This essay offers a historical commentary on Turning Points: Preparing Youth for the 21st Century, the 1989 report on middle school education by the Carnegie Council's Task Force on Education of Young Adolescents, The report's opposition to tracking and its advocacy of teacher empowerment, initiatives that have been popular with school reformers of the 1980s, does distinguish Turning Points from earlier proposals for educational change. Most of the report, however, seems to recommend policies that bear a striking similarity to the kind of changes promoted by the advocates of efficiency oriented school reform earlier in the century. The essay examines the historical antecedents for two of these policy recommendations, curriculum integration and school‐based health services. In considering these earlier attempts at reform, this essay identifies flaws that may mitigate the effectiveness of the policies recommended in Turning Points but which the authors of the report fail to mention .  相似文献

The authors of the present methodological review investigated the patterns of statistical usage and reporting practices in 756 articles published in the American Educational Research Journal (AERJ) and in the Journal of Counseling Psychology (JCP) over a 10-year period. First, some findings from other similar reviews are summarized. Second, the authors present a framework for characterizing selected research practices that emphasizes, in part, elements of the recent report of the American Psychological Association (APA) Task Force on Statistical Inference (Wilkinson & APA Task Force on Statistical Inference, 1999). Third, characterizations of 10 years of analytic practices in 2 journals are presented and evaluated within that framework. The article concludes with a discussion of the changes that may be necessary to improve the statistical state of affairs in behavioral research.  相似文献

In a recent issue ofProspects we published a review of the World Bank's recent publication,Education Sector Working Paper. This publication represents a major policy statement by the Bank on the subject of education and significant (not to say radical) departure from previous policies. It is a document all the more important in view of the enormous funding power of the World Bank and the undeniable influence of its policies on national governments and even on international organizations. TheEducation Sector Working Paper, which has been generally welcomed in international circles, is certainly not without its critics both in the developing countries and in the industrialized world. We feel that at a time when there is a push for examining educational policies and concepts on an international level, we can contribute to the debate by publishing some criticism and rejoinder centring around the World Bank publication, much as we did in 1973 and 1974 on the subject ofLearning to Be, the report of the International Commission on the Development of Education. In this issue, therefore, we open the discussion with an article by Peter Williams, originally written for a one-day review meeting to consider the World Bank publication, held on 19 May 1975, at the University of London Institute of Education, and which he revised forProspects. The institute hopes to publish a report of its meeting, together with the papers, before the end of this year. Peter Williams' critique seems to us to be particularly interesting because it is based on the author's disagreement with the prevailing pessimism in the world, reflected by the World Bank, on the state of education in the developing nations. We build upon and examine critically the framework for analysing accountability set forth in the World Bank’s World Development Report 2004 (WDR04) through a review of selected literature studying accountability‐focused reforms in three Latin American countries – Brazil, Colombia and Chile. We examine the successes and pitfalls of the three accountability‐related reforms (which also involve some type of decentralization) in fostering institutional environments in which the key actors involved in provision are held responsible for fulfilling their roles in providing education services. We apply the WDR04 framework in our analysis of the process of implementation and impact of different types of accountability‐focused reforms in the three countries. The framework was conceptualized by analysing case studies such as ours for a broad range of sectors, and now has widening influence in the policy‐making community, thus justifying a critical assessment. We discuss common challenges impeding implementation of the reforms, most notably political and technical challenges and discuss how well the framework and report capture and emphasize such challenges. In studying the impact of the reforms, we find that their effects are generally more positive in less poor communities and discuss the need for a strong central state to monitor and address such issues.  相似文献

