Processes of national research assessment, such as Excellence in Research for Australia (ERA) are a type of audit technology that confronts and steers established institutional identities and traditions. This nexus between policy and practice drives boundary work that diffracts prevailing policy logics, organisational practices, and habits of mind. We use this notion of ‘boundary work’ as an analytical lens for understanding the nature and effects of ERA in the Australian educational research space. This paper explains the methodology that informed the AARE–ACDE research reported in Strategic Capacity Building for Australian Educational Research. It documents the policy logic of ERA and the way it cuts across the established ecology of educational research, revealing social and symbolic work that is remaking the boundaries of educational research. We report on the historical trajectory of Australian educational research, the way ERA codes research outputs, and how educational researchers are repositioning in this shifting research space. We argue that there are specific loci of boundary work where capacity building in Australian educational research can make a difference to future educational knowledge building.  相似文献

This paper is a reflection on the current policy moment in educational research in Australia in the context of globalisation. Set against a consideration of the emergent structure of feeling, the paper draws on three case studies of research to draw out some lessons for educational researchers and the research community. The argument is put that the dangerous ‘we’ of AARE needs to support increased funding for education and for educational research and, for the latter, to support a range of funding sources, types of research, methodologies and dissemination approaches. Increasingly there are pressures upon such eclecticism because of governmental attempts to ‘instrumentalise’ relationships between educational research and practitioner needs as perceived by governments. While such research is necessary, there is also a need within a democratic polity for research framed by agendas set by researchers that critiques government-directed developments. The paper argues there is a complex relationship amongst researchers and educational policy and pedagogical practitioners and as such the concept of ‘impact’ as applied to educational research requires substantial theorising. Contemporary research policy has tended to inhibit the dissemination of academic research to educational practitioners, while educational policy has tended, inappropriately in the argument of the paper, to construct teachers as the mere recipients of policy and research done elsewhere.  相似文献

The 2014, 41st Australian Association for Research in Education (AARE) presidential address is both inspired and guided by the discursive genres of presidential addresses and the role of the president in a member association such as AARE. In the address, typically the president speaks to the members on an issue or issues that are to shape or conclude their term of office, as it is in my case. Like many of the 40 AARE presidents who have gone before me, I will embed some things that are professional, personal and political—not in the interests of advancing my research agenda, but to add “to the weave and pattern of the association’s history” (Reid 2010, p. v). Threads of my research since completing my PhD in 2000 will appear to support the broad argument. Also, I will draw on the outcomes of the 2014 Australian Research Council Discovery round (see Australian Research Council: ARC archives 2016) to encapsulate my key argument that educational research and its (ex)changes are being reshaped: in a post human digital age, the tree of knowledge is mutating. To make my argument, I will review how the thinking and doing of educational research mid-way through the second decade of the twenty-first century is constructed and ask what research endeavours might be created to make the best possible worlds for our member community and the aspirations of the association.  相似文献

In facing up to the challenges and impacts of globalization, high technology, economic transformation, international competitions and local developments in the new century, there have been numerous educational reforms and initiatives in many countries in the Asia-Pacific Region (Cheng, 2005a, A new paradigm for re-engineering education : Globalization, localization and individulization. Dordrecht, The Netherlands: Springer). Unfortunately, many of these educational reforms with good intentions and huge resources investment have been found ineffective and unsustainable if not totally failed. One of the major reasons for this is lack of a comprehensive knowledge base for policy development and implementation supported by sophisticated and relevant educational research. From the waves and trends of educational reforms in the Asia-Pacific Region, this article aims to draw implications for future developments of educational research in supporting paradigm shifts, policy formulation, and practice of educational reforms in the Region and other parts of the world in an era of globalization and transformation. We live in difficult times—socially, economically and politically—and it is right that learned societies, such as the British Educational Research Association, reflect on their purpose and direction. We cannot take for granted the social contract that supports the funding of social science and educational research. This paper reflects on enduring themes and new pressures and argues for special attention to: collaboration within and beyond the community of university‐based educational researchers; support for, and recognition of, the importance of reviews of research; the development of accessible forms of communication of findings and their implications, to guide sound decision making; more direct engagement with practitioners, policy makers and the public. It argues that it is time for communities of educational researchers to have confidence to become outward looking and strengthen alliances with other groups of researchers at home and abroad, across disciplines, with different types of research institutions and also with practitioners and policy makers. What drives this should be our principal aim to pursue educational research and its application for the improvement of education and the public benefit.  相似文献

