FCPs than young adults who do not adjust privacy settings.

In order to study the factors promoting and inhibiting transfer and the attainment of the bachelors degree, we conducted telephone interviews with 48 minority students who had received Ford Foundation Upper Division Scholarships between 1971 and 1975 and who had transferred from a two‐year to a four‐year college. Each of the 24 pairs consisted of one bachelors degree recipient and one non‐recipient who were matched according to the following criteria: gender, race/ethnicity, age, parents education and occupation and initial community college major. In high school, the bachelors degree recipients had stronger academic backgrounds than the non‐recipients. In community colleges, the bachelors degree recipients were more likely to see their instructors and counselors as “helpful” and to be members of a campus organization than non‐recipients. In four‐year colleges, the bachelors degree recipients were less likely to have lost credits when they transferred and more likely to belong to student organizations and to see their classmates as “helpful” than non‐recipients. We relate these findings to previous research on the importance of social integration into college life.

Recent empirical work has demonstrated the importance both of educational peer effects and of various factors that affect college choices. We connect these literatures by highlighting a previously unstudied determinant of college choice, namely the college choice made by one's older sibling. Data on 1.6 million sibling pairs of SAT-takers reveals that younger and older siblings’ choices are very closely related. One-fifth of younger siblings enroll in the same college as their older siblings. Compared to their high school classmates of similar academic skill and with observably similar families, younger siblings are about 15–20 percentage points more likely to enroll in 4-year colleges or highly competitive colleges if their older siblings do so first. These findings vary little by family characteristics. Younger siblings are more likely to follow the college choices of their older siblings the more they resemble each other in terms of academic skill, age and gender. We discuss channels through which older siblings’ college choices might causally influence their younger siblings, noting that the facts documented here should prompt further research on the sharing of information and shaping of educational preferences within families.

ABSTRACT

Historically, community colleges and those they serve have been relegated to the margins of academe. Community colleges’ critics argue that students starting at two-year institutions are less likely to earn bachelor’s degrees and have lower student outcomes. This CCJRP Exchange Article draws upon counternarratives in highlighting multiple truths of the community experience through use of scholarly personal narratives (SPN) of those that moved in, through and out the community college to the PhD. The faculty member and doctoral students reflect on how their community college experiences influenced their career trajectories. Further, implications for community college practice, policy, and research are shared as the authors make a case for applying SPN in an effort to see community colleges as sites of deep growth that have lasting effects on the personal and professional lives of their students.

ABSTRACT

One emerging but relatively untapped market of traditional age colleges students is children who have been home schooled. The National Center for Educational Statistics estimated that 1.1 million children were being home schooled in 2006 (Conlin, 2006). This non-empirical paper examines issues related to the home school movement as they apply to colleges and universities hoping to attract these students to their institutions. It explores the unique characteristics of home-schooled students who apply to colleges and universities. Recommendations are made to institutions of higher education for attracting more home-schooled students.

In this study 1,453 Chinese high school and college students’ attitudes toward seeking professional psychological help and factors contributing to attitude differences were examined. Results revealed that Chinese students possessed generally positive attitudes and their attitudes were significantly associated with gender, prior counseling contact and prior knowledge about counseling and psychology. Previous help-seeking behavior for a major problem was predictive of respondent attitudes. Students with a broad range of help-seeking preferences had more positive attitudes than students with a narrower range. Students who sought help from parents or teachers perceived counseling more positively than students not seeking such help; this result was more significant for high school students. College students’ attitudes differed more in the area of whether or not to seek help. In addition, family structure was related to two dimensions of attitudes toward help seeking—interpersonal openness and stigma tolerance, but not to attitudes toward seeking psychological help.

An alarmingly high percentage of recent high school graduates are not prepared to succeed in college-level courses, and the impact of this educational shortcoming is substantial. Underprepared college students incur a monetary cost of enrolling in remedial courses, and states and taxpayers subsidize much of the overall cost of developmental education. In addition, underprepared students are less likely to graduate from college, thus impacting their earning potential and the nation's economic need for a more highly educated workforce. One approach to reducing the need for developmental education is high school bridge programs. These programs, which usually take place on a college campus, provide interventions that help targeted students aspire to, prepare for, and achieve college enrollment. This article reports on the effectiveness of bridge programs at Texas colleges in the summer of 2007; it covers two community college programs that demonstrated the highest pre- to postprogram student achievement gains of the participating institutions. Findings from this study and previous research suggest that effective bridge programs (a) have very strong relationships with their partner school districts; (b) provide professional development to all program staff; (c) conduct preprogram orientation sessions and closing ceremonies; (d) provide bus transportation; (e) involve parents in the program; (f) provide students with labs to support classroom instruction; (g) provide academic advising and other support services; and (h) implement both formative and summative evaluation methods.

In England, parents make “choices” (in reality, “preferences”) for the state-maintained secondary schools they wish their child to attend. If there are more applicants than places, the school's published admissions criteria are used to give priority to applicants. This article examines how school composition in London varies by first comparing schools that are overtly academically selective with those that are nominally “comprehensive” (“all ability”); second, comparing “comprehensive” schools that control their own admissions with those that do not; third, comparing schools with and without selective admissions criteria; and fourth, comparing schools that use religious criteria with those that do not. We find that school compositions vary. Academically selective schools have fewer students from poor households than comprehensive schools in the same area and have fewer Black and more Indian and Chinese/Other Asian students. Comprehensive schools with autonomy over admissions admit higher attaining students and have fewer students from poor households and with special educational needs, and those with selective admissions criteria admit higher performing children. There are fewer Bangladeshi/Pakistani students and more Black students in schools with a religious character than in those without. Although a range of factors are likely to play a role in explaining the variation in school composition, the evidence suggests that there is “selecting in” and “selecting out” of more desirable students by some schools. Implications for policy are highlighted.
