The following article, dealing with the problem in France of the demand for the type of higher education which would adhere to the principle of lifelong education, is based on a paper written by Violette Rey from the “Centre National de la Recherche Scientifique” in collaboration with Madeleine Brocard from the University of Rouen. The paper was presented during the CEPES Symposium on Relations between Education, Research and Production in Higher Education in Europe. In August 1978 the Greek Parliament passed Law 815/1978 concerning higher education. We present below the main elements of this law, which concerns the administrative structure of higher education institutions and the organization of the system of studies in the context of the general situation of higher education in Greece. This information is based on a report prepared by Professor Lyssimahos Mavridis, of the University of Thessaloniki and Director General of Higher Education at the Ministry of National Education and Cults. The report was given at the 3rd Meeting of the Group on Reform and Development of Tertiary Education in Southern Europe, which was organized by the Council of Europe and held from 20 to 22 September 1978 in Delphi.  相似文献

There is a predominant opinion that distance education, especially that one on higher education level, has to rely on application of educational technology. On the other hand prospective developments in educational and communications technology may bring the distinction between distance and “non‐distance” education into question. But, there is no doubt that the further development of this form of higher education demands broader co‐operation than at present, especially at international level. In this context, the following article, which was written for “Higher Education in Europe” by Dr. Sam B. Crooks, from the Open University, analyses different aspects of international cooperation in distance education with special reference to the work and outcome of the International Conference on Education of Adults at a Distance. The conference, hosted by the Open University in celebration of its tenth anniversary, was held in Birmingham, England from 18 to 23 November 1979. After a certain period of relactance and objective difficulties the use of television as an educational medium in the institutions of higher education is now increasing. The idea that higher studies are confined to a few years of one's early life and separated from later periods of work, is being changed, by the thought that the periods of study and gainful employment can be suitably interspaced throughout the adult life span, to the. advantage of both the individual and society. However, the implementation of the principle of lifelong education will not come about until many barriers and habits have been overcome in higher education, the world of work and public opinion. These problems, mainly in the context of higher education, are analyzed in the following article, which is based on a paper by Dr. M.M. Chambers of the Department of Educational Administration, Illinois State University (USA). The recognition of studies and diplomas is considered a prerequisite for the promotion of the international mobility of students, researchers and other university staff. For this reason Unesco, as well as some other international organizations, attach a great deal of importance in their programmes of activities to this issue. This article describes current developments in regard to quality assurance and the recognition of higher education qualifications in Lithuania. With the aim of internationalizing its higher education system, Lithuania acceded to the UNESCO European Diploma Convention in 1994 and to the Council of Europe Convention on the Equivalence of Diplomas Leading to Admission to Universities in 1996. The Ministry of Education created the Lithuanian Centre for Quality Assessment in Higher Education in January 1995. It has been very active in a number of directions since then. In addition, Lithuania has subjected its science to international evaluation, is a partner in the Baltic Higher Education Coordination Committee, and is participating in two PHARE projects for the development of co‐operation in higher education. The main obstacle to greater co‐operation in regard both to the recognition of academic qualifications and to quality assurance is lack of financial resources.  相似文献

>Higher education in Malta is in the process of substantial reform which, among other things, includes:
  • transfer of a number of degrees and courses from the Old to the New University and as well as the creation of new courses and degrees in the New University;

  • changes in the administrative structures of higher education institutions (Old and New University)

  • introduction of a worker‐student scheme for university entry;

  • changes in the distribution of authority on higher education.

We have received numerous requests to present in “Higher Education in Europe”, in relatively short form, the main features of higher education systems in the different countries of the Unesco European Region.

As partial response to these requests, we present below a survey on the Swiss system of higher education, written for “Higher Education in Europe” by Dr. Esther C. Garke from the Swiss Federal Office for Education and Science, and CEPES Liaison Officer in Switzerland.

The article gives an aperçu of the development of higher education in the Czech Republic from 1990 to 1993. The Higher Education Law of 4 May 1990 provides for the greater democratization of higher education structures and for increased institutional autonomy. Accreditation boards have been created. An Act of 9 July 1991 led to the creation of five new universities through the reform and amalgamation of pre‐existing institutions.
