The current future-focused, outcomes driven early childhood policy climate presents a danger that early years pedagogy will lose sight of the ‘present’ child. Increasingly policy support for early childhood education is built around an emphasis on preparing children for school and positioning it as a key element in enhancing society through preparing future citizens to become productive members of society. The measurable outcomes discourse, in emphasising product, renders invisible the critical contribution of the processes of everyday practice to children’s development. To challenge and counteract the strong outcome discourse early years professionals must have confidence in their pedagogy. However, research suggests that those working in the early years may lack the language and strategies for supporting their educational practice. Using the bio-ecological model of development and drawing on the capabilities approach this paper calls for a shift in policy and pedagogical discourse from measuring competencies towards enhancing capabilities, from assessing outcomes towards providing rich, day-to-day learning opportunities. Such a shift in narrative could weaken the neo-liberal, outcome language of early childhood policy and refocus on supporting an early childhood pedagogy that would explicitly reflect current understanding of what is most beneficial to children’s development and well-being and provide a powerful potential for change.  相似文献

In this article we offer an ontological theorization of care. The article interrogates the self-evident quality of everyday meanings for ‘care’ that might be generated from psychological or biological discourses; we aim to question the way that ‘care’ is applied in a technical or an emotional sense within the field of early childhood education. The article works towards offering a new theorization that does not treat the meaning of ‘care’ as self-evident. If ‘care’ is a way of addressing concern for ourselves as human beings, we think that deepening the theoretical parameters of this concept will add to how we understand the complexity of gender and race relations. By articulating Heidegger’s use of ‘care’ and comparing it to Irigaray’s critique of Heidegger’s work on this concept, we hope to enable professionals and families to view conceptions of ‘care’ outside the familiar definitions applied in everyday discourse. The article treats early childhood education professional practice as an instance of how both gender and race delimit the way in which human relationships can be understood.  相似文献

Over the past 10 years, early childhood professionals have been increasingly influenced by cultural‐historical theory. In order to support professionals evolving their practice, the Australian government commissioned a set of cultural‐historical resources specifically designed to build literacy and numeracy experiences for children from birth to the age of five years. This paper reports on an investigation of how teachers and families used the tools for supporting concept formation in literacy and numeracy and how they came to understand cultural‐historical theory. A sample of 349 people (families, and qualified and unqualified early childhood professionals) were either surveyed online or interviewed in relation to the resources. The findings indicate that teachers focused more explicitly on cognitive outcomes for children as a result of using the resources, and most families interacted differently with their children in everyday situations after having piloted the resources.  相似文献

This paper examines teacher accountability and authority in early childhood policy. It reports on data from a study that investigated the influences affecting early childhood teacher decision-making at the preschool level in Victoria, Australia. Using a question raised by Ball ‘Where are the teachers in all this [policy]?’ provided a starting point for the critical discourse analysis into how forms of control, teacher authority, obligation and constraint within policies potentially influenced teachers’ curriculum decisions. The study found that despite no government-mandated curriculum framework at the time, teachers were held accountable for their curricular practice. Yet as professionals, early childhood teachers were denied public acknowledgement of their expertise as they were almost invisible in policy. In the four policies analysed, proprietors of early childhood settings and preschool agencies held authority over curriculum. Subsequently, teachers’ authority as professionals with curricular knowledge was diminished.  相似文献

Aotearoa New Zealand, like other countries, has legislation and policies that support inclusion and promote the participation of all children and families in early childhood education. We might expect therefore to see a culture of inclusion resonating through policy and practice in early childhood settings. There are early childhood teachers who support such legislative and policy goals, who are committed to inclusion, and who are developing more inclusive early childhood services. Yet, it is also evident that discrimination and exclusion is experienced by many. Teacher education plays an important role in supporting inclusion and assisting teachers’ development of knowledge, skills and attitudes that will support them to teach all children. In this paper, we write as a group of teacher educators and demonstrate the challenges we took up to move beyond traditional approaches to inclusive education and to open up theoretically and practically diverse possibilities for thinking and doing inclusion differently in early childhood teacher education.  相似文献

How a community constructs the notion of childhood and the child is fundamentally implicated in the practices and policies of that community. This article explores the positioning of the child in historical, contemporary and emerging trends in the provision and practices of Australian early childhood education and care. It argues that if left uncontested, emerging contemporary constructions have the potential to normalise policies, practices and pedagogies derived from a commercialised view of childhood. Drawing on the experiences and practices of early childhood pedagogues and policy actors both in Australia and overseas the authors posit an alternative construction of the child as citizen and the possibility of the early childhood field as a site for the practice of democracy.  相似文献

