The University of Florida GeoPlan Center has been organizing, standardizing, and distributing geospatial data since 1998 through the Florida Geographic Data Library (FGDL), a collection of Florida geospatial data from various agencies, as well as data developed in-house. With funding from the Florida Department of Transportation (FDOT), FGDL serves as a public distribution mechanism for hundreds of Florida geospatial data layers. Since 2004, FGDL layers have formed the data foundation for FDOT's interagency application known as efficient transportation decision making (ETDM), which facilitates the review and permitting process for proposed transportation projects. Data layers are standardized and inspected to ensure that the data are adequate for use in analysis and decision making. To efficiently manage the geospatial data and workflows, a quality assurance/quality control (QAQC) process and relational database schema was developed to track the standardization procedures, lineage, versioning, and archiving of the data layers. This article details the history of the Florida Geographic Data Library, challenges of managing a large geospatial data repository, development of a QAQC process and database schema, and lessons learned.  相似文献

No More Sources?     
From June 2013, documents leaked by the National Security Agency (NSA) dissident Edward Snowden revealed that Western intelligence agencies are capable of bulk collection of electronic communications flowing through global telecommunication systems. Surveillance data shared by the “Five Eyes” eavesdropping agencies of the United States, United Kingdom, Canada, Australia and New Zealand include journalist’s communications. In the wake of the Snowden leak, Zygmunt Bauman and colleagues called for a systematic assessment of the scale, reach and character of contemporary surveillance practices. This paper explores a specific part of Bauman’s task by assessing the impact of the Snowden revelations on confidential source-based journalism. Interviews were conducted with a range of investigative journalists who have experience of covering national security in Five Eyes countries. All expressed serious concern over the intelligence agencies’ greatly enhanced capability to track journalists and to identify and neutralise their sources. The paper concludes that there is clear evidence of a paradigmatic shift in journalist–source relations as those interviewed regard Five Eyes mass surveillance as a most serious threat to the fourth estate model of journalism as practised in Western democratic countries.  相似文献

Geospatial data play an increasingly important role in natural resources management, conservation, and science-based projects. The management and effective use of spatial data becomes significantly more complex when the efforts involve a myriad of landscape-scale projects combined with a multiorganizational collaboration. There is sparse literature to guide users on this daunting subject; therefore, we present a framework of considerations for working with geospatial data that will provide direction to data stewards, scientists, collaborators, and managers for developing geospatial management plans. The concepts we present apply to a variety of geospatial programs or projects, which we describe as a “scalable framework” of processes for integrating geospatial efforts with management, science, and conservation initiatives. Our framework includes five tenets of geospatial data management: (1) the importance of investing in data management and standardization, (2) the scalability of content/efforts addressed in geospatial management plans, (3) the lifecycle of a geospatial effort, (4) a framework for the integration of geographic information systems (GIS) in a landscape-scale conservation or management program, and (5) the major geospatial considerations prior to data acquisition. Programs for geospatial support at academic libraries have evolved over the past decade in response to changing campus needs and developing technologies. Geospatial applications have matured tremendously in this time, emerging from specialty tools to become broadly used across numerous disciplines. At many universities, the library has served as a central resource allowing students and faculty across academic departments access to GIS resources. Today, as many academic libraries evaluate their spaces and services, GIS and data services are central in discussions on how to further engage with patrons and meet increasingly diverse researcher needs. As library programs evolve to support increasingly technical data and GIS needs, many universities are faced with similar challenges and opportunities. To explore these themes, data and GIS services librarians and GIS specialists from five universities—the University of North Carolina at Chapel Hill, Texas A&M, New York University, North Carolina State University, and California Polytechnic State University—with different models of library geospatial and data support, describe their programs to help identify common services, as well as unique challenges, opportunities, and future plans.  相似文献

