In Canada, government initiatives for the measurement of cultural value can be traced to the 1949 Royal Commission on National Development in Arts, Letters and Sciences, and later evolved to include more empirical measurement with the Culture Statistics Program (1972) as well as research into the social dimensions of cultural investment. In 2009, Statistics Canada launched a four-year Feasibility Study to culminate in the creation of a Canadian Culture Satellite Account (CSA), an accounting framework to measure the impact of culture, the arts, heritage and sport on the Canadian economy. Taking account of both the recent and broader historical context out of which the CSA emerged, this paper examines its intended use and future plans. The CSA is a useful tool to the Government of Canada in supporting its activities related to the funding of culture, but this paper takes the position that it is not in and of itself a sufficient means for measuring the value of culture in Canada, and so it is best understood as part of a constellation of tools with differing but complementary approaches.  相似文献

This paper examines the relationship between cultural participation and regional development with reference to the European Capital of Culture in 2017. From the bidding stage, Aarhus 2017 claimed it put “participation” at the heart of its strategic plans, through consultation at roadshows and exhibitions. In addition, it aspired to use culture as a catalyst for development not only in the city of Aarhus but across the region of Central Denmark. This paper, therefore, examines how participation is defined and implemented to address regional development in the Aarhus 2017 process through textual analysis of documentation from Aarhus 2017 and delivery partners as well as over 20 interviews with managers and participants involved in a range of 2017 projects. The paper argues against the common prioritisation of urban and professional cultural institutions and makes the case for decentralised cultural provision that supports both amateurs and professionals through a regional networked structure.  相似文献

The development of Local Cultural Strategies was recommended to all local authorities in England through the publication of a guidance document, Creating Opportunities, by the Department of Culture Media and Sport (DCMS, 2000). Although not a statutory duty, by the end of 2002 Local Cultural Strategy development was strongly encouraged by the government, and the adoption of a strategy became part of performance review for local authorities under Best Value Performance Indicator BVPI 114. This recommendation encouraged local authorities to formalize and publish plans for the strategic development of their cultural and culture-related services. These used a broad definition of culture and recognized of the value of partnership working within localities, regions and sub-regions in which local authorities were taking the ‘lead’. It also reflected the advocacy of a cultural planning approach by central government for local government.

Cultural planning encourages a culturally sensitive approach to local cultural development, focusing on a diverse range of ‘cultural resources’, including leisure and sports facilities, qualities of natural and built environment, youth and ethnic communities and communities of interest, as well as the need for different local authority service departments and private, voluntary and other public sector partners to be involved early on in strategic development. According to this approach, culture is broadly defined as a ‘way of life’, and DCMS's guidance states that Local Cultural Strategies should promote cultural well-being and the quality of life in their designated areas.

As a result, Local Cultural Strategies have been developed at all tiers of English local authorities, including district and borough, metropolitan and unitary authority, county and regional levels. This article discusses the development of Local Cultural Strategies in England and reviews information on those strategies that have been developed. It examines the different approaches local authorities have taken towards this task, the methodologies for consultation employed, the frameworks for monitoring and the evaluation of cultural provision they offer. It considers the benefits and problems associated with the production of Local Cultural Strategies as strategic development frameworks for local culture, and questions the future of this process following their ‘subsumption’ into Community Strategies as part of a broader package of reforms for local government. In doing so, it examines how these documents offer an opportunity to examine local approaches to cultural planning.  相似文献

The changing demographic representation of students in United States public schools has significant implications for colleges of education. These changes make it imperative for colleges of education to produce candidates that possess the knowledge, skills, and sensitivity to deal with diverse student populations. To do so effectively, teacher educators would have to understand the meaning of cultural diversity and how to effectively integrate it into all facets of their teacher education programs. Such integration processes will include helping candidates to become more diversity mature (that is, to be comfortable with who they are) so that they can develop the self-efficacy that will propel them to contribute to the goals of a multicultural society. This article suggests the systems approach based on the systems analysis theory as a model for integrating cultural diversity in colleges of education. The process of systems analysis consists of a sequence of activities that includes (a) definition of the problem, (b) determination of the objectives and criteria for performance, (c) examination of alternative plans, and (d) evaluating the chosen alternative in light of resulting outcomes from the process. Using the systems approach to integrate cultural diversity will lead to a comprehensive assessment of current diversity efforts in individual colleges of education. Integrating cultural diversity will also entail collaboration among the systems and subsystems within and outside the college community, and finally, it will lead to the designing of a cultural diversity plan that takes advantage of the values inherent in the material and human resources possessed by the institution. This article challenges educators to examine their commitment to promoting cultural diversity and offers a plan to make their programs more multicultural in nature.  相似文献

