Increasingly, federal government departments in Canada are publishing and disseminating official information in electronic form. A survey of all full and selective depository libraries in the Canadian Depository Services Program was undertaken to determine the extent to which those libraries are prepared for the shift to electronic formats. Findings reported in the article show that academic and government libraries are better positioned than public libraries to provide service. Academic and government libraries have access to greater numbers of more powerful personal computers, better printers, and higher speed connections to the Internet. The imposition of fees for service is seen to be an important issue. Public libraries comprise the largest single sector of libraries among depositories, and yet, their users are significantly disadvantaged in accessing government information by means of the new technologies.  相似文献

Do public federal depository libraries located in private colleges have paradoxical characteristics? Private academe may have an aura of exclusivity, but federal depository library status ensures that the public has access to government materials. In the first segment of this two-part study, general depository and institutional characteristics are profiled. Comparisons are made between public and private academic depositories and depositories as a whole. Most private academic depositories are located in religiously affiliated small colleges with higher than average tuitions. Due to the small size of many private academic depositories, many may rely on the larger public institutions. Although the average GPO item selection for private academe is far less than the average public academic counterpart, if item selection is compared to student enrollment, private depositories select more than their share. This study reports on a nationwide unobtrusive evaluation of government documents reference service at public and academic depository libraries in Canada. Fifteen questions dealing with subject matter from both the legislative and executive branches of government were asked 488 times at 104 depository libraries in 30 census metropolitan areas. Overall, depository library staff members provided complete answers to questions 29.3% of the time. When complete and partially complete answers are counted together, the success rate climbs to 42.4%. Academic full depositories achieved the highest rate of success, followed by public full depositories. In-person questions were answered more successfully than phone questions. Print materials were by far the largest single source used (45.7%) to answer questions. When print alone was used, complete answers to the test questions were found only 39.9% of the time. When World Wide Web sources alone were used, the complete answer rate was 60.7%. To improve service, extensive and periodic staff training may be needed about the structures and functions of both the legislative and executive branches of government. Staff members need to know what programs are available and who is responsible for which program in the federal government.  相似文献

In Ohio, the space needs of campus libraries are changing just as book depositories are filling up. In response to this situation, the university libraries are re-examining the depositories to see if the space can be used even more efficiently, the funding distributed more predictably, and the services standardized and expanded. The Northeastern Ohio Cooperative Regional Library Depository has a plan to rethink the space in the depository, redefine the collection housed there in terms of ownership and access, and to repurpose the depository from a warehouse model to a service-centered model. The Northeastern Ohio Regional Library Depository plan and its anticipated role in changing the way that contributing libraries statewide assess depository collections and provide for access to those collections is the focus of this paper.  相似文献

Some of the recent literature discussing the problems of the U.S. federal depository library system is reviewed. Various suggestions for fixing the system are noted and further suggestions advanced. The suggestions in this paper are (1) decrease the size of the List of Classes, (2) open the depository system to more public libraries, and (3) end the requirement that regional depositories keep all material forever.  相似文献

Access to government information is a fundamental principle of American democracy. The federal depository program is one of the main ways in which government information is distributed to the public. The United States Federal Depository Library Program (FDLP) is a government mandated program that distributes government information to the populace through designated “depository” libraries. From the 1970s until today, due to advancing technology, government documents librarianship has undergone several transformative changes. Beginning with distribution of government information on microfilm through the appearance of electronic information in the 1980s exponentially increased the amount of information available to users, information that often came with a large learning curve to use. The proliferation of government information transformed government documents librarianship from a self-contained, stand-alone, bibliographically focused entity to a more forward-facing, user-centric focus.The depository community is largely led by academic institutions, which account for 72% of depositories. They have lobbied the FDLP for increased access, better training, improvements in delivery, and assurances that electronic information would be found, captured, and preserved. In addition, their efforts have ensured digitization of the historic print depository collection is largely complete. However, until federal statutory legislation changes, significant amounts of born-digital government information is being lost to time.  相似文献

