In 2008, the federal government allotted $7 billion in child care subsidies to low-income families through the state-administered Child Care and Development Fund (CCDF), now the government's largest child care program (US DHHS, 2008). Although subsidies reduce costs for families and facilitate parental employment, it is unclear how they impact the quality of care families purchase. This study investigates the impact of government subsidization on parents’ selection of child care quality using multivariate regression and propensity score matching approaches to account for differential selection into subsidy receipt and care arrangements. Data were drawn from the Child Care Supplement to the Fragile Families and Child Wellbeing Study (CCS-FFCWS), conducted in 2002 and 2003 in 14 of the 20 FFCWS cities when focal children were 3 years old (N = 456). Our results indicate that families who used subsidies chose higher quality care than comparable mothers who did not use subsidies, but only because subsidy recipients were more likely to use center-based care. Subgroup analyses revealed that families using subsidies purchased higher-quality home-based care but lower-quality center-based care than comparable non-recipients. Findings suggest that child care subsidies may serve as more than a work support for low-income families by enhancing the quality of nonmaternal care children experience but that this effect is largely attributable to recipients’ using formal child care arrangements (versus kith and kin care) more often than non-recipients.  相似文献

Parents' child care arrangements are affected by the information they gather, their values and childrearing beliefs, their knowledge of child care quality, and the extent to which they are satisfied with their child care choices. Parents' decisions about child care are also influenced by ecological correlates, such as child age, maternal education and hours of employment, family ethnicity and income, and state and federal child care policies. This review addresses each of these elements and their role in parents' child care arrangements and concludes with recommendations for honoring parents' child care ideals through better child care quality information and higher professional standards for child care providers.  相似文献

This paper explores factors related to the use, amount and type of non-maternal child care infants experience in their first year, reporting on a prospective longitudinal study of 1201 families recruited from two different regions in England. The selection and timing of non-maternal child care was investigated within a socio-ecological model that took account of child and family characteristics as well as maternal psychological factors. Family socio-demographic background (education, occupation and income level) was the most consistent predictor of the amount and nature of non-maternal care infants received. Infants who started in non-maternal child care before the age of 3 months were more likely to come from relatively disadvantaged families; in contrast the mothers of infants starting in child care between 4 and 10 months were more advantaged. Disadvantaged families were more likely to use familial care, while more advantaged families were likely to use purchased child care. Children who began non-maternal care later (3–10 months) and spent more hours in care were more likely to be from ethnic minorities (Asian) and have mothers who believed that maternal employment had more benefits and fewer risks for their child. First born children were also more likely to experience non-maternal care after the age of 3 months. Infants rated by their mothers at 3 months as less ‘adaptable’ in temperament and at 10 months as more ‘fussy’ spent more hours in child care. Finally, the type of child care selected was related to the families’ socio-economic background, maternal beliefs and attitudes, and birth order. Findings are compared with the US large scale National Institute of Child Health and Human Development (NICHD) study and considered in the light of national policies.  相似文献

We examine family and individual characteristics that predict low-income parents’ child care use, problems with child care, and receipt of public subsidies using data from three demonstration studies testing policies to promote employment for low-income parents (primarily single mothers). The characteristics that mattered most, particularly for use of center-based care were family structure (ages and number of children), parents’ education, and personal beliefs about family and work. The effects of race and ethnicity were inconsistent suggesting that generalizations about ethnic differences in child care preferences should be viewed with caution. There was little support for the proposition that many low-income parents do not need child care assistance because they use relative care. Child care subsidies and other policies designed to reduce the cost of care and to increase parents’ employment appeared to meet the needs associated with caring for very young children and for large families and were most effective in reaching parents with relatively less consistent prior employment experience. Parents whose education and personal beliefs were consistent with a preference for center-based care were most likely to take advantage of the opportunity to choose that option and to use subsidies.  相似文献

The relation between resumption of full-time employment by mothers of infants under 6 months of age, and subsequent infant-mother and infant-father attachments, was examined in this study. Attachment classifications and ratings of reunion behavior with mother and with father in Ainsworth's Strange Situation at 12 months were obtained for 57 nonemployed-mother families and 40 employed-mother families. No relation emerged between maternal work status and the quality of infants' attachments to their mothers, indicating that early resumption of employment may not impede the development of secure infant-mother attachment. A significantly higher proportion of insecure attachments to fathers in employed-mother families was found for sons but not for daughters. Joint examination of the infants' attachments to both parents revealed a trend suggesting that in employed-mother families, boys were more likely to be insecurely attached to both parents than were girls in employed-mother families or infants of either sex in nonemployed-mother families. These patterns are discussed in light of differences in maternal and paternal sex-typing behavior and of evidence suggesting boys' vulnerability to psychosocial stress.  相似文献

