Since 2000, the European Union has given greater attention to lifelong learning, as expressed in the Lisbon presidency conclusions and the general objectives of the Education and Training 2010 work programme. In September 2007, these policy proposals were further strengthened with the announcement of the ‘Action Plan on Adult Learning’ that sets out how Member States and other stakeholders could be supported to improve, implement and develop adult education and monitor its results. Because of the multitude of policy expectations, training and professional development for adult learning staff are still relatively uncommon in some parts of Europe, despite a societal demand, which also should be interpreted in the context of changing societal conditions and needs besides raising the quality of lifelong learning. This is largely echoed in South-East Europe where the situation of the training of adult learning staff is more on the downside than most policy-makers would have expected. In most South-East European countries, adult learning is expected to provide individual, cultural, and social improvement, to address illiteracy or earlier unsatisfactory access to initial education, and mostly to respond to labour market access problems. At the same time, adult learning staff have to face obstacles such as dependency on government or EU funding, changing political perspectives on and interest in adult education, policies prescribing an enclosed employment-oriented adult education market and occasionally a lack of national legislation or frameworks and structures covering their field. Along with these general findings, this article focuses on the comparison of current policies on training and professional development of adult learning staff in Bulgaria, Cyprus, Greece and Turkey, according to three vital topics:
  • • Selection procedure and working conditions of adult learning staff (focusing on recruitment, professional expectations and employment situation).
  • • Opportunities and obstacles for their professional development and evaluation (focusing on career paths and monitoring, assessing and evaluating issues).
  • • Societal situation for the profession (focusing on attractiveness and social impact).

The European Union (EU) plays a dominant role in coordinating the responses to the massive inflow of refugee-migrants into Europe; consequently, the conceptions of citizenship and future integration which are embedded in its policies are significant. We explore and analyse the key EU education policy documents that refer to immigrants to identify the forms of citizenship attributed to various types of incomers by the EU. Our analysis demonstrates that the EU’s conception of refugee-migrants is more closely affiliated with the notion of ‘Global citizens’ rather than with that of ‘European citizens’. Furthermore, we suggest that the EU distinguishes and navigates between various migratory flows, namely internal-European, desired external-European and undesired external-European (refugee-migrants), each associated with a distinctive conception of citizenship as well as with related policy discourses. In the light of the migratory flows into Europe, the particularistic conceptions of citizenship shaping the EU’s educational policy carry considerable implications for the future integration of refugee-migrants in Europe.  相似文献

This article describes and discusses the development of lifelong learning policy in two EU member states, Denmark and Portugal. The purpose is to show how different societal and historical contexts shape the development and implementation of lifelong learning policies, even though these policies have significant common elements. As a basis for the discussion an inventory of policy elements is presented. Denmark and Portugal have been chosen as examples of smaller EU member states with different historical, social and cultural characteristics. Developments and policies in the two countries, including the links with EU education policy, are described. The discussion includes comparison drawing on the inventory of policy elements. A main conclusion is that the different historical trajectories of the two countries remain very important for present-day education and for the advancement of lifelong learning policy. Early development of public primary education and popular adult education has provided a strong foundation for lifelong learning policy in Denmark while in Portugal not only institutional provision but also popular demand for lifelong learning has had to be built up relatively recently. EU education policy has had much more impact on lifelong learning policy in Portugal than in Denmark, because Portugal has had to depend much more on economic support from the EU social fund.  相似文献

Open methods for coordinating (OMC) education policies in the EU rely on a number of techniques, one of which is policy learning. This article examines how policy learning and governance transform each other. More specifically, policy‐learning in the education OMC becomes differentiated into four distinct learning styles: mutual, competitive, surface and imperialistic learning. While they overlap with some forms of policy learning discussed in the literature, they are also different by focusing upon interactions and political dynamics between the European Commission and the member states. In seeking to understand how governing through learning occurs, we argue that any ‘impact’ of EU‐level policy‐learning is co‐constructed by both the European Commission and the member states. The analysis of this article is grounded in a discourse analytical and institutionalist perspective. It draws on qualitative data derived from semi‐structured interviews with officials from the Directorate General for Education and Culture in the European Commission and on EU documents generated during policy‐learning activities.  相似文献