ABSTRACT

In 2015–2016 the first comprehensive survey of museums in Ireland in a decade – the Irish Museums Survey 2016 – was undertaken as a collaborative project between the School of Art History and Cultural Policy, University College Dublin, and the Irish Museums Association. Since the Republic’s economic collapse in 2008 and the recession, museums have weathered significant shifts in governance and board structures, and drastic cutbacks that have affected programmes, staffing, and provision across the island. Yet, until recently we have not had an accurate picture of the “state of play” for Irish museums, hampering efforts to prioritise actions for museum support organisations, and preventing individual institutions to develop their own plans of advancement benchmarked against national data. Consequently, there has been a significant knowledge gap concerning the current state of Irish museums, stretching beyond the anecdotal, and bridging the border between the Republic of Ireland and Northern Ireland. This essay addresses the major findings of the Irish Museums Survey 2016, contextualised within the landscape of recent research on museums in the Republic and the North, and existing research infrastructures. In reviewing forms of museum provision and policy in both jurisdictions, it argues that the haphazard nature of data collection and the worrying findings of some aspects of the 2016 Survey require the enhancement of an all-island research culture, audit of national collections and institutions, and development of improved strategic planning for museums.  相似文献

This article examines the London 2012 Cultural Olympiad through the lens of a devolved Scotland, exploring how the Scottish cultural programmes and projects are being evaluated, and what this approach might offer for the wider UK and international context. Structurally, the article begins with a discussion of the relationship between sporting mega-events and culture, focusing specifically (although not exclusively) on the sport and cultural nexus around the Olympic Games. The discussion then moves to consider conceptual, policy and practice debates around cultural value, examining the extent to which existing research tools and techniques satisfactorily capture the contribution of culture to major events, public and social policy. Methodologically, the article draws on elite interviews with strategic stakeholders directly involved in the design, delivery and evaluation of Scotland's London 2012 Cultural Programme. The authors conclude that, when taken alongside other cultural evaluations conducted nationally and internationally, there is a need to develop a multi-criteria analysis (MCA) that can more effectively capture cultural value around major sporting events in the UK. This study has demonstrated a level of dissatisfaction within the Scottish cultural community about the limitations of existing mechanisms for measuring the value of culture within the mega-event platform. A robust, but nuanced, impact assessment is required because, unlike the UK as a whole, Scotland has a unique opportunity to undertake a longitudinal study assessing the conditions for legacy put in place as a result of the London 2012 Olympic Games for the subsequent 2014 Commonwealth Games in Glasgow. However, further research is required into the efficacy of the MCA for assessing cultural value generally and within the framework of major sports events, in particular.  相似文献

While there has been extensive research on the cultural adjustment of sojourners to a foreign culture, there has been a dearth of literature examining the adjustment of returning sojourners to their home culture (reentry). In order to further understanding of this phenomenon, this article discusses the reentry process as one type of cultural adjustment. First, reentry is defined and described. Secondly, research investigating the two processes of adjustment to a foreign culture and readjustment to the home culture is reviewed, and the two processes are compared and contrasted. Over the last decade in the UK, there has been a notable shift in the popularity and use of cultural mapping as a methodology for policy making at a regional and local level. This follows increased demand for an informed framework for planning arts and cultural facilities from local and regional government and from within the cultural sector (Evans, 2008: p. 65). The article begins with an exploration of cultural mapping within cultural policy, which explores the context for the growth in this area of activity, and why this kind of activity appeals to policy makers and organisations. It then goes on to examine four cultural mapping exercises which have been undertaken in recent years in the UK. These studies have been chosen because although they all focus the mapping of cultural assets within a specific geographic area, they differ to one degree or another in purpose, context, definition, geographic scale and methodology. They illustrate the narrow range of approaches deployed in the cultural mapping field in the UK, and as such provide a useful means of critically reviewing their limits as well as highlighting the issues and challenges faced by cultural cartography in practice. The article concludes by considering the type of mapping research that is “allowed” within the discursive confines of consultancy based cultural policy research.  相似文献