Whereas child maltreatment research has developed considerable evidence on post-natal risk-factors, pre-natal circumstances have been largely overlooked. The circumstances surrounding a pregnancy may considerably impact the environment in which later parenting behaviors occur. This study examines one of the earliest potentially identifiable risk-factors for child maltreatment: the intentions of a pregnancy. Utilizing both mother and father reports, this study focuses on maltreatment risk, as it relates with both parents’ perspectives of the pregnancy's intention. Drawing upon data from the Fragile Families and Child Well Being study, a longitudinal, birth cohort study, survey questions were used that asked parents, at the time of the birth, whether they considered abortion for the child. Unintended pregnancy demonstrates predictive value as one of the earliest identifiable risk-factors for child maltreatment. Regardless of whether the mother or father reported the unintended pregnancy, the relationship with maltreating behavior is largely the same, although for different maltreatment types. Mothers’ reports of unintended pregnancy are associated with psychological aggression, and neglect. Fathers’ reports of unintended pregnancy are associated with physical aggression. Fathers’ perspectives regarding pregnancy intentions matter just as much as mothers,’ and accounting for their perspectives could be important in understanding the maltreating behaviors of both parents. Identifiable in the earliest stages of caregiving, unintended pregnancy may be an important risk-factor in predicting and understanding child maltreatment.  相似文献

Previous work has shown that mothers' employment is associated with increases in children's body mass index (BMI), a measure of weight for height. Nonstandard work (working evenings or nights, weekends, or an irregular shift) may also be associated with children's BMI. This article examines the association between maternal work and children's BMI and considers the influence of mothers' nonstandard work schedules. Using data from school-age children (approximately 8 to 12 years) in the NICHD's Study of Early Child Care and Youth Development (N = 990), this study found that an increase in the total time a mother is employed is associated with an increase in her child's BMI; additionally, the association between maternal employment and children's weight is much stronger at 6th grade relative to younger ages. There was no evidence that maternal or home characteristics or children's time use mediated these associations, nor was there any evidence that nonstandard work was associated with children's BMI. Implications for policy and future research are discussed.  相似文献

This cross-sectional study compares 52 working poor families receiving subsidies for child care with 50 demographically matched families drawn from the subsidy waiting lists across three sets of variables: (1) maternal employment and income, (2) child care, and (3) child well-being. Compared to mothers from waiting lists, mothers receiving subsidies for their child’s care were more likely to be employed, spent half as much of their income on child care, and were less likely to be very poor. Compared to children on waiting lists, children receiving subsidies for child care were more likely to be in a formal licensed child care center, have more stable care, and have mothers who were more satisfied with their child care arrangement.  相似文献

This article uses longitudinal data from approximately 2,000 low-income families participating in the national evaluation of the Comprehensive Child Development Program to examine the associations between preschool children's living arrangements and their cognitive achievement and emotional adjustment. The analysis distinguishes families in which children live only with their mothers from children who live in biological father, blended, and multigenerational households. Linkages are examined separately for White, Black, and Latino children. Fixed effects regression techniques reveal few significant associations between living arrangements and child development. These findings suggest that substantial diversity exists in the developmental contexts among children living in the same family structure. Policies seeking to change the living arrangements of low-income children may do little to improve child well-being.  相似文献

Findings are presented on a U.K. study of 41 gay father families, 40 lesbian mother families, and 49 heterosexual parent families with an adopted child aged 3–9 years. Standardized interview and observational and questionnaire measures of parental well‐being, quality of parent–child relationships, child adjustment, and child sex‐typed behavior were administered to parents, children, and teachers. The findings indicated more positive parental well‐being and parenting in gay father families compared to heterosexual parent families. Child externalizing problems were greater among children in heterosexual families. Family process variables, particularly parenting stress, rather than family type were found to be predictive of child externalizing problems. The findings contribute to theoretical understanding of the role of parental gender and parental sexual orientation in child development.  相似文献

Objective. This study compared the networks of extended family and friendship relationships of children conceived via donor insemination with lesbian versus heterosexual parents. Design. Eighty families participated; 55 of the families were headed by lesbian parents and 25 were headed by heterosexual parents. Parents reported their children's contact with grandparents and other important adults. Results. Most children had regular contact with grandparents, other relatives, and adult nonrelatives outside their immediate households, and there were no differences in this regard as a function of parental sexual orientation. Both children of lesbian and heterosexual parents had more frequent contact with the parents of their biological mother than with the parents of their father or other mother. Conclusions. Contrary to negative stereotypes, children of lesbian mothers were described as having regular contact with grandparents. Regardless of parental sexual orientation, children were described as being in more frequent contact with grandparents to whom they were biologically linked.  相似文献