Service to the state is one of the core principles of the land-grant mission. This concept of service is also fundamental to a significant number of outreach activities in academic health sciences libraries, particularly those libraries affiliated with the public land-grant universities. The Dana Medical Library at the University of Vermont has a lengthy tradition of outreach to health care providers and health care consumers of the State of Vermont. Building on the foundation of the land-grant institution-which grew out of federal legislation introduced in the mid nineteenth century by Justin Morrill, Vermont's congressional representative--the Dana Medical Library has based its outreach activities on its dedication of service to the state in the promotion of healthy citizens through information dissemination in support of health care delivery. Reengineering library services designed to meet the specific information needs of its diverse clientele, partnering with disparate health care organizations, and relying on fees for service to expand its outreach activities, the Dana Medical Library has redefined the concept of health information outreach for the new millennium.  相似文献

As the Federal Depository Library Program moves toward the increased utilization of electronic technologies to meet the government information needs of the public, libraries must plan how to best take advantage of local, state, and regional resources to make this transition successful. This paper suggests that depository libraries should begin immediately a planning process to develop state or regional service strategies for electronic government information and outlines the steps to develop such plans.  相似文献

According to U.S. Vice President Albert Gore’s From Red Tape to Results: Creating A Government That Works Better & Costs Less, the way to cut expenses in the United States government is to establish service standards for federal agencies that deal with customers. Surveying customers was one of the steps to reach this goal. With this in mind, MetroDocs, an organization of the metropolitan Oklahoma City depository libraries, formed a committee to establish service standards for the Oklahoma depository libraries. The libraries conducted a survey, the results of which revealed that customers were generally happy with the libraries’ services, but that there was still room for improvement. This survey inaugurated MetroDocs’ quest for service standards.  相似文献

This article reports the results of a study done of the item selection patterns of selective federal depositories in academic law libraries. Previously published core lists of documents for law school collections are reviewed, and the issue of a minimum percentage requirement for selection is clarified. The current study proposes a new list, one derived from research using data from the GPO Automated Item Number File. A magnetic tape of the item selections for the 143 law school libraries with depository status as of May 1983 was obtained by the author from the Government Printing Office. The tape was reformatted to show the number of libraries selecting each item. A list was then created of the 200 item numbers that appeared most frequently, and these were matched with SuDocs numbers using the List of Classes. The result is a core list of titles selected by three-fourths or more of the libraries. This list of basic titles is analyzed. Also discussed are the types of documents which appear on a list of 200 infrequently-selected item numbers (selected by 10 or 11 percent of the libraries), though the list is not reproduced here. It was found that over two-thirds of the available item numbers are selected by less than 10 percent of the libraries. Results of this research can serve as a guide to law-related documents perceived to be most useful for law school depository librarians.  相似文献

Abstract

Over the last ten years the Government Printing Office has made a massive shift from print to electronic media as the preferred distribution medium for government documents. Federal agencies over the same period have created large numbers of electronic records that require long-term preservation under the law. This article examines how the National Archives and the Government Printing Office are responding to the technical, financial, legal, and political challenges of providing permanent public access to electronic government information. NARA efforts to collect, appraise, and preserve records following the mandates of the courts in the wake of the PROFS litigation in Armstrong v. Executive Office of the President are discussed. The work of the GPO to develop an electronic archive and develop electronic partnerships with depository libraries and federal agencies is also examined.  相似文献

Many librarians affiliated with regional depositories are concerned about the ability of their libraries to receive, process, store, and service all the titles and series available on deposit from the Government Printing Office. Some of them have even questioned whether their library can maintain regional status and fulfill all the service elements specified in the Guidelines for the Depository Library System (1977). As this article demonstrates, regional librarians supported the concept of state plans because they believed that this process offered an excellent means to address their concerns. However, in only a few instances have the plans fulfilled the purpose which regional staff envisioned. Nonetheless, the foundation which they laid, if pursued and if the basic documentation underlying the depository program are rewritten, could lead to the type of changes sought by regional libraries.  相似文献

The Internet brings the best and the worst into depository libraries in terms of Web sites and patron behavior. Acceptable Use Policies were created to help deal with the problems associated with Internet access, but have not stopped the abuse of library resources or staff. As members of larger communities, depository libraries have various options for dealing with unacceptable user behavior. This article looks at some of the problems that depositories are dealing with and the laws that effect them. Some problems may be better solved through nonlibrary agencies and offices. In some cases community laws and ordinances may take precedence over library policies, as in the case of child pornography.  相似文献

