运用空间计量经济学方法对中国省域R&D溢出的空间模式进行实证分析,结果发现省域R&D知识生产存在空间依赖性,R&D知识溢出是有界的。空间滞后模型说明在其他条件不变的前提下,来自邻近地区的专利每增加1%,本地区专利产出平均增加约0.22%。同时,通过研究分析来自邻近地区的研究与发展的努力对当地知识生产的影响,发现创新活动是随着距离而衰减的。  相似文献

We investigate the impact of knowledge spillovers and R&D cooperation on innovation activities in three German regions. We begin by estimating the knowledge-production function in order to test for interregional difference with regard to the efficiency of innovation activities. In a second step, we analyze the contribution of spillovers from R&D effort of other private firms and of public research institutions to explain these differences. The inclusion of variables for R&D cooperation in the model indicates that R&D cooperation is only of relatively minor importance as a medium for knowledge spillover.  相似文献

China has become a hot spot of R&D internationalization and a growing number of Taiwan-based firms have indeed set up R&D units in China. Taking into account China's substantial regional variations in economic development, innovation capacity, and knowledge productivity, such notions as regional innovation system (RIS) and local innovative milieu may become more relevant to the study on relationships between China and its inward R&D internationalization. Therefore, the key issue for this paper is what locational advantages of an RIS within a host country affect the network linkages and networking strategy of multinational corporations’ (MNCs’) offshore R&D units. The paper aims to enrich the current understanding of R&D internationalization in several ways. First, the paper attempts to examine the R&D networking underlying R&D internationalization by Taiwan-based firms in China, with particular reference to the sub-national level inside China. Second, the paper tries to establish a link between the literature of R&D internationalization and that of RIS, with a modified version of Dunning's eclectic paradigm. Efforts are made to map the relationship between foreign subsidiaries’ local R&D networks and their host RISs inside China. Third, the paper takes advantage of a government databank to adopt a quantitative approach, the Seemingly Unrelated Bivariate Probit Regression model, with foreign subsidiaries as the unit of analysis, to highlight the role played by some aspects of the RIS in determining the local R&D networking of Taiwanese subsidiaries in China. Our evident shows that MNCs’ offshore R&D units that purse home-based technology exploitation strategy, the mainstream strategy regarding the developing host country, tend to be located in a host region with a strong knowledge application and exploitation subsystem, while an RIS with a strong knowledge generation and diffusion subsystem, within such a developing country as China, may induce MNCs’ local R&D units to pursue home-base technology augmenting strategy. On balance, not only the location choice but also the local R&D linkages of MNCs’ offshore subsidiaries are related to appropriate fits between the RIS and the subsidiaries’ innovation network inside the host country.  相似文献

Based on a spatial extension of an R&D investment model, this paper measures the macroeconomic impact of the French R&D policy mix on business R&D using regional data. Our measure takes into account not only the direct effect of policies but also indirect effects generated by the existence of spatial interaction between regions. Using a unique database containing information on the levels of various R&D policy instruments received by firms in French NUTS3 regions over the period 2001–2011, our estimates of a spatial Durbin model with structural breaks and fixed effects reveal the existence of a negative spatial dependence among R&D investments in regions. In this context, while a-spatial estimates would conclude that all instruments have a crowding-in effect, we show that national subsidies are the only instrument that is able to generate significant crowding-in effects. On the contrary, it seems that the design, size and spatial allocation of funds from the other instruments (tax credits, local subsidies, European subsidies) lead them to act (in the French context) as beggar-thy-neighbor policies.  相似文献