In 1974, the World Bank published a study entitledEducation Sector Working Paper which set forth its policy in the field of education. This study, the second the Bank had published, was widely read, analysed and discussed for some time after its publication and had a considerable influence on thinking in education and development at the international level. Prospects devoted four articles to the paper: one book review and three controversies (Vol. V, No. 2, 1975, p. 285; Vol. V, No. 4, 1975, p. 457–78; Vol. VI, No. 2, 1976, p. 209–20). Thus, the discussion in our pages, in which the Bank participated, lasted nearly a year.Now the Bank has brought out another eagerly awaited policy paper on education which is to guide its thinking and action in the coming years. Its publication is an event of international importance and its impact will certainly be considerable.The following article by Martin Carnoy is the first in a seriesProspects will publish reviewing the policies of the Bank as expressed in theEducation Sector Working Paper, and by extension, the foreseeable impact of these policies on the world of education in general. Martin Carnoy's paper is critical: readers familiar with his work (seeProspects, Vol. VIII, No. 1, p. 3–19) will know that his viewpoint on the international aspects of education diverges considerably from that of the Bank and of most international governmental and non-governmental agencies.The debate is open again. Specialist in the economics of education, economic development and political economy. In the context of low-income countries, the role of donors in public policymaking is of great importance. Donors use a combination of lending and non-lending instruments as pathways of influence to shape policy directions in aid-recipient countries. This paper reports some findings from a doctoral study on the role of the World Bank in the recent higher education (HE) policy reform process in Ethiopia. It focuses on the nature and impact of non-lending assistance by the Bank to the Ethiopian HE subsystem. Based on an interpretive policy analysis of sector reviews and advisory activities of the Bank, and selected national HE policy documents, the following findings are highlighted. First, as a ‘knowledge institution’, the World Bank produces, systematises and disseminates knowledge through policy advice, policy reports, analytical sector reviews, and thematic conferences and workshops. Second, knowledge aid from the Bank not only has a profound discursive effect on shaping Ethiopian HE policy reform priorities in accordance with its neoliberal educational agenda but also undermines the knowledge production capacity of the nation. The paper also argues that, for an effective education policy support, the Bank needs to shift its modality of engagement from knowledge aid to research capacity building.  相似文献

This article contrasts the official, largely silent, role of the World Bank as an agent of global markets with its professed role as agent of the poor. The failure to make explicit its role as global market advocate creates a policy environment that can be destructive of both global markets and the long-term survival of the world’s poor. The article examines the World Bank’s Education Sector Strategy in this light. The article begins by outlining the institutional, policy and education frameworks that emerge from the conflicts of the World Bank’s dual role in markets and poverty. It then shows that the implementation and outcome analyses in The Strategy grow out of these frameworks and are, therefore, limited in scope and effectiveness. An approach that explicitly acknowledges the market roles of the World Bank would have led to a more effective policy document.  相似文献

In 2010, the World Bank published a policy study on early child education (ECE) developments in Brazil, entitled Early Child Education: Making Programs Work for Brazil’s Most Important Generation. Development. This paper analyses the report’s assessment of ECE policy in Brazil as well as the recommendations it provides. A critical analysis of ECE shows that the report’s insistence that financial constraints necessitate a trade-off between coverage and quality privileges the influence and position of the private sector and urges public–private partnerships as a cost-saving strategy. While it commends the Brazilian Government for its commitment to universal access to preschool, it argues for more targeted investment in quality rather than access. This paper argues that the quality-coverage debate should be set aside and overall investment in ECE should be increased. It also argues that issues excluded from the report such as disability, race and rural access to ECE must be considered in the development of sound social policy.  相似文献

Nationally and in Illinois, underenrollment is one of the greatest challenges facing Hispanics in education. Characterized by the extremely low rates of participation in postsecondary education, despite the unprecedented increases in the numbers of college-age Hispanics, underenrollment exists at all levels of American education, beginning early with the higher rates of delayed education at the elementary educational level. In Illinois, reports describing staggering Hispanic high school dropout rates in excess of 60% caused creation of the Illinois General Assembly State Task Force on Hispanic Student Dropouts, which issued its report in March 1985. Recommendations for policy changes are drawn from analysis of the published and unpublished testimony heard by the Task Force, as well as data from a variety of other sources. These recommendations should assist educational decision makers to devise solutions that will be comprehensive, and attend to both the qualitative and distributive dimensions of the problem.  相似文献

