With the recent increase in urban population worldwide, and the emergence of big data analytics, there is a growing interest in research on how cities are actively reconstructing themselves into a smart and sustainable city. Research studies have shown that the smart city system primarily focuses on integrating three components: economic, environmental, and social. The social component includes participatory democracy with citizen engagement. In many cases, smart cities focus on discovering answers for various urban problems through the adoption of Information Communication Technologies (ICTs) designed to collect citizen feedback, or provide knowledge resources that can improve the quality of urban life. However, there are very few studies that attempt to close the information loop and link problems to solutions in one, unified framework. The purpose of this study is to demonstrate such a unified approach. Using the theoretical lens of dynamic capabilities, we expand the definition of a smart city to include the notion of an urban organization with dynamic capabilities, which operates within cycles of ‘sense’, ‘seize’, ‘align’, and ‘transform’ functions. Our case study focuses on the ‘sense’ and ‘seize’ steps, describing a medium-size city in Texas, where an open-ended survey is used as a collection instrument for citizen input and concept-based analytics are employed to convert such input into actionable insights. Our approach has the potential to assist policy makers in designing a comprehensive strategy toward the goal of the smart city.  相似文献

Smart government is used to characterize activities that creatively invest in emergent technologies coupled with innovative strategies to achieve more agile and resilient government structures and governance infrastructures. However, there is no consensus in terms of what this term includes and how it is related to emergent technologies and innovation in the public sector. This introductory paper provides readers with ways to think about smart government and summarizes findings from twelve articles included in this special issue. These articles, which are the best papers of the 6th International Conference on the Theory and Practice of Electronic Governance (ICEGOV2012), contribute to emerging understanding of being smart in government settings. The articles span a great diversity of related topics such as smart cities, open government, and participation mechanisms. Collectively, the articles provide perspectives on the nature of smart governments and illustrate exemplar practices and initiatives on how governments are opening up and transforming service delivery to become smarter. The special issue in its entirety contributes to understanding governance structures, technical infrastructures, and other requirements geared toward supporting the operations of smarter governments around the world.  相似文献

[目的/意义]旨在探索我国智慧城市APP发展现状及存在的问题,对改善智慧城市服务、推动智慧城市技术方案落地、提升智慧城市APP用户体验具有重要借鉴意义和实践指导价值。[方法/过程]收集全国140个城市333个智慧APP的相关数据,结合定量与定性研究方法进行分析。首先,利用SPSS统计分析APP的区域分布及评分;其次,结合内容分析法对APP的功能描述及15 754条用户评论进行定性分析,归纳APP的类别栏目及用户反馈;最后,结合现状讨论智慧城市APP的未来发展路径。[结果/结论]梳理我国智慧城市APP的区域分布、类型功能、评分及用户评论。当前,我国智慧城市APP分布存在显著的区域差异,按照功能可划分为智慧交通、智慧医疗、智慧生活三大类,整体评分不高,存在技术缺陷、服务质量差、信息不准确、无法满足用户需求等6大问题。  相似文献

[目的/意义]探析智慧城市多元主体信息链的协同效应作用机理,有助于智慧城市管理者获悉提升智慧城市多元主体信息链协同效应的关键因素,从而在多元主体信息链协同服务层面提升智慧城市的智慧水平,为民众提供更加优质的智慧服务。[方法/过程]在识别与分析我国智慧城市多元主体信息链的信息主体、信息、信息环境基础上,围绕主体协同、信息协同与机制协同3个维度提出6个关于智慧城市多元主体信息链协同效应作用机理的研究假设,通过问卷调查获取456组有效数据,并采用结构方程模型对提出的研究假设进行检验。[结果/结论]检验结果表明,机制协同与信息协同直接作用于智慧城市多元主体信息链协同效应;主体协同通过机制协同与信息协同间接作用于智慧城市多元主体信息链协同效应。根据检验结果,提出5个具有针对性的提升智慧城市多元主体信息链协同效应的具体策略,为智慧城市多元主体信息链协同效应作用机理研究与实践提供有益参考。  相似文献

A collaborative ecosystem of diverse stakeholders is seen as critical in smart cities for solving complex public problems and overcoming socio-technical hurdles. However, little is known about the factors that may increase collaboration amongst smart city stakeholders. Through a digital government lens, we first elaborate the nature of multi-stakeholder collaboration in the smart city. Then, we adopt a contingency approach to unpack the factors that affect the intensity of collaboration between the stakeholders in the smart city ecosystem. To characterize the ecosystem, we use the quadruple-helix framework. Through the perspective of the local government, we derive hypotheses on whether certain factors lead to more intensive collaboration, which are tested on a sample of Belgian municipalities. Our findings reveal the importance of smart city strategies for intensifying collaboration between the local government and stakeholders in the ecosystem. Moreover, we also find that for large ecosystems, a smart city manager or department may facilitate collaboration amongst stakeholders. Taken together, our findings indicate that there are certain configurational approaches to increasing collaboration in smart cities, which will depend on the context of a city.  相似文献

Artificial intelligence (AI) plays a prominent role in smart cities' development and offers benefits to different services such as finance, healthcare, security, agriculture, transport, education, and manufacturing. Despite the expected benefits, the adoption of AI varies from one smart city to another, due in part to barriers that can inhibit a smart city from adopting AI. The aim of this paper is to provide a comprehensive view of the barriers faced by smart cities. Through a systematic literature review, this study identifies 18 primary and secondary barriers grouped into three main categories — technology, environment, and organization. This research contributes to the literature by developing a typology of AI adoption barriers based on the Technology-Organization-Environment (TOE) perspective. The typology provides a novel mapping of the barriers to AI adoption faced by smart cities and suggests directions for further investigation through a cohesive research agenda. At a practical level, the findings will allow policymakers, planners, and citizens to make more informed decisions about AI adoption. Practical implications are also proposed for guiding smart cities to increase the adoption of AI.  相似文献