The scope of this paper is to report new empirical evidence on the determinants of R&D co-operation. Indeed, the literature on the capabilities of firms emphasises the role of knowledge in the performance and evolution of firms who use knowledge developed in others to build their own knowledge capital. R&D co-operation between firms is one of the many strategies by which this knowledge may be transmitted. Several theoretical models have stressed that R&D co-operation is more likely when the level of spillovers is high. While this supposition is used in many theoretical models, it has rarely been tested before. Our results do not lend strong support to this intuition. Indeed, our spillover variables (national pure spillovers, national rent spillovers and imports of machine tools), which were supposed to match the theoretical notion of spillovers used in these theoretical models have a positive but not a significant role when explaining R&D co-operation. The R&D co-operation increases with size and with R&D intensity, but not with market share. It also increases with the budget spent on paying license fees and on acquiring patents and labour from foreign firms. In this study, we also analyse the determinants of innovation. In more precise terms, we compare the effects of R&D co-operation to those played by traditional internal factors and those exerted by external, pure and rent spillovers on the innovation capacity of the firms. Our results show that the commercial success of innovations of French firms depends mainly on size, market share, R&D intensity and human capital. Inward FDI from industrialised countries exerts a positive and significant effect. The finding highlights the important role of the absorptive capacity of firms. Spillover measurements, such as the acquisition of machine tools, foreign patents, licenses, and technological opportunities have a positive impact on innovation.  相似文献

The explanation of different levels of innovation and their spatial distribution represents the central focus of the analysis. The empirical literature documents the incidence of spatial autocorrelation in patenting activities and interprets them as evidence for knowledge spillovers. Alternatively, the authors propose the spatial pattern of input variables in innovation processes as driving forces of patenting autocorrelation. They analyze 51 Nuts 1 regions in Europe and find that the high degree of spatial autocorrelation exhibited by patent applications can be explained comprehensively by the spatial location of the input factors in the knowledge production function. These are traditional indicators on R&D investments and human capital from Eurostat and proxy variables on social capital from the European Values Study. This finding has important implications for the scope of an autonomous regional innovation policy.  相似文献

We model how R&D enters the innovation system in four ways (intramural, extramural, cooperative, and spillover). Despite measuring three different spillovers together, for a very large sample of European enterprises we conclude that the productivity effects of spillovers were at best smaller than intramural R&D productivity effects. We also find that building on the greater skills and experience of enterprises already undertaking R&D (intensity) raised labour productivity more than providing support for those beginning R&D (extensity). Optimal extramural R&D intensity was higher than the actual level; sample firms could boost productivity either by abandoning extramural R&D or by doing much more. There were substantial differences in our sample between enterprises and countries in terms of R&D spillovers. Greater multinational corporation incidence in new EU members accounted for these countries' high direct R&D intensity productivity, regardless of their generally low overall labour productivity. Absorptive capacity made little difference to the utilisation of spillovers.  相似文献

Regional innovation in Europe is analyzed with Fuzzy-set Qualitative Comparative Analysis, distinguishing between different economic development level categories and between innovation performance groups within each category. Different mechanisms were identified based on varying conjunctions of business and public sector R&D, spatial proximity to external R&D, networks of collaborations, tolerance and inclusion, and human capital. More developed regions present four main mechanisms that lead to regional innovation. Namely, a technologically driven mechanism, a business R&D driven technological mechanism, a mechanism driven primarily by internal R&D competencies and tolerance and inclusion, and a general path to regional innovation, supporting a public R&D driven technological mechanism. When the analysis focuses on moderate innovators, the absence of skilled human capital is added as a relevant condition owing primarily to the lack of technological and technical skills in some regions. For lagging regions, the relevant innovation definition excludes patenting as these regions focus on ‘softer’ innovation aspects than technological innovation. Innovation in lagging regions is primarily driven by public R&D supported by tolerance and inclusion or by networks of collaboration. The latter might work as a condition compensating for -often unfavorable- geography.  相似文献