In 2011, the Northeastern Ohio Cooperative Regional Library Depository completed a pilot project that created a shared catalog for depository holdings. The project, coordinated by the Northeastern Ohio Cooperative Regional Library Depository Implementation Group, has paved the way for the remaining four Ohio depositories to contribute their depository holdings to the shared catalog. This paper describes the motivation for the project and the planning, implementation, and impact of a shared catalog on depository workflow and service at the Northeast Ohio Regional Depository. It also highlights implications for the improved storage capacity through statewide deduplication projects.  相似文献

A representative sample of 300 printed monographs and analyzed serials distributed to depository libraries was searched in the OCLC online system to determine when, how, and by whom depository documents are likely to be cataloged. Particular attention was paid to differences between dates of distribution and cataloging for sales publications, for all titles cataloged by the Government Printing Office, and for those cataloged by the Library of Congress. Patterns relating to document distribution as well as to cataloging practices were discernible from survey results and are presented here. Major findings may be summarized as follows: 1) not all depository monographs are cataloged by the Government Printing Office; 2) sales publications are cataloged quickly, often before distribution by GPO; 3) the quality of cataloging records for depository documents available on OCLC is generally high; 4) the Library of Congress catalogs relatively few depository documents and is comparatively slow to do so; and 5) many different types of OCLC member libraries catalog federal depository documents, often before GPO does. The article concludes with a discussion of implications for future changes in documents cataloging policies among depository libraries, and argues for greater inclusion of documents records in the many online, public-access catalogs currently being planned or used.  相似文献

How do the librarians in the Federal Depository Library Program (FDLP) plan to perform a role in the electronic environment? Depository librarians must meet the challenge of changing how they think about government information libraries and their mission in order to provide citizen access services in an electronic environment. The new mission is to connect the user with information at the time of need, to instruct citizens in gaining access to government information, and to develop networking applications and programs that will help to put valuable content in the information infrastructure. If the FDLP and depository libraries are to prepare to perform that role, librarians need to take stock of their technological environment, deal with the political realities, and be critical of FDLP ideals that have taken on mythological proportions. A framework for the future of the FDLP can be built if depository librarians take advantage of the new communication technology. Depository librarians can use this technology to develop partnerships and networks of depository libraries, government agencies, commercial publishers, organizations of information professionals, and citizens. In turn, depository librarians could form the virtual associations needed to develop new dissemination programs; create user interface software; consolidate lobbying efforts to develop a nationwide electronic information policy; and provide community information networks with national links. Finally, communications technology could enable depository librarians to form a consortium of depository libraries to manage a government information dissemination library program.  相似文献

For more than a century, federal depository libraries and the Government Printing Office (GPO) have acted as partners to provide permanent access to government information in tangible media. These partnerships have evolved in the last few years. Built on a century of tradition, new partnerships offer permanent access to electronic files of federal agencies published in nontangible media. This article describes one partnership to store and provide access to the electronic files of agencies that have ceased operation. As the only Web contact for an agency, unique challenges arose when historical publications were frequently requested. Digitized historical publications, bibliographies, and an agency history enhance services for researchers.  相似文献

During the 1990s the Federal Depository Library Program (FDLP) has undergone a transition from collections comprised exclusively of tangible print on paper or fiche publications to a mix of print and electronic materials. This article examines the impact of this transition on depository library operations—both collections and services—at the turn of the millennium. The discussion of reference service on depository materials is considered within the context of G. K. Zipf’s law, that is, people will tend to seek the path of least effort in gathering information. Given this tendency, the extensive use of the Web to deliver electronic depository materials redirects depository library users away from depository shelves to Web workstations, and leads depository librarians to build Web pages to direct their patrons. The conclusion is that for depository libraries the new collection mix poses a management paradox—the FDLP receives thousands of tangible documents each year, yet it must maintain new services for patrons turning increasingly to Web-based resources.  相似文献
