The Federal Depository Library Program (FDLP), conceived in the nineteenth century, has served the American people and libraries for 100 years. It has provided free access to government information through a network of depository libraries distributed throughout the country. Currently, Democratic and Republican political leaders advocate reinventing, rethinking, reengineering, and renewing government. Despite significant differences between the political parties on specific changes, there is a consensus vision of a transformed or reinvented national government. What does this mean for the FDLP and access to government information? This essay looks beyond the current debates about specific legislation on the Government Printing Office or funding levels for the FDLP and outlines a vision of a reinvented federal government based on ideas expressed by Alvin and Heidi Toffler, House Speaker Newt Gingrich, and Vice President Al Gore. This paper identifies the basic challenges that their ideas present for the FDLP and depository libraries. The author concludes that these challenges will move the United States beyond the FDLP as it is presently constituted and will force librarians to rethink fundamentally how they provide access to government information.  相似文献

If freedom of information is fundamental to contemporary democracy, why have democratic countries differed so markedly in their willingness to pass laws enshrining formal rights of access to government files? This article demonstrates that an analysis grounded in comparative political economy can provide a compelling answer to this question. Specifically, it demonstrates that the more highly coordinated a country's economy, the less transparent it is likely to be. Through a comparison of the United States and Germany, this article argues that in coordinated market economies, ongoing negotiations between the state and the peak representative bodies provide privileged access to information about the government, and indeed privileged channels of influence over government action. Public access to official files threatens this privileged access. In less coordinated economies, however, firms lack this privileged access; they are likely to favor access laws as a partial substitute, especially since such laws are more consistent with the highly fragmented and competitive environment in which they operate. By further comparing Sweden and the United Kingdom, it also demonstrates the limits of this explanation, suggesting that historical sequences and classic political variables should also be taken into account.  相似文献

This article focuses on the problems associated with providing access to local government information. The research on which it is based is from a 1986 survey conducted by the author of 265 public libraries in six library systems in northern Illinois, the largest comparative study of public library providers of local government information conducted to date. Fifty-five active providers of local government information (those that received requests for this information at least every two weeks) were identified: the findings are based on telephone and group interviews with key staff of those libraries. The article examines a variety of methods that might be used to increase access to local government information. It analyzes the nature of requests received and the types of responses given by these libraries. It examines the major problems associated with providing access to local government information and discusses the reasons given by librarians for providing access to local government information sources. The article concludes that a serious local government information gap exists and that librarians who seek to over-come it must articulate a role that addresses the serious barriers that must be overcome before a library can provide meaningful access to local government information.  相似文献

Providing government information, services, products and transactions electronically has the potential benefit of accessibility for a wider audience, political and administrative transparency, and improved service delivery. By using e-government websites, citizens can conveniently access government information and services and gain greater opportunities to participate in democratic processes. The present study aims to evaluate National Portal of India, which provides single window access to 601 e-government portals and websites in India. A total of 1576 online services are provided by these portals responding to information needs of the citizens. Ranking of the state and union territory portals has been done based on the number of online services they provide. The paper also focuses on the digitization of documents, acts, rules and schemes of central and state government departments and their availability and accessibility through government portals.  相似文献

This resource guide will provide an organized collection of major African business and economic information resources available via the Internet. Additionally, it includes an appended selection of information sources available in print format. We analyze government document custodians' attitudes and behaviors in order to assess the prospects of a new access to information law establishing a citizen's right-to-know in Mexico. The Mexican law is considered one of the best in the hemisphere in terms of broad access and workable enforcement provisions. However, no extra resources were allotted to government agencies for compliance with the law; the country's traditional bureaucratic incentive structures support closure rather than access; and bureaucrats' views on the uses of government information prior to democratization suggest an instrumental approach guided organizational incentives rather than generalized support for either secrecy or access as a principle. We argue that missing or unclear political will at the top is the strongest challenge to Mexico's emerging right to know.  相似文献

In election times, political parties promise in their manifestos to pass reforms increasing access to government information to root out corruption and improve public service delivery. Scholars have already offered several fascinating explanations of why governments adopt transparency policies that constrain their choices. However, knowledge of their impacts is limited. Does greater access to information deliver on its promises as an anti-corruption policy? While some research has already addressed this question in relation to freedom of information laws, the emergence of new digital technologies enabled new policies, such as open government data. Its effects on corruption remain empirically underexplored due to its novelty and a lack of measurements. In this article, I provide the first empirical study of the relationship between open government data, relative to FOI laws, and corruption. I propose a theoretical framework, which specifies conditions necessary for FOI laws and open government data to affect corruption levels, and I test it on a novel cross-country dataset. The results suggest that the effects of open government data on corruption are conditional upon the quality of media and internet freedom. Moreover, other factors, such as free and fair elections, independent and accountable judiciary, or economic development, are far more critical for tackling corruption than increasing access to information. These findings are important for policies. In particular, digital transparency reforms will not yield results in the anti-corruption fight unless robust provisions safeguarding media and internet freedom complement them.  相似文献

In modern society, we see the struggle to balance the proper functioning of government with the interests and rights of the people to access government information playing out all around us. This paper explores the relationship between liberty and security implicated by government surveillance and citizen-initiated efforts to cast the gaze back at the government (so-called “reciprocal surveillance”). In particular, this paper explores how a neorepublican conception of political liberty, defined as the absence of the possibility of domination, can inform future information policy research in this area. The paper concludes that, to be fully non-dominating, government must respect and provide effective institutional and legal mechanisms for their citizenry to effectuate self-government and command noninterference. Establishing liberal access rights to information about government conduct and mechanisms that ensure that citizens can effectively command noninterference are justified on the grounds that they reduce the possibility of arbitrary, and actual, interference with the right of the people govern themselves.  相似文献

