Research has found disparities in young children's development across income groups. A positive association between high-quality early care and education and the school readiness of children in low-income families has also been demonstrated. This study uses linked administrative data from Maryland to examine the variations in school readiness associated with different types of subsidized child care, and with dual enrollment in subsidized child care and state pre-kindergarten or Head Start. Using multivariate methods, we analyze linked subsidy administrative data and portfolio-based kindergarten school readiness assessment data to estimate the probability of children's school readiness in three domains: personal and social development, language and literacy, and mathematical thinking. Compared to children in subsidized family child care or informal care, those in subsidized center care are more likely to be rated as fully ready to learn on the two pre-academic domains. Regardless of type of subsidized care used, enrollment in pre-kindergarten, but not Head Start, during the year prior to kindergarten is strongly associated with being academically ready for kindergarten. No statistically significant associations are found between type of subsidized care, pre-kindergarten enrollment, or Head Start and assessments of children's personal/social development.  相似文献

To evaluate the type and quality of child care used by low-income families who were either receiving or not receiving subsidized child care, we interviewed 111 African American parents from a randomly selected sample of low-income families. We inquired about their child-care use, satisfaction with care, work stress, and employment history. Using standardized assessment instruments, independent observers in the children's child-care setting evaluated the quality of the care and characteristics of the providers. We found that families using subsidized child care were more likely to use center care and other more formal types of care, while families not using subsidized child care were more likely to use a relative in the relative's home. Families using subsidized care tended to use licensed and registered child-care arrangements more than non-subsidized families. Also, subsidized families spent approximately half as much out-of-pocket money for child care. However, we found no evidence that the care used by families using subsidized care was of any higher quality than that used by non-subsidized families. We examine the possibility that child-care subsidy programs may not be adequately designed or funded to increase the availability of quality child care to low-income families. Educators and policy makers may want to consider additional means of increasing access to quality care in low-income families.  相似文献

Research suggests that multiple non-parental care arrangements may have adverse effects on young children, yet little is known about their prevalence, factors associated with their use, or parents’ reasons for making these care arrangements. This longitudinal study reports on 677 children and their families recruited from government-regulated child care centers and family child care services in urban and rural New South Wales, Australia. Multiple concurrent care arrangements were relatively common, with one third of children attending at least two child care arrangements per week. Multiple child care was found to be more likely for children who were older, with better health, or with employed mothers, and who were living in rural rather than urban areas. Results suggest that parents’ reasons for using multiple care arrangements were based largely based on preferences that were made in the best interests of the child and on convenience. The deliberate choice by parents to use multiple child care arrangements to benefit their child challenges the assumption in previous literature that mixed care is not the parents’ first choice.  相似文献

Child care arrangements change as children age; in general, hours in home-based child care decrease as hours in center-based settings increase. This sequence of child care type may correspond with children's developmental needs; the small peer groups and low child–adult ratios typical of home-based care may allow for more individual child–adult time for infants and toddlers, whereas the social stimulation found in center-based care during the preschool years may prepare children for kindergarten. This study examined associations between school readiness and the timing of child care type among children in NICHD's Study of Early Child Care and Youth Development (N = 1349). Findings suggest that children who experience home-based care during the infant–toddler period and center care during the preschool period display the improved cognitive outcomes, but not the increased behavioral problems, generally associated with sustained center care attendance. Continuous home-based care was associated with higher social status at school entry partially through smaller peer groups during the preschool period. These patterns did not differ by child or family characteristics. Implications for policy and research are discussed.  相似文献

Young children's experiences outside of both home and school are important for their development. As women have entered the labor force, child care has become an increasingly important context for child development. Child care experiences prior to school entry have been well-documented as important influences on children's academic and socioemotional development. However, less is known about the importance of non-parental, out-of-school care for young school-age children's development. Using a nationally representative sample of kindergartners (n = 16,888), this study examined the relationship between child care experiences during the kindergarten year and children's academic and socioemotional skills. Given that the amount of time available for child care is by definition related to the type of kindergarten a child attends, differences in the relationship between child care and child development were explored separately by full- and part-day kindergarten. Results showed that across both types of kindergarten, more hours of center care during the kindergarten year were associated with small improvements in math test scores for all children. Any center child care during the kindergarten year was associated with increased problem behavior and decreased prosocial skills, even after accounting for a large number of confounding factors. Differences by family income and child gender were also investigated. Implications for policy and practice are discussed.  相似文献

