The Fraunhofer-Institut für Systemtechnik und Innovationsforschung (ISI) is at present engaged in evaluating a number of technology policy programs designed to promote research, development and innovation in small and medium-sized firms. These studies try to determine the extent to which these programmes have an impact upon the innovative activities of firms. In this connection, it was also attempted to measure the innovation output. The level of innovation of a firm is innovation ouput. The level of innovation of a firm is procedure involves a number of problems (self-assessment of firms in view of insufficient market transparency, distortion due to self-portraits reflecting the firms' own interests). We tried to mitigate such distortions by two approaches. Firstly, firms were asked for their technologically new products, the term “new” being applied (a) to the firm and (b) to the areas of product application. As a result of this two-tier procedure, firms supplied rather realistic answers. Secondly, supplementary questions were asked about sales figures, the competitive technological situation (nationally and internationally), expenditure on R&D, patents, stages of innovation, aims of innovation, etc.The paper presents the results obtained to date on the innovation output of firms within the framework of an evaluation of the largest programme at present devoted to promoting R&D and innovation in small and medium-sized firms . The results are based on a representative sample of approximately 4,500 small and medium-sized firms (up to 1,00 employees) with R&D activities in the Federal Republic of Germany.

Government R&D programs are intended to assist in the commercialization of technology and provide for the greater public good. Among the primary instruments for this type of government action are competitive grants for small, high-tech businesses. However, there is a perception among scholars and administrators that a small number of firms receive a large number of awards without furthering government objectives. The term mill is a less than complimentary term used to reference a firm that receives multiple government R&D awards. The criticism is based on a belief that this group of firms do not advance innovative technologies and do not serve the needs of the awarding agency. As a result, there are attempts to limit the number of awards that firms receive, with limited consideration of the firms themselves and the role they play in the larger innovation system. We specifically examine the U.S. Small Business Innovation Research (SBIR) program, focusing on a group of firms at the extreme tail of the distribution of awards. We consider the business model employed by these firms, their patenting and licensing behavior, and the products they introduce to the market. We also consider their impacts as incubators of spinoff firms, research environments that augment human capital, and suppliers to government through procurement.

R&D consortia have been regarded as an effective means of promoting innovation. Several R&D consortia obtain public financial support, which may affect their governance structure and performance. This study investigates the governance mechanisms of publicly funded R&D consortia and their effects on innovation performance. Few studies have empirically addressed the effect of project monitoring by the government or the role of project leadership in R&D consortia. Focusing on a major support program for R&D consortia in Japan and using a sample of 251 firms that participated in publicly funded R&D consortia from 2004 to 2009, we empirically confirm that to enhance firms’ innovation performance, both project leadership as internal discipline and government monitoring as external discipline matter. Our results show that project leadership directly improves firms’ innovation performance, while firms’ commitment indirectly affects performance. Project leadership and government monitoring also promote commitment. Furthermore, both factors are complementary: consortia members are more willing to accept a project leader’s coordination under stricter government monitoring.

Recent studies have advocated different technological innovation capabilities (TICs) and discussed their impact on a firm’s competitive performance. This paper introduces a study framework of innovation audit and examines the relevance of seven TICs to building and sustaining the competitiveness of Chinese firms. Empirical data was acquired through a recent study of 213 Chinese firms in Beijing, China. Regression analysis was employed to examine the correlation between TICs and innovation rate, sales growth, and product competitiveness among these firms. The findings verify that R&D and resources allocation capabilities are the two most important TICs. A strong R&D capability could safeguard innovation rate and product competitiveness in large and medium-sized firms, whereas a resources allocation capability would enhance the sales growth in small firms. However, the impact of learning and organising capabilities on a firm’s innovation performance has yet to be investigated. The findings of this paper suggest that Chinese firms should consider a more balanced focus on their TICs’ harmonising enhancement. In order to maintain their sustainable development, effectively plan and implement their innovation strategies as well as enhance their whole innovation capability, Chinese firms should closely relate their TICs to the formulation of technology strategy and harmonisation of innovation and R&D activities.