The field of arts and cultural planning and the aspirations of cultural practitioners, arts development officers and town planners has had a long, if frustrated, history in the United Kingdom. The relationship between the land-use development system and arts and cultural policy has lacked specific provision guidance or standards. This is in contrast to other areas of leisure and recreation, such as parks and open spaces, sports facilities and libraries. In large part this is due to the discretionary nature of much arts provision and also the fact that there is no single type of provider. Arts facilities and activity are delivered directly and indirectly by local and county councils, community and independent not-for-profit arts organizations – large and small – and private enterprises in the commercial entertainment and cultural industries. The absence of planning guidance and comparable data to assess the need for, and location of, a range of cultural amenities has also hampered an equitable, distributory planning approach. However, renewed interest in amenity planning and the role of cultural activity and opportunity in “place making” is evident internationally, and in the UK in particular, as new housing growth areas, demographic change and population increases require the planning of social as well as physical infrastructure on a scale not experienced since the last major new town developments. This article reviews the evolution of arts and cultural planning in the UK, including an assessment of recent concepts, guidance and resources in the UK and elsewhere. Cultural mapping and planning approaches are then demonstrated in housing growth areas, followed by a proposed methodology and framework for populating the cultural map. Finally, conclusions are made on the state of data and policy integration in what continues to be a fragmented cultural system.  相似文献

The UK Film Council established a Research and Statistics Unit in order to gather data relating to film to inform the development of UK Film Council strategy and to provide an information service to the industry, government, the arts and cultural sector and the wider research community. The Research and Statistics Unit draws data from both official and unofficial sources and commissions its own special-purpose studies to gather information relevant to the strategic objectives of the Council. Key tasks are the measurement of the size of the market for film and the various elements of the film value chain, the performance of films supported by the UK Film Council and the performance of UK films in general. Special-purpose research projects currently include a detailed survey of the film production workforce, a study of the economic impact of the UK screen industries and studies of the social impact of local cinemas and the experience of Black- and Minority-led film production companies. A range of industry and official partners are collaborating in these studies. The Research and Statistics Unit also provides statistical and policy analysis relating to the wider policy environment of UK film, including issues such as the future of film tax incentives. This analysis has been developed within the HM Treasury ‘Green Book’ framework with particular reference to understanding market failure in relation to film. Central to the market failure argument is the cultural value of film in both its qualitative and its quantitative aspects. UK Film Council research is placed in the context of the literature on hedonic pricing and contingent valuation. The industrial challenges of increasing cultural value are discussed. Finally, consideration is given to the potential of film to contribute directly to ‘public value’.  相似文献

Although there is substantial research examining adult perspectives of immigration and integration, there is notably less data on youth attitudes and experiences. When youth are surveyed, a preliminary review of the existing literature reveals that non-immigrant voices are very rarely included. This systematic literature review (a) identifies the major themes and summarizes the findings of existing research; (b) determines gaps in the existing literature and; (c) proposes recommendations for future integration research, policy, and interventions. Ultimately, this paper finds that integration policy and research in Canada tends to focus on the changes required by immigrant youth but rarely discuss the cultural adaptation and inclusion required by settled Canadians. A paradigm shift in research, settlement practice, and policy is necessary to better reflect the bi-directional cultural exchange and the mutual responsibilities of integration.  相似文献

This article examines the contested relation between discourses of ethnic subjectivity and queer critique of homophobia and transphobia in Vancouver, a transpacific city in Canada that is being touted as “the most Asian city outside of Asia.” I analyse the perceived association of Chinese communities with moral conservatism and the concomitant existence of a vibrant queer Asian cultural scene in the city as a discursive clash between two cultural publics. I examine the underlying dynamics of their antagonism as well as their potential for mutual engagement.  相似文献

Canadian independent artist-run centres provide an interesting case study of the potential role and relevance of non-profit institutions in the contemporary arts field. Predominantly established during the 1970s, they have been founded by artist collectives typically operating within urban contexts, with the aim of providing new opportunities to cope with the physical, economic and cultural constraints that generally impede the professional development of artists. A remarkable urban environment in which it is possible to find, and study, a large number of such organizations is the city of Montreal, in the Quebec Province of Canada, which constitutes an excellent reference to track the onset and the evolution of independent artist-run spaces, and to understand why, how and to what extent they are currently experiencing new pressures and challenges, both on the internal and external sides. This article offers an empirical study of these organizations with reference to their organizational, managerial and strategic vision, and to co-operative interaction and network building practices. It contributes to the field of research on cultural management through its study of the effects of management systems on the strategic action of independent visual arts organizations.  相似文献