At the beginning of the study infant/toddlers ranged in age from 2 to 30 months. In this report, hypotheses examining the role of pre-care family characteristics in determining child care use and later child adjustment were evaluated. Discriminant function analyses reliably separated care type and age of entry groups using pre-care family and infant characteristics as predictors. There were no significant differences in child behavior problems (externalizing and internalizing behavior) as a function of care arrangement type experienced. Mother's pre-care parent stress (PSI parent domain subscale: attachment to child) predicted anxious/withdrawn behavior 6 months later. Aggressive/destructive behavior was related independently to mother's health status and parent stress (PSI parent domain subscale: sense of competence) as measured before out-of- home care was begun. This study examined how patterns of caregiving behavior differ between family and center providers over time, and to what extent caregivers’ attitudes and beliefs shape those caregiving patterns. Ninety-eight child care providers (59 family child care-based [family] and 39 center-based providers) self-reported their initial demographics, attitudes, and beliefs about children and caregiving. Their caregiving behavior in the child care setting was independently and reliably observed three times over the course of one year. When controlling for relevant demographic and structural variables, growth curve analyses revealed patterns of caregiving behavior that varied as a function of provider type and of the interaction between provider type and caregiver attitudes and beliefs. Center-based providers’ caregiving behavior was more heavily influenced by attitudes and beliefs and showed greater variability over time than family providers’ behavior. Implications for choosing child care and improving professional development are discussed.  相似文献

Early education and care programs (EEC) serve important functions in promoting children's school readiness skills and supporting parental employment. Yet knowledge remains limited concerning factors inhibiting or increasing families’ use of EEC programs for their young children and whether such factors function differently as children age. This study employed nationally representative data from the Early Childhood Longitudinal Study, Birth Cohort (ECLS-B) following 10,700 children from infancy through early childhood to assess predictors of home and center-based EEC and to delineate whether predictors differed by developmental period. Drawing on Meyers and Jordan's (2006) rich accommodations model of EEC selection, analyses found that factors associated with family needs and resources (parental employment, income, education, and family structure), cultural norms and preferences (race, ethnicity, and immigration status; geographic location; child characteristics; and parental priorities regarding EEC characteristics) and contextual opportunities and constraints (availability of care in the community) were all associated with selection into EEC settings. Many patterns were similar for infants, toddlers, and preschoolers, although race/ethnicity, employment, and availability were most strongly linked to EEC type during infancy, whereas parental priorities for features associated with higher-quality care programs predicted EEC most strongly for preschoolers. Results are discussed in terms of efforts to increase family choice and access to EEC programs.  相似文献

This investigation examined the mutual influences between structured parenting and child social wariness during toddlerhood using a longitudinal adoption design. The sample consisted of 361 adoption‐linked families, each including an adopted child, adoptive parents, and a birth mother. Heightened social wariness in children at age 18 months predicted reduced levels of observed structured parenting (i.e., less directive parenting with fewer commands and requests) in adoptive mothers at age 27 months. Adoptive fathers' lower structured parenting at age 18 months predicted subsequent elevation in child social wariness. Birth mothers' history of fear‐related anxiety disorders was not associated with child social wariness. Findings highlight the role of dynamic family transactions in the development of social wariness during toddlerhood.  相似文献