The paper illustrates the present status and the problems of impact research through an impact research study of the program of funding research and development personnel in small and meduim-sized firms launched by the German Federal Government. This impact analysis study is one of the first of its kind to be conducted in technology policy in the Federal Republic of Germany. It is mainly devoted to the following problems: acceptance by the firms involved of the funding program; relevance of the program to internal decision-making processes; quantitative and qualitative effects on R&D personnel and R&D activities; impact on the innovation activities of firms; efficient implementation and management of the program. Impact analyses need to go beyond the framework of a shallow technocratic incidence analysis studying only effects the funding program is assumed to have. Such solidly based impact analysis is possible only if also the basic aspects underlying the funding programs can be reviewed critically and verified empirically. The practical implementation of this criterion is demonstrated by studying the effects of the funding measure on the innovative activities of firms. Typical problems associated with impact anayses are insufficient access to the data required, shortcomings in the evolution of theories and the development of methods, weaknesses inherent in the formation of indicators on a sound theoretical basis and with a sufficient degree of operationalization. It is shown how far these problems make themselves felt, and are partly overcome, in this impact analysis. In particular, the early inclusion of evaluation aspects in the conceptual phase of the funding program has established comparatively favorable conditions for this impact analysis.

Research and development (R&D) is often essential for firms’ profitability and growth. At the same time, R&D is long-term and risky. We show that innovation activities lead to information ambiguity about the future value of firms’ assets. This effect appears to be more pronounced for small and less reputed firms. Information ambiguity further lowers firms’ market value and, in particular, the market value of innovative assets. We further show that high quality patents mitigate the negative effect of information ambiguity to some extent.

We examine the determinants of firms’ innovation success, using the firm-level data from the Japanese National Innovation Survey. We focus on the relationship between organizational and human resource management practices for research and development (R&D) and product/process innovation. We find that interdivisional cooperation/teams and the creation/relocation/integration of R&D centers are positively associated with both product and process innovation. Having board members with an R&D background is positively associated with product innovation, implying that top-down R&D decision-making may be important for firms to introduce new products. Among the factors examined, personnel assessment reflecting R&D outcomes appears to have an especially strong relationship with product innovation. Moreover, the positive relationship between the creation/relocation/integration of R&D centers and innovation success suggests that drastic organizational changes can work as a clear signal of firms’ determination to pursue an innovation-oriented strategy and help to accelerate innovation success.

UK Research Councils (UKRCs) spend around £3bn pa supporting R&D and innovation. We provide a comprehensive assessment of these grants on the performance of participating UK firms, using data on all projects funded by UKRCs over the 2004–2016 period and applying a propensity score matching approach. We exploit the richness of the data available in the Gateway to Research database by investigating the heterogeneous effect of these projects across several novel directions which have not been explored before. We find a positive effect on the employment and turnover growth of participating firms, both in the short and in the medium term. Exploring impacts across different types of firms we find stronger performance impacts for firms in R&D intensive industries and for smaller and less productive firms. We also consider how impacts vary depending on the characteristics of the funded research projects in terms of partners characteristics, receipt of other research grants and grant value. Finally, we focus on the different sources of grants, analysing in particular the evolution in the funding strategy of Innovate UK. Our results have implications for the extent and targeting of future Research Council funding both in the UK and elsewhere.

In recent decades, with the rapid development of the knowledge economy and science, countries have embraced technical innovation and have gradually increased investment in research and development (R&D). A vast literature indicates that the relationship between R&D and firm performance is highly complex. The evidence suggests that R&D positively influences firm performance, yet findings on the process by which this happens are mixed. Rigorous analyses are required on how R&D investments affect energy consumption. This study explores the impact of R&D investment on the performance and energy consumption of 476 firms in Ethiopia by employing a combination of fixed-effect, propensity score matching, and endogenous treatment effect estimation methods. The empirical results reveal that investment in R&D positively influences both innovation and long-term financial performance but negatively impacts short-term financial performance and energy consumption. The results also show that the impacts of R&D activities vary significantly across different categories of firms, confirming that heterogeneity may be an issue among the firms considered. The results also indicate that the availability of credit is a more important moderating factor in the relationship between R&D investment and firm performance than the legal system is. These results have important implications for firms with growing R&D operations, especially those in developing countries such as Ethiopia. Ethiopian firms should invest more in R&D activities, such as in fundamental and applied research, to improve performance and enhance competitiveness.

In this paper we use a sample of Spanish innovative firms to identify the determinants of R&D cooperation agreements between five types of partners: firms that belong to the same group; customers and suppliers; competitors; universities; public research centres. We focus on the determinants of R&D cooperation between innovative firms and universities. We used the Spanish version of the Community Innovation Survey (CIS-3) to obtain data about the R&D cooperation of 4150 innovative firms in Spain. To obtain empirical evidence about the determinants of this cooperation, we adopted an integrated approach that enables us to compare the effects of sectorial and individual determinants on the choice of partners. Our results show that a firm's cooperation activities are closely linked to the characteristics of the industry and the characteristics of the firm. These include R&D intensity, size, whether the firm belongs to a group, product and process innovation, and access to public funds for R&D activities. Internal R&D and agreements with customers, suppliers and competitor partners also increase firm's propensity for R&D cooperation with universities.