Canada announced a policy of multiculturalism in 1971. The goal of the policy was to improve the quality of intercultural relations. Two main elements of the policy were proposed as steps towards achieving this goal: support for the maintenance and development of cultural communities (the cultural component); and promotion of intercultural contact along with the reduction of barriers to such participation (the intercultural component). Research on these issues can provide a basis for the development and implementation of multiculturalism policies and programmes. A review of psychological research on multiculturalism over the past 40 years is summarised. Topics include: knowledge about the multiculturalism policy; acceptance of multiculturalism; acceptance of ethnocultural groups; acceptance of immigrants; discrimination and exclusion; and attachment and identity. Research assessing three hypotheses derived from the policy is also briefly reviewed. Current evidence is that there is widespread support for these features of the multicultural way of living in Canada. Of particular importance for the success of multiculturalism is the issue of social cohesion: is the first component (the promotion of cultural diversity) compatible with the second component (the full and equitable participation and inclusion of all ethnocultural groups in civic society)? If they are compatible, together do they lead to the attainment of the fundamental goal of attaining positive intercultural relations? Current psychological evidence suggests that these two components are indeed compatible, and that when present, they are associated with mutual acceptance among ethnocultural groups in Canada. I conclude that research in Canada supports the continuation of the multiculturalism policy and programmes that are intended to improve intercultural relations.  相似文献

In the interwar years the loosening of constitutional bonds between Britain and the settler colonies was facilitated by a perceived strengthening of economic, social, and cultural ties. In the case of broadcasting, this closer cultural connection becomes apparent when programming is placed in its institutional context, for example through analysis of BBC and CBC coverage of the 1939 royal tour of Canada. Despite tensions produced by different agendas and interests, in general the two broadcasters collaborated to achieve common goals. In particular, both presented an empire divided along lines of race and class as nevertheless united in loyalty to the crown.  相似文献

Intercultural competence (IC) is a key competence in individuals’ life. Educational programs carried out to date have been motivated by the presence of culturally diverse students. This situation calls for programs to be implemented in low cultural diversity contexts, considering its repercussion on all students.This study aimed to explore the impact of a Sport Education Model (SEM)-based program about games from around the world on seventh-grade students’ intercultural competence and friendship goals. A quasi-experimental control group design (pre-test, post-test, and retention test measures) was carried out. The experimental group (EG) followed a SEM-based program (18 sessions) about games from around the world, whilst the control group (CG) was not exposed to any specific treatment, continuing with its ordinary syllabus. Data were collected from questionnaires, interviews and field notes.EG obtained significant improvements on reward, help, intercultural understanding and friendship-approach goals; whereas CG had significant diminishment on both intercultural sensitivity and understanding, as well as on friendship goals. Qualitative results conveyed: (a) an approach to new cultural realities; (b) how the teaching content led to cultural reflection; (c) how students created new relationships; (d) greater collaborative relationships; (e) how the model helped to mitigate negative behaviours; and (f) how the intervention provided students with greater opportunities for participation. Games from around the world are shown to be a suitable content for developing IC, suggesting the need for expanding evidence about possible effects of new teaching contents when conjugated with SEM.  相似文献

Previous research into the value of cultural institutions has emphasized a variety of benefits arising from cultural institutions such as social, educational and health-related impacts. An economic assessment of cultural institutions is usually made in monetary units. This one-dimensional assessment of value has been criticized for being elusive, disregarding the complex and multidimensional nature of cultural values. This article suggests scales for measuring the value of cultural institutions. Based on previous research, and an exploratory study on the perceived value of cultural institutions, this article describes the development of a scale using exploratory and confirmatory factor analyses. Six factors comprise the scale: social, educational, health, image, identity and financial effects. The scale may be used to describe and compare the value of cultural institutions qualitatively. Conclusions about the perceived contribution of different institutions may be possible. From a policy perspective, the scale may allow an understanding of the contribution individuals with different socioeconomic backgrounds perceive the cultural institution as making.  相似文献

Previous research has repeatedly demonstrated the importance of culture and cultural identification to interpersonal understanding. We aimed to apply the ideas from this domain to mental state reasoning, or theory of mind. We thus investigated the relationship between acculturation and inferring the mental states of other people within and across cultures by measuring Caucasian and East Asian participants’ accuracy in inferring the mental states of own- and other-ethnicity targets using the Reading the Mind in the Eyes test. As expected, Caucasian participants showed a significant ingroup advantage in inferring the mental states of own- versus other-ethnicity targets but no variation according to measures of acculturation. More important, East Asian residents of Canada showed greater accuracy for own- versus other-ethnicity targets—and their accuracy for Caucasian targets increased as a function of (i) the time they had lived in Canada, (ii) their experience interacting with Caucasians, (iii) increased endorsement of mainstream Canadian values, and (iv) decreased endorsement of their heritage culture’s values. These results suggest that cross-cultural understanding may be malleable to acculturation and cultural experience, highlighting the importance of further research on how people from different cultural perspectives come to understand each other and subsequently ameliorate cross-cultural misunderstanding.  相似文献