Global productivity growth has either stagnated or declined, despite continued technological innovations with the rise of knowledge-intensive intangibles that arise from the growth of knowledge stock (R&D activities). Understanding the root causes of this paradox in the context of growing economies requires an investigation of whether local knowledge diffusion can explain firm-level productivity differences, including key constraining factors like sources of financing or corporate governance structure. Using financial data of 7970 Indian firms over a 20-year period and clustering firms across industries, we assess the impact of R&D stock that is external to the firm through estimating both within (intra) and between (inter) industry spillovers. We find that both R&D and non-R&D-performing firms benefit from ‘between industry’ spillovers. We further show that firms with better access to finance achieve higher productivity, not only through their own R&D capital stock but also via both types of industry-level knowledge spillover. We allow for the two key sources of international spillovers namely import intensity and FDI. While import-intensive firms experience lower productivity, FDI mitigates this adverse productivity effect across knowledge-intensive exporting firms. The paper concludes that financially unconstrained firms and firms with greater corporate board connectedness derive positive industry-level spillover effects, reflecting intra- and inter-industry as domestic spillover or local value-chain effect in the literature on technological innovation.  相似文献

This paper investigates domestic and foreign innovating firms’ determinants of R&D collaboration with domestic universities and public knowledge institutes in Finland and the Netherlands. We put particular emphasis on the impact of incoming academic spillovers on the probability to co-operate with these public R&D institutes.Based on data from Community Innovation Surveys we find that foreign firms in the Netherlands are less likely to co-operate with domestic public knowledge institutions than domestic firms, while in Finland no significant difference can be detected. Another result is that incoming knowledge spillovers are an important determinant for R&D collaboration with domestic public knowledge institutions in both countries. In case of foreign firms in Finland, incoming knowledge spillovers affect the probability to co-operate with public knowledge institutions more positively compared to domestic firms. For the Netherlands no substantial difference could be found in this respect. Further, innovating firms in Finland that require academic or basic knowledge do not co-operate significantly more with public knowledge institutions than those that need applied knowledge. At the same time they are willing to share knowledge with public R&D partners. In the Netherlands innovating firms that require relatively more basic than applied knowledge, increase the probability of co-operation with Dutch universities and public knowledge institutions but there is reluctance to share proprietary knowledge with public R&D partners. For both countries no significant difference between foreign and domestic firms with regard to academic knowledge requirements could be found. This raises the issue whether Finnish innovation policies with a strong focus on R&D co-operation provide incentives for strategic behaviour by domestic public partners to put more emphasis on applied research.  相似文献

This paper argues that spatial proximity plays a role in determining the propensity of firms to engage in R&D alliances. Drawing from economic geography, network theory and innovation theory, we discuss how prior collocation can affect the propensity to engage in R&D alliances, arguing that alliances can act both as a substitute and as a complement to collocation. Using a novel dataset matching alliances and patent data for the European ICT industry, we show that alliances are complementary to prior collocation (at both national and sub-national regional level) of firm’s R&D labs. In such an intra-industry, oligopolistic scenario, firms strategically use R&D alliances as a means to limit knowledge flows and protect competences, rather than to promote knowledge flows. Furthermore, while a common institutional context is important to promote collaboration, because of the high level of R&D internationalisation as well as the complex social networks within an oligopolistic industry, national institutional contexts are less relevant.  相似文献

The question this article addresses is, how far from its optimal level can an innovation policy be implemented at, yet still improve social welfare relative to the laissez-faire outcome? The concern for policymakers is that even an intervention which enhances welfare if set at its optimal magnitude might actually make matters worse if implemented to the wrong degree. Understanding the performance of suboptimal policy levels is practically important, since the complexity and uncertainty of innovation make optimal policy magnitudes elusive in the real world. The model developed herein to investigate this issue is an R&D rivalry game where firms invest in R&D, then engage in Cournot competition. A policymaker seeks to improve welfare by choosing the levels of an R&D subsidy and consumer price subsidy. Results show that the welfare improvement window, defined as the set of all policy levels that improve social welfare, can be worryingly narrow. However, certain features of an innovation process and market lead to wider welfare improvement windows, such as stronger spillovers and moderately costly R&D. Policymakers stand a better chance of improving social welfare by intervening where these features are present.  相似文献