This paper provides some background information about the Strategic Capacity Building for Australian Educational Research initiative: a joint program of work sponsored by the Australian Association for Research in Education and the Australian Council of Deans of Education. In addition, it offers some broader analysis of the contexts within which Australian Educational Research is being framed and judged, and argues that leaders of educational research need to become more adept at finding and creating spaces in which important policy battles can be won.  相似文献

Academic engagement with higher education research policy in Australia, and with education policy more generally, is in crisis. This time around, it is not just that our theoretical tools are blunt and irrelevant (Ball 1990), so are our politics. It seems our attention has been so consumed by “what is policy” (Ball 1994a) and with challenging its claims to authority, that we have missed or ignored imperatives to engage with its production. Even though some have attempted contributions, for the most part we have been “coerced into an era of cooperation”. Getting ourselves out of this mess will take more than just better theories and new politics. It will require a degree of cooperation, to advance a theory and practice of policy engagement and to re-establish a field of education that resists the tendency to fragment and/or the temptation to defend itself “against” policy. In this paper I attempt an assessment of where we are theoretically and politically with regard to education policy and where we need to look to find new forms of policy engagement. By way of illustration, I draw on examples from AARE (the Australian Association for Research in Education) and the Australian RQF (Research Quality Framework) although the analysis is by no means restricted to these.  相似文献

In March 2004, Stephen Ball and others presented a symposium at the conference of the British Educational Research Association (BERA) on the necessity of theory in educational research. Like Ball, I have observed that theory, not just social theory, is a difficult space and one that divides researchers (those comfortable with theory and those less so), within educational research. It is an aspect of educational research training that rarely receives the attention essential for ‘quality’ educational research. In the context of the contemporary research assessment exercises, it is worth reflecting on the relationship between research informed by social theory and expectations of quality and impact. In this paper I revisit the argument made by Ball and others for the necessity of theory, and discuss its role in framing research questions, informing analysis, and promoting reflexivity on the significance and relevance of research. I illustrate this process by discussing the ways theory can assist in the generation of research agendas and questions. I conclude the paper with an example of how a team of educational researchers from Australia, UK and New Zealand have made use of social theory to inform an Australian Research Council (ARC) funded project investigating the recontextualisation of health knowledge in schools.  相似文献

This paper provides an account and a critique of the rise of the contemporary policy as numbers phenomenon and considers its effects on policy and for educational research. Policy as numbers is located within the literatures on numbers in politics and the statistics/state relationship and, while recognising the longevity of the latter relationship, it is argued that the governance turn and neo-liberalism have strengthened the role of numbers in contemporary education policy. This phenomenon is situated in the contemporary ‘structure of feeling’, which sees politics reduced to managing the everyday and the evisceration of a progressive imaginary. The paper then documents the impact within education, focusing both on the emergent global education policy field and on the national agenda in Australian schooling and the related rise of ‘gap talk’, both globally and nationally. The paper concludes by drawing out some implications for educational research, suggesting that we as educational researchers are also being positioned by policy as numbers.  相似文献