ABSTRACT

For many decades, the Department of Energy (DOE) has been an international leader in basic scientific and engineering research that utilizes geospatial science to advance the state of knowledge in disciplines impacting national security, energy sustainability, environmental stewardship, and associated basic research. However, the realized benefits from cross-cutting geospatial science contributions have fallen short of what they could have been with greater collaboration across the DOE complex, stronger emphasis on core geographic information science (GIScience) research and development to support advanced applications, increased strategic institutional support (e.g., for management of legacy data), and additional education and outreach concerning how geospatial science can benefit DOE programs and operations. We propose a vision for DOE's geospatial science based on expanded collaboration to address major national problems, additional advanced GIScience research and development, and a long-term strategy to better manage DOE's geospatial science resources (personnel, facilities, shared data, etc.).  相似文献

Abstract

Internet access and use of georeferenced public health information for GIS application will be an important and exciting development for the nation's Department of Health and Human Services and other health agencies in this new millennium. Technological progress towards public health geospatial data integration, analysis, and visualization of space-time events using the Web portends eventual robust use of GIS by public health and other sectors of the economy. Increasing Web resources from distributed spatial data portals and global geospatial libraries, and a growing suite of Web integration tools, will provide new opportunities to advance disease surveillance, control and prevention, and insure public access and community empowerment in public health decision making. Emerging supercomputing, data mining, and compression and transmission technologies will play increasingly critical roles in national emergency, catastrophic planning and response, and risk management. Web-enabled public health GIS will be guided by Federal Geographic Data Committee spatial metadata, OpenGIS Web interoperability, and GML/XML geospatial Web content standards. Public health will become a responsive and integral part of rhe National Spatial Data Infrastructure.  相似文献

The Net Promoter Score (NPS) is used in business to measure the customers’ willingness to recommend the product, service, or enterprise as a whole to their friends or colleagues. Introduced by Fred Reichheld in 2003, NPS may answer the need of libraries to find easy and non-laborious methods of assessing the customers’ experience. It may target either the library as whole or critical services that are the most relevant to the library's main goals. However, literature about the use of NPS in public sector organizations is sparse. This article examines the applicability of the NPS to data retrieved from the user surveys 2014–2016 of the Finna service of the National Library of Finland.  相似文献

This article presents several key issues facing federal agencies with regards to electronic records management practices. The article identifies selected management, technology, implementation, and definitional barriers that agencies encounter when considering how to create and maintain an electronic records management process. A key question for federal agency technology managers is: If an enterprise creates and manages virtually all of its information in an automated information technology systems environment, does it make any sense to manage its records in a manual environment? Based on research conducted by the author, the article reviews various federal agency electronic records management processes and the implications for those practices.  相似文献

Due to the exponential growth of spatial information, effective management and curation of geospatial data has become a central concern for GIS libraries. Although geospatial data are often generated based on a set of well-established standards and protocols, best management practices in geospatial data services are still limited. In this paper, the authors review the common challenges of geospatial data management and curation, which include the application of big data, the emergence of Web GIS, and the advancement of cyberinfrastructures. A spatial education project is used as an example to discuss potential best management practices to address these challenges. It is demonstrated that librarians need to be involved at the early stage of a research project and work closely with researchers at all stages of the data life cycle for effective data management. With early involvement of a GIS librarian in the full project development process, all three challenges can be addressed by using best management practices in organizing, managing, publishing, distributing, and preserving the geospatial data.  相似文献

The new Swedish Law on legal deposit of electronic documents went into full effect on January 1, 2015. The sheer volume of documents in a wide variety of media types delivered by thousands of publishers (suppliers), such as government agencies, online news media, and publishing houses, poses an exceptional challenge for the National Library of Sweden (NLS). This requires a high level of automation in the data processing, from ingest to validation, transformation, enrichment, and storage, while at the same time attaining metadata of the best possible quality. To meet the challenges encountered the NLS has developed new electronic systems and workflows that will be explained in this article. We will also touch on what we learned from our initial experiences with e-deposit and some of the issues that appear on the horizon.  相似文献

