Israel's Planning and Grants Committee (PGC) was formed in 1974 to function as an intermediary body between the higher education system and the government in financing of higher education institutions. The PGC is largely composed of academics from universities. It was meant to guarantee both academic freedom of the higher educational system while providing for greater accountability. However, the PGC has increased its involvement in higher education and assumed also the role of planning the system as a whole and regulating the development of individual universities.This article analyzes the effects of PGC policies on Israel's universities in general and specific acts which have restricted institutional autonomy and might further limit their academic freedom.  相似文献

In the 1990s many institutions are faced with pressures to serve the needs of society while facing declining financial resources. This increases the need for institutions to properly plan for the future. The literature shows that many institutions have not embraced the need for strategic planning. This article reviews the systems approach to strategic planning as a method to enhance the planning processes. Planning models in the literature were examined, and a new model specifically oriented to institutions of higher education is presented. The model uses the concepts of the systems approach, combines elements of models in the literature, and shows the relationships and responsibilities of elements of the institution.Thomas S. Barker holds a B.S.B.A. from Christopher Newport University, an M.B.A. from Old Dominion University, and a Ph.D. in Higher Education from the University of North Texas. He is a principal in an educational consulting firm and has written on international education and technology transfer. Special interests include international education, developing countries, and cross-cultural ethics. Howard W. Smith is currently Professor of Higher Education and Interim Dean of the College of Education at the University of North Texas. He holds a B.S. in Education from Southwest Missouri State College and M.Ed. and Ed.D. degrees from the University of Missouri-Columbia. Drawing from published case studies of U.S. institutions and from case studies conducted in the U.K., the author assesses the causes and characteristics of decline among institutions of higher education and the various types of institutional planning responses. Planning under conditions of instability and decline is held to be significantly different from planning under conditions of growth in that the politics of planning are more intensive and highly defensive. Changes in the standards for organizational consensus in planning under decline are also discussed. The problems and advantages inherent in developing strategic contingency plans as opposed to developing strategic planning policies are noted.The author concludes with a summarization of the contrasting planning styles characteristic of U.S. institutions, U.K. polytechnics and U.K. universities, noting that the model and success of recent University Grants Committee selective cuts among many institutions is more likely to be transferred to the polytechnic sector than across the Atlantic to U.S. institutions.  相似文献

Management development is a relatively recent concern in Australian higher education. Historically, management of colleges was deemphasized; instead, a gentlemen's approach to academic governance has predominated. Recently, as a result of an emerging administrative crisis, colleges and universities have started experimenting with new approaches to management. This article explores the applicability of a general management development model to the Australian context. The model, which identifies a dynamic relationship between the structural characteristics of an institution and its management needs, was developed from research on American colleges and universities. Based on the analysis of three case studies the model appears applicable to the Australian setting, especially for large and complex institutions which confront simultaneous pressures to develop the planning and management capability in basic units, and to increase coordination and planning at the institutional level.  相似文献

Education systems are increasingly being called upon to implement new technology-based assessment systems that generate efficiencies, better meet changing stakeholder expectations, or fulfil new assessment purposes. These assessment systems require coordinated organisational effort to implement and can be expensive in time, skill and other resources. This paper explores the nexus between assessment planning and organisational strategy in the context of technology-based assessment implementation. Two planning tools, an Assessment Planning and Review Framework (the Framework) and an Assessment-Capability Matrix (the Matrix), are provided to assist organisations to manage this nexus. The Framework is a reformulation of prominent assessment design frameworks, developed for a broader, interdisciplinary audience. Its extension through the incorporation of organisational capability concerns led to the development of the Matrix. The Framework and the Matrix create an interface from principled assessment design to organisational strategy that is explored through five predominantly technology-based assessment design pathways.  相似文献

This article describes the use of action learning and action research in the development of management training institutions and management development experts in China. A case study is reported here which was based on a technical cooperation project between Switzerland and China which took place from 1994 to1996. The aim of this project was to build up the Chinese Government's institutional capacity in support of its policy to modernize its public administration and to strengthen its management of public enterprises. Conclusions from this case analysis illustrate that it is possible to operationalize action learning and action research methodologies successfully in China and to bring about organizational, managerial, professional, and personal development. It also illustrates needed adaptations of applying these management development strategies in the context of an international transfer of know-how. Learning took place at two related domains, i.e., at the domain of Chinese organizers, trainers, and managers who participated in the project and at the domain where the two partner institutions of the project interacted. More work is needed to better understand how to accelerate the development of facilitators and to manage structural and cultural constraints when one applies action learning and action research methodologies to large and complex systems in transitional economies within an Asian cultural environment.  相似文献