As electronic government (e-government) becomes increasingly important in the presentation of government information to citizens, the potential impacts of e-government on the democratic process must be carefully considered. E-government clearly has the potential to become an institution that helps to ensure reasoned reflection about political issues and active participation in deliberative democracy by citizens and by members of the government. Though the Internet presents innovative new methods for conveying government information to citizens, it also presents new and serious potential impediments to deliberative democracy, such as group polarization about political issues by online social groups. The ability of e-government sites either to foster democratic dialogue by presenting multiple viewpoints or to enable polarization on political issues by promoting specific views demonstrates a key question about the conceptual foundations of e-government. Drawing upon perspectives from information studies, public policy, law, and governance, this article examines the differing political implications between e-government built on a foundation of participation and on a foundation of polarization.  相似文献

The National Technical Information Service’s development of the FedWorld Internet site, the Library of Congress’s development of THOMAS, and the Government Printing Office’s development of CBDnet illustrate the many forces impacting federal government information dissemination in the 1990s. These forces include budgeting, congressional inconsistency, technology, political agendas, and competition. While information dissemination policy discussion and legislation, including the American Technology Preeminence Act of 1991 (the foundation for FedWorld) and the Government Printing Office Electronic Information Access Enhancement Act of 1993 (the foundation for GPO Access) aim to provide comprehensiveness and single point access to government information, the actual products developed show little coordination or cooperation among agencies. The products are agency driven, and provide multiple points of access. This highly decentralized information reality reflects the decentralized nature of the federal government itself. The reality is removed, however, from the goals of a singularly consistent federal government information dissemination policy.  相似文献

As more and more countries adopt access-to-information (ATI) laws to advance economic development and democratic self-governance, efforts are under way to foster ATI movements in the Arab world. While one nation in that region already has adopted the legislation, the likelihood of adoption in other Arab states is unknown. This comparative study analyzed 12 quantitative indicators measuring political, cultural, and economic factors associated with access to information. Results indicate that Arab countries, as a whole, contrast sharply in nearly all areas with non-Arab countries that have ATI laws and are consistent with non-Arab countries that do not have ATI laws. However, the study also found that the most recent ATI law adopters had weaker political, cultural, and economic enabling environments for government information access, which may portend a global phenomenon that will continue and could explain the interest in adopting the legislation in the Arab world. Findings also suggest that while a handful of Arab countries might have the wealth to effectively implement ATI laws, political and cultural conditions may be substantial obstacles for greater government transparency. Other results regarding the use of quantitative indicators of ATI adoption, particularly structural pluralism, are discussed.  相似文献

Legislation has been introduced in the 104th Congress that would make sweeping changes to Title 44 of the U.S. Code, the authorizing laws for the U.S. Government Printing Office (GPO). An analysis of this legislation, which was originally provided to Congress in August 1995 during hearings before the Committee on House Oversight, shows that it would have a substantially negative impact on government printing and distribution, in terms of increasing costs and reducing public access to government information. GPO today faces three major challenges: cutting costs, expanding the dissemination of government information in electronic formats, and combatting the decentralization of federal printing and distribution activities, which increases costs and impairs public access to government information through GPO's Federal Depository Library Program. The question is whether a complete overhaul of Title 44 would be more likely to place at risk a system of cost-effective, comprehensive, and equitable public access to government information that currently serves the nation well. This article suggests that the alternative is to continue with the program of downsizing and technological innovation and to seek statutory changes that would be consistent with GPO's strategic direction and that would recognize GPO's role in the emergent information age.  相似文献

How do the librarians in the Federal Depository Library Program (FDLP) plan to perform a role in the electronic environment? Depository librarians must meet the challenge of changing how they think about government information libraries and their mission in order to provide citizen access services in an electronic environment. The new mission is to connect the user with information at the time of need, to instruct citizens in gaining access to government information, and to develop networking applications and programs that will help to put valuable content in the information infrastructure. If the FDLP and depository libraries are to prepare to perform that role, librarians need to take stock of their technological environment, deal with the political realities, and be critical of FDLP ideals that have taken on mythological proportions. A framework for the future of the FDLP can be built if depository librarians take advantage of the new communication technology. Depository librarians can use this technology to develop partnerships and networks of depository libraries, government agencies, commercial publishers, organizations of information professionals, and citizens. In turn, depository librarians could form the virtual associations needed to develop new dissemination programs; create user interface software; consolidate lobbying efforts to develop a nationwide electronic information policy; and provide community information networks with national links. Finally, communications technology could enable depository librarians to form a consortium of depository libraries to manage a government information dissemination library program.  相似文献

The National Library of New Zealand is committed to promoting access to information. Government information is a significant component in the Library's operational and policy work. The Library collects published government information and provides policy advice on New Zealanders' ability to access and use information. Over the last decade, the National Library has initiated or contributed to a number of projects concerned with government information. Some, like the Depository Library Scheme, are solely focused on government information, whereas others discuss government information issues in the wider context of information policy at the national level. This article looks at the environment in which these projects arose, what they achieved, and the reasons why it has not been easy to gain agreement for a unified focus on government information.  相似文献

Abstract

Librarians have long relied on printed directories and ephemera stored in vertical files to provide access to national political information. The Internet seems an ideal medium for evanescent political information because it allows for continuous updating of information directly by political organizations, enables the creation of large collections of diverse materials, frees librarians from the labor of ordering and updating materials, and permits remote access. There follows a list of political Internet resources that have proved to be valuable for reference in academic and public libraries.  相似文献