This paper draws on the knowledge-base implicit in ex post evaluations of publicly funded R&D and other related conceptual and empirical studies to suggest a framework for the ex ante evaluation of the regional benefits from R&D projects. The framework developed comprises two main elements: an inventory of the global private and social benefits which might result from any R&D project; and, an assessment of the share of these global benefits which might accrue to a host region, taking into account the characteristics of the R&D project and the region’s innovation system.The inventory of global benefits separately identifies private and social benefits and distinguishes between increments to public and private knowledge stocks, benefits to R&D productivity and benefits from commercialisation. Potential market and ‘pure’ knowledge spillovers are also considered separately. The paper concludes with the application of the framework to two illustrative case studies.  相似文献

运用空间计量经济学的空间变系数回归模型--地理加权回归模型,在全国31个省级区域创新系统的大背景下,着重对首都区域创新及其影响因素进行了空间计量经济分析。全域估计结果发现:中国31个省域创新能力的贡献主要是由企业研发投入实现,大学研发对区域创新能力没有明显的贡献,大学研发与企业研发的结合也没有对区域创新表现出显著的作用。局域地理加权回归计量分析结果显示:首都地区的企业研发能力和人力资本对首都区域创新能力具有正向促进作用,首都强大的研发成果没能近距离扩散,对首都创新能力的形成没有提供应有的贡献。寻求建立大学研发与企业研发之间的技术转移渠道及相互作用机制是目前首都地区大学、企业研发与区域创新联动面临的一个关键问题。  相似文献

This paper analyses the impact of technological diversity on innovative activity at the firm level. The empirical study on a panel of European R&D active companies shows that both R&D intensity and patents increase with the degree of technological diversification of the firm. Possible explanations are that, on the one hand, a firm that diversifies its technology can receive more spillovers from other (related) technological fields. On the other hand, diversification can reduce the risk from technological investments and it creates incentives to spend more on R&D. The paper provides empirical evidence relevant to the diversity-specialization innovation debate.  相似文献

Large multinational firms are the drivers for the globalization of R&D and innovation activities. There was a strong movement to establish a transnational configuration of R&D between 1985 and 1995. In recent years, however, R&D strategies and international location decisions have changed substantially. This paper is based on an in-depth analysis of R&D internationalization in 21 large corporations in Europe, Japan and the US. Our findings suggest that transnational corporations have tended to consolidate and streamline their organizations since the mid-1990s. Distributed R&D activities and globally-dispersed innovation processes have resulted in overly complex and unmanageable organizational architectures. This has induced firms to search for `leaner' and more effective types of managing their international portfolio of innovation activities. We learned that the spatial distribution of learning and R&D performing activities is something different than the spatial distribution of coordination and control. Many companies in our sample have adapted a strategy of multiple centers of learning with one dominant center of coordination. A framework is developed to serve as a basis for analyzing different patterns of internationalization of R&D and innovation, and for assessing the appropriate mechanisms to coordinate and control an international network of technological competence centers.  相似文献

This paper investigates the impact of returnee entrepreneurs and their knowledge spillovers on innovation in high-tech firms in China. Using panel data for 1318 high-tech firms in Beijing Zhongguancun Science Park (ZSP) we find that returnee entrepreneurs create a significant spillover effect that promotes innovation in other local high-tech firms. The extent of this spillover effect is positively moderated by the non-returnee firm's absorptive capacity approximated by the skill level of employees. Multinational enterprises’ R&D activities positively affect the innovation intensity of non-returnee firms only when these local firms possess the sufficient level of absorptive capacity. Our findings have important implications for policy-makers and practitioners.  相似文献

This paper explores the determinants of R&D cooperation in Japanese start-ups. Using a sample from an original survey conducted in 2008, we examine the effects of founder-, firm-, and industry-specific characteristics on R&D cooperation by type of partners. Our findings indicate that founder-specific characteristics such as educational background, prior innovation output, and affiliation to academic associations are fairly important in determining R&D cooperation with academic institutes (universities and public research institutes). We also provide evidence that founders’ prior innovation output and work experience have positive and significant effects on R&D cooperation with business partners. With respect to firm-specific characteristics, it is found that firms investing more in R&D tend to engage in R&D cooperation, regardless of the type of partners. Furthermore, it is found that independent firms are less likely to cooperate in R&D with academic institutes than subsidiaries and affiliated firms.  相似文献