Abstract In this essay, Naomi Hodgson reconsiders the value of Michel Foucault’s normalization thesis to the study of educationalization in relation to contemporary educational policy and research. Hodgson begins by analyzing educational researchers’ response to the recent introduction of citizenship education in England, focusing specifically on a review of research, policy, and practice in this area commissioned by the British Educational Research Association (BERA). She argues that the BERA review exemplifies the field of education policy sociology in that it is conducted according to the concepts of its parent discipline of sociology but lacks critical theoretical engagement with them. Instead, such work operationalizes sociological concepts in service of educational policy solutions. Hodgson identifies three dominant discourses of citizenship education within the BERA review— the academic discourse of education policy sociology, contemporary political discourse, and the discourse of inclusive education — and draws attention to the relation of citizenship education to policy initiatives, and thus to educationalization. She then discusses Foucault’s concept of normalization in terms of the demand on the contemporary subject to orient the self in a certain relation toward learning informed by the need for competitiveness in the European and global context. Ultimately, Hodgson concludes that the language and rhetoric of education policy sociology implicate such research in the process of educationalization itself.  相似文献

This paper argues that globalisation has implications for research and theory in the social sciences, demanding that the social no longer be seen as homologous with nation, but also linked to postnational or global fields. This situation has theoretical and methodological implications for comparative education specifically focused on education policy, which traditionally has taken the nation-state as the unit of analysis, and also worked with ‘methodological nationalism’. The paper argues that globalisation has witnessed a rescaling of educational politics and policymaking and relocated some political authority to an emergent global education policy field, with implications for the functioning of national political authority and national education policy fields. This rescaling and this reworking of political authority are illustrated through two cases: the first is concerned with the impact of a globalised policy discourse of the ‘knowledge economy’ proselytised by the OECD and its impact in Australian policy developments; the second is concerned explicitly with the constitution of a global education policy field as a commensurate space of equivalence, as evidenced in the OECD’s PISA and educational indicators work and their increasing global coverage. The paper indicatively utilises Bourdieu’s ‘thinking tools’ to understand the emergent global education policy field and suggests these are very useful for doing comparative education policy analysis.  相似文献

Research in education draws upon a wide range of epistemological traditions due in part to the wide range of problems that are investigated. While this diversity might be considered a strength of the field, it also makes researchers who work within it vulnerable to being divided into those worth listening to and those who should be ignored by ‘end-users’. These people and groups who are interested in the outcomes of educational research, such as policy makers and system providers, increasingly expect research findings to be accessible, and to inform questions of the ‘what works’ variety. Under this imperative, research processes that elaborate the complexity of educational problems, and the provisional, partial and contingent nature of solutions, tend to be dismissed as unnecessarily complex and inaccessible. Epistemological diversity in educational research also presents challenges for inducting teacher education students into the profession. We outline some of these challenges in a discussion of epistemological diversity in research in education. We also describe differences in how research traditions construct educational problems. We argue that crossing epistemic boundaries is a necessary condition of the educational practices of teachers and of those preparing to join their ranks. We compare and contrast knowledge-producing processes in education and identify the repertoires of capabilities and habits of mind associated with different epistemologies or ‘angles’. We suggest that the impact of educational research, including its contribution to teacher education programs, policy and public debate about issues in education, might be enhanced through a heuristic suite of four angles that are each understood to be necessary but not sufficient on their own. We provide a brief worked example of how such a heuristic might be applied to make sense of the diverse bodies of research regarding student engagement in school.  相似文献

By 2020 our world will have changed and with it the shape and role of education and of educational research. One cannot predict the future, but in this paper three possible scenarios are outlined reflecting alternative approaches of government to the economic, political, social and environmental challenges facing the Asia Pacific region. For each scenario (loosely-labelled: conservative-hierarchical, pragmatic-competitive, utopian-co-operative), the goals, structure, policy and practice of education and educational research are outlined, and the implications for the development of educational research and for the Asia Pacific Educational Research Association (APERA) are explored.  相似文献