We assume that the construction of encounters that produce care is a participative practice in health. Drawing on different research that has explored care production from a micropolitical approach, we present a view of participation as embedded in everyday life and based on the construction of encounters and relationships. Our goal is to provide reflections for debate on participatory practice within different frames of action. Based on the analysis of different cartographic narratives generated by research on a reproductive health policy, we discuss some core elements for the construction of encounters that produce care. On the same lines as models of professional development based on professionals’ day-to-day experiences, we propose experimentation during the encounters and discussion about what happens in them, as both a reflective practices and forms of collective and participative knowledge production.  相似文献

Online professional development programmes have a long tradition in adult education. However, in early childhood education, such programmes are only just beginning to be developed. Before online professional development courses can be made inclusive, accessible and widely available to early childhood educators, they must meet a few basic requirements. The present study provides insights into essential aspects that need to be considered when setting up online professional development programmes, a field which is still in its infancy in Austria. The results of a representative survey (n = 317) demonstrated that early childhood educators' digital competencies are highly variable and cannot be taken for granted. The survey results also stress the need to provide educators with functional digital devices appropriate to their work environment. Early childhood educators' interest in online professional development programmes is very high, in recognition of the advantages afforded by flexible participation options independent of users' time constraints or location. The development of attractive, compelling and accessible online professional development courses can contribute to current professionalisation efforts in the field of early childhood education.

This article reports on the findings from a small-scale study of early childhood educators’ perceptions of their roles, responsibilities and ideas related to professionalism. Twenty-five early childhood educators from Canada (Ontario), Nigeria and South Africa participated in qualitative interviews to address the following questions: (1) In what ways do early childhood educators perceive of themselves as professionals? (2) How is the concept of professionalism impacted by values, beliefs and experiences? And (3) Do contextual variations exist in conceptualizations of ECE professionalism? Valuable insights were gained into the commonality of educators’ experiences and ideas across contexts, as well as the prominence of an ‘ethic of care’ as an inherent aspect of teacher professionalism. The study’s findings provide support for the literature advocating for care (and passion) as a social principle within education and socially constructed ideals of professionalism.  相似文献

This paper aims to examine the genealogy of family-centredness in early childhood intervention. In particular, it deconstructs the procedural requirements, such as the completion of the Individualized Family Service Plan (IFSP), which has operated to serve the notion of family-centredness. Employing a poststructuralist lens, the paper contends that the current knowledge/belief is constructed and institutionalized by the dominant groups, such as policymakers and professionals, and their discourse. Families are normalized with discursive practices to believe that their participation perfects the rules set by powered social institutions with knowledge and power; hence, they are at the centre in the practice of services and provisions. Blinded by the normalized discipline, the historically absented position of families in the construction of social structures has perpetuated through the existing practices. Thus, this paper offers a critical reflection on the understanding of multiple discourses. In particular, both service providers and families should be able to question the process of service provisioning, when necessary. By critically viewing the current case, the development of quality early childhood intervention programmes and family-centred practices might be purported across countries.  相似文献

This article examines everyday musical practices and their connections to young children’s learning and development, in and through music. It begins with a discussion of music learning in early childhood as a form of participation and levels of intention in learning. Next, conceptions of child that have dominated early childhood music education discourses are discussed, along with other factors that are known to influence children’s musical lives, such as spatiality, repertoires and the politics of participation. Three illustrative vignettes that stem from the author’s experience as an early childhood music educator and researcher are presented throughout the text. How did early childhood education become “risky” for children and teachers? This paper takes a series of booklets written in the 1990s as a case study of the entry of official anxiety about sexual abuse in early childhood centres in New Zealand. I argue that these documents provided a basis for policy development which reflects risk anxiety rather than a proper, informed appraisal of any real dangers to children in early childhood education in New Zealand; in addition, the documents legitimate unprecedented ongoing (self‐)regulation of teachers' practices, regulation about which critical questions cannot be asked without being understood as “denial” of abuse. It is concluded that the original documents, and the policies they engender, have had the negative and illegitimate effect of producing “risk of abuse” as a normal aspect of contemporary early childhood education.  相似文献

As a new phenomenon in German ECEC, commercial high-cost childcare centers are subject of controversial debates. The expansion of this type of early care provision raises concerns about the possible reinforcement of social inequalities in early childhood. However, mechanisms of distinction within these institutions cannot be matched to such criteria as type of organization or features of the facilities. In this paper we argue that the interactions between professionals and parents have to be focused as crucial sites of the production of distinction. Using data from an ongoing qualitative research project we elaborate on three modes of interactive production of particularization. Based on these findings, we show that a reconstruction of the unique organizational cultures is indispensable to address questions of new vertical differentiations within the field of ECEC institutions.  相似文献

Abstract

Background: Early childhood education and care has been an area of significant policy attention, public investment and private market activity in Australia over the past three decades. Australian educationists and policy-makers have looked to international examples for evidence, policy design and institutional models. However, this area is under-researched in Australia, with regard to how these knowledge flows are theorised, and how policy is implemented on the ground.