For more than a decade, academic libraries have been wrestling with the thorny issue of managing the acquisition of electronic resources. Where are we in the continuum from paper lists to vendor-designed management systems? This paper takes a look at several in-house initiatives around the country, commenting on the successes and failures of the homegrown programs built to track, update and manage the acquisition and behind-the-scenes maintenance of electronic resources. Realizing that libraries are now well equipped to identify what dream programs should entail, this paper also comments on how we can prepare for the future of electronic resource management.  相似文献

In recent years, there has been a growing recognition of the fact that the proper management of information has to include concern for its preservation and future re-use. This ambition is particularly significant for geospatial data. The primary aim of this article is to define the European and Spanish frameworks for the preservation and reutilization of geographical information, with the ultimate goal of proposing an articulated, lifecycle-based data management model. With this, the intent is to shed some light on a complex, difficult and ever-evolving subject.

The article is divided into two main parts. The first part begins with a conceptual justification for geospatial data management and continues by synthesizing the current normative and technological framework for the preservation and reutilization of geographical information. Within this context, the implementation of Spatial Data Infrastructures (SDI) in Spain is evaluated. The second part begins with a case study from Spain that aims to identify different agents and flows that influence the lifecycle of geographical data, as well as the strengths and weaknesses found in each stage of the process under examination. Finally, the foregoing ideas are used in order to propose a SDI-related system for the management of geographical information.  相似文献

This paper reports on a study funded by the National Archives and Records Administration and conducted by the authors to collect information on Federal employees’ views and perceptions on twenty information collection topics pertaining to records creation, maintenance, use, and disposition. Multiple data collection techniques were employed. Findings suggest that in developing records management policy and guidelines, one size will not fit all agencies. A range of situational factors appear to affect the success with which records management is accomplished in the various agencies. Additional research is needed to continue to test and refine these situational factors. Future records management policies and guidelines, however, may wish to consider such situational factors to increase the overall effectiveness of records management.  相似文献

In recent years, government agencies on all levels and in all branches have increasingly engaged in harmonizing business processes, standardizing information sharing, and interoperating their information systems, which indicates a rising need for intra- and inter-government collaboration. Simultaneously, the technical capacity for process integration, information sharing, and system interoperation/interoperability (INT-IS-IOP) has also greatly increased. While a number of INT-IS-IOP projects have faced serious challenges leading to problematic project outcomes, other projects have produced the desired results. Using the amended Scholl/Klischewski (2007) framework this study systematically analyzes documents of nineteen cases of mostly successful projects, which were carried out across Europe. Based on the results of this analysis, we identify and document key foci and characteristics of successful projects. The comparative case analysis also helps assess the explanatory power of the Scholl/Klischewski framework, its applicability to practice, and its utility for evaluative purposes.  相似文献

Driven by ‘success stories’ reported by private sector firms, government agencies have also started adopting various Artificial Intelligence (AI) technologies in diverse domains (e.g. health, taxation, and education); however, extensive research is required in order to exploit the full potential of AI in the public sector, and leverage various AI technologies to address important problems/needs. This paper makes a contribution in this direction: it presents a novel approach, as well as the architecture of an ICT platform supporting it, for the advanced exploitation of a specific AI technology, namely chatbots, in the public sector in order to address a crucial issue: the improvement of communication between government and citizens (which has for long time been problematic). The proposed approach builds on natural language processing, machine learning and data mining technologies, and leverages existing data of various forms (such as documents containing legislation and directives, structured data from government agencies' operational systems, social media data, etc.), in order to develop a new digital channel of communication between citizens and government. Making use of appropriately structured and semantically annotated data, this channel enables ‘richer’ and more expressive interaction of citizens with government in everyday language, facilitating and advancing both information seeking and conducting of transactions. Compared to existing digital channels, the proposed approach is appropriate for a wider range of citizens' interactions, with higher levels of complexity, ambiguity and uncertainty. In close co-operation with three Greek government agencies (the Ministry of Finance, a social security organization, and a big local government organization), this approach has been validated through a series of application scenarios.  相似文献