What do we expect from Vocational Education and Training (VET) systems? Is it different from 25 years ago? This article argues that the focus has increasingly been placed on strategies for lifelong and life-wide learning that seek to reinforce continuity among the subsystems of learning, but that VET systems are, nevertheless, still expected to address many and sometimes conflicting agendas, needs and priorities. The last 25 years or so have been critical for the development of VET in Europe. Making VET more attractive and increasing its parity of esteem in relation to general secondary education have been major, recurring themes in European countries, as part of, at least conceptually, more comprehensive approaches to lifelong and life-wide learning. From 1989 to 2003, the European Journal of Education (EJE) published a special issue on ‘Trends in Vocational Education and Training’ every two years and has continued to publish on VETrelated topics. This article revisits the major themes and challenges as they were observed and discussed by the authors who wrote in those special issues and in later articles. Many were directly involved in advisory positions to governments; held key decision-making responsibilities; undertook studies and consultancy and brought technical assistance across several countries. Their articles are moments of reflection nourished by experience on the ground. This article explores how the European Journal of Education has contributed to European reflection on VET systems, policies and preoccupations in recent decades – what can we learn that is useful for shaping and formulating our present ideas about new policy from our colleagues writing about the same or similar issues 20 years ago? A key theme concerns the role of the Europe Community (and subsequently EU) as a change agent supporting bottom-up exchange and top-down stimulus for reform through an increasing integration of education and training in the socio-economic strategy of the EU.  相似文献

Language issues and social inclusion consistently remain two major concerns for member countries of the European Union (EU). Despite an increasing awareness of the importance of language learning in migrants’ social inclusion, and the promotion of language policies at European and national levels, there is still a lack of common actions at the European level. Challenged by questions as to whether language learning should be prioritised as a human right or as human capital building, how host/mainstream language learning can be reinforced while respecting language diversity, and other problems, member countries still need to find solutions. Confronting these dilemmas, this study analyses the relationship and interactions between language learning and immigrants’ social inclusion in different contexts. It explores the potential of enhancing the effectiveness of language policies via a dialogue between policies and practices in different national contexts and research studies in the field of language and social inclusion. The research data are derived from two databases created by a European policy for active social inclusion project called INCLUDE. This project ran from 2013 to 2016 under the EU’s lifelong learning programme, with funding support from the European Commission. Through an analysis of these two project databases, the paper reviews recent national language policies and their effect on the social inclusion of migrants. In the second part of her article, the author interprets the process of language learning and social inclusion using poststructuralist theories of language and identity.  相似文献

Globalisation, together with readier access to capability‐enhancing technologies and to technological insights once restricted to a few leading economies, are resulting in greater competition within Europe, and more widely within the developed world, for influence of all kinds (not just influence over the choices that foreign students make about the Higher Education courses on offer to them from Europe, but also influence of a more overtly imperialist kind, extending to the policies, incomes and futures of others). This article looks at trends in one important market for European Higher Education, the Middle East (particularly the GCC countries), which has many providers from North America and Australia. As observed by the late Edward Said, the USA is particularly forceful in the Middle East. Its technological superiority is accompanied by fervour to introduce American methods and curricula, and strong belief in their merit, reminiscent of the belief of the old French empire that ‘France had a “mission civilisatrice”, to civilize the natives”. The danger, highlighted in a recent UNESCO report ‘New Ignorances, New Literacies’, is that the natives will not be listened to. Is Europe listening more or less than the USA, and is it being listened to? Despite attention‐gaining initiatives such as the proposed European Institute of Technology, EIT, and the commitment of EU governments to the Lisbon goals on competitiveness, there are indications of a drop in the influence of European Higher Education institutions in the Middle East. This paper explores the kinds of issues that may be at work, and the implications for European Higher Education policy.  相似文献