Child care subsidies help low-income families pay for child care while parents work or study. Few studies have examined the effects of child care subsidy use on child development, and no studies have done so controlling for prior cognitive skills. We use rich, longitudinal data from the ECLS-B data set to estimate the relationship between child care subsidy use and school readiness, using value-added regression models as well as parametric and non-parametric models with propensity score matching. Compared to a diverse group of subsidy non-recipients in various types of non-parental care as well as parental care only, we find that child care subsidy use during preschool is negatively associated with children's math skills at kindergarten entry. However, sensitivity analysis suggests that these findings could be easily overturned if unobserved factors affect selection into subsidy receipt.  相似文献

This investigation used structural equation modeling to examine sources of children's reading, vocabulary, general information, mathematics, and letter recognition skills upon entrance to kindergarten. Potential predictors included ethnicity, gender, child IQ, family literacy environment, maternal education, and months in child care centers. Family literacy environment had positive causal links with four of five academic measures. Greater number of months in child care centers was associated with higher mathematics scores among children from less educated mothers who scored low on a measure of family literacy environment. In contrast, no effects of child care were found for children from mothers with more education. Implications include the need for strong parental involvement in children's development and subsidized child care for children in need.  相似文献

This study is the first to test whether receipt of a federal child care subsidy is associated with children of immigrants' school readiness skills. Using nationally representative data (≈ 2,900), this study estimates the associations between subsidy receipt at age 4 and kindergarten cognitive and social outcomes, for children of immigrant versus native‐born parents. Among children of immigrants, subsidized center‐based care (vs. subsidized and unsubsidized home‐based care) was positively linked with reading. Among children of native‐born parents, those in subsidized center care displayed poorer math skills than those in unsubsidized centers, and more externalizing problems than those in unsubsidized home‐based care.  相似文献

In 2008, the federal government allotted $7 billion in child care subsidies to low-income families through the state-administered Child Care and Development Fund (CCDF), now the government's largest child care program (US DHHS, 2008). Although subsidies reduce costs for families and facilitate parental employment, it is unclear how they impact the quality of care families purchase. This study investigates the impact of government subsidization on parents’ selection of child care quality using multivariate regression and propensity score matching approaches to account for differential selection into subsidy receipt and care arrangements. Data were drawn from the Child Care Supplement to the Fragile Families and Child Wellbeing Study (CCS-FFCWS), conducted in 2002 and 2003 in 14 of the 20 FFCWS cities when focal children were 3 years old (N = 456). Our results indicate that families who used subsidies chose higher quality care than comparable mothers who did not use subsidies, but only because subsidy recipients were more likely to use center-based care. Subgroup analyses revealed that families using subsidies purchased higher-quality home-based care but lower-quality center-based care than comparable non-recipients. Findings suggest that child care subsidies may serve as more than a work support for low-income families by enhancing the quality of nonmaternal care children experience but that this effect is largely attributable to recipients’ using formal child care arrangements (versus kith and kin care) more often than non-recipients.  相似文献

Few studies have examined correlates of quality ratings in family child care arrangements. This study analyzes data from a multi-state sample of family child care providers actively seeking professional development for two purposes. First, we examine predictors of observed quality ratings focusing on characteristics of child care providers, the most proximal influences of quality in family child care. Second, we explore associations between three targets of professional development (providers’ attitudes, beliefs, and practices) and the pre-academic and social–emotional skills of preschool-aged children. Provider characteristics indicative of personal and professional resources and stress, as well as providers’ professional attitudes and beliefs, are predictive of observed quality measures. Observed quality and providers’ child-centered beliefs and perceptions of job demands are related to children's developmental outcomes. Implications for future research, policies, and practices are discussed.  相似文献

In this study, observed maternal positive engagement and perception of work–family spillover were examined as mediators of the association between maternal nonstandard work schedules and children's expressive language outcomes in 231 African American families living in rural households. Mothers reported their work schedules when their child was 24 months of age and children's expressive language development was assessed during a picture book task at 24 months and with a standardized assessment at 36 months. After controlling for family demographics, child, and maternal characteristics, maternal employment in nonstandard schedules at the 24-month timepoint was associated with lower expressive language ability among African American children concurrently and at 36 months of age. Importantly, the negative association between nonstandard schedules and children's expressive language ability at 24 months of age was mediated by maternal positive engagement and negative work–family spillover, while at 36 months of age, the association was mediated only by negative work–family spillover. These findings suggest complex links between mothers’ work environments and African American children's developmental outcomes.  相似文献