Using critical discourse analysis as a methodology for analysis, this paper sets out the nature and form of the challenges directed to the compulsory schooling sector by the knowledge economy that is contained in key policy and related documents put out by the OECD, the World Bank and the UK government. The OECD and the World Bank’s policy agendas are increasingly important in setting policy and programme agendas for the developed and developing countries respectively; however there are important differences between the two institutions regarding how education should be redesigned. The World Bank’s redesign of education favours the market and individualism as the means for developing knowledge and skills for the knowledge economy. The OECD, however, while concerned with human capital formation, rejects the market model in favour of an institutionally embedded liberalism to overcome the problems posed by tacit knowledge. The UK, on the other hand, has promoted the idea of personalized learning. The paper suggests that this idea is particularly problematic for developing a system of innovation for the economy that is dependent on high levels of social interaction.
The first half of the twenty‐first century will, I believe, be far more difficult, more unsettling, and yet more open than anything we have known in the twentieth century. I say this on three premises; none of which I have time to argue here. The first is that historical systems, like all systems, have finite lives. They have beginnings, a long development and finally, as they move far from equilibrium and reach points of bifurcation, a demise. The second premise is that two things are true at these points of bifurcation; small inputs have large outputs (as opposed to times of the normal development of the system, when large inputs have small outputs); and the outcome of such bifurcation is inherently indeterminate. The third premise is that the modern world system as a historical system has entered into a terminal crisis and is unlikely to exist in 50 years. However, since its outcome is so uncertain, we do not know whether the resulting system (or systems) will be better or worse than the one in which we are living, but we do know that the period of transition will be a terrible time of troubles, since the stakes of the transition are so high, the outcome so uncertain, and the ability of small impacts to affect the outcome so great. This paper relates the contemporary educational reforms in Sri Lanka to the processes of globalisation. The international monetary organisations such as the IMF and the World Bank and the regional organisations like the Asian Development Bank (ADB) play a dominant role in influencing the debt-receiving countries when it comes to their educational practice. The intensity of the influence of these organisations can vary depending on the existing educational policy of the aid receiving countries. This paper, after a brief introduction on globalisation, examines its effects on the education policy in Sri Lanka with a special emphasis on the current language policy. Equity in education is usually advocated at primary level based on the universal primary education concept so highly upheld by the World Bank. However, the present high human development indicators are undoubtedly due to Sri Lanka's free education policy in native languages. The paper concludes stressing the importance to retain the national education policy as a means of empowerment and liberation of its masses and creating stronger ethnic harmony.  相似文献

The purpose of this study is to provide an overview of the Korean government’s policies for building world class universities (WCUs) and their implications for Korean higher education institutions. Primarily through an extensive literature review, but also through a discussion of field interviews and the experiences of one of the authors as a public official in education policy making, this study examines the Korean government’s policies to establish WCUs, as well as the outcomes and consequences of these policies. Using the framework suggested by Salmi (The challenge of establishing world-class universities. The World Bank, Washington, DC, 2009), the study seeks to answer the following research questions: (a) What policies has the Korean government implemented to build WCUs since the late 1990s? (b) How has the government’s quest to build WCUs transformed the Korean higher education system? Specifically, how have HEIs in Korea responded to the policies implemented? This paper explores the nature and quality of the participation that characterises the Bank's consultations with external actors and examines the extent to which the Bank is responsive to such feedback when it comes to defining its policy preferences and strategies in the education domain. It draws on a case study of the participatory process that was organised around the definition of the last World Bank Education Strategy (WBES2020) and focuses on the participation of three European aid agencies, the Ministry of Foreign Affairs of the Netherlands, Germany's Federal Ministry for Economic Cooperation and Development and the Department for International Development of the UK. This paper acknowledges that a significant effort was made to promote the inclusiveness and transparency of the participatory process, yet it concludes that the conditions for promoting quality participation and substantive policy change were not provided. Furthermore, the way international aid agencies produce and use knowledge limits their role and influence in the context of the Bank's consultations. Hence, by not contesting the Bank's policy ideas substantially, the agencies contribute inadvertently to reproducing the Bank's predominance in the education for development field.  相似文献

This article uses critical discourse analysis in order to discuss the equity and social justice implications of an envisaged education reform agenda in Cyprus, as articulated by two consultation reports commissioned by the World Bank. The reports highlight, inter alia, the imperative to improve teaching and enhance accountability regimes with regard to students’ learning. Selected extracts from these documents are analyzed in order to highlight the absence of a social justice discourse in the rhetoric of educational reforms, despite the alleged centrality of a social justice discourse in official policy. The reports fail to include issues of social justice and learner diversity in discussing the necessity to strengthen the existing teacher policy framework and to mobilize structural educational reforms. This omission is indicative of the neoliberal imperatives that drive the envisaged education policy reforms as well as the low priority attributed to issues of equity and learner diversity, with particular reference to students designated as having special educational needs and/or disabilities.  相似文献