Differences in infant outcome, predictor variables, and their relationships were explored as a function of maternal employment. Thirty 18-month-olds and their mothers were studied. Child intelligence, attachment security, and dependency were measured, as well as frequency of stressful events in the mother's life, quality of the parents' marital relationship, frequency of the mother's social contacts, and extent of the mother's emotional and parenting supports. Also included were the mother's ability to cope; satisfaction with emotional, parenting, and child care supports; and role satisfaction. For children of employed mothers, attachment and dependency were negatively correlated; securely attached children showed less dependency behavior. For employed mothers, satisfaction with child care and frequent social contacts predicted secure child attachment. Satisfaction with child care, role satisfaction, and ability to cope were strongly interrelated. For nonemployed mothers, maternal coping predicted attachment security, while frequent social contacts predicted greater child dependency. Predictors of child outcome were highly interrelated for nonemployed mothers, with satisfaction with emotional supports playing a pivotal role. These differences suggest that different models to predict infant outcome in employed and nonemployed mother families may be appropriate.  相似文献

A child care subsidy is one of the most effective policy instruments to facilitate low-income individuals’ transition from welfare to work. Although previous studies consistently find that subsidy receipt is associated with increased employment among single mothers, there is currently no evidence on the influence of these benefits on the decision to invest in human capital. Using data from the Kindergarten cohort of the Early Childhood Longitudinal Study, this paper examines the impact of child care subsidy receipt on the likelihood of engaging in education and job training activities. We identify the impact of subsidy receipt by exploiting plausibly exogenous geographic variation in the distance that parents must travel from home in order to reach the nearest social service agency that administers the subsidy application process. Results suggest that child care subsidies encourage single mothers to engage in human capital investment. In particular, our instrumental variables estimates imply that subsidy receipt increases the likelihood that a single mother enrolls in courses at a school or university by 13 percentage points and participates in a job training program by 8 percentage points.  相似文献

In this study, observed maternal positive engagement and perception of work–family spillover were examined as mediators of the association between maternal nonstandard work schedules and children's expressive language outcomes in 231 African American families living in rural households. Mothers reported their work schedules when their child was 24 months of age and children's expressive language development was assessed during a picture book task at 24 months and with a standardized assessment at 36 months. After controlling for family demographics, child, and maternal characteristics, maternal employment in nonstandard schedules at the 24-month timepoint was associated with lower expressive language ability among African American children concurrently and at 36 months of age. Importantly, the negative association between nonstandard schedules and children's expressive language ability at 24 months of age was mediated by maternal positive engagement and negative work–family spillover, while at 36 months of age, the association was mediated only by negative work–family spillover. These findings suggest complex links between mothers’ work environments and African American children's developmental outcomes.  相似文献

Employment patterns and child-care characteristics and concerns of mothers and infants (12–15 months) with special needs (n = 166) were described and compared with a group of typically-developing children and their mothers (n = 139). Compared with the latter group, fewer mothers of children with special needs had reentered the work force by one year; infants began child care at an older age, and for fewer hours; care by relatives was more common, and formal arrangements were less common. The groups did not differ on any measures of observed quality of care. Special needs were an important concern in making employment decisions and finding child care for of the sample.  相似文献

There is considerable policy interest in understanding the role of child care in children’s development. Yet little research has examined whether individual children experience changes in child care quality across their early years, and less has included children’s varying levels of exposure to care in analyses of child care trajectories. Using data from the NICHD Study of Early Child Care, this study seeks to fill these gaps by studying the non-maternal care experiences of children whose mothers work at some point during their early years. We find that few of these children experience continuously high-quality care or continuously low-quality care. Instead, many children experience changes in child care quality. Children from low socioeconomic status families are more likely to experience low-quality care than children who are never poor, but children who are never poor are more likely to have child care histories that include both low- and high-quality care arrangements. We discuss the implications of our findings for studies of selection into low-quality child care arrangements and the effects of child care quality on children’s development.  相似文献

Research suggests that multiple non-parental care arrangements may have adverse effects on young children, yet little is known about their prevalence, factors associated with their use, or parents’ reasons for making these care arrangements. This longitudinal study reports on 677 children and their families recruited from government-regulated child care centers and family child care services in urban and rural New South Wales, Australia. Multiple concurrent care arrangements were relatively common, with one third of children attending at least two child care arrangements per week. Multiple child care was found to be more likely for children who were older, with better health, or with employed mothers, and who were living in rural rather than urban areas. Results suggest that parents’ reasons for using multiple care arrangements were based largely based on preferences that were made in the best interests of the child and on convenience. The deliberate choice by parents to use multiple child care arrangements to benefit their child challenges the assumption in previous literature that mixed care is not the parents’ first choice.  相似文献