本文分析和对比了外来直接投资在欧洲与中国的决定因素、特点以及对区位经济的影响。通过对比,发现外来投资在欧洲主要是利用欧盟扩大所带来的市场规模扩大和绕过反倾销政策(欧洲国家在WTO框架下常采用),同时也利用东中欧的低劳动力成本。但外资在东中欧常为转型中复杂的税收结构所阻碍。而在中国,外来投资既追求市场也利用要素成本的差异,同时WTO框架通过它自己的方式对欧洲和中国的外来投资施加了深远的影响,外资在欧洲和中国通过与外部的互动呈现出不同的表现特点,但都很大程度上影响了东道国的对外贸易和区域发展。在欧洲,外来投资与欧洲的融合和繁荣紧紧相连。在中国,外来投资与区域经济发展的不平衡之间的相关性是显见的。  相似文献

This article examines the relationship between the development of the education market and the demand for qualified personnel in the context of European integration. To begin with, a model portraying the relationships between the education and the labour market is introduced, following which the old but still topical qualification discourse with its theses with regard to overqualification and underutilization, is discussed. Despite the modern European Communities’ educational ideology of technological progress and of the thesis of increasing qualifications, questions which are still worth asking are what kinds of demands actually exist in the labour market for increasingly highly trained labour and what kinds of educational policy the new United States of Europe should have.  相似文献

近年来欧洲一些国家提供跨校、跨国的学位课程越来越多,以网络课程为依托的课程共享已成为欧洲跨国高等教育的主要模式之一。笔者亲历了由瑞典斯德哥尔摩大学等校共同开设的“基于ICT的协作交流”课程的学习过程。该课程的学习目标是锻炼学习者在多元文化情况下的沟通能力和协作能力。课程主要采用通过网络的个人自学和小组团队学习相结合的方式。笔者总结完成全球性课程的原因主要是,政府对网络学习的重视,拥有发达的信息技术基础设施,拥有成熟的具有较高信息素养的远程学习者,学校对教学各环节的精心组织和设计。当然,全球性课程建设根本保障是欧洲高等教育一体化的发展,成功实施了欧洲学分转换系统,鼓励欧洲各国大学利用各自优势,共同建立世界一流的网络课程。  相似文献

This article aims at raising awareness of the key role the EU already plays in matters of teacher policy. It takes stock of European teacher policy related documents and activities, such as relevant strategies, presidency priorities, Council Conclusions, Commission working documents, the activities of thematic working groups, of networks, of data gathering and research, and the available supports of the Lifelong Learning Programme and of the European Social Fund. Based on this, the article provides a clear picture of the labour market need-driven, pragmatic context of teacher policies and also the main shared European teacher policy concepts, such as teacher competence profiles, the continuum of professional development and the support of teacher educators. These fundamental concepts were shared, developed and fine tuned in the process of Member States peer learning, a crucial and highly effective method of cooperation, which is also presented in the article. The article concludes by identifying both sides of the two-way interaction process of Europeanisation taking place between Member States and the EU in teacher policy development.  相似文献

This article reviews 1) the establishment and functioning of EU citizenship, 2) the resulting perception of education for European active citizenship and 3) the question of its adequacy for enhancing democratic values and practices within the Union. Key policy documents produced by the EU help to unfold the basic assumptions on which democratic principles and values are being promoted through education; while the literature produced primarily in political and social science challenges these assumptions.
By doing so, the author argues that citizenship of the Union is creating new mechanisms of exclusion rather than promoting social equality and a strong sense of belonging to a bonding multicultural community, which are at the very core of democratic participation processes. Thus, the rhetoric embedded in the integrative process of the Union — based on the recognition of equal opportunities, access and democratic participation of all EU citizens — is founded on a limited interpretation of democratic citizenship rather than its concretisation as a multiple citizenship.
As a result, the mechanisms in place at European level are creating specific patterns of social exclusion supported by educational reforms. Most citizens are therefore being excluded, due to the distinction between active and non-active citizens, which results from institutional demand on individual's conduct, whereas little, if any, attention is paid to actual institutional practices. On the contrary, this shift in paradigm — i.e. from the institutional demand on citizens to the recognition of citizens as performing subjects — challenges the 'activism' embedded in recent debate on citizenship. Therefore it needs to be properly addressed, from a multicultural perspective, if education and learning processes are to sustain full democratic participation of all citizens and the construction of a multicultural Europe.  相似文献