The institutionalisation of Smart City Functions (SCF) within local authorities creates significant IT Governance (ITG) challenges, including the need to foster a triadic alignment between the overall organization, the IT function and the SCF. Building on existing literature on ITG, smart cities, and the emerging conversation on Adaptive Governance in the public sector, the following exploratory question has been formulated for this study: How are ITG structural mechanisms implemented in city authorities to oversee and govern smart cities? To address this question, a qualitative multiple case study was carried out across three city authorities in Ireland characterised by diversity in their ITG structural arrangements to govern portfolios of smart city initiatives. From this analysis three types of ITG structural implementation are proposed named: Detached, Integrated, and Traditional. These are compared and discussed in relation to: (1) orientation of each approach; (2) decision-making authority; (3) alignment with the IT function and the overall municipal organization; and (4) the challenge perceived by the SCFs under each ITG arrangement. This research contributes to the academic conversation on adaptive governance, smart cities as well as to the broader ongoing debate on ITG in the public sector.  相似文献

[目的/意义] 面对智慧城市日益突出的信息安全问题,提出一个科学的风险评估模型,以快速对智慧城市进行风险分类并分析风险因素。[方法/过程] 从智慧城市信息安全的5个层次和风险评估的4个主要因素出发,构建智慧城市信息安全风险指标框架,对智慧城市实例进行ward系统聚类形成分类属性,选择C4.5算法的决策树方法建立风险评估模型,并验证模型的科学性。[结果/结论] 结果发现:安全管理制度、数据泄露与损坏威胁、安全意识薄弱性和设备安全漏洞是智慧城市之间差距最显著的风险因素,根据评估结果提出保障智慧城市信息安全的建议。  相似文献

Smart cities are expected to improve the efficiency and effectiveness of urban management, including public services, public security, and environmental protection, and to ultimately achieve Sustainable Development Goal (SDG) 11 for making cities inclusive, safe, resilient, and sustainable. Big data have been identified as a key enabler in the development of smart cities. However, our understanding of how different data sources should be managed and integrated remains limited. By analyzing data applications in the development of a sustainable smart city, this case study identified three phases of development, each requiring a different approach to orchestrating diverse data sources. A framework identifying the phases, data-related issues, data orchestration and its interaction with other resources, focal capabilities, and development approaches is developed. This study benefits both researchers and practitioners by making theoretical contributions and by offering practical insights in the fields of smart cities and big data.  相似文献

With contemporary development of digital technology and smart cities initiatives, citizen co-production has created a new government-citizen interface. However, it remains inconclusive whether such citizen-government collaboration has achieved the fundamental goal of improving service quality for citizens. In this research, we tested the relationship between e-participation as a form of co-production and service performance, using multiple large longitudinal datasets from a smart city mobile platform. The results of the analysis show that citizen e-participation, in providing service feedback, is positively associated with the clearance rate of urban service requests in subdistrict service units, after controlling for various factors. We also found that the effect size of e-participation on service performance varies between different types of city services. E-participation has a stronger relative influence on complex problems that may involve multiple agencies, than with simple routine services.  相似文献

Creating public value is a key goal of public administrations, both in their daily business and in the growing field of smart government and smart cities, which focuses on IT-enabled innovations in the public sphere. However, many public administrations still struggle with such innovations due to complex technologies, high investments, and the numerous stakeholders involved. To address this issue, some local governments in continental Europe have turned to collaborative innovation approaches, partnering with (semi-)public utility companies in the hope that their additional innovation assets will boost innovativeness. Nevertheless, it remains unclear how exactly such collaborations should be governed to ensure that the focus remains on creating public value, as utility companies may have their own agendas. To explore this question, we conducted a comparative case study in the context of smart city initiatives with four cases in Swiss local governments. Drawing on agency and stewardship theory, we then propose a model of public-value-focused collaborative innovation, enabling us to explore various collaboration characteristics and their effects on public value creation. Our findings suggest that both agency- and stewardship-based collaborations increase innovativeness. However, while agency collaborations tend to produce smart city innovations that mainly serve the utility companies' business interests, stewardship relationships lead to innovations that are focused more on public value creation. As such, our study extends the literature on the effects of collaborative innovation on public value, and it provides practical recommendations on how such collaborative innovation should be designed.  相似文献

Many of today's city planning projects aim to realize smart city ambitions. In order to plan and build a smart city district, where ICT is integrated in critical infrastructure and used to control and govern city functions in innovative ways, new ways of working in city planning are needed. The purpose of this article is to develop a framework that takes into account stakeholders and smartness dimensions in city planning. We have studied a city district development in Sweden where a new planning approach was implemented. The developed framework was used to analyze the complexity of this city planning process. By defining which smartness dimension each stakeholder primarily focus on and analyzing the consequences of this, the framework pinpoints each stakeholder's contribution and/or hindrance to the process and outcome. A recommendation from this study is that new stakeholder groups are important to involve in smart city planning, but this also adds complexity that must be acknowledged when setting up this kind of projects. The developed framework can be useful when organizing and staffing city planning processes as well as when evaluating project outcomes.  相似文献