This paper responds to the challenge of how educational research might be practised in a contemporary world that is no longer necessarily organised by nearness and unity. Focusing on ethnography, it argues for what a multi-sited imaginary contributes to research in the field of education. By giving prominence to the notion of multi-sited ethnography as it has been developed by the anthropologist George Marcus this paper shows how ethnography conceived this way is now necessary in educational research. By bringing together recent concepts from anthropology with educational ethnography, it provides an analysis and reconstruction of how to go about doing ethnography in a world that is characterised by partial connections. To highlight the contributions to education of this research imaginary the paper provides an example of how to approach a specific research topic in this field. In sum, this paper makes a unique contribution to educational research by providing an ethnographic approach for the study of contemporary educational lives.  相似文献

This study uses bibliometric data to assess the performance of educational research in Australian universities. It provides an alternative perspective to the Australian government’s Excellence in Research for Australia (ERA) assessment. ERA results suggest that the performance of educational research is substantially less compared to other disciplines, with only a handful of universities performing ‘above world standard’. I use a range of indicators that capture citation impact and journal quality from Elsevier’s SciVal research benchmarking tool to provide an alternative perspective that is authentic, transparent, comprehensive and multi-dimensional. The findings show that most Australian universities are performing above the world average in educational research. Australian universities perform especially well on the citation indicators, with more than 75% of universities performing above the world average on all three indicators. Performance on ERA is only moderately correlated with research performance in my analysis but is strongly related to one indicator, publication volume. This finding suggests that ERA assessments favour large entities and disadvantage smaller ones. The findings also suggest that the current ERA peer-review process may not accurately or fully reflect the performance of educational research in Australia. I anticipate that this alternative, bibliometric-based assessment will be a useful benchmarking tool for a range of purposes. I conclude with recommendations for future research.  相似文献

Research on gender and education is somewhat limited in Scotland, and research that explores the further education sector from a gender perspective is particularly lacking. This paper argues for such work, and underlines its importance given the prominence of FE in the Scottish policy context as a key contributor to the knowledge economy and lifelong learning agendas of the Scottish parliament. The argument is also made that research on gender—including masculinities—may have particular salience in Scotland because of specific cultural assumptions and practices that inhibit the recognition of women in management. The paper reports on a small pilot study of senior women managers in the further education sector in Scotland, and draws on their experiences to advocate further research that is attentive to the gendered nature of organizations and the interrelationship of masculinities and managerialism.  相似文献

The Education Reform Act (ERA) 1988 represents the most significant piece of legislation to have entered the education system in postwar Britain. Although all its “effects” have yet to materialize, this paper argues that aspects of ERA legislation will have a very damaging impact upon both the level and quality of PE provision in some state schools. The tone of this paper is necessarily speculative; but the analysis, based on the authors' ongoing research in primary and secondary schools, will suggest that ERA may exacerbate social and educational divisions within the education system and make it very difficult for some teachers to provide a quality “PE for all.”  相似文献

Research assessment exercises aim to identify research quantity and quality and provide insights into research capacity building strategies for the future. Yet with limited knowledge of the ecology of Australian educational research, there is little chance of understanding what research audits might contribute towards a capacity building agenda for such a complex field. This paper draws on secondary data analysis of research outputs submitted by 13 Australian higher education institutions to the Excellence in Research for Australia (ERA) 2010 and 2012 national research assessment exercises, to show where Australian educational research is conducted. Findings offer a profile of education researchers by location in academic organisational units within universities. By analyzing data not accessible through reported ERA data we were also able to present information about appointment profiles, specifically levels and type of appointment within universities, as well as data on institutional and geographic region, and patterns associated with type of outputs (books, book chapters, journal articles, conference papers and other outputs) and field of research. Analysis of the data reveals definitive shifts in the nature of the published outputs and in employment profiles of researchers and their location across university and regional groupings. Research audits are administrative processes that reshape institutional and disciplinary governance structures, policies, individual outputs, work practices and careers, but they are not the sum total of the field per se.  相似文献