Tax incentives and direct funding are two different public support instruments used to facilitate the formation and growth of firms. Limited empirical evidence has compared the effectiveness of two different policies and their interactions for firms. In this paper, we investigate the main and interaction effects of these interventions on high-tech firms. Since large and small firms innovate in different ways, we compare the use of both incentives by Iranian high-tech SMEs and large firms through a factorial design technique. This paper presents significant differences both across instruments and across firm size. Results show that for SMEs, tax exemption has a significant effect on R&D investment, and funding has a significant effect on R&D investment, R&D employees, and new products. However, there aren't any interaction effects between instruments. For large firms, funding is an effective instrument for R&D investment. Also, there is an interaction effect between tax incentives and direct funding on new products. These findings indicate that funding is a more effective instrument than tax exemption, especially for SMEs, but suggest some changes in supporting policies of high-tech firms in Iran.

This paper aims to analyse the risk of intellectual property (IP) infringements by competitors from abroad and in particular to consider whether this risk is higher for international innovating firms. We distinguish three different types of IP infringements from abroad: the usage of firms’ technical inventions, product piracy, and copying of corporate names and designs. Our analysis rests on the German data from the Europe-wide Community Innovation Survey (CIS). We use a unique data set of about 900 observations, which are retrieved from two survey waves. While the earlier wave contains information about international and domestic innovation activities, the later wave reports IP infringements. In a second analysis, the likelihood of infringements from innovation host countries and no-innovation host countries abroad is examined. Before the empirical analysis, an exploratory study was carried out in China with interviews of German firms with innovation activities in China and with a legal advisor for small and medium-sized German enterprises. The results show that firms with international R&D activities are increasing their chances of losing technological knowledge to their local competitors abroad. R&D activities in countries with weak intellectual property rights increase the risk for all types of IP infringements compared to domestic R&D activities. Infringements by competitors from the host country are driven by the production of new produces in this country. Export intensity is the major driver of infringements from no-innovation host countries. R&D activities in China and North America also increase the risk of an infringement. However, firms that innovate only in their home country experience significantly more product piracy cases than international innovating firms.

This study investigates how R&D subsidy and non-R&D subsidy affect entrepreneurial firms’ initial public offering (IPO) performance in an emerging economy like China. Analyzing data from 269 IT (information technology) entrepreneurial firms in China, we found that R&D subsidy has an inverted U-shape effect on IPO performance, while non-R&D subsidy has a positive effect on IPO performance. Furthermore, both state ownership and patent intensity moderate the inverted U-shape relationship between R&D subsidy and IPO performance. In contrast, neither of them moderates the positive relationship between non-R&D subsidy and IPO performance. These findings contribute to the literature on the effectiveness of government subsidy by highlighting the symbolic effect of government subsidy on external financing in emerging economies, and offer important practical implications to entrepreneurial firms and government funding agencies in China.

The various strands of extant empirical research are inconclusive about the complementarity or substitutability between different innovation mechanisms, such as internal and external R&D. Using a panel sample of 83 incumbent pharmaceutical firms covering the period 1986-2000, our empirical analysis suggests that, instead of a clear-cut answer to the question of whether internal and external R&D are complementary or substitutive innovation activities, there appears to be a contingent relationship between internal and external R&D strategies in shaping a firm's innovative output. The results from our study indicate that the level of in-house R&D investments, which is characterized by decreasing marginal returns, is a contingency variable that critically influences the association between internal and external R&D strategies. In particular, internal R&D and external R&D, through either R&D alliances or R&D acquisitions, are complementary innovation activities at higher levels of in-house R&D investments, whereas at lower levels of in-house R&D efforts, internal and external R&D turn out to be substitutive strategic options.

The standard empirical framework for analysing the R&D-patents relationship is widened both by examining the different role of in-house and contracted R&D in the innovative performance of firms, and by considering patents and utility models counts as measures of innovation output. Patents and utility models are considered to approximate for significant and incremental innovations, respectively. Applying count data econometrics to a panel data set of Spanish manufacturing firms surveyed in the period 1990-1996, a transcendental production function is estimated, which allows for non-constant elasticities of the R&D inputs. The results indicate that significant innovations are mainly gestated in-house, whereas contracted R&D seems more orientated towards innovations of incremental nature.