Purpose: The paper’s purpose was to contribute new Australian-focussed conceptual and empirical insights on the trajectories, development and implementation of evidence-based policy in the field of early childhood education and care.

Sources of evidence: The paper is based on three main sources of evidence: ? the critical literature on policy transfer and policy mobility

? policy statements, reports and planning documents produced by national- and state-level governments

? data from fieldwork analysis of new capital works and programmes in the early childhood field.

Main argument: International research and evidence on the benefits of investment in early learning has had a significant impact on the framing of Australian policy. So too has a move in several countries to align early childhood institutions with schools. However, a dominant paradigm of policy transfer, reliant on pluralist and rationalist frameworks of policy-making, fails to account for the dynamics of policy development and implementation across and within jurisdictions and geographical space. Conceptualising a new alignment in Australia between children’s centres and schools as ‘educare’, this article employs the theoretical lens of policy mobility to account for the circulation and transformation of educare policy in Australian settings. Through an empirical analysis of a new educare centre in the growth corridor of western Melbourne, the article demonstrates the extent to which neoliberal policy settings outside the educational sphere, around public finance, partnership, place and infrastructure provision, influence the implementation of ‘educare’ policy.

Conclusions: The educare discourse in Australia addresses a complex and multiscalar set of policy problems that associate child development with concerns around human capital formation, economic efficiency and productivity, place making and community building, and the role of the public sector in neoliberal democracies. International circuits of knowledge, policy design and institutional models in the educare field have been significant in shaping recent Australian policy, despite well-publicised views expressed in Australia on the disconnection between academic research and policy. The strength of policy mobility as a theoretical lens to assist our understanding of these influences lies in its critique of formalism in policy-making and in its attention to fluidity and transformation. The mobility lens encourages new empirical research that focuses on spatial and institutional dynamics, assisting our reading of on-the-ground developments in Australia’s fastest growing city.  相似文献

This article is part of a larger exploratory study that followed preservice early childhood teachers through their program and into their first year of practice, giving voice to their understandings of quality teaching and learning, and insight into the ways their preservice program prepared them for the challenges of teaching in diverse settings. Analyses of our graduates’ first-year interviews revealed participants’ perceptions on those elements of the program which best guided their decisions in practice, such as reflective thinking about their daily work and child observation and inquiry. Findings support the importance of engaging in differentiated instruction, reflective practice, and collaboration through a variety of experiences in the field, and illuminate everyday practices that bring richness to teaching and learning in early childhood education. Emergent questions about the best ways to provide quality early childhood teacher preparation are discussed in relation to the dilemmas early childhood teachers face in the current educational landscape.  相似文献

This paper explores the issue of early childhood professionalism from a socio-cultural perspective. In particular the article is concerned with how pre-school teachers conceptualise their professionalism by making sense of the work they carry out on an everyday basis in early childhood institutions. In analysing teachers’ perceptions special attention has been paid to the socio-political and historical conditions that have contributed to shaping them. Drawing on a recent empirical study conducted within Bologna province (Italy), contemporary issues in early childhood professionalism are analysed and insights for a possible re-conceptualisation are offered through a critical interpretation of teachers’ perspectives. The findings discussed in the article highlight how a complex conceptualisation of professionalism, building upon continuous learning in relational contexts, is currently challenged by recent neo-liberal influences. In facing these challenges a crucial role will be played by teachers’ collaborative practices in the workplace that, if reclaimed as a space for collective decision-making, could potentially become an arena for rethinking teachers’ professional development in dialogue with local communities.  相似文献

Early childhood practice has often been described as complex in both policy documents and research literature; however, less attention has been given to exploring the nature and consequences of complexity in early childhood practice. At a time of intense policy attention in many national contexts, there is the potential for closing down, as well as for opening up conceptualisations of early childhood practice. To help keep possibilities open for multiple conceptualisations of practice, in this paper, we explore how complexity works and what it produces in early childhood practice assemblages. To do this, we draw on data fragments from research with 10 early childhood educators in NSW, Australia, and read these data with concepts from Deleuze and Guattari. We suggest four ways that our readings help articulate, and contribute to understandings of the complexity of early childhood practice.  相似文献

The present study examines educational policy documents and programs on early childhood development and education in Peru. The author provides an evaluation of early childhood learning programs and their outcomes in different education centers in Peru. Health, nutrition, development, and participation are identified as key areas of concern.