Recent developments in higher education have their effect on planning and administration models of higher education institutions. In this context different computer‐operated models for planning and management have been developed. We give below an example of one such model, the Multiaccessible Subscriber's Numerical System, which has been developed at the Technical University of Wroclaw, Poland. This system, which is already partly in operation, can be compared with such models as CAMPUS (Comprehensive Analytical Methods of Planning in University Systems) operating in Canada and the United States, or the one developed in the Federal Republic of Germany by HIS (Hochschul‐Informations‐System). The information received from the Institute of Organization and Management of the Technical University of Wroclaw, on which the article below is based, underlines the need for international co‐operation in this field.  相似文献

This study on "Educational Planning and Secondary School Reform in Italy" is concerned with planning and research in vocational-technical education; the relation between the acquisition of specific skills, and scientific and technical progress is dealt with explicitly as a problem of special relevance. In every case planning in education is premised on particular assumptions about technological development that serve as direct justification for changes in school organization. A paramount question in this regard is whether the evaluations of technical and social development in Italy upon which education planning is based, are borne out empirically. The basic postulates for the expansion of educational institutions, worked out in a period of intensive economic growth (1), must be measured against the results of an analysis of job structure, as well as of pilot experiments in educational planning oriented toward the actual use of acquired skills in the labor process. In addition to these results and their consequences for the school system, in this investigation we shall also draw on studies that have developed approaches to raising general technical competence above the level regarded as strictly necessary and to reorganizing labor in a way implied by such progress.  相似文献

This paper reviews the origins of institutional research and its more recent association with a separately identifiable planning function. It examines in depth the issues involved in institutional research and planning and particularly emphasizes the role of values, politics, and social pressures in regard to the planning function. Planning by single institutions is likely to be more directed to attaining administrative and faculty aspirations than to meeting educational and social needs. As a result, there is considerable doubt that the institutional research and the planning function can be successfully conjoined. To prevent one dominating the other, the best resolution is that of interacting but independent units whose analyses and recommendations are brought into accord with reality (both needs and resources) by the administrations and boards in which responsibility for institutional operations is vested.The paper also points up some of the problems generated for institutional researchers by the poor quality and unjustified claims and recommendations of much of what purports to be scholarly writing or research on higher education.  相似文献

原有的城市规划法律制度不适应我国城镇化又好又快发展的需要。《城乡规划法》严格规范了规划许可审批和规划实施管理行为,完善了与投资体制、土地管理相协调的建设项目规划的公益性。土地规划不等于土地利用规划,土地利用规划在整个规划体系中处于基础地位,在《城乡规划法》中居于核心地位,编制村级土地利用规划是当前的中心任务。《城乡规划法》规定了各类规划修改的审批层级及修改的程序,强化了各级政府、规划主管部门对于组织编制规划的职责和法律责任。  相似文献

In the face of unprecedented disruption and complexity, the higher education sector appears to be largely underprepared for the projected exodus of senior-level administrators due to retirements and briefer tenures in leadership roles. Given that religiously affiliated institutions account for more than one in five colleges and universities in the United States, it is concerning that relatively few studies have addressed succession planning in this sector, and in Christ-centered higher education in particular. This article provides a review of the literature that has addressed the topic of succession planning and discusses the findings from a single-institution ethnographic case study that explored the culture of succession planning and leader development at Lipscomb University in Nashville, Tennessee. The conceptual framework used in this study was developed through the dissertation research of C. L. Richards in 2009, and is referred to as the 5Cs Model: Strategies for Succession Planning in the Academy. Through a grounded theory study, Richards suggested five strategies leaders should consider as they approach succession planning in academic institutions: culture, champions, communication, competency-based, and continuous. The article then discusses succession planning as an effective process that presidents, boards, and senior leaders can use to intentionally develop a cadre of future leaders, highlighting the unique challenges and best practice opportunities of pursuing this strategy, and recommends several implications for practice in Christian higher education.  相似文献