Early childhood education and care experiences play an important role in children's development and school readiness with, in general, sustained exposure to high quality, center-based care leading to positive outcomes. Hispanic parents have been shown to be less likely than others to place their children in center-based care, particularly when children are very young—a pattern that contrasts African American parents’ tendency for earlier use of center-based care. This paper examines child care choice from a contextual perspective. Using a multi-level modeling approach, we consider ethnicity and race, at the individual and neighborhood levels, in relation to the age at which children first participate in non-parental care and the type of care they first experience. Using data from the ECLS-K, the 1990 Census and other contextual sources, we demonstrate that Hispanic parents’ later use of care is explainable by economic and work participation factors at the family level, while neighborhood proportion of Hispanic individuals is associated with delayed entry into child care. In contrast, the observed early use of care among African American families persists after accounting for economic and work factors, and appears independent of differences in neighborhood context. Limitations and implications for policy and practice are discussed.  相似文献

Children from 10 sites in the United States were followed from birth to age 3 to determine how experiences in child care relate to cognitive and language development (Ns varied between 595 and 856, depending on the assessment). Multiple assessments of family and child care environments and of cognitive and language competence were collected. Analyses that adjusted for maternal vocabulary score, family income, child gender, observed quality of the home environment, and observed maternal cognitive stimulation indicated that the overall quality of child care, and language stimulation in particular, was consistently but modestly related to cognitive and language outcomes at ages 15, 24, and 36 months. The effect sizes for high (top quartile) versus low (bottom quartile) quality ranged from .18 to .48. After adjusting for child care quality, cumulative experience in center-based care was associated with better outcomes than was participation in other types of care. The amount of time children spent in care was not related to outcomes. Children in exclusive maternal care did not differ systematically from children in child care. Tests for lagged relations of earlier child care experiences to later performance (adjusting for current child care) showed that language stimulation predicted subsequent cognitive and language performance 9 to 12 months later. Although children in center care at age 3 performed better than children in other types of care, earlier experience in child care homes was associated with better performance at age 3 than was experience in other types of care. The relations of child care variables to outcomes did not vary consistently as a function of family income, quality of home environment, child gender, or ethnic group.  相似文献

Among children with significant developmental delays or with biomedical risk factors for developing delays, those who were in nonmaternal child care (n=80) did not differ from children staying at home with their mothers (n=73) on mental, motor, or adaptive functioning; behavior problems; or attachment security at 30 months of age. An ecological model then was used to predict outcomes for children who had been observed in child care. After accounting for selection effects, child characteristics at 12 months of age, and quality of home caregiving, none of the child-care variables (age of entry, hours, quality) predicted mental or motor development or attachment security among children in nonmaternal care. Older age of entry into child care predicted greater behavioral organization during testing. Higher observed quality of caregiving in child care predicted better adaptive behavior. Additionally, quality of home caregiving predicted mental development, behavioral organization, and secure attachment to mother.  相似文献

The quality of the child care environment and caregiver practices can potentially have significant, lasting impact on children’s social development. This study involves the development and a small-scale efficacy trial of the Carescapes program, a video-based training program that focuses on promoting positive social development in young children attending family child care. Fifty-seven caregivers who provided child care in their homes were randomly assigned to immediate intervention or waitlist control groups. Random coefficients analyses showed significant increased use of effective behavior management practices and decreased overall children’s problem behavior for the intervention group. A mediation model demonstrated that increases in effective behavior management practices were associated with decreases in problem behavior. A medium intervention effect was found for caregiver’s monitoring and a small effect for use of positive attention. These effects declined 5 months following the intervention. Implications for future efficacy and effectiveness studies in family child care settings that involve strategies to facilitate maintenance are discussed.  相似文献