Since the early 1990s, lifelong learning has become a major policy concern for the European Union, being seen as a means for enabling individuals to be more competitive in social and economic contexts that are continually changing. After a series of white papers and strategies in the field of lifelong learning, the EU launched the Lifelong Learning Programme in 2007, which dealt with the most pressing issues in the field. In light on the complexity of this programme, we need to ask ourselves if traditional evaluation models and approaches are appropriate for evaluating complex educational policies and programmes in the educational field. Thus, the stake of this article is to explore the challenges which arise when evaluating the EU’s lifelong learning policies and programmes in general, and the Lifelong Learning Programme 2007–2013 in particular, as well as to propose several new directions for overcoming these challenges.  相似文献

ABSTRACT

The aim of this article is to identify the contexts and conditions that allow for successful education transitions and opportunities for the Roma minority in Europe. Thus far, transnational and national policies have failed to ensure Roma inclusion and education equality, even though some progress is visible. Using a combination of policy analysis and interviews with NGO and European Union actors, University academics and Roma students, the article examines the key contexts that frame education policies and create the necessary conditions for education transitions. It identifies the problems and challenges within the contemporary EU education policy frameworks and highlights the tensions between political rhetoric and policy commitments that are visible at national, transnational, and local levels. In addition, through a focus on individual student experiences, the article captures the lived reality of Roma students who have managed their education transitions with success.  相似文献

This article analyses moves towards good multilevel governance approaches in Vocational Education and Training (VET) as an effective way to improve VET policy making in transition and developing countries, focusing on the Southern Neighbourhood of the EU (ENPI South). The centralised approaches in public administration and to VET governance still prevail in this region. The new modes of governance applied by the EU in the policy area of education and training are based on the Open Method of Coordination (OMC). They are a source of inspiration to improve VET governance, taking into account the complexity of VET policies and systems. According to current European and international experiences, the most effective, relevant and attractive VET models and systems are demand‐driven. They rely on the effective and accountable participation of both state (national/local public actors) and non‐state VET stakeholders (e.g. employers, sectoral actors, unions) in decision‐making and policy implementation processes. This could also pave the way towards self‐governed and performance‐based VET provider institutions which would give quicker responses to rapidly changing labour market skills, competences and qualification needs. Thus, this means putting in practice more and better inclusion and effective cooperation and coordination of regional and local voices of VET actors and developing stronger social partnerships to engage employers, unions and civil society in shaping and investing in skills development. Furthermore, the role of methodological tools for VET governance is not only to provide an analytical ground to capture data and structure further policy advice. These tools can also be used as ice‐breakers to improve collaboration, inclusiveness, multi‐participation and trust‐building among policy makers as they work together on very sensitive issues such as reviewing country VET governance models, modes and institutional arrangements, and/or planning policy thinking and/or learning for implementing coordination mechanisms for VET policy making. The European Training Foundation (ETF) has implemented a methodology to map, analyse and self‐assess good multilevel governance in VET, inspired by how EU governance soft tools in education and training are being used. This methodology has been applied to the Governance for Employability in the Mediterranean (GEMM) project in the ENPI South region, which is a regional project implemented by the ETF and financed by the European Commission's Directorate General for Neighbourhood and Enlargements Negotiations (NEAR).  相似文献

本文以教师的视角,阐述了开放远程教育中教学法的变化,即不涉及政策和管理问题。尽管年轻人对初级高等教育的需求尚未减少,与此同时,成年人为了使自己在职场上不被落伍,对继续教育的需求亦不断增加。在美国,有大约40%的成年人参加过正规的成人教育活动。目前,电视传输的形式大为减少,而网络传输的形式却在迅速发展。越来越多的年轻人正运用新的方式,即通过新一代多媒体互动技术开展学习,这种学习方式的转变预计会增加更多的交互式远程学习活动。这一流行的教学法模式具有建构主义特征,而新技术使得建构主义远程教学成为可能。设立和推动学习共同体对于大多数远程教育者来说是一种新的挑战。本文的目的是想激发对于这一论题的讨论和探究。然而在作出结论前,本文对于有些人关于远程开放教育不能适应新技术和教学方法提出了质疑假定。笔者在这一问题上的观点要显得更为乐观。  相似文献
